General Budget Review The Gurnee Park District’s Fiscal Year 2016-2017 budget of $16 million is prepared consistent with the Park District vision: As a nationwide leader in our field, be the premier provider of community driven and innovative park and recreation experiences, while maintaining financial stability. We are confident that this budget enables the Park District to achieve that vision as well as continue the “standard of excellence” in our services while maintaining financial strength. This budget was developed with all facilities in full operating status. Of the $16 million budget, $1,912,080 is for capital projects and $2,782,210 is for debt service payments. The operating budget totals $11,369,295 which is 3% higher than the budget last year. This increase is mainly due to moderate increases included in all operating areas of the Park District. An average salary increase of 3% is included in the budget which will be distributed strictly based on merit. The Park District adheres to a balanced budget policy. The 2016-2017 budget as presented, is a balanced budget. Total budgeted revenue for fiscal year 2016-2017 is $15,728,111 (including bond proceeds) and total proposed budgeted expenditures are $16,063,585. While at first glance the budget does not appear to be balanced, the $335,474 planned deficit is a purposeful spend down of accumulated fund balance to pay for various major and minor capital projects. Documents listing all capital projects of the Park District can be found in Appendix A. This is the seventh consecutive year that the Gurnee Park District is seeking the Distinguished Budget Presentation Award. The Park District was awarded the GFOA Distinguished Budget Award for the six previous fiscal year budgets. In order to receive the budget award, the Park District has to satisfy nationally recognized guidelines for effective budget presentation. The guidelines assess how well the Park District’s budget serves as a policy document, a financial plan, an operations guide, and a communications device. Budget documents must be rated “proficient” in all four categories, and the fourteen mandatory criteria within those categories, to receive the award. The Government Finance Officers Association serves over 17,400 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting. We believe our current budget is in conformance with program requirements and are officially submitting it to the GFOA to determine its eligibility for Distinguished Budget Presentation Award. 30 FISCAL YEAR 2016/2017 ANNUAL BUDGET I Gurnee Park District

The Fiscal Year 2016-17 Annual Budget does not rely on the use of fund balance or one time revenue items for operating purposes and is therefore a balanced budget. Fund balance and one time revenue sources are used strictly for major capital projects and/or carry-over capital projects from the prior fiscal year.
