Junior Minister of Finance, Senator<br />
the Hon. Lennox Weston, has<br />
indicated that he is “not impressed”<br />
with the work done by YIDA International<br />
so far.<br />
Speaking at a press conference<br />
last Friday, Senator Weston noted<br />
that the company is still “tying up<br />
their finances … and is obviously<br />
having some difficulties”.<br />
He also told the press that although<br />
they have started “some<br />
work”, having been granted access to<br />
the property over a year ago, the development<br />
is still not close to a start.<br />
“I am certainly not impressed<br />
with what they are doing and I think<br />
that somebody needs to light some<br />
fire under YIDA and tell them to<br />
jump or jump off.<br />
“They have made a commitment<br />
to a country that they will start the<br />
project at a particular time, they have<br />
been given access, yes they paid for<br />
it in terms of tremendous resources,<br />
but those resources are part of our<br />
economic growth.<br />
“They cannot sit on it idly and<br />
we wait on them to take forever to<br />
perform”, Senator Weston frankly<br />
stated.<br />
YIDA has promised to spend US<br />
$2 billion over a 10-year period to<br />
develop the largest free trade zone in<br />
the country, a 5-star luxury resort, internationally<br />
branded villa communities<br />
and a host of other amenities.<br />

a burning fan Antigua might<br />
have lost another house to fire.<br />
The unbearable heat has<br />
residents running their fans<br />
round the clock, with Ann<br />
Lewis being no exception.<br />
Lewis said she was jolted<br />
out of her sleep by the scent<br />
of something burning Saturday<br />
night.<br />

conflicts of interest.<br />
According to the General<br />
Secretary, Hugh Joseph,<br />
the resolution affects anyone<br />

George was removed from<br />
the Senate after voicing his<br />
intention not to support the<br />
Statutory Corporation (General<br />
Provisions) Bill, <strong>2016</strong>. The<br />
union president was handed<br />
a letter from Prime Minister<br />
Gaston Browne telling him<br />
that his appointment would be<br />
revoked.<br />
Immediately after that development,<br />
the union executive<br />
took a decision that none<br />
of its officers would accept an<br />
appointment to the Senate under<br />
those conditions. But the<br />
delegates have now take the<br />
matter a step further stating<br />
clearly that none of the senior<br />
officers may accept future appointments.<br />

An act of theft has led to the sacking of a member of the airport<br />
security staff. According to a source the booted employee<br />
has been serving in that capacity for a number of years.<br />
Further suggestions are that the female security officer has<br />
had an issue with sticky fingers for quite some time and was<br />
being watched. Finally, a few days ago she is said to have been<br />
caught on camera stealing a bracelet. “I can’t understand why<br />
she did that because everyone knows that cameras are all over<br />
the place, “ a source commented. It is not known if any further<br />
action will be taken against the woman.<br />
George’s decision not to<br />
support the bill came from<br />
members of the union who,<br />
on the afternoon prior to the<br />
Senate debate, convened a<br />
meeting at 46 North Street to<br />
voice their displeasure with<br />
the proposed legislation.<br />
After, George has indicated<br />
that when his term of office<br />
expired in <strong>September</strong> next<br />
year that he will not be contesting<br />
the position of president.<br />
He said it was time for the<br />
union to take on new leadership<br />
and new directions as it<br />
seeks to represent workers in<br />
as changing work environment.<br />

