in on its #1 problem, crime. In<br />
this, Whitehall has become a<br />
city of 'no'; no to experimental<br />
innovation, artistic freedom,<br />
creativity, individual liberty and<br />
so, has developed simmering<br />
anger, banality and a universal<br />
sameness that doesn't encourage<br />
vibrancy or interest apart from<br />
every other community. Outside<br />
of criminality, I believe bringing<br />
out the best of human nature<br />
and that spirit is done by saying<br />
'yes' more often.<br />

bare bones government. The<br />
more services and aid to the<br />
community that's wanted or<br />
needed requires more funds,<br />
then one would have to raise<br />
taxes or entreat more business.<br />
You cannot have city services or<br />
aid to the community without<br />
them. Past that, one must<br />
prioritize the expenditures<br />
based on the city's priorities.<br />
If crime is #1, then you must<br />
hire extra police to address that<br />
problem adequately. If there are<br />
extraneous positions not vital to<br />
the top priorities then you must<br />
cut those to serve the #1. When<br />
you get #1 under control, THEN,<br />
you can focus on less pressing<br />

Question 1: Whitehall is one<br />
of the most dangerous cities in<br />
Ohio. Like other communities,<br />
we are facing an epidemic of<br />
heroin trafficking and opioid<br />
abuse. We've also had a graduate<br />
of our high school indicted<br />
for terrorism. Is our city<br />
government properly organized<br />
to combat these threats? The<br />
answer is "no". Safety forces are<br />
stretched too thin. Response<br />
times are not quick enough. A<br />
large part of the problem rests<br />
with so much money being spent<br />
on city administration. We need<br />
to streamline our administration<br />
and eliminate political positions.<br />

have a revenue problem -<br />
Whitehall has a spending<br />
problem. We need to eliminate<br />
administrative waste by<br />
eliminating positions in city<br />
hall and re-directing the funds<br />
to better street lighting and<br />
increased funding for our first<br />

well. The "new urban" type of<br />
development that is becoming<br />
popular in other communities<br />

Such trendy developments<br />
feature high-density apartments<br />
and little green space and would<br />
place undue burden on traffic<br />

residents have spoken. It is<br />
council's job to represent the<br />
voice of the residents.<br />
Question 2: After several years<br />
of struggling as businesses<br />
moved out of Worthington<br />
-- leaving behind empty<br />
office buildings, storefronts,<br />
warehouses--the city has<br />
experienced some comeback in<br />
recent years. The comeback is<br />
at least in part due to the city's<br />
economic development efforts,<br />
which included streamlining<br />
the process of obtaining needed<br />
permits and approvals; making<br />
available economic incentives<br />
needed to compete with other<br />
central Ohio communities;<br />
and hiring an economic<br />
development manager. Without<br />
that continued success, the city<br />
would have to raise taxes or cut<br />

Question 2: For 20 years, the<br />
financial status of Worthington<br />
has significantly fluctuated.<br />
Following the recession, voters<br />
approved an income tax increase<br />
and the City designed new<br />
policies. Worthington is now<br />
on solid financial grounds with<br />
a AAA bond rating restored, a<br />
healthy reserve fund, and no<br />
longer has deficit spending.<br />
The key to our financial future<br />
is retention and expansion<br />
of business because 75% of<br />
Worthington’s current operating<br />
budget is income tax. Proposed<br />
change in the City’s charter<br />
could curtail the city’s economic<br />
vitality and result in less services<br />
or higher resident charges.<br />
