ROGER HUME Local residents standing as District Councillors
MARK HURN
I started the first neighbourhood watch scheme in Cambourne, and for a
number of years I have been the Webmaster of the Cambourne Crier
website, www.cambourne.info. I am also advertising editor of the successful
Cambourne Crier magazine. In 2006 I was elected a Parish Councillor in
Cambourne.
I am particularly concerned about the effect of the increasing number of
homes proposed in Cambridgeshire. As important as they are they should
not place a burden on the infrastructure or be a burden to existing residents.
Another worrying issue is the apparent increase in what is now often referred
to as anti-social behaviour, which I prefer to call crime.
The environment is so important. Many people are moving to this area for
an improved quality of life but we need to take action to ensure it remains
a good place to live. The more mundane issues, such as litter/rubbish, dog
fouling and graffiti, are also important as they have an impact on the
environment.
LORRAINE MORGAN
When my wife and I moved to Cambourne in April
2000, it triggered an interest in local government and I
was one of the first two elected resident members of the
Cambourne Management Liaison Committee (MLC).
ELECTION STATEMENT
My name is Mark Hurn, I live in Lower Cambourne
and I am the Labour Party candidate in the Disctrict
Council elections. I have lived in Cambourne nearly five years and enjoy
the challenges of building a community in a new settlement.
I am involved with Cambourne Youth Partnership, Churches Together
in Cambourne and have been on Cambourne Parish Council from the
start. I was also on the Temporary Governing Body of the Vine School.
I have some previous political experience as a parish councilor in Milton
Keynes.
If elected, I will push to make Cambourne an exciting and active place for
young people with more organized activities in the evenings. I see education
as the answer to most problems. I would also like to see improved
bus services for Cambourne, including electronic display boards
and some long distance routes stopping in Cambourne. I am keen on the
principle ‘facilities first’: meaning that developers will be required to build
community facilities before building houses.
If I become your District Councilor I would hold regular surgeries where I
would make myself available to answer enquiries or help you make the
Unfortunately the Crier has been unable to contact Lorraine, probably due to the
Easter holidays. Candidate profile updates will be published on web site
www.cambourne.info. For paper copy contact the editors (Page 2 for details)
Cambourne Youth Partnership
Is anyone taking notice of the Young People’s needs in the
new development of Cambourne?
We are sure this is a question many people have asked since reading the press coverage on the
Gang beatings in Cambourne recently.
Yes, is the answer to the above question. There are many different voluntary groups for young people to get
involved in. These include sports groups & coaching, after school activities including Street Football, Street
Dance, Art projects, Martial Arts training, Scouts , Guides, Boys Brigade, Church Youth Groups, and IT access
& tuition, to name a few.
In response to consultation work with young people, The Cambourne Youth Partnership (CYP), a voluntary
group of people involved in providing youth services, has worked hard at setting up a temporary youth centre
to provide a safe place for young people to meet in.
The Centre has a coffee bar, chill out area, games, & IT room. The Cambourne Youth Partnership working
with; South Cambs District Council, Cambourne Parish Council, County Youth Services & The Consortium of
Housing Association in Cambourne has been pro-active in providing diversionary activities for Cambourne
youngsters. There is a; Youth Café, which operates on a Tuesday evening after School, a Youth Club on a Friday
evening, fortnightly, Drop in sessions during School holiday periods and the venue is used by Cambourne
Scouts, Badgers and family training & support work
The Cambourne Youth Partnership has been successful in getting funding for some set up & Capital Costs. To
enable youth provision to develop and grow, the CYP now need funding to enable them to employ a youth
centre project manager and more sessional youth workers. It is the aim of the CYP to open the centre for more
days after School finishes and during the weekends and school holidays.
Young People do need to be provided for. Cambourne has got a lot going on for Youngsters who want to get
involved in activities etc. There are also detached youth workers going out to meet & chat to young people on
the streets. Much of the work outlined above has been done in response to youth related Anti-social behaviour
in the past. This recent incident of Anti-social behaviour highlights the great need for a permanent Youth Centre
for the young people in Cambourne. Hopefully this will be taken into consideration by all the partners
working on the development of community services for Cambourne.`
Where is the Youth Centre?
You will find the Youth Portacabin on Back Lane, in front of the Skate Park.
Cambourne Cafe - Tuesdays 3.15 - 5.45pm Term Time, A free drop in Cafe for ages 13-16 years, Com-
Did you know that on July 1 st 2007 England is going smokefree?
From 1st of July 2007, virtually all enclosed public places and workplaces in England will be smokefree. This means
that it will be against the law to smoke in the indoor parts of places such as pubs, bars, nightclubs, cafes and
restaurants, lunch rooms, membership clubs and shopping centres. At work, smoking inside will become a thing of the
past, and indoor smoking rooms will no longer be allowed. Public transport and work vehicles used by more than one
person will also need to be smokefree.
