DAME LOUISE
LAKE TACK LIED
By Everton Barnes
Former Governor General
Dame Louise Lake Tack
has been caught in ‘a pickle’
now that evidence has come
to light that she told an untruth
when she accused Father
of the Nation, Sir Vere
Cornwall Bird, of taking
away lands from the people
of Freetown to give to
the developers of Mill Reef
Club.
The government has
produced a number of documents
including copies of
the original lease agreement
where it clearly shows that
the agreement was signed on
June 7, 1947, by then Governor
of the Leeward Islands,
Sir Leslie Freeston.
In fact, according to the
document back in 1947, Sir
Vere, then president of the
Antigua Trades and Labour
Union, did not have the authority
to enter into such
agreement with the Mill
Reef group or anyone else.
In several appearances
on opposition-aligned radio
stations over the weekend,
Dame Louise repeated the
untruth linking Sir Vere with
the original lease of 160
acres of land for the Mill
Reef Club.
Reef is at the centre of ongoing
discussion in the media
over access to some beaches,
including those at Mill Reef
Club.
“Louise Lake Tack deliberately
misled the Antigua
and Barbuda people
when, on public radio, she
declared that it was VC Bird
who provided the Mill Reef
Club with leased land. The
evidence further reveals that
when the Mill Reef Club
The Mill Reef Club
sought to renew the lease, Dame Louise, as governor
general on June 11, 2014, the
day before general elections,
signed an additional 99 year
lease to the company,” government
spokesman Lionel
Max Hurst declared.
He said Dame Louise’s
failure to mention her involvement
in the renewal of
the lease on the eve of a general
elections is further evidence
that she is not someone
He noted that this entire
episode where the former
governor general is found
wanting reveals much about
her character.
Hurst further stated that
prior to the signing, the then
lease had another 32 years to
go before it expires in 2046.
He said the Mill Reef
Club plans to expand the
offerings to its guests and
sub-lessees and it received
assurances of duty-free entry
of its building supplies,
equipment, furniture and fixtures.
According to Hurst, the
Club intends to begin expansion
before the end of
the year creating more jobs,
rooms and other benefits.
But the government
spokesman also observed
what for him, is a worrying
trend.
“The debate about beach
access is likely a ruse to
cloud the tangible benefits
which expansion will confer
on scores of workers and
their families,” he observed.
Of particular interest,
Hurst said the new lease
signed by Dame Louise added
a condition not found in
the 1947 lease.
“In the 1947 lease, the
Mill Reef Club agreed to
provide fishermen of Freetown
and neighbouring villages
with a pedestrian access
over land to the shores
that were being used by the
fishermen. In the 2014 lease,
the fisher-folk must provide
a valid license from the
Chief Fisheries officer in order
to take advantage of the
access,” he stated.

Prime Minister Browne
to write Canadian PM
By Everton Barnes
Prime Minister, Gaston Browne, is to
write to his Canadian counterpart, Justin
Trudeau, asking that Antigua and Barbuda
citizens continue to enjoy visa-free
entry into Canada.
Information from the cabinet states
that it agreed that the prime minister
would write Trudeau ‘in order to ensure
that Antigua and Barbuda continues to
enjoy visa-free entry into Canada’.
Cabinet sources say the previous Canadian
Prime Minister, Stephen Harper,
had received a letter from Prime Minister
Gaston Browne in 2014; and, he responded
with assurances that have outlasted
him since he left office. The new Canadian
Prime Minister, who took office on
November 4, 2015, is to be accorded the
same courtesy, the Cabinet decided.
The Antigua and Barbuda passport
is one of the most attractive travel documents
in the world, and the Cabinet is
determined to keep it that way.
Brawling Jennings women jailed
By Deborah A. Parker
Two Jennings women
will spend the weekend behind
bars, following their
obnoxious behaviour on the
Jennings main road on Monday
evening.
