Conclusion
The development of PPPs in agriculture will
expand in Côte d’Ivoire during the next decade
considering the economic growth and the food
security policy. However designing, structuring,
and implementing PPPs remain challenging
and complex in a changing development
environment.
The Development of an evaluation framework for
PPPs is interesting for ensuring the sustainability
of agricultural projects. M&E tools for PPPs are
therefore urgently needed considering emerging
practices in development evaluations.
For good governance, accountability and
transparency, greater development effectiveness,
and delivery of tangible results, policies
guidelines for a Results-Based Monitoring
and Evaluation System must be designed and
built, with the participation of all stakeholders,
mainly contracting authorities and beneficiaries.
That will be relevant to promote a result-based
culture and better evaluate PPPs outcomes and
performance.
Recommendations
Successful PPPs require dedicated PPPs units
that do the following:
• Strengthen the capacities of government
agencies, contracting authorities, regional
bodies, private sector trade associations and
farmer organizations to identify and address
issues for the long-term viability of PPPs after
the initial formulation phase;
• Monitor PPPs performance beyond the early
years of operational maturity.
• Act as knowledge centers on PPPs preparation,
negotiation and implementation, that can also
provide cost savings for government;
• Help regulate the formulation of PPPs by
government agencies to ensure that they fulfill
all requirements;
• Design M&E tools applicable to the country;
• Have PPPs beneficiaries play a role in PPPs
governance (vital for success);
• Strengthen existing M&E systems and roll out
and expand a post-implementation monitoring
system to better assess the breadth of PPPs
outcomes;