Secondhand smoke is bad for health because it is a recognised carcinogen, which means that it is known to cause
cancer in humans. Secondhand smoke can significantly increase a non-smokers likelihood of getting lung cancer or
heart disease. And, because 85% of secondhand smoke is invisible and odourless, even though you think your
workplace, pub or club is not a particularly smoky place you maybe be at more harm than you realise.
The Health Act requires managers of business premises to ensure all enclosed and substantially enclosed buildings and
areas aare completely smokefree. ‘No smoking’ signage must also be displayed at all public entrances. The required
signage is available free by registering at www.smokefreeengland.co.uk. Managers must also take reasonable steps to
ensure that staff and customers are aware that the premises is legally required to be smokefree.
Employers who would like more information about complying with the legislation can telephone Zoe Harvey on 01480
398585 for advice or e-mail zoe.harvey@cambsphn.nhs.uk Details can also be found at www.smokefreeengland.co.uk.
For smokers who would like to stop smoking, the NHS has a free local service. Camquit and PQS Stop Smoking Services
offer support to help smokers at a range of locations across Cambridgeshire and Peterborough. For more information
on NHS Stop Smoking Services telephone 0800 169 0169.
Theft from Cars
and the use of Immobilise to trace property
Lock your car – always.
Keep all your valuables out of sight – even a coat can tempt
a thief as they don’t know what is in the pockets. If you have
to leave things in the car lock them in the boot out of sight.
If you see anything suspicious - note the registration
number, write it down with a description of the car and occupiers
as soon as you can, alert others to the potential problem
and inform the police.
Items stolen from cars are usually sold quickly for cash. All
over the country, police have stores of seized items that they
would like to return to the legitimate owners. Unfortunately it
is impossible to identify them. A FREE way to ensure your
valuables are identifiable all over the UK is to register your
property on www.immobilise.com. This site is searched
thousands of times every day by British Police officers.
When registering an item on www.immobilise.com a user
I.D. and password is generated which allows you to access
the site and add or delete items at any time. There is no
limit to the number of items that you can register. The recorded
information can help you after loss, theft or fire to
complete insurance claims, report stolen or lost property to
the Police and mobile phone networks. Registered items can
be identified anywhere in the country making it far more likely
that your property will be returned. More importantly it
may give the Police an audit trail to find the thief and bring
about a successful prosecution.
Swavesey Camera Club Spring Exhibition
The second Swavesey Camera Club Spring Exhibition is being held
on Saturday 21 st April at the Memorial Hall in Swavesey. The inaugural
exhibition last year was a great success with over 200 visitors
and the club will be adopting a similar format this year.
The main elements of the exhibition are as follows.
The club is running a photographic competition with the
winners being announced at the exhibition. It will have various
themes and is primarily aimed at getting school children
interested in photography, although there will also be
an open class. Each of the classes has a substantial cash
prize. The competition entries will be on display at the exhibition.
Exhibition of members’ prints. Each member will be exhibiting
4 prints, together with a short narrative. Alongside
these there will be a display of the winning entries from
internal club competitions.
There will be an audio visual presentation featuring a selection
of club members’ work, lasting approximately half an
hour.
The club participated in the ‘Orchestra in a Village’ event
in Swavesey and the surrounding villages in November,
with members of the club recording many of the events
photographically. The exhibition will include a display of
prints and an audio visual presentation featuring member’s
work from this event.
Additionally, refreshments will be available and there will
be items of members’ work on sale.
The exhibition is open from 10am to 4:30pm, and entry is free. More
details of the exhibition are available on the clubs website at
http://www.swavesey.org.uk/camera_club/programme/spring_exhibition
Comberton Village College South Africa Trip 2007
We are a group of six year 11 students currently
studying at Comberton Village College in Cambridge,
and are planning to travel to South Africa this
summer. We are traveling to South Africa to be
volunteer teaching assistants at Edendale Primary
School.
Edendale serves the black township of Mamelodi, near
Pretoria, and aims to provide an education that will
allow the children to progress to mixed race schools
and achieve their maximum potential. Every year Comberton
Village College raises money to fund bursaries
for children in Mamelodi to attend Edendale School.
As the South African government does not provide free
education, these children would be unable to be educated
without our help.
In addition to raising money for bursaries, every year we sponsor a small group of students from Edendale to
come to Comberton and be part of our community for several weeks. We also raise money for the Makhulong
Centre for orphaned children that have HIV/AIDS. This orphanage is near the school, and as part of our trip, we
will be visiting and helping to look after the children. We have organised many different activities to raise as
much money as possible for these valuable causes. One example is our whole school walk, the money from which
goes towards funding the bursaries.
After our GCSEs, the six of us are going to spend five weeks in South Africa. We will be staying with teachers from
Edendale School. We will be traveling daily to the school to participate in activities with the children and even
take some classes ourselves! This will be an amazing chance to experience a culture, landscape and lifestyle very
different from our own; hopefully creating a long lasting partnership between both the schools and countries.
If you are interested in attending any of our fundraising events or can help in any way please ring Luke Crabb on
01954 203187. Our next event is our race night on the 20 th April at Comberton Leisure. Tickets are £1 each and
available from Luke Crabb.
