In March 2015, ESD America reported that they had found 54 <strong>IMSI</strong> catchers, up from the<br />
initial number of 17 [49].<br />
<strong>IMSI</strong> catchers are known to be used by government agencies, foreign governments, <strong>and</strong><br />
criminal organizations alike.<br />
3.5.1 By Home Government Agencies<br />
StingRay devices, manufactured by the Harris Corporation, have been notoriously used by<br />
law enforcement agencies in the United States for at least the past 20 years, particularly by the<br />
