It is this realization that the community of believers are still carnal in nature that led to laws and regulations and the institutional structure of the church with its order. Church itself needed a Hierarchical Structure, Priesthood, Priestly dresses, order of worships, liturgies etc during the period of transformation. The bringing in every facets of life under the control of the Holy Spirit to bring order in life fully controlled by Christ is an ongoing process which will be fully accomplished only when the Christian reaches Home. Paul understood this situation and imposed regulations and order within the Church. It is this unity of teaching of Paul and his rabbinical statements which constrained or limited freedom that makes the controversial passages relevant.
