Question 1: Reynoldsburg
deserves local government we
can be proud of. Government
that is transparent, responsible
and responsive. We need clarity
about sponsorship, purpose and
design. Elected officials' actions
must be informed by public
views and ideas rather than
looking to persuade residents
to accept a decision that has
already been made.We need to
focus on future development
that is diverse and balanced. We
need a city government that acts
in service to private and business
residents and not as if residents
exist to serve the city.
Question 2: Informed and
aware fiscal responsibility is the
policy. Over 70% of the general
fund goes to wages and benefits.
A re-balancing of capital to
labor expenditures is needed.
Reynoldsburg can be a diverse,
inclusive, and welcoming
community with a low cost
government. To be this we need
to rethink how we work as a city
government. We must update
our codes and ordinances and
create a continual improvement
culture in City departments.
Question 1: There are numerous
needs in our city. 1. Improve
our quality of life with building
a community recreation center
with a pool. 2. Workplace- Keep
good workers here and attract
new industry. 3. Infrastructure-
Repair our roads. 4. Safety-
Decrease our crime rate. 5.
Education-Famlies will move
here for high educational
standards. Funding for these
projects can be in the form of:
Grants, Low interest bonds,
Partnership with YWCA,
YMCA, Mt. Carmel or Ohio
Health as well as looking at a
variety of tax options. All of the
options need to be evaluated so
the best can be chosen.
Question 2: City Council has
run lean and balanced the
budget. The successes have
come through Nathan Burd, our
Service Director, in the form of
over 9 million dollars in grants
to improve our infrastructure
and road repairs. Other grants
are in the mill for road and
bridge repairs that may exceed
3 million dollars. This strategy
is working very well and needs
to continue. With the strong
emphasis around a recreation
center with a pool, it opens up
potential partnerships with
YWCA or Healthcare providers
that develop wellness programs.
These can help us get to our goal
through collaboration.
Occupation: Attorney
Qualifications for Office: My
experience as an attorney, small
business owner and Upper
Arlington City Council Member
has prepared me to serve
another term for the residents
of Upper Arlington. My focus
for the past four years has been
responsive city government,
increased citizen participation
and responsible economic
development. We have had some
success in the past few years and
I want to continue my work.
Question 1: I would like to
continue my commitment to
responsive city government,
increased citizen participation
and responsible economic
development. Upper Arlington
is a special place with passionate
and commited residents that
want the best for their families
and community. It is vital to
keep an open dialogue with
residents and I'm always willing
to meet with anyone to listen
to their concerns. We need to
maintain our superior public
services and continue to be
excellent stewards of every
tax dollar. It is imperative to
maintain our superb safety
forces and city services while
seeking to be as efficient as
possible.
Question 2: Upper Arlington
residents recently passed an
income tax increase so it is
vital for me as a City Council
Member to be a good steward
of every tax dollar spent. The
City of Upper Arlington has
maintained a Triple A bond
rating which reinforces our
commmitment to efficiency
and transparency. We have an
increassed focus on repairing
our aging infrastructure while
also pursuing responsible
economic development. A
dynamic Kingsdale shopping
center and a developing Lane
Avenue corridor are all examples
of positive growth in our city
and an emphasis on expanding
our tax base.
attorney in Upper Arlington and
have served as a member of the
Parks & Recreation Advisory
Board since 2008, serving as the
chair since 2010. I was on the
Charter Review Commission
in 2008, I am a graduate of the
UA Leadership Program and a
member/board member of the
Upper Arlington Rotary
Question 1: My policy is to
engage the community in the
decisions made by council
through friendly, responsible
leadership and collaborative
solutions. In addition to
working to return the civility
to government, I promise to (a)
promote economic development
to make the most of our
opportunities while remaining
responsible to and considerate of
the residents, (b) oversee the tax
dollars generated from last fall's
income tax levy so that wise
choices are made as we improve
our infrastructure and (c)
engage the community by truly
hearing their input and fostering
transparent decision making
processes.
Question 2: My financial
policy is to provide prudent
oversight of the tax dollars
raised by reviewing and
thoroughly understanding each
expenditure. I do not believe
that Upper Arlington needs to
raise taxes. Last fall, the city
increased the income tax and
dedicated the dollars generated
to repairing the city's greatest
need, it's aging infrastructure.
This income tax will allow for
continued financial stability, as
evidenced by the City's Triple-A
bond rating.
in Ohio;
Recognized for public service
Chamber of Commerce; Served
community as past Treasurer of
UA Schools levy campaigns and
in other volunteer efforts.
Question 1: I am committed
to insuring that our safety
and other city services remain
outstanding. In addition we
must work together to set sound
goals for UA, so we can meet
our long term needs without
losing touch with fiscal reality
or sacrificing essential services.
While I have been on Council,
we have successfully right
sized city government while
preserving service levels–our
2014 operating expenses were
actually lower than when I was
elected to Council in 2011. We
must continue this success in the
future by continuing to listen
to our residents, monitoring
expenses and improving
efficiency.