The Crier is proud to have donated £250 towards the fundraising effort
CAMBOURNE WILDLIFE
Wildlife Review April 2007
Spring has been leaping on with blackthorn blossoming
and leaf buds bursting all over Cambourne.
Some insects are out taking advantage of the warm sunshine.
I have seen brimstone butterflies fluttering through Oaks Wood and big bumblebees
buzzing over the grasslands. Some keen eyed residents have spotted signs of water voles
along the ditch between Lake Ewart and Redgrave Water in the Country Park. Look out for
their holes and latrines in the banks close to the waterline.
During March I took Year 2 pupils from the Vine School out to explore Oaks Wood. We used
our different senses to search for colours and patterns in nature and looked for tracks and
signs of animals. We discovered a rookery being built by rooks high in the trees in one corner
of the wood and saw lots of squirrels leaping about in the trees. We also saw frogs in the Ecopark
ponds and lots of frogspawn.
Soon the bluebells will be emerging in some of the woodlands around Cambourne. They are
indicators of ancient woodland and show that these small fragments have been here for a very
long time. Monkfield Wood is probably the best place to see them in Cambourne, but if you
want to venture further a field Overhall Grove and Gransden and Waresley Woods also look
spectacular at this time of year. For directions see our website www.wildlifebcnp.org, or call
into the Manor House.
In April we expect to see the arrival of many summer visitors. House martins and swallows will
be swooping overhead after insects, and warblers, nightingales and cuckoos add their voices
to the spring chorus. International Dawn Chorus Day is on Sunday 6 th May this year and we
will be celebrating with a Dawn Chorus walk. There will be experts on hand to decipher the
songs that we hear and a breakfast of hot drinks and muffins to warm everyone up after. We
will meet at 5am (that’s when it all happens folks!) and there will be a cost of £2 per person
payable on the day. If you would like to join us for this special walk around Cambourne then
please call to book.
Dog mess is an eternal problem around Cambourne and we get a lot of complaints about it.
We come across a lot of bags left in the grass and ditches when we are cutting in the summer
and strimming through it is not very nice! If you are a dog owner, please be responsible and
clean up after your dog. Dog faeces is not only unpleasant and unsightly but it can be a health
hazard, particularly for children. If you are walking your dog could you please collect faeces in
a plastic bag and deposit this in one of the dog bins provided near the road, or take it home.
Dog bins can only be installed near roads so the contractors who have special facilities to dispose
of the contents can empty them. If you know a bin that is not being emptied often enough
contact South Cambs District Council, if you think there is an entrance that needs a bin or a
bin has been vandalised please contact the project office (numbers inside front cover).
Pastoral Thoughts
Now that Spring is in the air the thoughts of the residents often drift to the special things of Spring.
Rising council tax, more buildings, and large rusting metal objects symbolizing unfulfilled promises
of wonderful things, from people trying to sell you something. Yes often promised great things but
truly ending up with rusty scrap. Now do not misunderstand me, I am not saying everything is
terrible. Far from that in actuality. The thought I wish to convey is that the promises of men will
often fail. Whether it is because of misunderstanding or inability to deliver or just plain lying
through their teeth. The promises of man will often fail. However if we are to put trust in promises
then these promises should be from God. God does not have to apply for permission to deliver his
promises. He does not have to deal with bureaucrats or red tape. God does not even have to
comply with EU regulations. If God says something he delivers. He cannot be coerced or bribed or
even intimidated. So if it rains remember to look for the rainbow and trust in his promises. He has
said in John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever
believeth in him should not perish, but have everlasting life. This is another promise from him. It
is comforting to know that in this world of uncertainties there is a place to go for stability and truth.
In response to some recent mis-understandings here is a note concerning the Cambourne Crier production costs
Crier editors would like contributors to know that each and every A4 page with editorial content costs around £80.00 to print and distribute, as well as
involving much time and effort from volunteers. Advertising revenue is the only means of paying for the Crier. As more homes are built costs inevitably
increase. This may help to explains why the editors sometimes need to exercise their judgement and edit the more verbose, irrelevant or politically sensitive
entries. The Crier is run as a not-for-profit and non-political organisation. Every household and business gets a free monthly copy delivered to their door.
The Crier makes onations to the community which to date total over £4,000.00. Amounts are mostly around £150.00 but awards up to £1,050.00 have been
given to larger local organisations. If you need money for your group do please contact the editors for an application form.
Anderson Telegraph
The term has flown past as so much as been happening! Recently we celebrated Book Week throughout the school,
culminating in visits from well-known authors. Pippa Goodhart came to visit Foundation Stage and KS1: we enjoyed
hearing her read her own stories and were extremely privileged to see the original manuscript of her next book, to be published in the Autumn (we
will look out for that!). It has given
children an understanding of the process of creating books, and an even greater enthusiasm for reading. We all enjoyed dressing up for World Book
day and our characters ranged from Harry Potters and
Sleeping Beauties to Winnie the Poohs and Bob the Builders. We had great fun seeing the variety and ingenuity of
characters and costumes and were proud that each FS child was able to talk a little about the character they had dressed up as. Cambourne children
are very lucky to have such a super library on their doorstep, to support and develop such enthusiasm for books!
