WESTON: GET
TO WORK YIDA
By Joanna Paris
Junior Minister of Finance, Senator
the Hon. Lennox Weston, has
indicated that he is “not impressed”
with the work done by YIDA International
so far.
Speaking at a press conference
last Friday, Senator Weston noted
that the company is still “tying up
their finances … and is obviously
having some difficulties”.
He also told the press that although
they have started “some
work”, having been granted access to
the property over a year ago, the development
is still not close to a start.
“I am certainly not impressed
with what they are doing and I think
that somebody needs to light some
fire under YIDA and tell them to
jump or jump off.
“They have made a commitment
to a country that they will start the
project at a particular time, they have
been given access, yes they paid for
it in terms of tremendous resources,
but those resources are part of our
economic growth.
“They cannot sit on it idly and
we wait on them to take forever to
perform”, Senator Weston frankly
stated.
YIDA has promised to spend US
$2 billion over a 10-year period to
develop the largest free trade zone in
the country, a 5-star luxury resort, internationally
branded villa communities
and a host of other amenities.
More fallout at AT&LU
By Everton Barnes
Two weeks after the unceremonious
removal of its President
Wigley George from
the Senate over his refusal to
support a government motion
affecting workers’ rights, the
Antigua Trades and Labour
Union is making sure that this
doesn’t happen again.
At its 77 th annual conference
which concluded on
Monday, delegates adopted a
Were it not for the scent of
a burning fan Antigua might
have lost another house to fire.
The unbearable heat has
residents running their fans
round the clock, with Ann
Lewis being no exception.
Lewis said she was jolted
out of her sleep by the scent
of something burning Saturday
night.
resolution barring its senior
officers from accepting any
future appointments to the
Senate as this may lead to
conflicts of interest.
According to the General
Secretary, Hugh Joseph,
the resolution affects anyone
holding the position of president,
general secretary or
assistant general secretary. It
does not affect members of
the executive.
George was removed from
the Senate after voicing his
intention not to support the
Statutory Corporation (General
Provisions) Bill, 2016. The
union president was handed
a letter from Prime Minister
Gaston Browne telling him
that his appointment would be
revoked.
Immediately after that development,
the union executive
took a decision that none
of its officers would accept an
appointment to the Senate under
those conditions. But the
delegates have now take the
matter a step further stating
clearly that none of the senior
officers may accept future appointments.
By Deborah A. Parker
An act of theft has led to the sacking of a member of the airport
security staff. According to a source the booted employee
has been serving in that capacity for a number of years.
Further suggestions are that the female security officer has
had an issue with sticky fingers for quite some time and was
being watched. Finally, a few days ago she is said to have been
caught on camera stealing a bracelet. “I can’t understand why
she did that because everyone knows that cameras are all over
the place, “ a source commented. It is not known if any further
action will be taken against the woman.
George’s decision not to
support the bill came from
members of the union who,
on the afternoon prior to the
Senate debate, convened a
meeting at 46 North Street to
voice their displeasure with
the proposed legislation.
After, George has indicated
that when his term of office
expired in September next
year that he will not be contesting
the position of president.
He said it was time for the
union to take on new leadership
and new directions as it
seeks to represent workers in
as changing work environment.
that it was the lone fan she has
been using to keep her and her
children cool.
“Me hurry up and plug it
out; When I touch it, it was
very, very hot. Little more and
it would be fire, “Lewis stated.
She went further to add that
some of the many fires may
have been caused by fans.
Lewis is using this medium
to advice residents to turn
their fans off periodically
“Especially those from
mego man. The fans they are
selling not good. They need to
stop selling people those inferior
things, “she opined.
Since the start of the year
the nation has been rocked by
one house fire after another.
In one incident a mother
and her young son were
severely burned, and subsequently
died.
Remarks by H.E. Wang Xianmin, Ambassador of the People’s
Republic of China at the Reception in Celebration of the 67 th
Anniversary of the Founding of the People’s Republic of China
Good evening! I would
like to thank you all on behalf
of the Chinese Embassy for
joining us to celebrate the 67 th
Anniversary of the founding
of the People’s Republic of
China.
67 years is a small chapter
of the 5000 year history
of China. During the past 67
years, especially since 1978
in which the Chinese government
adopted the Reform and
Opening-up Policy, profound
changes have taken place in
China. The living standard of
the Chinese people has been
greatly improved. China has
successfully transformed
from a under developed country
which could barely feed us
to one of the major economy
in the world. We have accomplished
just in a few decades
what has taken other countries
several hundred years to
achieve.
In spite of serious internal
and external challenges,
the economy in China still
maintains medium-to-high
growth due to the innovation
and reform in recent years.
The GDP of China targeted
nearly 10.9 trillion US dollars
in 2015. The first half of 2016
witnessed a growth rate of 6.5
percent of China’s economy.
China contributes 25% of the
world economic growth. In
short, China is still a engine
for the world’s economic development.
Chinese President Xi Jinping
once said, “The people’s
wish for a good life is our
goal.” . China will continue
to accelerate the shift of the
economic growth model and
adjustment of the economic
structure, vigorously protect
and improve people’s livelihood,
and maintain stable
and relatively fast economic
growth and social harmony
and stability.
Ladies and gentlemen,
China takes part in international
affairs in a fair,
responsible and cooperative
manner and jointly responds
to various global challenges
with other countries. Now the
whole world is trying to find a
proper way to the sustainable
economic development, China
is playing its own role and
making its own contribution.
