government develops a shared
vision and listen to all sides. We
as city councilmen need to hold
regular town hall style meetings
in our neighborhoods to listen to
the needs and suggestions from
our citizens. We then need to
incorporate those suggestions
into the overall operations of
the city.
Question 2: I believe in
investing in Grove City’s future
by supporting sound, responsible
financial decisions that consider
the impact on our families. The
tax structure in Grove City is
adequate to support this city. In
fact I would reduce the inside
real estate tax millage by a mill
due to the robust income tax
collection amounts.
and past Treasurer of Groveport
Heritage and Preservation
Society. I have a fresh
perspective for our great city.
Question 1: The core of
Groveport is the Historic
District. We must retain its
historic character and small
town feel and help business’
flourish by improving customer
service. There will be very little
additional expense.
In addition to the historic core
of the city, Groveport has many
nice, newer neighborhoods.
These need to be treated as the
important part of Groveport
that they are. Few amenities
have been added to these areas.
A means of connecting all of
them to the main core of the city
is critical in making them feel a
part of Groveport.
Question 2: Groveport is blessed
by having a very strong income
base from the warehousing
industry. The largest portion
of our income comes from this
industry. My experience tells me
that when the economy takes
a hit, this industry reacts fast.
A serious economic slowdown
could result in an income drop
30%, 40% or even more. I will
establish a plan that would
diversify where we get our
income. This would provide us
with a more stable economy
during periods of economic
slowdown.
Qualifications for Office:
Longtime resident with New
Albany Council Member
experience as follows: Appointed
to a vacant position for two years
in December 1991, then elected/
re-elected to four year terms in
1993, 1997, 2001, and 2005. Did
not run for election in 2009, but
re-appointed to an unexpired
term in early 2014.
Question 1: Continue the
current policies of long-term
planning and economic
development. As development
pressures have arisen, we have
been very successful in efforts
to involve the community in
the strategic planning effort.
This has resulted in a planned
community that is the envy of
most municipalities in central
Ohio and beyond. Our efforts to
expand the business campuses
have resulted in the muchneeded
diversification of our
revenue streams and allowed
us to share millions of dollars
with the school district, while
forever removing thousands of
acres from potential residential
development.
Question 2: Knowing that
our residents face significant
property tax burdens from
other governmental entities,
it is important that we do
what we can to not add to
that burden. This will best be
accomplished by continuation of
our aggressive, but well planned,
business campus development
as described above. Future
economic development success
will allow us to continue to
provide the excellent services
that our residents currently
enjoy and deserve. It will also
allow us to continue to make
improvements throughout the
city, especially in our town
center, which is becoming more
vibrant every year.
Qualifications for Office: Mayor
of Reynoldsburg, 2008 – Present,
President of Reynoldsburg City
Council, 1992 - 2003
Question 1: Reynoldsburg
is blessed with wonderful
neighborhoods and city
government has a responsibility
to provide a safe environment
for our residents. The largest
expenditure in our annual
budget is dedicated to our Police
Department and we work hard
to ensure that neighborhoods
are safe. We also undertake
annual infrastructure projects
to maintain our water lines
and streets and we provide an
excellent Parks and Recreation
system that enhances the quality
of life for our residents.
Question 2: The city is largely
funded through the local income
tax. Reynoldsburg has the lowest
income tax of any city of our size
in Central Ohio. Residents have
voted down income tax increases
in recent years. My job is to
responsibly manage the money
we do receive and to properly
prioritize our spending. I’ve
prepared eight budgets as Mayor
and I’m proud of what we’ve
been able to accomplish with
limited funds.
Question 1: A vision of inclusion
for all citizens of Reynoldsburg.
For to long the City has
operated under a party base
secular interest rather than the
inclusive needs and interest of
all constituents of Reynoldsburg.
I will establish quarterly
community forums to initiate
dialogue with constituents. I
would reach out to adjourning
municipalities for collaborative
development opportunities.
I would continue to seek passage
of a water discount program
for our Seniors, Veterans and
Disable population and establish
proclamations for MLK Day,
Veterans Day and Memorial Day,
which received no past support
Question 2: It is a known fact
that the city needs to bring in
additional revenue. I would first
look to secure project funding
from squandered opportunities
from the American Recovery
and Reinvest Act that has not
been maximized; County
Community Block Grant
funding that has not been
applied for since 2008. I would
then look for revenue support
form our Congressional and
State legislators. My financial
policy will be based on prudent
priority spending for the needs
our city and not party political
endeavors. I will request a
needs assessment from each
department and submit a four
year plan.
began working in law offices in
1986 and worked in a number
of roles in a variety of areas of
the law, including my work as
a legal intern with the Ohio
Department of Taxation. I have
been an attorney since 2006
and I have experience with
criminal law, taxation, zoning,
administrative law, workers
comp and appellate practice. I
also have experience in pursuing
and defending civil litigation.