As a whole school we have been focussing on ‘getting on with people’ and learning strategies for coping with disagreements, without ‘falling out’ with
others. This has been part of our Personal, Social, Health and Citizenship education. It is rewarding to see children gain an increased awareness of
how other people feel about friendships, and how their words and actions can affect others. In Foundation Stage it is very much part of our everyday
curriculum from first joining school: getting on with others is an important life-skill.
Next week we are looking forward to Science week throughout the school: the profile of Science, through experiments, predicting, testing and
drawing conclusions, will be a focus for the week. More valuable life-skills and great fun too!
The highlight of the term for Foundation Stage has been preparing for our Spring Celebration towards the end of this term. We will present
‘Tadpole Rag’, a show about the lifecycle of frogs presented through songs, poetry and dancing which shows how frogs really are ‘amazing’. Our FS
children know lots about the process of frog-spawn changing into tadpoles which turn into frogs, which then lay eggs, and so on. It has been made
really accessible and memorable through singing and dancing. We have learnt to our surprise, for example, about a friendly-looking predator of
small frogs….!
We are looking forward to some nice warm Easter weather (!) for re-charging Foundation Stage children’s batteries after an action-packed and
exciting term.
If you have recently moved into the village and have a child due to start school, could you please make contact with the school Finance and Office
Manager : Mrs J Durrant, on 01954 273377
We look forward to hearing from you.
COMBERTON VILLAGE COLLEGE: A NOTE FROM THE PRINCIPAL
A recent gathering at Meldreth Primary School was enjoyed by many of us from local schools and other organisations. It was a celebration of the developing
work of a newly formed partnership termed ‘CABMAG’.
CABMAG is the Comberton, Bassingbourn, Melbourn and Gamlingay Extended Schools Project. It consists of the named Village Colleges together with
their partner primary schools. All schools are being required to become ‘Extended Schools’, usually in some form of collaborative arrangement. CAB-
MAG is such a collaboration. Other agencies, such as South Cambridgeshire District Council, have become involved and are contributing positively.
All the schools involved in this extended schools project decided from the outset that the best way to provide the child care in the extended school
hours that is expected was to provide healthy lifestyles activities. This involves both a nutritional and healthy eating focus and lots of physical activity.
This has allowed us to take some very positive action on another area of national concern, developing healthy lifestyles for young people, at the same
time as meeting the extended schools agenda.
Given the national interest in this project, Sue Campbell, the Chair of the Youth Sport Trust and UK Sport, kindly agreed to attend the event and say
some appropriate words to all present. She was clear that this was precisely the sort of work that was needed throughout the country in order to have a
positive impact on the lives of young people that could serve them well for the rest of their lives. We were then treated to a wonderful exhibition of
some of the activities that the primary school children are undertaking under the project. They clearly thoroughly enjoyed what they were doing.
It is interesting to reflect on why this has all worked so very well. In retrospect, it seems clear. A relatively small amount of funding was given to a group
of schools. They were told that that they should seek to use it collaboratively. They were told that it needed to be used to develop the extended schools
agenda. However, after that, it was up to us. We had to decide how to do it and we had to make it happen. That is a very empowering way to work.
As a result, we really feel that we own the project and that it is what is needed in our situation. As a model for developing educational policy, it is excellent.
I thoroughly recommend to the Department for Education and Skills for all future initiatives!
April 2007
As some of you will know, in a church school, an Ofsted inspection is followed within a few weeks by a SIAS (church) inspection. We have just
received our SIAS report and are delighted that some of our achievements of the past year have been recognised.
The school has developed a remarkable partnership with the Church and local community, in such a short time.
Relationships within the school are of a high order and are characterised by Christian care and consideration for others.
Parents speak very warmly about the nurturing work of the school, and value the impact it has on their children.
In Religious Education pupils show very positive attitudes and their interest is stimulated by enthusiastic teaching, skilful questioning
techniques and opportunities for personal reflection.
The rate of development has been relentless and staff and Governors have shown an impressive stamina to keep up with the changes.
The Chair of Governors is inspirational in his vision for the school to be a transformational experience.
Following the rigour of the two inspections it has been a real pleasure to finish the term moving our FS and Y1 pupils from their temporary
buildings across the playground into their brand new classrooms. In addition we have more than doubled our playground area and we still have
the excitement of the new school field to look forward to after the holidays. Life is always exciting at The Vine!
Happy Easter to you all.
Move your business to Atria Court, Papworth
Brand new small business units are hard to find in the Cambridge area, but now developer
Wrenbridge is hoping to meet some of that unsatisfied demand with Atria Court, a new development
of high quality business units at Papworth Business Park, Papworth Everard. Papworth is around 10
miles west of Cambridge.