Early this month, as the
hosting country, China spent
great time and effort on making
G20 summit in Hangzhou
a successful one. This Summit,
which was held when the
world economic growth and
the transformation of the G20
reached a crucial juncture,
was closely followed by the
international community. We
can see that all parties have
pinned their high hopes on
it. China met these expectations
by organizing all parties
to discuss world economic
by growth and cooperation
cont’d on pg 4

4 c a r i b b e a n t i m e s . a g
Tuesday 27th September 2016
cont’d from pg 3
as President Xi Jinping said, all parties
are determined to find the direction and
chart the course for the world economic,
to break a new path of growth and
breathe new life to the world economy, to
improve global economic and financial
governance and enhance the resilience
of world economy against risks, to revive
the two engines of international trade
and investment and build an open world
economy, and to promote inclusive and
interconnected development so that the
benefits of G20 cooperation can reach
every corner of the world.
For the first time, this Summit placed
development issued on a prominent position
within the global macro-policy
framework, formulated action plan on
implementing the UN 2030 Agenda for
Sustainable Development, pledged to
play an exemplary role in implementing
the Paris Agreement and ensure its early
entry into force. These action plans and
practical results will deliver tangible benefits
to people in developing countries
and contribute to the common development
of all mankind.
Ladies and Gentlemen,
Today, while undertaking more responsibility
on international affairs, China
will remain committed to the path of
peaceful development and call for common
commitment to such a path, committed
to build a community of shared
future and interests for all mankind. On
the other hand, the Chinese Government
is unswerving in its determination and
resolve to maintain sovereignty and territorial
integrity. In the past few months,
South China Sea issue turned to be a hot
topic. Some political power outside of
this area tried to test the bottom line of
China on maintaining sovereignty. No
matter what they did, they could not and
will not change the history and fact of
China’s sovereignty over the South China
Sea Islands and the adjacent waters,
nor will they affect China’s policy and
position of resolving the disputes in the
South China Sea by direct negotiation
and working together with other States in
the region to maintain peace and stability
in the South China Sea. Here, I would
like to express my sincere gratitude on
behalf of the Chinese Government to the
Government of Antigua and Barbuda for
the firm support provided to China on the
issue of South China Sea.
Ladies and Gentlemen,
It is our fresh memory that Antigua
and Barbuda was the first country in the
Eastern Caribbean Region to establish
diplomatic relationship with the People’s
Republic of China. Over the past 30 plus
years, the relationship of friendly cooperation
of our two nations maintains rapid
development. The bilateral high-level exchanges
are frequent; the political mutual
trust deepens; the areas of pragmatic
cooperation continues to expand; the
people-people and culture exchanges are
increasing; China and Antigua and Barbuda
support and coordinate closely with
each other on international affairs.
Both China and Antigua and Barbuda
are developing countries. Despite
differences in national conditions, we
both face the enormous task of growing
the economy and improving people’s
well-being, we both recognize the same
principles of mutual respect and benefit
in establish foreign relations, we both
share same concerns in the international
arena, such as UN reform, climate
change. That is why we can stand together,
cooperate closely, for a brighter
future. It is my honor to be appointed
as Chinese Ambassador to Antigua and
Barbuda. During my tenure, I will exert
my best efforts to deepen the friendly and
cooperative relations between our two
countries and strengthen friendship between
our two peoples.
The Chinese Government highly values
its relations with Antigua and Barbuda.
It is always in our mind that the
support and assistance should be mutual.
China is willing to promote, together
with Antigua and Barbuda, the relations
of friendly cooperation between our two
countries to a new level.
Ladies and Gentlemen,
By concluding my remarks, I would
like to propose a toast:
To the 67 th Anniversary of the founding
of the People’s Republic of China,
To the prosperity and friendship of
the People’s Republic of China and Antigua
and Barbuda,
To the good health and happiness of
all the distinguish guests tonight and their
family.
Cheers!

Minister: A good year for tourism
By Everton Barnes
The tourism minister is
reporting that it has been
a good year so far for the
tourism sector.
Speaking on the occasion
to mark World Tourism
Day today, Minister
Asot Michael, has reported
that there has been double-digit
growth in tourism
arrivals by air.
He added that spending
by visitors is also up.
“Even better news is that
not only are we increasing
our visitor arrivals, the
visitors are also spending
By Everton Barnes
The Antigua Trades and Labour Union,
the country’s oldest workers’ organization,
has endorsed the current move to
delink from the Judicial Committee of the
Privy Council and accede to the Appellate
Jurisdiction of the Caribbean Court
of Justice (CCJ).
This came after the National Coordinating
Committee made a presentation to
the 77 th annual delegates’ conference of
the union at 46 North Street on Monday.
Representing the NCC were Chairman of
the Antigua and Barbuda Reparation Support
Commission, Dorbrene O’Marde,
and NCC Public Relations Officer, Everton
Barnes.
O’Marde gave a 15-minute presentation
in which he responded to several of
the concerns have been raised in different
fora that made a case for holding on to the
JCPC a little longer.
He was supported by Barnes who focused
on some of the work the CCJ has
more money while on-island.
Data from the Eastern
Caribbean Central Bank
shows that visitors spent
around 40 million EC dollars
more in Antigua and
Barbuda for the first three
months of this year (so January
through March) over
the same time period, with
just over EC$314 million
being spent,” he stated.
Michael said he expects
that this increase in spend
which is directly linked
to visitor air arrivals will
be reflected throughout
the rest of the year, hopefully
exceeding projected
growth.