A female police constable
was on her way home
at about 7:30pm when she
came across two weaponwaving
women engaged in a
brawl, significant enough to
affect the flow of traffic.
Identifying herself,
the officer approached the
younger of the two women,
Shakeera Martin, and asked
her for the knife. Though
still in argument mode, she
released the knife.
After collecting the
weapon, the officer asked
Kemrash Jarvis to hand
over a meat cleaver she was
vigourously waving.
But according to the officer,
instead of complying,
Jarvis began hurling expletives
at her, and went on to
describe her as a ‘ stupid police
woman.’
The constable attempted
to restrain Jarvis but she
is said to have resisted, and
aggressively responded, “Mi
blood done hot, mi can tek
on anything right now.”
The aggressive behaviour
of Jarvis warranted assistance-
which the constable
sought from the Bolans Police
Station.
Out of the incident, Jarvis
was charged with being
armed with an offensive
weapon, resisting arrest,
disorderly conduct, and for
making use of insulting and
threatening language.
Martin was charged with
disorderly conduct and for
being armed with an offensive
weapon.
The two women, who
were formerly best friends,
reportedly developed badblood
over boyfriend-related
issues.
Magistrate Ngaio Emanuel,
in the meantime, told
the offenders their behaviour
shows they have no regard
for the law.
Orders were subsequently
given for Martin and Jarvis
to be remanded to prison.
They will return to
court on Monday for sentencing.
Potters man pleads
guilty to theft of livestock,
valued at $7,300
By Deborah A. Parker
One of four men pleaded guilty to the theft of several
pigs and goats, when they appeared in District B yesterday.
Michael Telemaque of John Hughes, Kenrick Wiltshire
of Potters, Jackson Jeffrey of Liberta and Delmore Johnson
of Old Road were taken into custody for the theft of five
goats valued at $5,000 from Oswald Harris, the theft of four
pigs valued at $1,600 from Todd Purcell, and one pig valued
at $700 from Jerome Crump.
Larceny of the animals took place between May and June
2015.
When the charges were read to the men before Magistrate
Ngaio Emanuel, Wiltshire pleaded guilty to all counts, while
the others pleaded contrary.
Police prosecutor Constable Heidie Hypolite requested
a short adjournment, which she said was needed to consider
the not guilty pleas of Telemaque, Jeffrey and Johnson.
The men will return to court on August 24.
On that said date the quartet is expected to have another
matter against them committed.
In July of last year, the four accused were charged with
the theft of 30 sheep, from as area known as Long Lane Estate.
The sheep were reportedly found.

Mustard Seed Ministries receive support
The Mustard Seed Ministries’ Home
project for young girls has benefited
from CIBC FirstCaribbean’s International
bank’s Adopt-a-Cause programme.
The bank’s Old Parham Road branch
conducted a needs assessment and identified
an urgent requirement for a stove
and micro wave which were purchased
from the bank’s Comtrust fund.
In addition, the bank staff joined in
a collective effort to purchase personal
care and food items to provide gift baskets
for the residents.
CIBC FirstCaribbean continues to
take the lead as a caring Corporate Citizen.
Under the bank’s Adopt-a-Cause
programme, both of its branches are
now involved in community projects
with the Care Project at Holberton Hospital
being adopted by the High Street
branch.
“Adopt-a-Cause encourages employees
to become involved – to volunteer
our time – to give back to our
community. We enjoy and appreciate
the interaction,” says Natasha Charles
who along with Hadassah Simon coordinated
the bank’s involvement in the
project..
Over the years the bank has been
involved in a variety of charitable and
community based projects including
the T.N. Kirnon School, the St. John’s
Genetically modified mosquitoes
beating Dengue, Zika and Chikungunya
OXFORD, England –
The use of genetically modified
mosquitoes appears to
be stemming the spread of
dengue in one Brazilian city.
A neighbourhood in Piracicaba,
in the Brazilian state
of São Paulo, has seen a significant
drop in dengue fever
cases.