Nuffield Hospital has recently taken a large unit on the scheme so there is now a total of 41,803 sq ft
(3,883 sq m) remaining in unit sizes ranging from 1,998 sq ft (185 sq m) to 18,018 sq ft (1,673 sq m)
with the option to combine units. Space can be leased or bought: the quoting rent at Atria Park is
from £6.75 per sq ft or space can be bought on a long leasehold basis from £95 per sq ft.
All units are built with a steel portal frame and sculptured panel cladding to the front elevation. Each
unit has a loading bay, 6m eaves height, gas supply, toilet and power floated concrete floor. The
larger units have offices on the first floor.
Atria Court is in an established business location
which is home to Asset Co, Papworth Furniture and the NHS.
Monkfield Medical Practice has carried out a survey of its patients each year since 2003. 250 questionnaires were
handed out during September 2006 and 177 Cambourne residents returned a completed survey to us.
Overall satisfaction with the Practice remains very high – over 95% of respondents consider the surgery to be excellent
or good, with the remainder giving an average rating. Questions about both clinical and administrative staff received
very positive responses.
The great majority of patients are satisfied with both opening hours (95% rated these as excellent, good or average)
and their ability to get through by telephone (just over 90% consider this to be excellent, good or average). We keep
both these areas under constant review to make sure we are getting the most out of the resources given to us by the
Primary Care Trust. In 2006 we extended our telephone opening hours and now take calls from 8.00 am each morning.
We also installed a telephone queuing system in response to patient comments.
We are grateful to all the patients who took the time to complete one of the survey questionnaires. We will be undertaking
a survey again in September 2007, but all members of the team welcome comments and suggestions from
patients at any time.
COUNTY COUNCILLOR’S NOTES
Councillor Lister Wilson
At the County Council we have been putting together a difficult budget. The Government Grant to run our services has risen by 2.5%
but the actual inflation in the cost of those services is 4.88%. This is due to rising demand as well as rising costs. Their grant is around
31% of our income with the rest coming mainly from Council Tax. The Government has gone in for some ‘advance capping’ by
asserting that any Council Tax increases over 5% will be outlawed. So the only option we have is to slim down some services and cut
the wage bill by axing some key officer posts at Shire Hall. This year we have made savings of £9.5 million to balance the books.
Cambridgeshire will still have the third lowest Council Tax in England.
These measures are just enough this year but we are still determined not to cut into our Social Services for the elderly and vulnerable.
People who apply for Social Services are grouped by the level of their needs. We provide for those whose needs are “substantial” and
“critical”. Some Shire Counties are looking at the grim reality of reducing their spending on those with “substantial” needs. So far we
have not. We have kept faith with the folk we serve.
At the end of 2005, Cambridgeshire County Council was given a £385,000 Government Grant to examine ways of coping with traffic.
Most of the attention will go to Cambridge City and not all of it will involve congestion charging.
Parking Plea
Has anyone else noticed how it is now becoming the norm to park halfon/half-off
the road/pavement/grass verge in Cambourne?
Not only is it very unsightly, but more importantly it now means that a
walk around Cambourne with a pram can sometimes involve umpteen
detours off the pavement and on to the road to get round inappropriately
parked cars. People in wheel-chairs must feel similarly put out.
I realise that the roads in Cambourne are often quite narrow, but if people
made more use of their driveways/garages, along with more sensible
parking generally, parking on pavements should not be necessary.
Where parking on roads is necessary, we should park in a way which
doesn't intrude on our pavements or grass verges - since to do so:
(a) damages our grass verges/pavements and costs us all money
through our council charge to repair;
(b) is unsightly and makes the village look cheap;
(c) is selfish to pavement users who are often forced onto the road;
(d) is dangerous for prams, wheelchair users and the blind.
(e) would impede emergency services.
We should all challenge ourselves, our guests and our fellow villagers to
park in a considerate way.
We should challenge inconsiderate or dangerous parking to the extent if
necessary by notifying the Police.
I realise this message may irritate some people who feel they must
park in this way. But my plea to everyone is to think more carefully
about parking in all our streets in Cambourne
Recycling Response
In response to the letter 'Recycling Headache' in the last issue of The
Crier, I also share the concern of the letter writer regarding the recycling
facilities at Morrisons Cambourne.
As a responsible retailer we are more than happy to provide this space
within our store car park for the local council to position recycling bins,
however the emptying of the bins and the general upkeep of this area is
the sole responsibility of the local council. Recently, I have become increasingly
concerned about the infrequency of collections from the recycling
bins and the subsequent issues caused as a result of this.
I would welcome reassurance from the council that the provision of
workable recycling bins remains a priority for them.
An Appreciation:- KEVAN CRANE
Kevan started to work within this community soon after I moved to
Cambourne in 2002 and it was then I made his acquaintance.