Additionally, Michael
disclosed that there are a
number of expansion projects
that are expected to be
completed by next year.
“We have been fortunate
to announce the start
of multiple new tourism
construction projects, including
re-opening Ocean
Point for the incredibly
popular Eden Viaggi/Alitalia
charter and re-opening
of Pineapple Beach
Club next month with renovations
and rebrand as an
been doping to improve on the delivery
of justice in the region.
Following the presentations, there
was a lively interaction between the NCC
representatives and delegates who raised
a number of important points with the
panel.
Following the interactive session, a
motion was put before the delegates to
indicate ‘yea’ or ‘nay’ how they felt about
the move towards the CCJ and they voted
in favour of the motion.
Since last July when a memorandum
of understanding was signed between the
government and the opposition pledging
to initiate the process towards acceding
to the CCJ, there has been a national discussion
on the issue.
People who are in favour of retaining
the JCPC and those who want to sever
the links now, hold strongly to their positions.
Currently, only four countries are part
of the court’s Appellate Jurisdiction.
Adults’ Only resort,” he
disclosed.
Further, he said the
Hodges Bay Resort and
Spa is set to open in March
of next year – meaning the
country will have an entirely
new high-end property
with one-bedroom suites,
villas, and townhouses to
appeal to visitors.
“The result of these increases
in room availability
will ultimately help us to
attract even more airlift,”
he added.
The tourism minister
also spoke of efforts to
cater to the disabled community
in all aspects of the
industry.
“The process of boarding
a plane from a wheelchair
or other mobile aiding
devices can be incredibly
embarrassing and demeaning
when being forced to
do so through stairs.
“We felt that no one
should feel this discomfort
when traveling and insisted
on these critical amenities
that have improved mobility
access for those passengers
with special needs,”
he stated.
Additionally, he added,
many of the local properties
have implemented
ramps and other aides to
help those with mobility
issues, a clear indication
that this issue is high on
our agenda as the country
constantly seek to enhance
its tourism facilities.

School boy pleads not guilty to stabbing
By Alecia McPherson
A third form student of the Antigua
Grammar School is charged for Wounding
a 14-year-old student of the Princess
Margaret Secondary School. The
defendant will go through trial after he
pleaded not guilty to the charge when
he appeared at the St. John’s Magistrates
Court yesterday.
Attorney Lawrence Daniel representing
the defendant made an application
for bail, some of the facts were revealed
in debating whether bail should
be granted in such a serious matter.
It is reported that on September
22nd, 2016, both students were
at the YMCA sports complex when
an argument erupted about a stolen
bicycle which belonged to a friend
By Alecia McPherson
31-year old Jermaine Sheriff of Ovals
was arrested and charged after he reportedly
stole from his friends. He pleaded guilty to
two counts of Larceny when he appeared at
the St. John’s Magistrates Court Yesterday.
Phone Technician Clifton Reid aged
24 told police that on September 16th,
2016 he left his friend the defendant at his
business place, JNA Mobile Tech situated
on Tanner Street, to overlook while he ran
an errand, upon his return moments later he
did not observe anything suspicious. However,
the following day he noticed that a customer’s
EC$1,700 Samsung Galaxy Note 5
of the defendant. Apparently, the
virtual complaint slapped the defendant
after he was called a bicycle thief, the
defendant responded by pulling a
scissors from his pocket and stabbing
the complainant several times to his
back.
The medical report shows that
the complainant suffered abrasions
and four puncture wounds to the
mid-section of his back, one as deep
as 8cm. The prosecution is of the view
that the charge should have been of a
different nature because of the severity
of the injuries.
In turn Chief Magistrate Walsh
questioned whether she should grant
bail stating “This is disturbing! It’s like
hitting someone with a powder puff
and they retaliating with a cutlass”
By Alecia McPherson
19 year-old Jermaine
King was given a clean
slate when he appeared before
Chief Magistrate Walsh
yesterday, the teen pleaded
guilty to Unlawful possession
to 5grams of cannabis.
King was arrested and
charged on September 21 st
after officers who were on
patrol duty at about 9:30
p.m. on St. John›s
Street spotted the defendant
sitting on his step with a
pair of scissors cutting up
weed. A search was carried
out on the defendant›s
person and officers found
ten (10) small zip locked
bags containing the bushy
phone was missing.
The second report came from the
defendant’s live-in mate Devon Graham
who reported that sometime last
month his $600.00EC Samsung Galaxy
phone was stolen from his bedroom.
The defendant who is unemployed admitted
to both Offences and told the court that
he sold the phones, he was convicted and
fined $1,700.00 forthwith on the first charge,
in default two years in prison. For the second
charge he was convicted and fined $600.00
forthwith or one year in prison; with sentences
to run consecutively. Both phones
were recovered during investigations.
Council made a compelling submission
for the boy asking that he be
placed on ‘very strict regulations’ until
trial. Bail was granted in the amount
of $2,500.00 with cash component of
$500.00. One surety independent of the
defendant and his parent must be provided.
He must report to the St. John’s
Police Station every Monday, Wednesday
and Saturday; he must adhere to
a 3:00 p.m. curfew daily and is banned
from ALL sporting facilities to include
the YMCA. The orders have also been
extended to the school, he is not to engage
in any disruptive behaviour while
in school. The defendant would be
brought back to court and be remanded
if he breaches any of the conditions.
Trial is set for December 15th.
Teen pleads guilty, given second chance
Phone thief pays for his crime
substance which carries an
estimated street value of
$50.00 EC.
