Using Legal Services to Promote Social Change and Sexual Rights Featuring: Profamilia; Government of Colombia Where: Colombia Time Frame: 1986 - Present DESCRIPTION Profamilia, a member organization of the International Planned Parenthood Federation, established Legal Services for Women to provide women with legal aid, information, education, and counseling about their rights and how to enforce them through litigation. The iniative addressed issues such as discrimination, sexual orientation, abortion, sexually transmitted infections, informed consent, and gender-based violence using human rights and the law as tools to promote social change. It also advanced partnerships among allies from the women’s movement, human rights organizations, and community-based groups. The iniative concentrates primarily on reproductive health and family matters, including domestic violence. The goal of the iniative is to expand awareness of women’s rights as protected under the U.N. Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and later in the 1991 Colombian Constitution, which incorporated its principles. An additional goal is to encourage women to make their own decisions about fertility and sexuality. Dozens of legal clinics have been integrated into family planning centers throughout the country. To expand debate about sexual health and rights, the iniative developed a series of publications and videos to generate discussion and raise consciousness. The Ministry of Health has expanded guidelines for sexual and reproductive health services and recognized them as a healthcare issue. Colombian women today have a number of fundamental rights that protect their decisions about fertility and sexuality, including the right to life, liberty, equality, and security; the right to the unrestricted development of identity; the right to found a family; the right to decide freely and responsibly the number of children they conceive; the right of access to education and information in order to allow the exercise of free, gratifying, and responsible sexuality which cannot be tied to maternity; and the right to healthcare. Recognizing the tenets of the 1988 Nairobi Forward Looking Strategies for the Advancement of Women, contraceptive methods have to comply with norms of quality, efficacy, and safety, and family planning programs can be neither discriminatory nor coercive, respecting human rights and culture. Sexual and Reproductive Health Curricula for Young People with Deafness Featuring: Government of Sri Lanka Where: Sri Lanka Time Frame: 2015-2016 DESCRIPTION To improve access to accurate information on sexual and reproductive health and rights for young people with deafness in Sri Lanka, the Youth Advocacy Network of Sri Lanka successfully conducted advocacy with the Ministry of Social Services to adopt sexual and reproductive health curricula in the government deaf schools. The lessons will include professional sign language by interpreters identified and sensitized on sexual and reproductive health and rights and videos on sexuality education with sign language interpretation. A comprehensive sign language glossary on sexual and reproductive health and rights has also been developed, and will be made available throughout the schools. IMPACT The curricula are currently scheduled to be incorporated into the government deaf school courses by December 2016. Young people with deafness will receive comprehensive sexuality education in an age-appropriate manner, encouraging behaviors that reduce the rates of unintended pregnancies, new HIV infections, and unsafe abortions.