From day one he was committed to the role he was appointed as the
Community Development Officer for the 3 principal social landlords
with residents in Cambourne. Most tenants were welcomed by him as
well as prospective ones as their properties were being developed. He
was always ready to give advice and support or if required more
detailed or professional advice was needed he would put residents in
touch with the appropriate agency. Although he was employed principally
for social housing needs he readily gave his time to the community
as a whole and organised events for ALL to enjoy.
With his help the Cambourne Summer Festival received grant funding
for a few of the earlier years. The 3 C’s Club which meets on a
regular basis was started and run by Kevan along with the Churches
Together in Cambourne and was instrumental in the formation of
Housing Association Residents Forum.
His assistance in the formation of the Cambourne Youth Partnership
was invaluable. Kevan’s touch helped with the provision of the current
Youth Building, which is also used to run computer, literary and
maths skills courses.
Cambourne certainly has become a better place with his enthusiasm
and has benefited greatly from his involvement.
Kevan leaves us a great legacy and the foundation that he has created
will I feel stand us all in good stead especially to his successors.
I am sure that you will join with me in saying a big thank you
Kevan for all that you have done for us and wish you God’s Speed
and along with your family, every happiness as you return to the
Ministry and your move to the Baptist Church in Kings Lynn. Our
loss is their gain.
INDIAN RESTAURANT
I have noticed that the outside of the Indian restaurant hasn’t
been finished i.e. around the extractor fans, the rear door not
painted and the bottom cladding left unfinished.
I also notice that the delivery van for this restaurant drives up
to the back door leaving black tyre marks and oil on the slabs,
there also seems to be several cracked slabs in this area.
It looks awful, is there anyone with authority who could contact
the owners of this restaurant about these matters?
Parking
Dear Editors
Thanks to all who contributed to this lively
debate which has probably now run it's course.
I think the upshot is as follows:
1. Parking in Cambourne is scarce.
2. We should therefore use our garages, car-ports
and drive-ways as much as we can to minimise
congestion on our narrow roads.
3. Where parking on roads is necessary, we
should park in a way which doesn't intrude on
our pavements or grass verges - since to do so:
(a) damages our grass verges/pavements and
costs us all money through our council charge to
repair;
(b) is unsightly and makes the village look cheap;
(c) is selfish to pavement users who are often
forced onto the road;
(d) is dangerous for prams, wheelchair users and
the blind.
4. Cars should park on the same side of the road
on particularly narrow streets if parking on different
sides would impede emergency services.
5. Parking in part or in full on pavements or grass
verges should never happen.
6. We should all challenge ourselves, our guests
and our fellow villagers to park in this considerate
way.
7. We should challenge inconsiderate or dangerous
parking to the extent and in the ways we feel
comfortable, including notifying the Police
where necessary.
8. Don't be surprised if you get a parking fine, or
note from an aggrieved neighbour, if you park
in an inappropriate manner.
9. Also don't be surprised if your parking etiquette
lands you with the 'bad neighbour' tag!
PARK CONSIDERATELY: USE YOUR DRIVE-
WAYS, GARAGES AND CAR-PORTS AND STAY
Dogs
Dear Editors
I am writing to you about the dog poo on the
paths.
I end up clearing it up so that it does not get
walked into my house, but don't see why I should
be doing this when I have no dog!
Dogs are being allowed off their leads, especially
in the meadow/park in Great Cambourne, this is
quite frightening when you have young children
as they often jump up to you.
The Buses seem to have their own rules, taking up
far too much space, especially when meeting them
on bends it is quite scary at the speed they travel.
NAME AND ADDRESS SUPPLIED
Chesterton School
Dear Editors,
I was wondering if you could possibly help me!
My daughter does not have a place at Comberton School and
instead was given a place at Chesterton Community College.
Not to say that this is any less a good school, on the contrary,
I believe it is equally as good as Comberton and personaly
suits my daughter better anyway.
The problem lies in the transport. Yes she is given a free bus
pass, but the school journey by bus would involve two buses
and leaving extremely early. Aside from this, my daughter is
only 12 years old and quite frankly I do not want to allow her
to do such a journey on public transport involving changing
buses at her age! Perhaps 14, 15 thats ok, but not 12. I was
wondering if you think you could perhaps place this letter in
the Cambourne Crier to find out how many other children are
having to travel from Cambourne.
At the moment I drive her into school and have to go and pick
her up which costs me a lot in petrol and has meant I have
had to re arrange my working hours around the school run,
meaning I now pay out a lot more and earn a lot less!
If you possibly advertise to find out how many other children
are travelling daily to Chesterton from Cambourne, perhaps,
if there are enough, I could approach some people and justify
putting on a mini bus?
I know that there are also may children travelling from
Papworth as they have not been given a place at Swavesey for
the same reasons as Comberton. Perhaps a bus could be put
into service running from Papworth, through Cambourne to
Chesterton. What do you think? Do you think you could help?