The defendant told Magistrate
Walsh that he was
selling the illicit substance
unknowing to his mother to
raise money so that he may
be able to attend his graduation
to be held in December.
He says he needs $400
to partake in the ceremony
itself and an additional $200
for the after-ball.
He was advised to seek
other avenues to raise
the money “perhaps you
can consider washing cars,
because if you come back
before me I can guarantee
that you’ll miss your graduation!”.
King promised
to heed the advice, he was
reprimanded and discharged.

This, as the twin island
state prepares to commemorate
October as Breast Cancer
Awareness Month.
Speaking Monday on
Good Morning Antigua/Barbuda
hosted on state media,
Bird emphasized that early
detection is the key to survival.
She added that women
should begin self breast examination
as early as the age
of 20 and from age 40 get a
mammogram. She pointed
out that in today’s world,
“cancer has no age”.
“I would advocate for
women to be very vigilant
Focus on Legal
Aid Department
The Attorney General and Drafters within the Ministry of
Legal Affairs met on Monday to discuss the way forward in
making justice available to all members of society, through
services provided by the Legal Aid department.
The Hon. Steadroy “Cutie” Benjamin said there is consideration
to lower the criteria for the means test, so that
more citizens can have access to legal representation before
the courts when necessary.
He noted that it is his intention to see that the Legal Aid
Department expands the services it renders to the public to
cover not only civil and family matters, but criminal cases
as well.
Benjamin said that proper lower and more reasonable criteria
will be set, for persons to access representation before
the courts and that the criteria will be constantly reviewed to
ensure that all persons who wish to get representation will
be able to do so.
Attorney General Benjamin also mentioned that it is his
intention to invite members of the Bar Association to come
on board and assist the Legal Department with this venture.
A roster will be established where interested lawyers
would indicate the times when they will be available to volunteer
their services to the department.
The Legal Aid Department will from November 2 nd 2016
be relocated at upper Redcliffe Street at the bottom floor of
the building which now houses the General Insurance Company.
This location, it is expected, will allow easier access to
persons who need the services of the Legal Aid Department.
about your breast health, begin
your breast self examination
as early as possible,
check up with your doctor
once a year. If you are younger
than age 40 and you have
a family history, speak with
your doctor about exactly
when you should begin
screening. It is very important”,
Bird stressed.
She also advised persons
that if they detect any abnormalities
in their breasts, they
should visit their doctor immediately.
“A cancerous lump is
usually hard and it affixes
itself in one place and does
not move. The softer lump
moves around and sometimes
this turns out to be a cyst,
but once again check your
doctor. You cannot diagnose
yourself”, she underscored.
“I know that fear sometimes
prevents persons from
going forward, they would
see the changes and hide it
from those who are around
them until it is too late. We
want to catch this deadly disease
at stage where it is treatable”,
she added.
Breast Cancer Awareness
month will begin on October
1st with the annual CIBC
“Walk for the Cure”.

New European cruise lines to call in
Antigua following attendance at Seatrade
The joint Caribbean Village of some
13 Caribbean Islands added flair and excitement
to Seatrade Europe, the Largest
Cruise Convention in Europe held in
Tenerife from September 21-23. Antigua
and Barbuda Tourism officials participated
in a series of successful negotiation
meetings with cruise line officials in their
ongoing efforts to secure additional cruse
business for the destination.
Antigua and Barbuda’s cruise tourism
officials continued to make the case
of why the destination is strategically
placed to be included in the various itineraries
of the World’s #1 cruising region.
Each cruise line was given a detailed
presentation of the new developments to
the pier and the planned upgrade that will
take place for the city of St. John to return
Antigua and Barbuda to its marquee
status as a must-visit destination on their
itineraries.
The destination continues to remain
high on the agenda of the European
cruise lines due to the appeal that it has,
and the wide offering of tours and excursions,
which are high on the checklist of
prospective cruise passengers.
The three-member team made up of
CEO of the Antigua and Barbuda Tourism
Authority - Colin C. James, Nathan
Dundas - President of the Antigua and
Barbuda Cruise Association, and Rohan
Hector - Chairman of the St John’s Development
Corporation were successful
in their efforts, with several noticeable
achievements.
COLUMBIA Cruise Services Ltd.
(CCS) who presently call at port St.
John’s with the Thompson Dream and
the Thompson Celebration, will now add
as of this season, the Thompson Discovery.
This new ship will make its inaugural
call on November 9 and will continue to
call until April 2017, visiting every other
week for the season with 1,800 additional
passengers.
Discussions with CCS were also held
Antigua and Barbuda’s delegation engaged
in discussions with cruise line representatives
during Seatrade Europe.
surrounding the start of their ‘Scenic
Cruise’ product, which will be ready for
the next season. This is a smaller high-end
service now operating only in Europe,
offering river cruises. CCS is upgrading
their vessels to provide ocean-going
cruises and will position Antigua and
Barbuda in the itinerary due to the positive
feedback on the destination received
from their passengers.
Another first for the destination is the
inaugural call of Viking Cruise Lines.
This is their first foray into the Caribbean
and Antigua is included on the itinerary.
Nicolai SkogLand, Port Operations Manager
for Viking Cruises, confirmed October
20 for the first inaugural call with 13
calls this season each bringing a total of
900 passengers until the end of February
2017. Traditionally a European River
cruise line, this is their first foray in the
Caribbean with a 10 day itinerary out of
San Juan. Viking Cruises is a great fit for
the destination as they remain one of the
highest rated lines by Cruise Credits due
to the first class experience offered to its
passengers.
