PAKISTAN MISUSING US FUND TO PROMOTE<br />
TERRORISM, REVEALS EX-AFGHAN SPY<br />
A former Afghanistan<br />
spy has disclosed classified<br />
documents, which reveal<br />
that the money provided by<br />
the United States Government<br />
to the Pakistan military<br />
for fighting terrorism<br />
is being spent by the country’s<br />
intelligence agency,<br />
ISI, for promoting and supporting<br />
terrorism.<br />
According to documents<br />
released by Rahmatullah<br />
Nabil, former chief of<br />
Afghan Spy Agency, the<br />
National Directorate of Security<br />
(NDS), Islamabad<br />
“strikes only those insurgents<br />
who threaten its interests”.<br />
According to the sources,<br />
Nabil has claimed that the<br />
ISI systematically supports<br />
terrorist groups, while<br />
pointing out that Pakistan<br />
has for long been funding<br />
terrorist organisations,<br />
particularly the Haqqani<br />
network.<br />
According to one of the<br />
documents leaked by Nabil,<br />
an “official letter dated <strong>July</strong><br />
2014 from the central office<br />
of the ISI in Islamabad<br />
was sent to MI-422 office<br />
in Swaba and Khyber Pakhtunkhwa,<br />
in which it directed<br />
the office to thank that<br />
the people that succeeded<br />
in plotting the attack on<br />
Kabul Airport (now Hamid<br />
Karzai International Airport)<br />
and gave 2.5 million<br />
Pakistani rupees to every<br />
one of the following: Haji<br />
Khalil Haqqani, Haji Hakim<br />
Woluswal, Qari Zahir Shah<br />
and Mawlawi Hakim. Moreover,<br />
the office was directed<br />
to donate 1.5 million Pakistani<br />
rupees to the families<br />
of those that were involved<br />
in the attack.”<br />
Reportedly, insurgents<br />
had attacked the Kabul International<br />
Airport a day<br />
before this letter was issued.<br />
According to another<br />
document, the ISI 945 office<br />
in Khyber Pakhtunkhwa in<br />
an official note dated April<br />
6, 2015 to the central office<br />
in Islamabad wrote,<br />
“Officials of 945 office, in a<br />
meeting with Toryalai, the<br />
head of the network and his<br />
co-fighters on April 5, 2015,<br />
were tasked to kidnapped<br />
and kill Afghanistan’s Shia<br />
leaders in Herat, Kabul and<br />
Farah. In addition, they<br />
gave 2 million Pakistani<br />
rupees to the participant in<br />
that meeting.”<br />
In the note, it was mentioned<br />
that 23 people from<br />
Toryalai’s group, who were<br />
busy with military training<br />
in Cherat, had completed<br />
their training.<br />
According to another<br />
document from regional<br />
office in Peshawar to central<br />
command center in<br />
Rawalpindi, a Pakistani<br />
colonel wrote, “I want to<br />
inform you that a meeting<br />
was held between Hafiz Gul<br />
Bahaduri of Hafiz Gul Bahadur<br />
Group with the commander<br />
of Afghan Taliban<br />
Maulavi Hamdullah. The<br />
main purpose of the meeting<br />
was to provide rented<br />
houses to leaders of Afghan<br />
Taliban in Hayat Abad and<br />
Tahkal of Peshawar who<br />
have been deployed from<br />
remote regions of Miran<br />
Shah. In addition, armored<br />
vehicles and guards should<br />
be provided to secure their<br />
lives and activities.”<br />
According to Nabil, thousands<br />
of Madrasas in Pakistan<br />
are only involved in<br />
brain-washing, terrorism<br />

