C <strong>et</strong> ouvrage est le fruit d’un travail collectif, produit par de nombreux experts, universitaires <strong>et</strong> professionnels majoritairem<strong>en</strong>t issus de six pays d’<strong>Afrique</strong> de l’Ouest. C’est donc au nom de tous les collègues qui ont animé <strong>et</strong> fait vivre ce proj<strong>et</strong> p<strong>en</strong>dant trois ans que je souhaite m’exprimer. Saluons tout d’abord la vision de l’aimf, qui nous a rassemblés dans c<strong>et</strong>te av<strong>en</strong>ture commune <strong>et</strong> a fait le choix d’associer plusieurs organismes de formation de la sous-région. Construire une offre de formation pér<strong>en</strong>ne pour les collectivités <strong>et</strong> les professionnels, c’est avant tout travailler <strong>en</strong> réseau : ce proj<strong>et</strong> nous <strong>en</strong> a offert l’opportunité. Je me réjouis de la démarche pédagogique élaborée au cours du proj<strong>et</strong> <strong>et</strong> perfectionnée au fil des sessions de formation : une démarche multidisciplinaire qui associe universitaires <strong>et</strong> professionnels d’horizons différ<strong>en</strong>ts – experts du patrimoine, géographes, anthropologues, juristes… Une démarche résolum<strong>en</strong>t pragmatique aussi, destinée à faire émerger des proj<strong>et</strong>s <strong>et</strong> à appuyer la construction des politiques locales. Car l’<strong>en</strong>jeu pour nos pays, confrontés à des problèmes cruciaux de développem<strong>en</strong>t, est bi<strong>en</strong> de former des « promoteurs du développem<strong>en</strong>t local », d’offrir aux gestionnaires <strong>et</strong> aux technici<strong>en</strong>s des outils <strong>et</strong> des méthodes pour imaginer des solutions de développem<strong>en</strong>t adaptées à leurs territoires. En ce s<strong>en</strong>s, la démarche « <strong>Patrimoine</strong> <strong>et</strong> développem<strong>en</strong>t » me semble particulièrem<strong>en</strong>t porteuse. S<strong>en</strong>sibiliser les décideurs <strong>et</strong> technici<strong>en</strong>s locaux à la richesse de leur patrimoine, leur donner les outils pour construire des politiques de développem<strong>en</strong>t adaptées à la réalité <strong>culturel</strong>le des territoires, c’est offrir une piste d’av<strong>en</strong>ir pour nos collectivités. Il est ess<strong>en</strong>tiel que les universités <strong>et</strong> organismes de formation accompagn<strong>en</strong>t ce mouvem<strong>en</strong>t <strong>et</strong> élabor<strong>en</strong>t des cont<strong>en</strong>us de formation qui répond<strong>en</strong>t aux besoins des collectivités locales. Le proj<strong>et</strong> y a contribué, à nous désormais de poursuivre <strong>et</strong> pér<strong>en</strong>niser le travail <strong>en</strong>gagé à travers nos actions respectives. Professeur Bani Touré, recteur de l’université des Sci<strong>en</strong>ces sociales <strong>et</strong> de Gestion de Bamako, directeur de l'Institut universitaire de développem<strong>en</strong>t territorial (iudt). L e processus de déc<strong>en</strong>tralisation à l’œuvre à l’échelle mondiale depuis une quinzaine d’années, est aujourd’hui très avancé sur le contin<strong>en</strong>t africain. Dans ce contexte, les organismes internationaux sont appelés à travailler plus étroitem<strong>en</strong>t avec les acteurs locaux. C’est <strong>en</strong> décembre 2003, lors du somm<strong>et</strong> « Africités III » organisé à Yaoundé au Cameroun, que l’Unesco a introduit le suj<strong>et</strong> du patrimoine auprès des collectivités locales africaines. À c<strong>et</strong>te occasion, la session spéciale « Villes africaines <strong>et</strong> patrimoines » proposait de s<strong>en</strong>sibiliser les maires à la valeur de leur patrimoine <strong>culturel</strong> <strong>et</strong> à sa contribution au développem<strong>en</strong>t de leurs territoires. La r<strong>en</strong>contre de 2003 a marqué l’émerg<strong>en</strong>ce d’une dynamique associant directeurs du <strong>Patrimoine</strong>, élus <strong>et</strong> technici<strong>en</strong>s de collectivités locales <strong>et</strong> professionnels du secteur. Depuis lors, des progrès significatifs ont été accomplis. La consci<strong>en</strong>ce des valeurs patrimoniales <strong>et</strong> <strong>culturel</strong>les a progressé au sein des collectivités locales africaines. Ces dernières ont gagné <strong>en</strong> maturité, <strong>en</strong> compét<strong>en</strong>ces, <strong>et</strong> sont plus impliquées dans les efforts de préservation <strong>et</strong> de gestion de leurs richesses patrimoniales. Des solutions ont été développées pour m<strong>et</strong>tre <strong>en</strong> place des dispositifs de gestion efficaces, <strong>et</strong> pr<strong>en</strong>dre <strong>en</strong> compte les préoccupations patrimoniales dans les instrum<strong>en</strong>ts d’aménagem<strong>en</strong>t <strong>et</strong> de développem<strong>en</strong>t. Face aux <strong><strong>en</strong>jeux</strong> pressants du développem<strong>en</strong>t, il est ess<strong>en</strong>tiel de poursuivre les efforts déployés pour id<strong>en</strong>tifier, protéger <strong>et</strong> gérer les patrimoines des collectivités. Le proj<strong>et</strong> « <strong>Patrimoine</strong> <strong>culturel</strong> <strong>et</strong> développem<strong>en</strong>t local » a permis de m<strong>et</strong>tre au point les outils de compréh<strong>en</strong>sion <strong>et</strong> d’interv<strong>en</strong>tion innovants, adaptés aux collectivités, qui sont prés<strong>en</strong>tés dans c<strong>et</strong> ouvrage. Je me réjouis de constater que les bi<strong>en</strong>s du <strong>Patrimoine</strong> mondial <strong>en</strong> <strong>Afrique</strong> sont <strong>en</strong>gagés dans une démarche d’excell<strong>en</strong>ce, de promotion des pratiques de conservation <strong>et</strong> de gestion, <strong>et</strong> de partage d’expéri<strong>en</strong>ce. C<strong>et</strong> esprit d’innovation est au cœur de la Conv<strong>en</strong>tion du patrimoine mondial, tout comme le sont les valeurs de solidarité, de paix <strong>et</strong> de respect des id<strong>en</strong>tités <strong>culturel</strong>les.
