THE
PHASE III DESK REFERENCE
The Air Force SBIR/STTR Phase III Desk Reference is
a new publication designed to assist all stakeholders
who have a vested interest in the transition and/or
commercialization of SBIR/STTR developed technologies
to:
• Implement SBIR/STTR inclusion requirements
discussed in Department of Defense Instruction
(DoDI) 5000.02
• Realize Better Buying Power 3.0 goals and objectives
• Expand SBIR/STTR transitions as required by the
National Defense Authorization Act of 2012
and describes SBIR/STTR inclusion in program planning
and management through program life cycles.
This Air Force Phase III Desk Reference will support
acquisition management compliance with DoDI 5000.02
(DoDI Milestone and Phase Information Requirements
illustrated on page 5 of the Phase III Desk Reference)
regarding SBIR/STTR by describing how and why SBIR/
STTR technology products may be contracted or
subcontracted, and by citing current and recommended
future policies, procedures and references.
This guidebook focuses on use of SBIR/STTR technology
to realize mission cost savings and technology objectives