that it was the lone fan she has<br />

Republic of China at the Reception in Celebration of the 67 th<br />
Anniversary of the Founding of the People’s Republic of China<br />
Good evening! I would<br />
like to thank you all on behalf<br />
of the Chinese Embassy for<br />
joining us to celebrate the 67 th<br />
Anniversary of the founding<br />
of the People’s Republic of<br />
China.<br />
67 years is a small chapter<br />
of the 5000 year history<br />
of China. During the past 67<br />
years, especially since 1978<br />
in which the Chinese government<br />
adopted the Reform and<br />
Opening-up Policy, profound<br />
changes have taken place in<br />
China. The living standard of<br />
the Chinese people has been<br />
greatly improved. China has<br />
successfully transformed<br />
from a under developed country<br />
which could barely feed us<br />
to one of the major economy<br />
in the world. We have accomplished<br />
just in a few decades<br />
what has taken other countries<br />
several hundred years to<br />
achieve.<br />
In spite of serious internal<br />
and external challenges,<br />
the economy in China still<br />
maintains medium-to-high<br />
growth due to the innovation<br />
and reform in recent years.<br />
The GDP of China targeted<br />
nearly 10.9 trillion US dollars<br />
in 2015. The first half of <strong>2016</strong><br />
witnessed a growth rate of 6.5<br />
percent of China’s economy.<br />
China contributes 25% of the<br />
world economic growth. In<br />
short, China is still a engine<br />
for the world’s economic development.<br />
Chinese President Xi Jinping<br />
once said, “The people’s<br />
wish for a good life is our<br />
goal.” . China will continue<br />
to accelerate the shift of the<br />
economic growth model and<br />
adjustment of the economic<br />
structure, vigorously protect<br />
and improve people’s livelihood,<br />
and maintain stable<br />
and relatively fast economic<br />
growth and social harmony<br />
and stability.<br />
Ladies and gentlemen,<br />
China takes part in international<br />
affairs in a fair,<br />
responsible and cooperative<br />
manner and jointly responds<br />
to various global challenges<br />
with other countries. Now the<br />
whole world is trying to find a<br />
proper way to the sustainable<br />
economic development, China<br />
is playing its own role and<br />
making its own contribution.<br />
Early this month, as the<br />
hosting country, China spent<br />
great time and effort on making<br />
G20 summit in Hangzhou<br />
a successful one. This Summit,<br />
which was held when the<br />
world economic growth and<br />
the transformation of the G20<br />
reached a crucial juncture,<br />
was closely followed by the<br />
international community. We<br />
can see that all parties have<br />
pinned their high hopes on<br />
it. China met these expectations<br />
by organizing all parties<br />
to discuss world economic<br />

as President Xi Jinping said, all parties<br />
are determined to find the direction and<br />
chart the course for the world economic,<br />
to break a new path of growth and<br />
breathe new life to the world economy, to<br />
improve global economic and financial<br />
governance and enhance the resilience<br />
of world economy against risks, to revive<br />
the two engines of international trade<br />
and investment and build an open world<br />
economy, and to promote inclusive and<br />
interconnected development so that the<br />
benefits of G20 cooperation can reach<br />
every corner of the world.<br />
For the first time, this Summit placed<br />
development issued on a prominent position<br />
within the global macro-policy<br />
framework, formulated action plan on<br />
implementing the UN 2030 Agenda for<br />
Sustainable Development, pledged to<br />
play an exemplary role in implementing<br />
the Paris Agreement and ensure its early<br />
entry into force. These action plans and<br />
practical results will deliver tangible benefits<br />
to people in developing countries<br />
and contribute to the common development<br />
of all mankind.<br />
Ladies and Gentlemen,<br />
Today, while undertaking more responsibility<br />
on international affairs, China<br />
will remain committed to the path of<br />
peaceful development and call for common<br />
commitment to such a path, committed<br />
to build a community of shared<br />
future and interests for all mankind. On<br />
the other hand, the Chinese Government<br />
is unswerving in its determination and<br />
resolve to maintain sovereignty and territorial<br />
integrity. In the past few months,<br />
South China Sea issue turned to be a hot<br />
topic. Some political power outside of<br />
this area tried to test the bottom line of<br />
China on maintaining sovereignty. No<br />
matter what they did, they could not and<br />
will not change the history and fact of<br />
China’s sovereignty over the South China<br />
Sea Islands and the adjacent waters,<br />
nor will they affect China’s policy and<br />
position of resolving the disputes in the<br />
South China Sea by direct negotiation<br />
and working together with other States in<br />
the region to maintain peace and stability<br />
in the South China Sea. Here, I would<br />
like to express my sincere gratitude on<br />
behalf of the Chinese Government to the<br />
Government of Antigua and Barbuda for<br />
the firm support provided to China on the<br />
issue of South China Sea.<br />
Ladies and Gentlemen,<br />
It is our fresh memory that Antigua<br />
and Barbuda was the first country in the<br />
Eastern <strong>Caribbean</strong> Region to establish<br />
diplomatic relationship with the People’s<br />
Republic of China. Over the past 30 plus<br />
years, the relationship of friendly cooperation<br />
of our two nations maintains rapid<br />
development. The bilateral high-level exchanges<br />
are frequent; the political mutual<br />
trust deepens; the areas of pragmatic<br />
cooperation continues to expand; the<br />
people-people and culture exchanges are<br />
increasing; China and Antigua and Barbuda<br />
support and coordinate closely with<br />
each other on international affairs.<br />
Both China and Antigua and Barbuda<br />
are developing countries. Despite<br />
differences in national conditions, we<br />
both face the enormous task of growing<br />
the economy and improving people’s<br />
well-being, we both recognize the same<br />
principles of mutual respect and benefit<br />
in establish foreign relations, we both<br />
share same concerns in the international<br />
arena, such as UN reform, climate<br />
change. That is why we can stand together,<br />
cooperate closely, for a brighter<br />
future. It is my honor to be appointed<br />
as Chinese Ambassador to Antigua and<br />
Barbuda. During my tenure, I will exert<br />
my best efforts to deepen the friendly and<br />
cooperative relations between our two<br />
countries and strengthen friendship between<br />
our two peoples.<br />
The Chinese Government highly values<br />
its relations with Antigua and Barbuda.<br />
It is always in our mind that the<br />
support and assistance should be mutual.<br />
China is willing to promote, together<br />
with Antigua and Barbuda, the relations<br />
of friendly cooperation between our two<br />