Other inaugural calls for this upcoming
season include the MSC Armonia on
November 17 with 2,679 passengers and
the Carnival Vista making its inaugural
call on November 13 with approximately
5,000 passengers.
After an absence of several years
Pullmantur will return to Antigua for the
upcoming season. The Zenith will be
calling for the first time on December 20
with 1,800 passengers. The vessel will
be partially homeporting allowing for
passengers to fly into Antigua and board
the ship. The ship returns for a total of 19
calls with one each week for the upcoming
season. This cruise line, has in the
past built a strong reputation of heavily
utilizing the many tours and excursions
whenever it visits Antigua and Barbuda.
In other meetings, discussions were
held with Steve Young, Director of Port
Services and Government Affairs for
P&O Cruise Lines, now under the Carnival
UK Cruise brand. P&O indicated
their interest in future homeporting
opportunities from Antigua and their
willingness to progress with follow-up
meetings. The planned upgrade to the
cruise facilities along with the amenities
and first-class experience at the country’s
new international airport were key to
their interest as to why the destination is
being considered.
The move to target more European
cruise lines is strategic, as the destination
sets its sights on making greater inroads
into the European cruise business; seeking
to diversify the business and increase
its market-share from the ever growing
European business.
By the additional business being secured,
the European cruise lines continue
to clearly endorse the country’s efforts in
improving its infrastructure, where they
see Antigua and Barbuda as joint partners
that support their business with win-win
solutions, while providing innovative
and exciting experiences for their guests.
Seatrade Europe 2016 again presented
Antigua and Barbuda with a unique
opportunity to negotiate and network
with its valued European cruise partners.
The efforts have again yielded more
cruise business to all local cruise tourism
stakeholders as they prepare for the upcoming
winter season.

Tuesday 27th September 2016 c a r i b b e a n t i m e s . a g 9
Minister of Tourism, Hon.
Asot A. Michael World
Tourism Day Remarks
A pleasant Good Morning, to the nation
of Antigua and Barbuda.
Today, we’re celebrating World Tourism
Day. Founded by the World Tourism
Organization, a specialized agency of
the United Nations, the day is geared to
foster awareness among the international
community of the importance of tourism
and its social, cultural, political and economic
value.
September 27 th is the day is set aside
on the United Nations Calendar each year
in celebration, and to mark our efforts –
to highlight tourism’s potential to contribute
to our Sustainable Development
Goals (SDGs) and to address some of the
most pressing issues facing the tourism
industry today.
Globally, Tourism accounts for 9.8%
of the GDP – US$7.2 trillion, the travel
& tourism sector employs 7 times more
people than the automotive industry, and
represents 1 in 11 jobs – 284 million people
employed in the industry.
For the fifth consecutive year, the
outlook for Travel & Tourism in 2016
remains robust, despite economic fragilities
and other sources of volatility
in the wider market. The GDP’s growth
contribution is expected to accelerate and
again outpace growth of the wider economy.
Stronger growth in 2016 is likely to
be underpinned by an improving global
economy, the lowest oil prices in more
than a decade, and overall household finances
and disposable income will benefit
from reduced energy costs.
Saying this, in the last year, safety
and security concerns have moved into
the spotlight, with recent incidences in
Europe and we have to assume that these
issues will continue to cause individuals
concern. Thankfully, Antigua and Barbuda
has an incredibly strong safety record.
In fact we have made the decision to emphasize
this strong selling point and so
we will ensure that we consistently share
this message with potential visitors. We
are actively working to ensure that this
standard is maintained so our visitors can
feel safe when traveling to and spending
their vacations in Antigua and Barbuda.
Other factors influencing the flow of
travelers around the world include the
strength of the US dollar relative to other
currencies and the shifting price of competitiveness
of destinations.
This is of course the viewpoint on a
global level. Drilling down to the Caribbean,
the total contribution of the travel
& tourism sector to the regions GDP in
2015 was US$53.1 billion, and is forecast
to rise by 2.7% in 2016. It supported
13.3% of total employment (2,255,000
jobs) and is expected to rise by almost 1%
this year to 2,276,000 jobs. Of the 12 regions
in the world, the Caribbean ranked
the highest as having the travel and tourism
sector contribute to the GDP based
on relative size. Essentially: the Caribbean
is the region most reliant on travel
and tourism to building the economy in
the entire world. For us at home Tourism
continues to be the most critical industry
underpinning our local economy.
For Antigua and Barbuda, travel and
tourism contributed to 57.1% of the GDP
in 2015 and is forecast to rise by 3.5% in
2016. In regards to employment, 51.6%
of total employment – 18,500 jobs –
were directly and indirectly supported by
the industry. This is expected to rise to
18,500 jobs this year.
I share these figures with you so that
everyone can truly understand the importance
of the travel and tourism industry in
Antigua and Barbuda. We aren’t speaking
in platitudes and nebulous agendas.
Travel and tourism is the lifeblood of the
economy of Antigua and Barbuda, and
Tourism Minister, the Hon., Asot Michael
therefore the future and growth of our
wonderful country relies on the success
of travel and tourism. The charge that I
constantly give to every member of the
teams in the Ministry of Tourism and The
Tourism Authority is that peoples’ hopes,
dreams, livelihood and future are directly
related to their work. Their jobs are making
a difference for people’s lives.
The good news is that 2016 has been
a strong year for tourism, as we have seen
double-digit growth in visitor arrivals.
