options need to be evaluated so<br />

the best can be chosen.<br />

Question 2: City Council has<br />

run lean and balanced the<br />

budget. The successes have<br />

come through Nathan Burd, our<br />

Service Director, in the form of<br />

over 9 million dollars in grants<br />

to improve our infrastructure<br />

and road repairs. Other grants<br />

are in the mill for road and<br />

bridge repairs that may exceed<br />

3 million dollars. This strategy<br />

is working very well and needs<br />

to continue. With the strong<br />

emphasis around a recreation<br />

center with a pool, it opens up<br />

potential partnerships with<br />

YWCA or Healthcare providers<br />

that develop wellness programs.<br />

These can help us get to our goal<br />

through collaboration.<br />

behind Issue 23, which gave<br />

UA the financial resources to<br />

rebuild outdated or obsolete<br />

infrastructure and meet the<br />

needs of this generation and the<br />

the essential services needed to<br />

support that infrastructure, so<br />

people and businesses will want<br />

by selectively shifting those<br />

taxes (effect - hide the true cost<br />

instead focus on core services<br />

and infrastructure, and make it<br />

much easier and less expensive<br />

to do business in Westerville.<br />

Lower Taxes, and More<br />

Accountability...City has<br />

quietly almost tripled debt in<br />

10yrs without voter approval<br />

- Surged from $38.7 million<br />

(2004) to $107.6 million (2014).<br />

Our Fire Department is losing<br />

approximately $1.5 million/<br />

yr due to tax abatements and a<br />

complicated form of financing<br />

called tax increment financing.<br />

My proposal is to make the Fire<br />

Dept. whole from the income tax<br />

(and lodging tax) revenue from<br />

those properties so that they<br />

don't have to ask for another<br />

levy. The result would be to shift<br />

the revenue back to the purpose<br />

the voters originally approved.<br />

Westerville must consider<br />

annual budgets in light of five<br />

year budgetary projections. This<br />

five year budgeting cycle will<br />

keep the City from entering into<br />

financial commitments which<br />

are not sustainable over the long<br />

run. As the City currently enjoys<br />

a AAA bond rating, its financial<br />

practices are viewed as prudent<br />

and conservative; this approach<br />

must be maintained to enable<br />

the City to issue debt for capital<br />

improvements when feasible and<br />

necessary to do so at the lowest<br />

cost to the taxpayer. Further<br />

economic development is<br />

important to maintain a healthy<br />

good planning and design as a<br />

strategy is needed to enhance<br />

the quality of life and improve<br />

a neighborhood's competitive<br />

Question 2: Municipal financial<br />

success depends upon taxes,<br />

businesses and intelligent<br />

conservative planning. Since<br />

coming into office, I have made<br />

it a priority to attract business<br />

and re-engage the Whitehall<br />

Community Improvement<br />

Corporation which has resulted<br />

in retaining, attracting and<br />

expanding businesses as well<br />

as creating 1,000 new jobs. The<br />

use of federal and state grant<br />

programs has enabled the city to<br />

repair roadways and install fiber<br />

networks, while tax increment<br />

financing enables infrastructure<br />

beautification projects. Use of<br />

innovative financing options<br />

Policing is my vision for the<br />

neighborhoods of Whitehall. The<br />

current mayor has eliminated<br />

this program in lieu of an extra<br />

narcotics task force that works<br />

the majority of its cases outside<br />

the City of Whitehall in other<br />

communities. Now, more than<br />

ever, police need to connect<br />

with t eh people they serve. The<br />

previous program joined police<br />

officers with neighborhood<br />

leaders in a one to one basis to<br />

solve problems specific within<br />

that neighborhood, before<br />

situations got out of control.<br />

That program worked then, and<br />

will work now. We must focus<br />

on Whitehall issues, not a drug<br />

problem in another city. There is<br />

virtually no extra cost, a simple<br />

restructuring of personnel<br />

assignments. (over character<br />

limit)<br />

Question 2: Personnel costs<br />

as related to City Services are<br />

the largest part of our City<br />

finances. Keeping these services<br />

properly staffed is not only a<br />

fundamental responsibility<br />

but also a fiscal responsibility.<br />

Whitehall has some of the finest<br />

services available to its citizens.<br />

The Police, Fire/Medical, Street<br />

and Parks department all<br />

improve the quality of living<br />

in Whitehall. Keeping these<br />

departments property staffed<br />

will shut down on the excessive<br />

overtime spent each year. Proper