Minister: A good year for tourism<br />

The tourism minister is<br />
reporting that it has been<br />
a good year so far for the<br />
tourism sector.<br />
Speaking on the occasion<br />
to mark World Tourism<br />
Day today, Minister<br />
Asot Michael, has reported<br />
that there has been double-digit<br />
growth in tourism<br />
arrivals by air.<br />
He added that spending<br />
by visitors is also up.<br />
“Even better news is that<br />
not only are we increasing<br />
our visitor arrivals, the<br />
visitors are also spending<br />

The Antigua Trades and Labour Union,<br />
the country’s oldest workers’ organization,<br />
has endorsed the current move to<br />
delink from the Judicial Committee of the<br />
Privy Council and accede to the Appellate<br />
Jurisdiction of the <strong>Caribbean</strong> Court<br />
of Justice (CCJ).<br />
This came after the National Coordinating<br />
Committee made a presentation to<br />
the 77 th annual delegates’ conference of<br />
the union at 46 North Street on Monday.<br />
Representing the NCC were Chairman of<br />
the Antigua and Barbuda Reparation Support<br />
Commission, Dorbrene O’Marde,<br />
and NCC Public Relations Officer, Everton<br />
Barnes.<br />
O’Marde gave a 15-minute presentation<br />
in which he responded to several of<br />
the concerns have been raised in different<br />
fora that made a case for holding on to the<br />
JCPC a little longer.<br />
He was supported by Barnes who focused<br />
on some of the work the CCJ has<br />
more money while on-island.<br />
Data from the Eastern<br />
<strong>Caribbean</strong> Central Bank<br />
shows that visitors spent<br />
around 40 million EC dollars<br />
more in Antigua and<br />
Barbuda for the first three<br />
months of this year (so January<br />
through March) over<br />
the same time period, with<br />
just over EC$314 million<br />
being spent,” he stated.<br />
Michael said he expects<br />
that this increase in spend<br />
which is directly linked<br />
to visitor air arrivals will<br />
be reflected throughout<br />
the rest of the year, hopefully<br />
exceeding projected<br />
growth.<br />
Additionally, Michael<br />
disclosed that there are a<br />
number of expansion projects<br />
that are expected to be<br />
completed by next year.<br />
“We have been fortunate<br />
to announce the start<br />
of multiple new tourism<br />
construction projects, including<br />
re-opening Ocean<br />
Point for the incredibly<br />
popular Eden Viaggi/Alitalia<br />
charter and re-opening<br />
of Pineapple Beach<br />
Club next month with renovations<br />
and rebrand as an<br />
AT&LU endorses CCJ<br />

on the issue.<br />
People who are in favour of retaining<br />
the JCPC and those who want to sever<br />
the links now, hold strongly to their positions.<br />
Currently, only four countries are part<br />
of the court’s Appellate Jurisdiction.<br />

a plane from a wheelchair<br />
or other mobile aiding<br />
devices can be incredibly<br />
embarrassing and demeaning<br />
when being forced to<br />
do so through stairs.<br />
“We felt that no one<br />
should feel this discomfort<br />
when traveling and insisted<br />
on these critical amenities<br />
that have improved mobility<br />
access for those passengers<br />
with special needs,”<br />
he stated.<br />
Additionally, he added,<br />
many of the local properties<br />
have implemented<br />
ramps and other aides to<br />
help those with mobility<br />
issues, a clear indication<br />
that this issue is high on<br />
our agenda as the country<br />
constantly seek to enhance<br />
its tourism facilities.