Even better news is that not only are we
increasing our visitor arrivals, the visitors
are also spending more money while
on-island. Data from the Eastern Caribbean
Central Bank shows that visitors
spent around 40 million EC dollars more
in Antigua and Barbuda for the first three
months of this year (so January through
March) over the same time period, with
just over 314 million EC being spent. We
expect that this increase in spend which
is directly linked to visitor air arrivals
will be reflected throughout the rest of
the year, hopefully exceeding projected
growth.
In addition, we have been fortunate
to announce the start of multiple new
tourism construction projects, including
re-opening Ocean Point for the incredibly
popular Eden Viaggi/Alitalia charter
and re-opening of Pineapple Beach Club
next month with renovations and rebrand
as an adults only resort. The Hodges Bay
Resort and Spa is set to open in March of
next year – meaning we’ll have an entirely
new high-end property with one-bedroom
suites, villas, and townhouses to
cont’d on pg 10

appeal to visitors. The result
of these increases in room
availability will ultimately
help us to attract even more
airlift. While outside factors
are always going to affect
tourism, the travel & tourism
industry is a key force for
good, and it has proven time
and again that it is strong and
adaptable enough to face any
challenges. It will continue
to grow, to create jobs, and
to bring economic and social
benefits.
We must continue our
efforts to ensure we are providing
the best tourism experience
possible to visitors at
every single touch point.
Considering the global
importance of tourism – almost
1.2 billion people travel
abroad each year – it is no
wonder that there is a day
dedicated to tourism. This has
exponentially grown from 25
million tourists in 1950 – you
can see the global scale of
tourism and how it has become
a powerful economic
sector – not just for Antigua
and Barbuda.
Each year, World Tourism
Day has a targeted theme, and
the one for this year is promoting
universal accessibility.
Accessible tourism for all
is about the creation of environments
that can cater to
the needs of everyone. This
is something Antigua and
Barbuda has been focused on
– we want to ensure, where
possible that those with disabilities
or young children,
seniors and other individuals
with special mobility access
requirements are still able to
fully appreciate everything
Antigua and Barbuda has to
offer.
When designing the new
airport we were insistent on
providing jet-bridges, escalators
and elevators with braille
control buttons in the terminal
making it much easier for visually
impaired passenger or
those traveling with wheelchairs
and other mobility issues.
The process of boarding
a plane from a wheelchair or
other mobile aiding devices
can be incredibly embarrassing
and demeaning when being
forced to do so through
stairs. We felt that no one
should feel this discomfort
when traveling and insisted
on these critical amenities that
have improved mobility access
for those passengers with
special needs.
Additionally, many of our
local properties have implemented
ramps and other aides
to help those with mobility
issues, a clear indication that
this issue is high on our agenda
as we constantly seek to
enhance our tourism facilities.
Across our twin islands,
we are providing clear and
reliable information, efficient
transportation and public services
in an effort to make Antigua
and Barbuda a physical
environment that is easy to
navigate.
The Government is investing
in improving our overall
cruise product as well, with
plans already in motion for
developing St John’s Harbour
to include extensions of the
piers that will accommodate
the largest vessels, along with
the construction of an additional
pier to enable up to
six (6) ships to be berthed simultaneously.
This improvement
includes improving the
wheelchair accessibility as
well. The development of the
quayside comes with the added
benefits of new high-end
shopping and facilities such as
a cruise passenger terminal to
re-position the destination to
take advantage of home porting
opportunities. We are actively
pursuing opportunities
to be a homeport with several
European based cruise lines
in an effort to diversify our
cruise ship offering.
I am pleased to report that
Pullmantur who will make 19
calls this season will be offering
home porting services
from Antigua and Barbuda for
the first time.
Other major projects the
Government is investing in includes
the Fort James Development
project that is aimed
at leveraging the strength of
one of our best beaches by including
authentic local restaurants,
boutiques, tours and
attractions, an outdoor amphitheater
as well as a museum
detailing the unique history of
this Fort.
All of our products, investments
and enhancements ultimately
add value and improve
the customer experience. We
must continue to improve our
amenities in the area of fine
dining, exciting tours and excursions,
first class entertainment,
and International standard
of duty free shopping.
These enhancements are all
priority areas of consideration
for the Government.
It is imperative that Antigua
and Barbuda offers a
cont’d from pg 10
memorable and unique visitor
experience, not as a oneoff
outcome, but as an all the
time phenomenon. I reiterate
this message time and again,
given the importance it has of
earning repeat visitors as well
as attracting new ones through
the sharing of positive experiences
via the social media.
While the Ministry of
Tourism and the Tourism
Authority has been diligently
working to not only improve
our on-island offerings and
raise the visibility of Antigua
and Barbuda around the world
– it is up to each and every citizen
of Antigua and Barbuda
to ensure we truly are providing
the best experience at
every touch point. Even for
those that might not be working
directly in tourism.
One of the most wonderful
things about the people of
Antigua and Barbuda is our
warmth and friendly nature.
So I encourage everyone to
and hospitality with everyone
they interact with. It this way
we all become true ambassadors
for our beautiful country.
By 2019, it is estimated
that the total number of
stay over tourist arrivals by
air will surpass 280,000 and
the number of cruise arrivals
will likely exceed 1,000,000
cruise tourists. We must, at
a minimum, ensure that we
meet these projected figures
or even exceed them. We cannot
become complacent on
our recent success and expect
this growth to continue organically.
We need to be strategic,
dynamic, proactive and adaptive
to all opportunities for
strengthening and growing
our tourism industry.