The number of cases in
Piracicaba’s CECAP/Eldorado
district has dropped 91
per cent. There were 12 cases
reported in the one-year
period, compared to 133 in
the previous year.
The decrease came in
the first year the “Friendly
Aedes” males, produced
by British company Oxitec,
were released.
According to Piracicaba’s
Epidemiologic Surveillance
service which released
LONDON, England – The Zika virus
isn’t going anywhere anytime soon,
according to experts. They say the epidemic
is likely to continue for another
two to three years, and in a worst-case
scenario could become endemic in Latin
America.
Scientists from the Medical Research
Council Centre for Outbreak
Analysis and Modelling at Imperial
College London believe the epidemic
will end only when the population
reaches a stage of “herd immunity,”
when there are no longer enough uninfected
people for transmission of the
virus to be sustained.
Once this stage is reached, there
would be a long period with few new
cases until the emergence of a new generation
who had not been exposed to
Zika, the researchers said in the journal
Science.
Using data modelling, the scientists
predicted that the next outbreak would
take place in around 10 years’ time.
And they said slowing the spread of the
virus would simply delay the point at
which it fizzled out naturally.
Earlier this year, the World Health
Organization (WHO) declared the Zika
the information, the rest of
the municipality saw cases
cut by more than half – 52
per cent – during the same
period, from 3,487 in the
2014/2015 period to 1,676
in 2015/2016.
The latest data roundup
also reports zero cases of
two other mosquito-borne
viruses, Zika and chikungunya,
in CECAP/Eldorado.
Friendly Aedes males
don’t bite or transmit diseases.
When released, they
search for wild females to
mate, and their offspring
inherit a self-limiting gene
that makes them die before
reaching adulthood. Friendly
Aedes’ offspring also
inherit a fluorescent marker
that makes them easy to
identify in the laboratory.
Friendly Aedes die along
with their offspring.
“We are delighted with
the result achieved so far
by Friendly Aedes which
shows the potential of our
approach.
“We hope to see this effect
on a larger scale beyond
the limited area of CECAP/
Eldorado with our expansion
into Piracicaba’s downtown
city,” said Glen Slade, Oxitec
do Brasil director.
Friendly Aedes have
been used in Piracicaba since
April 30, 2015, when the
first insects were released in
CECAP/Eldorado.
The success has resulted
in the project being extended
for one more year. (Caribbean360)
Zika virus epidemic to last for
virus a global public health emergency,
largely because of the risk to newborns.
Zika infection is generally mild,
with most people experiencing few, if
any, symptoms. But it is known to cause
microcephaly, a severe birth defect in
which babies are born with abnormally
small heads and brain damage.
Despite concerns from leading scientists,
the Olympic Games are going
ahead next month in Brazil, where the
current outbreak that began last year
continues to rage.
to target the Aedes aegypti
mosquito which transmits
Zika. But the research paper
said the outbreak was not
“containable” and targeting
the mosquito would have
limited impact.
Professor Neil Ferguson,
lead author of the research,
said any efforts to slow the
spread of the virus could
actually prolong the current
epidemic. In a worst-case
scenario, he said, the virus
could become endemic.
“Slowing transmission
between people means the
population will take longer
to reach the level of herd immunity
needed for transmission
to stop,” he explained.
Researchers say the outbreak is not “containable” and targeting
the mosquito which carries the virus would have limited impact.
“It might also mean that
the window between epidemics
could actually get
shorter.”
Professor Ferguson acknowledged
there were still
many unanswered questions
about Zika which could affect
predictions.
The virus could become
endemic in Latin America
which would result in smaller,
frequent outbreaks, for
example, and he said no-one
yet understood why Latin
America was particularly affected.
“One possibility is climate
may have in some way
aided spread of the virus, as
spread coincided with an El
Nino event,” he suggested.
“Genetic mutation of the
virus might also have played
a role, although early data
currently give limited support
for this hypothesis.”