Question 2: My fiscal policy
mandates that city government
spend residents’ tax dollars with
the utmost care and planning,
investing only in projects
that protect our homes and
neighborhoods over the long
run and make our community
an even better place to live and
work. That was the philosophy
behind Issue 23, which gave
UA the financial resources to
rebuild outdated or obsolete
infrastructure and meet the
needs of this generation and the
next. We must also maintain
the essential services needed to
support that infrastructure, so
people and businesses will want
to make UA their home.
Helped save Westerville Schools
approximately $28 million (see
website). Prompted Westerville
Schools to renegotiate contract
with insurance broker - reducing
compensation from $386,307.31
to $60,000 (see website)
Question 1: Bottom line, I
would like to see Westerville
be a more attractive place for
current residents to work and
raise a family and welcoming to
new residents and businesses. I
believe in the long-term, instead
of encouraging higher taxes
and picking winners and losers
by selectively shifting those
taxes (effect - hide the true cost
of city spending), we should
instead focus on core services
and infrastructure, and make it
much easier and less expensive
to do business in Westerville.
Question 2: Less Debt,
Lower Taxes, and More
Accountability...City has
quietly almost tripled debt in
10yrs without voter approval
- Surged from $38.7 million
(2004) to $107.6 million (2014).
Our Fire Department is losing
approximately $1.5 million/
yr due to tax abatements and a
complicated form of financing
called tax increment financing.
My proposal is to make the Fire
Dept. whole from the income tax
(and lodging tax) revenue from
those properties so that they
don't have to ask for another
levy. The result would be to shift
the revenue back to the purpose
the voters originally approved.
Transit Authority (COTA)
2013-present, Chairman, COTA
Finance Committee.
Question 1: The infrastructure
of Westerville neighborhoods
must be properly maintained
by the City. This means regular
attention to the condition
of streets, curbs, sidewalks,
and, water and sewer lines.
Residents should have access
to sidewalks, walking &
biking trails, bike lanes, and
recreational opportunities.
These infrastructure expenses
are being funded adequately
through the current city income
tax.
Question 2: By charter,
Westerville must consider
annual budgets in light of five
year budgetary projections. This
five year budgeting cycle will
keep the City from entering into
financial commitments which
are not sustainable over the long
run. As the City currently enjoys
a AAA bond rating, its financial
practices are viewed as prudent
and conservative; this approach
must be maintained to enable
the City to issue debt for capital
improvements when feasible and
necessary to do so at the lowest
cost to the taxpayer. Further
economic development is
important to maintain a healthy
tax base.
Occupation: Mayor, City of
Whitehall
Qualifications for Office:
Mayor since 2012; City Auditor
2003 – 2011; Board of Education
1996 – 2003; 21+ yrs of hands-on
management, supervisory and
finance knowledge. In-depth
knowledge of human resources,
tax increment financing, county,
state and federal legislation, as
well as municipal blight and
recovery issues.
Question 1: Successful
neighborhoods rely on the
ability to change. The "My
Home" program success
offered grants to homebuyers
in rebuilding non-apartment
neighborhoods. As mayor, I'm
actively pursuing financial
partnerships with community
banks in order to fund this
program for another round.
But we also need strategies to
combat housing market changes
such as planning, tailoring
strategies for neighborhoods
at risk, building on assets and
investing in quality. Use of
good planning and design as a
strategy is needed to enhance
the quality of life and improve
a neighborhood's competitive
position.
Question 2: Municipal financial
success depends upon taxes,
businesses and intelligent
conservative planning. Since
coming into office, I have made
it a priority to attract business
and re-engage the Whitehall
Community Improvement
Corporation which has resulted
in retaining, attracting and
expanding businesses as well
as creating 1,000 new jobs. The
use of federal and state grant
programs has enabled the city to
repair roadways and install fiber
networks, while tax increment
financing enables infrastructure
beautification projects. Use of
innovative financing options
reduces the need to raise taxes.
Management, Budget and
Control.
Question 1: Community
Policing is my vision for the
neighborhoods of Whitehall. The
current mayor has eliminated
this program in lieu of an extra
narcotics task force that works
the majority of its cases outside
the City of Whitehall in other
communities. Now, more than
ever, police need to connect
with t eh people they serve. The
previous program joined police
officers with neighborhood
leaders in a one to one basis to
solve problems specific within
that neighborhood, before
situations got out of control.
That program worked then, and
will work now. We must focus
on Whitehall issues, not a drug
problem in another city. There is
virtually no extra cost, a simple
restructuring of personnel
assignments. (over character
limit)
Question 2: Personnel costs
as related to City Services are
the largest part of our City
finances. Keeping these services
properly staffed is not only a
fundamental responsibility
but also a fiscal responsibility.
Whitehall has some of the finest
services available to its citizens.
The Police, Fire/Medical, Street
and Parks department all
improve the quality of living
in Whitehall. Keeping these
departments property staffed
will shut down on the excessive
overtime spent each year. Proper