School boy pleads not guilty to stabbing<br />

A third form student of the Antigua<br />
Grammar School is charged for Wounding<br />
a 14-year-old student of the Princess<br />
Margaret Secondary School. The<br />
defendant will go through trial after he<br />
pleaded not guilty to the charge when<br />
he appeared at the St. John’s Magistrates<br />
Court yesterday.<br />

the defendant made an application<br />
for bail, some of the facts were revealed<br />
in debating whether bail should<br />
be granted in such a serious matter.<br />
It is reported that on <strong>September</strong><br />
2<strong>2nd</strong>, <strong>2016</strong>, both students were<br />
at the YMCA sports complex when<br />
an argument erupted about a stolen<br />
bicycle which belonged to a friend<br />

31-year old Jermaine Sheriff of Ovals<br />
was arrested and charged after he reportedly<br />
stole from his friends. He pleaded guilty to<br />
two counts of Larceny when he appeared at<br />
the St. John’s Magistrates Court Yesterday.<br />
Phone Technician Clifton Reid aged<br />
24 told police that on <strong>September</strong> 16th,<br />
<strong>2016</strong> he left his friend the defendant at his<br />
business place, JNA Mobile Tech situated<br />
on Tanner Street, to overlook while he ran<br />
an errand, upon his return moments later he<br />
did not observe anything suspicious. However,<br />
the following day he noticed that a customer’s<br />
EC$1,700 Samsung Galaxy Note 5<br />
of the defendant. Apparently, the<br />
virtual complaint slapped the defendant<br />
after he was called a bicycle thief, the<br />
defendant responded by pulling a<br />
scissors from his pocket and stabbing<br />
the complainant several times to his<br />
back.<br />
The medical report shows that<br />
the complainant suffered abrasions<br />
and four puncture wounds to the<br />
mid-section of his back, one as deep<br />
as 8cm. The prosecution is of the view<br />
that the charge should have been of a<br />
different nature because of the severity<br />
of the injuries.<br />
In turn Chief Magistrate Walsh<br />
questioned whether she should grant<br />
bail stating “This is disturbing! It’s like<br />
hitting someone with a powder puff<br />
and they retaliating with a cutlass”<br />

King was given a clean<br />
slate when he appeared before<br />
Chief Magistrate Walsh<br />
yesterday, the teen pleaded<br />
guilty to Unlawful possession<br />
to 5grams of cannabis.<br />
King was arrested and<br />
charged on <strong>September</strong> 21 st<br />
after officers who were on<br />
patrol duty at about 9:30<br />
p.m. on St. John›s<br />
Street spotted the defendant<br />
sitting on his step with a<br />
pair of scissors cutting up<br />
weed. A search was carried<br />
out on the defendant›s<br />
person and officers found<br />
ten (10) small zip locked<br />
bags containing the bushy<br />
phone was missing.<br />
The second report came from the<br />
defendant’s live-in mate Devon Graham<br />
who reported that sometime last<br />
month his $600.00EC Samsung Galaxy<br />
phone was stolen from his bedroom.<br />
The defendant who is unemployed admitted<br />
to both Offences and told the court that<br />
he sold the phones, he was convicted and<br />
fined $1,700.00 forthwith on the first charge,<br />
in default two years in prison. For the second<br />
charge he was convicted and fined $600.00<br />
forthwith or one year in prison; with sentences<br />
to run consecutively. Both phones<br />
were recovered during investigations.<br />
Council made a compelling submission<br />
for the boy asking that he be<br />
placed on ‘very strict regulations’ until<br />
trial. Bail was granted in the amount<br />
of $2,500.00 with cash component of<br />
$500.00. One surety independent of the<br />
defendant and his parent must be provided.<br />
He must report to the St. John’s<br />
Police Station every Monday, Wednesday<br />
and Saturday; he must adhere to<br />
a 3:00 p.m. curfew daily and is banned<br />
from ALL sporting facilities to include<br />
the YMCA. The orders have also been<br />
extended to the school, he is not to engage<br />
in any disruptive behaviour while<br />
in school. The defendant would be<br />
brought back to court and be remanded<br />
if he breaches any of the conditions.<br />
Trial is set for December 15th.<br />
Teen pleads guilty, given second chance<br />
Phone thief pays for his crime<br />
substance which carries an<br />
estimated street value of<br />
$50.00 EC.<br />
The defendant told Magistrate<br />
Walsh that he was<br />
selling the illicit substance<br />
unknowing to his mother to<br />
raise money so that he may<br />
be able to attend his graduation<br />
to be held in December.<br />
He says he needs $400<br />
to partake in the ceremony<br />
itself and an additional $200<br />
for the after-ball.<br />
He was advised to seek<br />
other avenues to raise<br />
the money “perhaps you<br />
can consider washing cars,<br />
because if you come back<br />
before me I can guarantee<br />
that you’ll miss your graduation!”.<br />
King promised<br />
to heed the advice, he was<br />
reprimanded and discharged.