This is more important
than ever as competition for
tourism dollars is fiercer than
ever before. We are competing
with the rest of the Caribbean
and in particular with the
newest ‘hot spots’ – Cuba and
the Dominican Republic.
To put it in some context,
while Antigua and Barbuda
have been seeing an average
20% year over year growth
from the US market – remarkable
figures – this unfortunately
pales in comparison
to Cuba. The number of US
tourists to Cuba has increased
61% in the first half of 2016
and these numbers are anticipated
to grow, particularly
once newly announced regular
commercial airline service
commences.
Another key issue combating
the region, and Antigua
and Barbuda, is the Zika
virus. The region overall has
seen the impact of cancelled
group reservations and felt
the effect of those choosing
not to travel if they are pregnant
or are in the child-bearing
years of their life. This of
course impacts the Romance
tourism sector – again – a key
segment of the Caribbean and
Antigua and Barbuda’s tourism.
Thankfully, due to the
diligence and proactivity of
the various health agencies
and Government, Antigua and
Barbuda have been able to
minimize the spread of Zika
thus far. This continues to be
a top priority for the Government,
but the overall perception
of the spread of Zika in
overseas market is that the
Caribbean equals Zika. So our
challenge is to educate our
key markets, and target new
tourism niches and opportunities
to offset any decrease in
the romance market.
Antigua and Barbuda has
much to offer travelers and
we must continually seek to
discover and create ways to
elevate our island in the mind
of the travelling consumer
and communicate that in such
a way so as to distinguish us
from amongst our Caribbean
neighbors.
So on behalf of the Ministry
and the Tourism Authority,
I would like to acknowledge
World Tourism Day.
Congratulations to everyone
on the growth and success
that we have achieved thus far.
I know the hard work, dedication
and passion that have
gone in to achieving what we
have so far, but we cannot become
complacent.
We unfortunately cannot
rest on our laurels.
I encourage everyone to
share their ideas of how we
can further strengthen our
tourism industry. The growth
and sustainability of our Tourism
is a nation-wide endeavor.
And as we allow the great individual
and creative ideas to
contend, we will see the collective
growth and advancement
of the country’s Tourism.
As articulated in the words of
our national anthem “Each
endeavoring all Achieving.”
We want everyone to become
engaged and join us in ensuring
a bright and wonderful future
for our Tourism industry
and by extension a bright and
wonderful future for our beloved
Antigua and Barbuda.

Monday’s Crossword Solution
HOROSCOPE
LIBRA (Sept. 23-Oct. 23). You
won’t find friends today; they’ll
find you. The people who have
a similar vibe to yours can feel
you. They can see your inner
light, and they’ll want to claim
you for their own.
SCORPIO (Oct. 24-Nov. 21).
People need constant encouragement.
You can’t just give
out pats on the back at the end.
Most of them won’t even make
it there. Whatever your usual
reward system is, today you’ll
need to triple it to see results.
SAGITTARIUS (Nov. 22-Dec.
21). Before you make a big effort
to demonstrate your love,
take measures to get reasonably
sure that the gesture is one
that the other person is likely to
see as love.
CAPRICORN (Dec. 22-Jan.
19). Privacy is a requirement
of every relationship. Close
relationships need even more
of it. Instead of feeling guilty
about this, revel in your right to
experiences that are yours and
yours alone.
AQUARIUS (Jan. 20-Feb.
18). You’re an antennae for important
information and especially
helpful to those around
you who have trouble discerning
that from the dreck. You’ll
help all stay on track with priorities.
PISCES (Feb. 19-March 20).
News feed clutter abounds.
You have to wonder about the
people who feel compelled to
tell the whole world what a
fantastic time they are having
with the loved ones who are,
presumably, within talking distance.
ARIES (March 21-April 19).
There’s something you want to
tell a crowd today. If you can
build rapport with one person
you can build rapport with
many at one time. Use social
media, a soapbox or a mountaintop
to tell your story.
TAURUS (April 20-May 20).
You don’t mind standing out in
some way: In fact, you benefit
from it, even if said “way” is a
little bit controversial. Better to
raise a few eyebrows than to be
invisible.
GEMINI (May 21-June 21).
Just because they love you
doesn’t mean they understand
you. You long for an intellectual
connection, but affection
comes for different reasons and
from other directions. It’s still
pure and true.
CANCER (June 22-July 22).
Does it frustrate you to know
there is nothing you can do
about the outcome? Hopefully,
you can find a way to let this
liberate you instead. Trust in
the work you’ve already done.
Watch to see what grows.
LEO (July 23-Aug. 22). Is this
anticipation or apprehension
that you’re feeling? Maybe
both, but figure out the dominating
emotion. If you’re apprehensive,
it means there’s
still a little more preparation
to do before you make your
move.
VIRGO (Aug. 23-Sept. 22).
No relationship is all sunshine
and rainbows. Hopefully, there
is quite a lot of sunshine and
the occasional rainbow — but
of course, such a phenomenon
usually occurs after a rainstorm.

Tuesday 27th September 2016
Windies try to avoid whitewash
ABU DHABI, United Arab Emirates
– Reigning World champions West
Indies find themselves in the unfamiliar
position of battling to avoid a whitewash
when they clash with Pakistan in
the final Twenty20 International of the
three-match series here Tuesday.
Battered following two bruising defeats
in the opening games in Dubai,
West Indies will aim for a dramatic
turnaround in order to extract some
semblance of pride from what has otherwise
been a humbling experience.