HUMAN RIGHTS TO PURSUE CPEC PROJECT<br />

Czarnecki has said Pakistan<br />
is violently crushing dissent<br />
and indulging in human<br />
rights violations of the<br />
Balochistan people as the<br />
‘China-Pakistan Economic<br />
and Defence Cooperation<br />
(CPEC)’ project is being<br />
constructed against their<br />
will.<br />
“The grievances of the<br />
local Baloch community<br />
were being completely<br />
ignored, and anything interpreted<br />
as dissent, was<br />
being violently crushed,”<br />
said Czarnecki at an event<br />
on the ‘China-Pakistan Economic<br />
and Defence Cooperation,<br />
Global and Regional<br />
Impact’, in the US Congress<br />
on Thursday, source said.<br />
Along with Czarnecki,<br />
other speakers at the event<br />
included Dr. Walid Phares,<br />
Co-Secretary General of the<br />
Transatlantic Parliamentary<br />
Group on Counter Terrorism<br />
and Paulo Casaca,<br />
Executive Director of Arc<br />
humankind.<br />
In his remarks about the<br />
CPEC, Czarnecki highlighted<br />
the manner in which<br />
this project was being constructed<br />
against the will<br />
of the local population in<br />
Balochistan, leading to the<br />
heavy presence of Pakistani<br />
military and police apparatus<br />
in the area.<br />
He said while the security<br />
deployment was apparently<br />
for the safety of the<br />
Chinese personnel and infrastructure,<br />
it had resulting<br />
in a situation where the<br />
human rights of the local<br />
population were being frequently<br />
violated.<br />
Moreover, the Pakistani<br />
Army was engaged in<br />
forceful evacuation of people<br />
from their traditional<br />
homesteads and farmlands<br />
in several areas of Gilgit-Baltistan<br />
and Balochistan,<br />
so as to make land<br />
available for the CPEC, he<br />
added.<br />
He also highlighted that<br />
the failure of the international<br />
community to intervene<br />
and check atrocities<br />
by the Pakistan army in<br />
the areas proposed for the<br />
CPEC, would result in the<br />
escalation of human rights<br />
violations of innocent civilians<br />
in Pakistan.<br />
Echoing similar sentiments,<br />
Casaca mentioned<br />
that while the CPEC was a<br />
good initiative, it was going<br />
through disputed territory<br />
and was being completely<br />
controlled by the Pakistan<br />
army with no local governance<br />
participation being<br />
allowed.<br />
Local inhabitants in the<br />
areas of Gilgit Baltistan and<br />
Baluchistan were being<br />
forcefully cleared for the<br />
project, rendering people<br />
homeless and depriving<br />
them of their sources of<br />
livelihood.<br />
He also referred to the<br />
aggressive Chinese actions<br />
in the South China Sea, and<br />
lamented that while the US,<br />
along with its allies, was<br />
trying to maintain freedom<br />
of navigation in the area,<br />
Pakistan, the foremost beneficiary<br />
of US largesse over<br />
the years, was now supporting<br />
the Chinese regime.<br />
The CPEC project comprises<br />
a network of railways,<br />
roads and pipelines<br />
that would connect Pakistan’s<br />
port city of Gwadar<br />
in the province of Balochistan,<br />
with the Chinese city<br />
of Kashgar in landlocked<br />
Xinjiang Uyghur Autonomous<br />

MAOIST CENTRE TO BLOCK BUDGET BILLS UNTIL VOTE ON<br />
‘NO-CONFIDENCE MOTION’ AGAINST PM OLI<br />
The Communist Party<br />
of Nepal (Maoist Centre)<br />
on Friday decided to block<br />
three major bills related<br />
to the annual budget announcement<br />
at the Parliament<br />
until the House voted<br />
on a ‘no-confidence motion’<br />
filed against present Prime<br />
Minister K. P. Sharma Oliled<br />
government.<br />
The Maoist Centre had<br />
earlier filed a ‘no-confidence<br />
motion’ against<br />
Prime Minister Oli after<br />
withdrawing its support<br />
from the Union Government<br />
post which the ruling<br />
party is now a minority in<br />
the Parliament.<br />
Meanwhile, the CPN<br />
Maoist Centre is also<br />
holding its Central Office<br />
meeting to discuss contemporary<br />
political issues<br />
including formation of a<br />
new government under its<br />
leadership, source said.<br />
According to the party<br />
sources, the meeting would<br />
discuss taking other fringe<br />
parties into confidence to<br />
endorse its ‘no-confidence<br />
motion’ against Prime Minister<br />
Oli and government<br />
formation in alliance with<br />
the Nepali Congress, among<br />
other issues.<br />
The meeting is taking<br />
place at the party Chairman<br />
Pushpa Kamal Dahal’s residence<br />