Focus on Legal<br />
Aid Department<br />
The Attorney General and Drafters within the Ministry of<br />
Legal Affairs met on Monday to discuss the way forward in<br />
making justice available to all members of society, through<br />
services provided by the Legal Aid department.<br />
The Hon. Steadroy “Cutie” Benjamin said there is consideration<br />
to lower the criteria for the means test, so that<br />
more citizens can have access to legal representation before<br />
the courts when necessary.<br />
He noted that it is his intention to see that the Legal Aid<br />
Department expands the services it renders to the public to<br />
cover not only civil and family matters, but criminal cases<br />
as well.<br />
Benjamin said that proper lower and more reasonable criteria<br />
will be set, for persons to access representation before<br />
the courts and that the criteria will be constantly reviewed to<br />
ensure that all persons who wish to get representation will<br />
be able to do so.<br />
Attorney General Benjamin also mentioned that it is his<br />
intention to invite members of the Bar Association to come<br />
on board and assist the Legal Department with this venture.<br />
A roster will be established where interested lawyers<br />
would indicate the times when they will be available to volunteer<br />
their services to the department.<br />
The Legal Aid Department will from November 2 nd <strong>2016</strong><br />
be relocated at upper Redcliffe Street at the bottom floor of<br />
the building which now houses the General Insurance Company.<br />
This location, it is expected, will allow easier access to<br />
persons who need the services of the Legal Aid Department.<br />

doctor. You cannot diagnose<br />
yourself”, she underscored.<br />
“I know that fear sometimes<br />
prevents persons from<br />
going forward, they would<br />
see the changes and hide it<br />
from those who are around<br />
them until it is too late. We<br />
want to catch this deadly disease<br />
at stage where it is treatable”,<br />
she added.<br />