The side which won an unprecedented
second T20 World Cup last
April in India are yet to display that
swagger and captain Carlos Brathwaite
said now was a good a time as any for
his unit to make their presence felt.
“Every game we play we go out
there to win. Psychologically, going
into the longer format – the 50 overs
– it would do us a hell of a lot of good
to get a victory,” Brathwaite said here
Monday.
“We need to go out there and do the
things we know how to do, do them
better than we did in the first two games
and we’re more than confident that we
can come out with a win.”
In both games so far, West Indies
have suffered batting meltdowns. In the
opening game last Friday, they were
bundled out for 115 paving the way for
Pakistan’s uncomplicated nine-wicket
victory.
And in the second game the following
day, the Caribbean side botched
their run chase in pursuit of 161, to go
down by 16 runs.
Brathwaite acknowledged West Indies
needed to improve their batting,
especially at the top of the order where
problems had been rife.
“One glaring problem that I can see
is the batting, especially the top order
batting. We haven’t been making the
most of the first six overs with only
the two fielders out and then it became
harder and harder [as the innings progressed],”
he explained.
“In the very first game we had five
wickets down … and then chasing 160
[in the second game] and being only
20-odd in the first six overs, it’s going
to be a lot more difficult especially with
such huge boundaries.
“So I think the top order batting and
the mis-use of the first six overs was
our downfall in the first two games.”
Brathwaite, in only his second series
as captain after replacing the sacked
two-time World Cup-winning skipper
Darren Sammy, is also yet to fire.
He came to prominence following
his heroics in the T20 World Cup final
against England but with scores of
nought and eight, he is yet to weigh in
with any performance of note.
However, the Barbadian said he
would not allow his personal performances
to overshadow that of the
team’s.
“For me as captain, the most important
thing is team performance and
then my personal performance comes
next … it’s about West Indies cricket,
it’s about West Indies cricket moving
forward, it’s about West Indies fans being
happy each and every time we step
on the park,” he contended.
“If I as the leader can in someway
help to get that over and help the fans to
continue to enjoy T20 cricket I would
think that I have done a good job. Up
until now we haven’t so it’s up to me
to motivate the guys going into tomorrow’s
game and help the fans put a
smile on their faces.”
After playing an unchanged team in
the opening games with little change
in the outcome, Brathwaite said selectors
were contemplating using a few
new faces for the final game set for the
Captain Carlos Brathwaite
Sheikh Zayed Stadium.
All-rounder Rovman Powell and
fast bowler Kesrick Williams are two
uncapped players in the squad who
could come in while Chadwick Walton
and Test and one-day captain, Jason
Holder, are also yet to play.
“There may be changes. The selection
panel hasn’t met as yet but there
may be changes, more than likely with
the view of letting one or two guys experience
playing for the West Indies
– we have a few persons in the squad
who haven’t represented West Indies as
yet,” he said.
“So will there be changes? Maybe. I
can’t tell you who will be in, who will
be out because I don’t know and the selection
panel hasn’t met as yet.” (CMC)
SQUADS:
PAKISTAN – Sarfraz Ahmed (captain),
Local police officers ranked
high at regional training
Four (4) Officers from the Royal
Police Force of Antigua and Barbuda
returned from Grenada over the weekend
after successfully completing an
Instructors Course. Making up the Antiguan
contingent were Corporal Karim
Warner, Acting Corporals Anderson
Tuitt and Denise Francis, along with
Constable Diana Hector.
The course, which was conducted
in two phases over eight weeks, was
hosted by the Regional Security System
(RSS) with a total of 20 participants
from a number of RSS member
states (namely Antigua and Barbuda,
St. Kitts and Nevis, St. Vincent and the
Grenadines, Barbados and host country
Grenada).
At the end of the first phase, which
was conducted via a CBST-Connect
Online Portal, Corporal Warner secured
the highest aggregate score and
remained consistent throughout the
On-site phase. In the end, Corporals
Warner and Tuitt resulted amongst the
top scorers, ranking in the ‘Top 3’ positions
overall.
The course, which was funded by
the International Narcotics and Law
Enforcement (INL) in conjunction with
United States Embassy- Barbados, culminated
with a graduation ceremony
where the participants were awarded
with certificates and honorary mentions.
Meanwhile, Sergeant Donald
Sheckle and Constable Nickerious
Christopher attended a Financial Investigations
Course in Barbados earlier
this month, where they both received
certification following their successful
completion.
The aim of this training course was
to equip financial investigators within
the Eastern Caribbean Region with the
necessary skills and knowledge that
would increase their competences and
become accredited as a result. Currently,
Sergeant Sheckle is the officer in
charge of the Proceeds of Crime Unit
within the Royal Police Force of Antigua
and Barbuda.
This unit falls under the ambits of
the Criminal Investigations Department
and is responsible for conducting
investigations into financial crimes, including
Money Laundering and matters
relating to Forfeiture and Confiscation.
Locally, a further four (4) officers
participated in the 1 st Annual Journalism
and Broadcast Training, after accepting
an invitation from C.E.O of
JAYD Ideas and Communications- Dr.
Jacqui Quinn-Leandro.
During the three-day seminar, a
number of presentations were made,
relative to journalistic enhancement.
The officers (namely Superintendent
Atlee Rodney, Senior Sergeant Frankie
Thomas, Sergeant Kenny McBurnie
and Constable Marline Carr-Henry)
were also awarded with certificates at
the culmination of this training. This
seminar was held at the UWI Open
Campus from 21 st – 23 rd September,
2016.
