Article | Don’t panic Juliet Woodcock examines the possible reason as to why the Government is scrapping the UK’s green initiatives Back in July, the UK government ditched its commitment for all new homes to be zero carbon by 2016, including the abandonment of the ‘Allowable Solutions’ scheme that would have enabled developers to deliver greenhouse gas savings elsewhere if it was not cost effective to do so on site. On top of this, further proposed Government cuts to renewable subsidies such as the Feed-in-Tariff risk hampering £127million of investment in development projects across the UK, according to Community Energy England. : Peter Thom from Green Heat Ltd is urging Government to work with industry to ensure a workable alternative to the failed Green Deal is put in place as quickly as possible. This, not surprisingly, has sent shock waves through the construction industry; especially within the renewables sector and in September, a report from Ernst & Young showed that the UK had crashed out of the top 10 list of countries for investing in renewable energy for the first time years, following the Government's plans to cut subsidies being revealed. Ross Holloron of the Zero Carbon Hub: “What [the change in policy] really means, we believe, is that it all hinges on nearly zero energy (nZEB) buildings now.” Renewables providers responded quickly, and Peter Thom, founder and managing director of Cambridge-based Green Heat Ltd, is urging Government to work with industry to ensure a workable alternative to the failed Green Deal is put in place as quickly as possible. He said: “With fuel poverty still a major problem in the UK, policies tackling energy efficiency have to be a priority. Lessons can and must be learnt from the Green Deal. Ministers and industry need to work together without delay to put in place an accessible, workable scheme that will create more energy efficient homes and enable more people to live in affordable warmth.” Meanwhile, Andy Simmonds CEO of the Association for Environment Conscious Building (AECB) said of the Government’s scrapping of the 2016 Zero Carbon Homes target: “"We have always supported the Zero Carbon Homes target as providing a driver to improved energy efficiency standards. The target represents an important stepping-stone towards best-practice fabric energy efficiency standards as practiced by those currently building to AECB Silver & Passivhaus levels. It is also a vital step for the construction industry as it works towards the forthcoming EU's near zero energy buildings target coming into effect in 2021.” The AECB is understandably concerned about the impact of this decision on the implementation of the new EU Energy Performance of Buildings Directive and requirement for all new buildings to be constructed at Nearly Zero Energy Buildings levels (nZEB) from January 2019 (public buildings) and 2021 (all buildings). The association is investigating the consequences - including economic risks - for the UK should it fail to transpose this directive as a result of the policy U-turn. The nZEB requirement comes out of the European Commission’s EPBD Recast (Directive 2010/31/EU), and is perhaps where the UK construction industry now needs to be setting its sights – worryingly, quite a few businesses seem to be unaware that the new EU directive even exists. Here is the official definition of nZEB: “A building that has a very high energy performance. The nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby”. Ross Holloron of the Zero Carbon Hub, which was tasked with developing the technical definition of a zero carbon home, speaking at the Build4Quality conference on 16 September, said: “What [the change in policy] really means, we believe, is that it all hinges on nearly zero energy (nZEB) buildings now;” adding that this means it is all about the primary energy put into building new homes.