New European cruise lines to call in<br />
Antigua following attendance at Seatrade<br />
The joint <strong>Caribbean</strong> Village of some<br />
13 <strong>Caribbean</strong> Islands added flair and excitement<br />
to Seatrade Europe, the Largest<br />
Cruise Convention in Europe held in<br />
Tenerife from <strong>September</strong> 21-23. Antigua<br />
and Barbuda Tourism officials participated<br />
in a series of successful negotiation<br />
meetings with cruise line officials in their<br />
ongoing efforts to secure additional cruse<br />
business for the destination.<br />
Antigua and Barbuda’s cruise tourism<br />
officials continued to make the case<br />
of why the destination is strategically<br />
placed to be included in the various itineraries<br />
of the World’s #1 cruising region.<br />
Each cruise line was given a detailed<br />
presentation of the new developments to<br />
the pier and the planned upgrade that will<br />
take place for the city of St. John to return<br />
Antigua and Barbuda to its marquee<br />
status as a must-visit destination on their<br />
itineraries.<br />
The destination continues to remain<br />
high on the agenda of the European<br />
cruise lines due to the appeal that it has,<br />
and the wide offering of tours and excursions,<br />
which are high on the checklist of<br />
prospective cruise passengers.<br />
The three-member team made up of<br />
CEO of the Antigua and Barbuda Tourism<br />
Authority - Colin C. James, Nathan<br />
Dundas - President of the Antigua and<br />
Barbuda Cruise Association, and Rohan<br />
Hector - Chairman of the St John’s Development<br />
Corporation were successful<br />
in their efforts, with several noticeable<br />
achievements.<br />
COLUMBIA Cruise Services Ltd.<br />
(CCS) who presently call at port St.<br />
John’s with the Thompson Dream and<br />
the Thompson Celebration, will now add<br />
as of this season, the Thompson Discovery.<br />
This new ship will make its inaugural<br />
call on November 9 and will continue to<br />
call until April 2017, visiting every other<br />
week for the season with 1,800 additional<br />
passengers.<br />
Discussions with CCS were also held<br />
Antigua and Barbuda’s delegation engaged<br />
in discussions with cruise line representatives<br />
during Seatrade Europe.<br />
surrounding the start of their ‘Scenic<br />
Cruise’ product, which will be ready for<br />
the next season. This is a smaller high-end<br />
service now operating only in Europe,<br />
offering river cruises. CCS is upgrading<br />
their vessels to provide ocean-going<br />
cruises and will position Antigua and<br />
Barbuda in the itinerary due to the positive<br />
feedback on the destination received<br />
from their passengers.<br />
Another first for the destination is the<br />
inaugural call of Viking Cruise Lines.<br />
This is their first foray into the <strong>Caribbean</strong><br />
and Antigua is included on the itinerary.<br />
Nicolai SkogLand, Port Operations Manager<br />
for Viking Cruises, confirmed October<br />
20 for the first inaugural call with 13<br />
calls this season each bringing a total of<br />
900 passengers until the end of February<br />
2017. Traditionally a European River<br />
cruise line, this is their first foray in the<br />
<strong>Caribbean</strong> with a 10 day itinerary out of<br />
San Juan. Viking Cruises is a great fit for<br />
the destination as they remain one of the<br />
highest rated lines by Cruise Credits due<br />
to the first class experience offered to its<br />
passengers.<br />
Other inaugural calls for this upcoming<br />
season include the MSC Armonia on<br />
November 17 with 2,679 passengers and<br />
the Carnival Vista making its inaugural<br />
call on November 13 with approximately<br />
5,000 passengers.<br />
After an absence of several years<br />
Pullmantur will return to Antigua for the<br />
upcoming season. The Zenith will be<br />
calling for the first time on December 20<br />
with 1,800 passengers. The vessel will<br />
be partially homeporting allowing for<br />
passengers to fly into Antigua and board<br />
the ship. The ship returns for a total of 19<br />
calls with one each week for the upcoming<br />
season. This cruise line, has in the<br />
past built a strong reputation of heavily<br />
utilizing the many tours and excursions<br />
whenever it visits Antigua and Barbuda.<br />
In other meetings, discussions were<br />
held with Steve Young, Director of Port<br />
Services and Government Affairs for<br />
P&O Cruise Lines, now under the Carnival<br />
UK Cruise brand. P&O indicated<br />
their interest in future homeporting<br />
opportunities from Antigua and their<br />
willingness to progress with follow-up<br />
meetings. The planned upgrade to the<br />
cruise facilities along with the amenities<br />
and first-class experience at the country’s<br />
new international airport were key to<br />
their interest as to why the destination is<br />
being considered.<br />
The move to target more European<br />
cruise lines is strategic, as the destination<br />
sets its sights on making greater inroads<br />
into the European cruise business; seeking<br />
to diversify the business and increase<br />
its market-share from the ever growing<br />
European business.<br />
By the additional business being secured,<br />
the European cruise lines continue<br />
to clearly endorse the country’s efforts in<br />
improving its infrastructure, where they<br />
see Antigua and Barbuda as joint partners<br />
that support their business with win-win<br />
solutions, while providing innovative<br />
and exciting experiences for their guests.<br />
Seatrade Europe <strong>2016</strong> again presented<br />
Antigua and Barbuda with a unique<br />
opportunity to negotiate and network<br />
with its valued European cruise partners.<br />
The efforts have again yielded more<br />
cruise business to all local cruise tourism<br />
stakeholders as they prepare for the upcoming<br />
winter season.