Ferguson also speculated
that previous exposure to
Dengue fever might heighten
the Zika infection in an
individual, as recent studies
had suggested. (Caribbean360)

p.m. During a secondary baggage examination,
CBP officers noticed that the bottom of
An X-ray detected a mass, which CBP
cocaine.
The cocaine and packaging weighed
nearly 2 pounds, 14 ounces. It has a street
BELIZE CITY, Belize –
A Guyanese/Canadian businessman
in Belize and four
of his cohorts are facing murder
and kidnapping charges,
following the discovery of
a murdered pastor’s head in
the non-national’s car.
William Mason, along
with Belizeans Ernest Castillo,
Keron Fernandez, Ashton
Vanegas, and Terence Fernandez
have been accused
of the murder of 47-year-old
Llewellyn Lucas, conspiracy
to commit murder, kidnapping
and conspiracy to commit
to kidnapping.
According to local reports,
Lucas was one of
three preachers kidnapped
last Friday at Mason’s house
in Belmopan.
Police say Lucas was beheaded
at another location,
at a farm in the Belize District.
The other two pastors
were released.
After letting the men go,
Mason and his associates
went to a location where a
policeman who knew the
businessman was wanted for
questioning in connection
with another matter, summoned
lawmen. When police
arrived, the men were all
searched and a licensed firearm
was found on Mason.
But the gruesome discovery
of Lucas’ head, bagged
and placed in a bucket, was
made when Mason’s vehicle
was searched.
Acting Commissioner of
Police Russell Blackett said
it was luck that led them to
the discovery.
“Had it not been we were
conducting this investigation
and were tracking this man,
trying to locate him, there is
a possibility we would have
been investigating a missing
person’s report. So I would
say by the stroke of luck we
stumbled upon this and I am
glad we did,” he said at a
press conference.
All four men appeared in
court yesterday and were remanded
to the Belize Central
Prison until September 14.

Turkey declares 3-month state
of emergency after failed coup
ANKARA, Turkey -- Turkey’s president
on Wednesday declared a threemonth
state of emergency following
a botched coup attempt, declaring he
would rid the military of the “virus” of
subversion and giving the government
sweeping powers to expand a crackdown
that has already included mass
arrests and the closure of hundreds of
schools.
President Recep Tayyip Erdogan,
who was accused of autocratic conduct
before the insurrection, said the measure
would counter threats to Turkish
democracy. Possibly anticipating investor
jitters, Erdogan criticized Standard
& Poor’s for downgrading its credit rating
for Turkey deeper into “junk” status
and said the country would remain
financially disciplined.
The president did not announce details,
but the security measure could
facilitate longer detentions for many
of the nearly 10,000 people who have
been rounded up since loyalist security
forces and protesters quashed the rebellion
that started Friday night and was
over by Saturday.
“This measure is in no way against
democracy, the law and freedoms,” Erdogan
said in a national televised address
after a meeting with Cabinet ministers
and security advisers.
The state of emergency announcement
needs to be published in a state
gazette and lawmakers have to approve
it for it to take effect, according to analysts.
Turkey imposed emergency rule in
the southeast of Turkey in 1987, allowing
officials to set curfews, issue
search and arrest warrants and restrict
gatherings as the security forces fought
Kurdish rebels. The emergency rule
People wave Turkish flags as they gather in Taksim Square in Istanbul, protesting against
the attempted coup, yesterday.
was gradually lifted by 2002.
The president suggested military
purges would continue.
“As the commander in chief, I
will also attend to it so that all the viruses
within the armed forces will be
cleansed,” Erdogan said.
In an apparent attempt to calm
fears that the military’s powers will be
increased, the president said the military
will be under the government-appointed
governors’ command and work
closely with the regional governors.
The pro-government death toll in
the botched coup was 246. At least 24
coup plotters were also killed.
Turkey also said it would close
more than 600 private schools and dormitories
following the attempted coup,
spurring fears that the state’s move
against perceived enemies is undermining
key institutions in the country.