Question 1: The City Attorney's
office has no authority to
institute policy but I will work
with members of City Council
and other elected officials to
review and determine the
legality of proposed policies
that are submitted to the City
Attorney for review.
Question 2: The final decision on
the budget for the City Attorney
is the legal responsibility of the
City Council. Within the process
I will submit a budget for the
City Attorney's office to do the
following: office management
and staff salaries, prosecution
and expenses for defending the
city, collecting penalties and
enforcing court decisions.
Occupation: Reynoldsburg City
Attorney
Qualifications for Office: I've
had the pleasure of representing
Reynoldsburg as City Attorney
for the past nine years. I earned
my law degree in 2003 and was
admitted to the bar the same
year. I was appointed City
Attorney in 2006, elected in
2007 and re-elected in 2011. I
have a proven track record of
getting the job done.
Question 1: I believe that
crime and blight follow decay
in our neighborhoods. I work
with Code Enforcement to
make sure everyone maintains
their properties and with the
police to make sure criminals
are punished when they come
to our City. The City must
invest in paving our roads
and replacing our water and
sewer infrastructure. As
our neighborhoods age, the
maintenance becomes more
expensive. The City has done
an excellent job of utilizing
state grant money to address
deteriorating streets. In order to
move our City forward we must
provide a recreation center with
a pool in the near future.
Question 2: The budget for
my office has always been and
will continue to be fiscally
conservative. I have cut my
budget several times in the past.
As City Attorney, I have very
little control with the remainder
of the budget. I know that the
officeholders in the City have
cut the budget dramatically
to make the most of what we
have to spend. The voters have
spoken four times and said they
don't want to raise our income
tax, so the City must work with
developers to attract high-paying
jobs to our City.
President of Council. 10 years
service on City Council (6 years
as the Ward 3 Councilman and
4 years citywide as the President
of Council).
Question 1: I support the
passage of a recent Council
ordnance that will strengthen
code enforcement in
Reynoldsburg. This expanded
effort will protect property
values, reduce blight and
discourage crime, all critical
factors in saving city tax dollars
for other important needs such
as economic development and
park and recreation programs.I
also support critical street,
water and sewer infrastructural
improvements now under way in
the city. These too will improve
neighborhoods across the city.
They are being paid for by
dedicated funding sources such
as state grants, the CIP Fund and
usage fees.
Question 2: The income tax
rate in the City of Reynoldsburg
is 1.5% and I oppose raising
it. I respect the fact that
Reynoldsburg voters have
rejected raising the city income
tax 4 times since 2006 and
I opposed each of those tax
increase attempts. My plan
to generate new revenue is to
broaden economic development
in the city. That will bring new
jobs (and new tax revenue)
to Reynoldsburg. I would
primarily earmark those new
tax dollars for police, safety and
infrastructure improvements.
I also oppose any effort to
eliminate any part of the
income tax credit Reynoldsburg
taxpayers currently enjoy.
for this position. I am involved,
informed and active in my
community
Question 1: I want to bring
together a partnership of our
City, School District, and a
third party health insurance
provider to build a community
center that is similar to the one
in Mason, OH. It will contain a
swimming pool for competition,
recreational swimming,
indoor tennis, walking track.
Senior activities that include
medical checkups and much
more. I firmly believe that
this investment in our future
made now will pay dividends
in student athlete scholarships,
healthier seniors, and attract
working families to move to our
city. Paying for this investment
in the same way Mason Ohio
has.
Question 2: 4 times tax
increases have been voted
down. In my profession I speak
to the residents and business
owners about our city daily.
The majority of people have
told me that they did not feel
that it was fair that one group
was singled out. My plan
spreads the increase of revenue
over a much larger group and
includes some groups who have
traditionally been left out ALL
while excluding our seniors.
Central Ohio cities of similar
size have budgets double that of
Reynoldsburg. It is time to do
what is right for our city.
Question 1: As elected officials
we are entrusted to make
decisions which we believe
are in the best interest of the
community. We must maintain
a good working relationship
with our schools.We must strive