After all, All children moving to Cambourne were supposed
to get into Comberton when the agreement to go ahead with
the construction and set up of a new village in Cambourne. If
you think you could help in any way or have any ideas please
could you get back to me via the Crier
Thank you,
Cambourne showcase Sustainable Drainage System commended
Cambridge Housing Society (CHS) is delighted to announce that their Cambourne showcase for sustainable
water management has been commended in the Climate Change category at the 2006 Royal
Town Planning Institute’s Awards. Planning plays a vital role in the environmental, social and economic
quality of life and the Awards recognise the diversity of planning achievement, innovative
plans, processes and techniques.
Work is completed on the development of 35 dwellings at Lambs Drove, Cambourne in a partnership
between Cambridge Housing Society and Cambridgeshire County Council to provide a showcase for
sustainable water management.
European partnership
The project is part of the FLOWS (Floodplain Land use Optimising Workable Sustainability) European initiative. The overall brief seeks
solutions to flood risk issues and is exploring other benefits of sustainable water management. The total project includes 40 initiatives
from partners in the UK, Netherlands, Sweden, Norway and Germany. The project received European funding and an impressive amount
of expert knowledge and best practice has been pooled together.
The Cambourne demonstration project creates a showcase for best practice in sustainable water management for housing developments
(SUDS – Sustainable Urban Drainage Schemes). Through an integrated system of sustainable drainage features, the site brings ecological
benefits and a pleasant environment for residents. It also lays the foundation for the application of cost-effective solutions for future
housing development. This is particularly relevant in Cambridgeshire where 47,500 new houses are due to have been built by 2016 in a
relatively low-lying and flat county.
The SUDS site in Cambourne shows that sustainable flood measures can be cheap, easy to maintain and attractive. Benefits include a reduced
water run-off rate, improved water quality, increased biodiversity and a pleasant residential environment.
Features of showcase development
Features on the Cambourne site include grass swales, permeable paving and a green roof. Grass swales are ditches with gently sloping
sides covered with mown grass. The swales hold water in very wet weather and gradually release it to the existing watercourses. Their
design allows a low water depth and a gentle flow. The permeable paving is an alternative to traditional hard paving; it includes a membrane
under a gravel base that allows a controlled release of the water. A green roof acts as a sponge, reducing water run-off by retention
and evaporation. Therefore, SUDS achieve pollution reduction by delaying runoff and allowing water treatment through plants and
filtering before release.
The land on which the development is sited is not prone to flooding. However, two of the houses are on land artificially raised by material
excavated to form the swales. This serves as an example of a technique that might enable development to take place on land liable to
flooding. These properties also include raised electrical sockets at ground floor and a sump foundation with a facility for pumping out.
Role of the project
The role of the project is to encourage the widespread take-up of sustainable drainage in future development. Sustainable drainage systems
should not represent significantly increased costs compared with other traditional drainage systems. Furthermore they can bring
enormous benefits in both short and long-term periods not only as flood alleviation measures and for reducing pollution but also as contributors
to wildlife, green spaces and more aesthetic development. The project shows that forward- thinking developers such as Cambridge
Housing Society can easily incorporate SUDS features into their developments, and that appropriate management and
maintenance regimes can be implemented.
The Pike Anglers of Cambourne
Firstly the Pike Anglers of Cambourne would like to CONGRATULATE Nigel on winning
the Cambourne Predator Cup. After a long enjoyable winter - and six Predator Cup
rounds -we are delighted to say that Nigel thoroughly deserved winning the Cup, espe-
cially after he had put a lot of time and effort in over the wintry months.
A total of 33 Pike were caught during the six rounds of the cup. These had been fished
for once a month over six months and, surprisingly, only one fish managed to weigh
over ten pounds. This was caught by Nigel himself on the sixteen foot drain and
Unfortunately a decision was made a couple of days prior to the sixth round: The Predator Cup was to be
postponed due to personal unforeseen circumstances which had occurred a couple of days earlier.
We felt that the 2006/2007 season was a good one for us as we had caught a total of 78 Pike, 14 of which
weighed over ten pounds, and four weighed over fifteen pounds. Unfortunately our hopes of a twenty pound
pike were dashed, but there’s always next season…The biggest Pike of the season was caught by yours truly
on the Old Bedford River. This weighed 16lb 8ozs, and Nigel followed suit with a sixteen pound Pike the
same day only 8 oz lighter.
We had very little idea of what to expect from these waters when the season first started, so now with the
knowledge that we have gained this should bode well for the next winter season.
The Predator Cup will be fished for again next season; once again we shall fish once a month over six
months with no fees to be paid and no prize money to be fished for, it’s just a fun Cup to fish for amongst
the group. Only one change will be made to next season’s cup which will be to include Zander. If any are
caught on Predator Cup days, the weight of the fish will count as double; for example if a Zander of 5lb is
caught it will then be counted as a 10lb fish, Simple!
Many thanks to those who participated in the Predator Cup; we certainly hope to see you all again next sea-
son.
Calling all Bowlers!
The bowls green has been laid, although it will take at least until summer 2008 to
establish itself.
We have started a Thursday afternoon session of Carpet bowls, albeit, somewhat
under subscribed.