Erdogan’s government said it has
fired nearly 22,000 education ministry
workers, mostly teachers, taken steps
to revoke the licenses of 21,000 other
teachers at private schools and sacked
or detained half a dozen university
presidents in a campaign to root out alleged
supporters of a U.S.-based Muslim
cleric blamed for the failed insurrection.
The targeting of education ties in
with Erdogan’s belief that the cleric,
Fethullah Gulen, whose followers run
a network of schools worldwide, seeks
to infiltrate the Turkish education system
and other institutions in order to
bend the country to his will. The cleric’s
movement, which espouses moderation
and multi-faith harmony, says it
Absent during protests, Baton
Rouge mayor is more visible
BATON ROUGE, La.
– After police killed a man
outside a convenience store
and protesters filled the
streets, the first black mayor
of the Louisiana capital
seemed to be conspicuously
missing. Kip Holden’s
absence was so glaring that
demonstrators called for his
resignation.
But with the shooting
deaths of three law enforcement
officers on Sunday, the
63-year-old Democrat has
become more visible, standing
up for his police force
and accepting condolences
from mayors across the
country, including the leaders
of Orlando and Dallas,
and from President Barack
Obama.
In an interview with The
Associated Press, Holden
cont’d from pg 12
is a scapegoat.
While Erdogan is seeking to consolidate
the power of his elected government after
the rebellion, his crackdown could further
polarize a country that once enjoyed a reputation
for relative stability in the turbulent
Middle East region. It also raises questions
about the effectiveness of the military,
courts and other institutions being purged.
“The fact that so many judges have been
detained, never mind the workload at the
courthouses, will render them inoperable,”
said Vildan Yirmibesoglu, a human rights
lawyer.
The education ministry said it decided to
close 626 private schools and other establishments
under investigation for “crimes
Baton Rouge Mayor Kip Holden speaks about the recent shootings
by police and of police, in his office during an interview with
The Associated Press in Baton Rouge, yesterday.
against the constitutional order and the running
of that order,” the state-run Anadolu
news agency reported.
The agency said the schools are linked
to Gulen, a former ally of Erdogan who
lives in Pennsylvania and has denied accusations
that he engineered the coup attempt.
Turkey has demanded Gulen’s extradition
from the United States. U.S. Secretary
of State John Kerry says Turkey must provide
hard evidence that Gulen was behind
the foiled coup, and that mere allegations
of wrongdoing wouldn’t suffice.
The two allies cooperate in the U.S.-led
war against the Islamic State group, with
American military planes flying missions
from Turkey’s Incirlik air base into neighboring
Iraq and Syria. (AP)
vowed Wednesday to unify
Baton Rouge after two
weeks of violence and anguish.
The day the officers were
killed “was one of the worst
days in the history of Baton
Rouge” and in his 12 years
as mayor, Holden said.
He said he was confident
that the city would endure.
“It’s been trying, but I
have not shed any tears because
I know we will win
out,” he said from his downtown
office.
Citing the Bible, as he
does often, Holden quoted
Job: “Yet though you slay
me, I will rise again,” he
said. “Yet though those officers
have been slain, Baton
Rouge will rise again.”
The mayor was getting
ready to go to church Sunday
when he got a call from
his sister about ambulances
on Airline Highway, a busy
thoroughfare.
At the hospital, grief
poured out. The mother of
a sheriff’s deputy killed in
the shootout held a child in
her arms and said she didn’t
know how she could go forward.
The deputy’s young
daughter couldn’t believe
her father wasn’t coming
home.
“Dad’s not dead,” he recalled
the girl saying, “and
he’s coming home this afternoon.”
The mayor described the
experience as “like having
your insides ripped out.”
The slayings came only
days after five officers were
killed in an ambush in Dallas
and just over a month since
a gunman opened fire in an
Orlando nightclub, killing
49 people.
“It’s like Groundhog
Day,” he said. “We can’t
be reliving this stuff over
and over again. But yes we
were.”
The police force is on
high alert, and law enforcement
officers from surrounding
parishes have poured in
to help. Funerals for the officers
are pending. (AP)

Aron Fields makes it to the Boys
U-14 COTECC Finals in Jamaica
NORTH SOUND, Antigua
– Vice captain of
the West Indies Test team
Kraigg Brathwaite says
once batsmen apply themselves
and bowlers keep
a steady line, the regional
side will be a force to be
reckoned with when they
battle India in a four-match
series starting on Thursday.
The top ranked Indian
side is highly favoured
against West Indies, currently
languishing at number
eight in the Test rankings,
just above Bangladesh.
But Brathwaite, who
opens the batting, says patience
should be the key for
batsmen on slow Caribbean
pitches.
“I think the main thing
with these pitches in the
Caribbean is patience and I
Antigua and Barbuda’s young tennis
players are making a name for
themselves on the regional and International
level. Aron Fields one of the
Country’s brightest stars reached the
final of the Boys U-14 COTECC competition
in Jamaica.
Ranked #1 seed of his group, Fields
reached the boys finals without dropping
a game, he defeated Matthew
James of Jamaica 4-0, 4-0 and Vijay
Sharma of Guyana also 4-0, 4-0. Fields
also defeated Jordan Beaton of Guyana
6-3, 6-1 to reach the finals.
Aron Fields was expected to play
the # 2 seed and doubles partner Damari
Cain of Jamaica in the finals.
Meanwhile, Ashley Bersma bowed
out of the girl’s singles competition after
securing her spot in the semi-finals.
The road to the semi-finals was not
easy, but her consistent level of play
earned her the spot.
think once we carry that both
facing their pacers and spinners
we will make some big
targets. You know it’s important
for that first innings
total,” said Brathwaite.
“Will need that 300 and
above and once we do that
we put ourselves in a good
position to go forward in the
game positively.
“Looking at their batting
again it’s not going to
be easy but we are accustomed
to these conditions
so we know once we get our
lengths right and we bowl to
some specific field. We will
be good”.
As part of their preparations,
the Indian cricketers
played two warm-up matches
against a West Indies
Cricket Board X1, which
were both drawn.
A training camp which
climaxed in Barbados last
weekend formed part of the
Windies preparation and
Brathwaite said he was satisfied
with the performance
of bowlers and batsmen
during the sessions.
“I think we had a good
camp last weekend in Barbados.
We got to go out in
the middle and most of the
guys had a good run out,”he
said.
“The bowlers got some
good spells and the batsmen
got some good spells from
the bowlers and the assistant
bowlers that came and
help”.
India are going into the
series as overwhelming favourites.
They have won the last
five Tests series between
Bersma secured the girls main draw
spot by beating Laurene Mottle of Barbados
4-1, 4-0, this after she loss to
Moesha Fox of Jamaica in a three setter
4-2, 2-4, 4-5. Bersma once again
met Fox in girl’s quarters and turn the
table to win 6-4, 4-6, 6-3 securing her
semi-final spot.
Bersma meet the #1 seed Jenna Harrison
of Jamaica in the semi-final, but
went down 1-6, 0-6. Selene Kentish
did not make it to the main draw, but
managed to move into the consolation
semi-finals by beating Margaret Subryan
of Guyana 5-3, 4-0.
The Antigua & Barbuda Tennis Association
congratulated the players.
Brathwaite wants patience from batsmen
the two teams, three in India
and two in West Indies.
“For me I had a few club
games that I played so I am
in good shape.
“Also I think the guys
are looking well coming
from that camp.I think we
are ready for this series”
said the Windies Vice captain.
“As the opener, I just
want to build that foundation
for the batsmen to
come. That is my main focus.
“Once I can do that I can
put the guys in the middle a
little more comfortable so
we can get big totals”.
The first Test between
West Indies and India starts
at the Vivian Richards
Cricket Ground in Antigua
on Thursday. (CMC)