There is a need to establish a register of interest in the versions of bowls in order to
drive forward the acquisition of right equipment and venues for those registered
interests. Remember although the Green has been provided by the Developers there
will be a requirement for a Pavilion in the fullness of time.
For this purpose I would call on those Bowlers and would be Bowlers to contact me
indicating their particular interest be it Green Bowls, Indoor Short Mat or Carpet
Bowls.
As I understand it there is a need solicit the help of half a dozen or so people, willing
to be involved in getting a Club established in advance of the Green being ready, to
form the founding Committee.
In the meantime the undersigned would be interested to hear from those keen to
join us for a Thursday afternoon game of carpet bowls at the Hub, say, 3 to 5
p.m. And depending on the generated interest moving to an evening slot.
There is also still the possibility of receiving the equipment for Short mat bowling
from Fenstanton due to the closure of their Village Hall.
Greetings from Cambourne Library
If you have an under 5 in your family you can enrol them on our Bookcrawl
programme. Your child needs to become a member of the library
and we then issue them with a sticker collection card; each time they take
out 1 or more books we give them a Bookstart Bear sticker. When they
have collected 5 stickers they receive a certificate, there are 10 certificates
to collect. Just ask at the counter next time you and your child are visiting the library.
No doubt you will have noticed that we have a new machine on our library counter, this is our self-issue machine.
It will shortly be moved to its permanent location beside the library drop box. It is very easy to operate
and we hope that you will make good use of it, particularly if there are queues at the counter. Of course we
enjoy chatting with you when we issue your books but appreciate that sometimes you are in a hurry or need
some privacy and that is when the self-issue will come in useful. Staff are happy to help you use it, but I can
RACHEL CLEMENTS Local residents standing as Parish Councillors
JAMIE DYER
My name is Rachel Clements. I live and work in
Cambourne. My family and I moved here in 2000
when the prospect of a supermarket seemed like a
distant dream, let alone a high street proper!
My family includes my husband, Justin, and my 4
delightful children.
I work in the Business Park as a senior manager for a large American
IT company. I must enjoy my job since I spend so much of my time
there!
Outside of work I am a keen, though novice, allotment gardener.
My hopes for Cambourne as it grows and grows are that it develops
into a self-supporting group of villages with a sense of community.
That includes a Post Office and somewhere for the kids to go. I am
also interested in Green Politics, although I won't be jetting off anytime
soon to the polar regions in a private jet.
This is my second time standing for these elections and I shall keep
trying until I am successful.
I wish all the candidates the best of luck. Please come along on Election
Day and cast your vote!
I've been living in Cambourne for three years
having moved here with my wife, Jane. We have
a young son and baby daughter, plus a greyhound.
We came to Cambourne from the local
area because we saw it as a great place for a
young family to grow up and make friends.
Cambourne is a great place to live, but there are some things that
can be improved. I think the parish council tax is too high. Every
year more people move into the villages, yet every year our
personal contributions rise. I would like to look at reducing the
number of tasks the Parish Council has taken on. Perhaps some
can be reduced or taken on by volunteers.
Having said that, there are some small things that money could
be spent on to improve our quality of life - more litter bins
(including one at each bus stop for example), along with removal
of litter and graffiti as soon as it occurs.
Now that Cambourne has a chip shop and a Morrisons, it has
become a popular meeting place for teenagers from surrounding
villages. I'd like to see if there is demand - from the residents and
youths themselves - for providing them with an area of their own.
MIKE JOCELYN Local residents standing as Parish Councillors LORRAINE MORGAN
As a retired finance director of a small company I am
horrified at the slipshod way the Parish Council appears
to make major financial decisions. Having the
highest council tax in the whole of South Cambridgeshire
is hardly a matter for commendation. It is
difficult to find publicly available information showing what analysis, if
any, is undertaken to ensure best value for residents.
For instance: the major decision to employ two permanent ground
staff, buy machinery and construct the necessary storage building. Where
is a spreadsheet showing all the detailed costs alongside the evaluation
of alternatives e.g. using contractors for the task?
For instance: the provision of Parish Clerking services. Cambourne will
shortly have the equivalent of two full time employees in this area.
Has the basic data been collected to show how the Clerk’s time is
allocated and spent? This is required to allow Council members to check
whether this high wage bill is justified or if there are less costly ways of
providing some of the services.
Decisions may well be appropriate but with such a paucity of information
residents cannot judge. How can a Parish Council claim to be
providing best value if they fail to publish the evidence?
Your Parish Council urgently needs to raise its standard of financial
competence. All Council members have a duty to thoroughly scrutinise
decisions, and the quality of information presented, before they vote.
Remember it is your hard earned money they are spending.
Must
make sure to vote.
After all this is our
community
The Crier has been unable to contact
Lorraine, probably due to the
Easter holidays.
The list of Candidates was not available from
the Electoral Office until 4th April. The Crier
was printed on 5th April in order to be delivered
on time (first weekend of the month) so
the timings were unfortunate.
All Candidate profile updates will be published
on the web site www.cambourne.info.