Tourism Day Remarks<br />
A pleasant Good Morning, to the nation<br />
of Antigua and Barbuda.<br />
Today, we’re celebrating World Tourism<br />
Day. Founded by the World Tourism<br />
Organization, a specialized agency of<br />
the United Nations, the day is geared to<br />
foster awareness among the international<br />
community of the importance of tourism<br />
and its social, cultural, political and economic<br />
value.<br />
<strong>September</strong> 27 th is the day is set aside<br />
on the United Nations Calendar each year<br />
in celebration, and to mark our efforts –<br />
to highlight tourism’s potential to contribute<br />
to our Sustainable Development<br />
Goals (SDGs) and to address some of the<br />
most pressing issues facing the tourism<br />
industry today.<br />
Globally, Tourism accounts for 9.8%<br />
of the GDP – US$7.2 trillion, the travel<br />
& tourism sector employs 7 times more<br />
people than the automotive industry, and<br />
represents 1 in 11 jobs – 284 million people<br />
employed in the industry.<br />
For the fifth consecutive year, the<br />
outlook for Travel & Tourism in <strong>2016</strong><br />
remains robust, despite economic fragilities<br />
and other sources of volatility<br />
in the wider market. The GDP’s growth<br />
contribution is expected to accelerate and<br />
again outpace growth of the wider economy.<br />
Stronger growth in <strong>2016</strong> is likely to<br />
be underpinned by an improving global<br />
economy, the lowest oil prices in more<br />
than a decade, and overall household finances<br />
and disposable income will benefit<br />
from reduced energy costs.<br />
Saying this, in the last year, safety<br />
and security concerns have moved into<br />
the spotlight, with recent incidences in<br />
Europe and we have to assume that these<br />
issues will continue to cause individuals<br />
concern. Thankfully, Antigua and Barbuda<br />
has an incredibly strong safety record.<br />
In fact we have made the decision to emphasize<br />
this strong selling point and so<br />
we will ensure that we consistently share<br />
this message with potential visitors. We<br />
are actively working to ensure that this<br />
standard is maintained so our visitors can<br />
feel safe when traveling to and spending<br />
their vacations in Antigua and Barbuda.<br />
Other factors influencing the flow of<br />
travelers around the world include the<br />
strength of the US dollar relative to other<br />
currencies and the shifting price of competitiveness<br />
of destinations.<br />
This is of course the viewpoint on a<br />
global level. Drilling down to the <strong>Caribbean</strong>,<br />
the total contribution of the travel<br />
& tourism sector to the regions GDP in<br />
2015 was US$53.1 billion, and is forecast<br />
to rise by 2.7% in <strong>2016</strong>. It supported<br />
13.3% of total employment (2,255,000<br />
jobs) and is expected to rise by almost 1%<br />
this year to 2,276,000 jobs. Of the 12 regions<br />
in the world, the <strong>Caribbean</strong> ranked<br />
the highest as having the travel and tourism<br />
sector contribute to the GDP based<br />
on relative size. Essentially: the <strong>Caribbean</strong><br />
is the region most reliant on travel<br />
and tourism to building the economy in<br />
the entire world. For us at home Tourism<br />
continues to be the most critical industry<br />
underpinning our local economy.<br />
For Antigua and Barbuda, travel and<br />
tourism contributed to 57.1% of the GDP<br />
in 2015 and is forecast to rise by 3.5% in<br />
<strong>2016</strong>. In regards to employment, 51.6%<br />
of total employment – 18,500 jobs –<br />
were directly and indirectly supported by<br />
the industry. This is expected to rise to<br />
18,500 jobs this year.<br />
I share these figures with you so that<br />
everyone can truly understand the importance<br />
of the travel and tourism industry in<br />
Antigua and Barbuda. We aren’t speaking<br />
in platitudes and nebulous agendas.<br />
Travel and tourism is the lifeblood of the<br />
economy of Antigua and Barbuda, and<br />
Tourism Minister, the Hon., Asot Michael<br />
therefore the future and growth of our<br />
wonderful country relies on the success<br />
of travel and tourism. The charge that I<br />
constantly give to every member of the<br />
teams in the Ministry of Tourism and The<br />
Tourism Authority is that peoples’ hopes,<br />
dreams, livelihood and future are directly<br />
related to their work. Their jobs are making<br />
a difference for people’s lives.<br />
The good news is that <strong>2016</strong> has been<br />
a strong year for tourism, as we have seen<br />
double-digit growth in visitor arrivals.<br />
Even better news is that not only are we<br />
increasing our visitor arrivals, the visitors<br />
are also spending more money while<br />
on-island. Data from the Eastern <strong>Caribbean</strong><br />
Central Bank shows that visitors<br />
spent around 40 million EC dollars more<br />
in Antigua and Barbuda for the first three<br />
months of this year (so January through<br />
March) over the same time period, with<br />
just over 314 million EC being spent. We<br />
expect that this increase in spend which<br />
is directly linked to visitor air arrivals<br />
will be reflected throughout the rest of<br />
the year, hopefully exceeding projected<br />
growth.<br />
In addition, we have been fortunate<br />
to announce the start of multiple new<br />
tourism construction projects, including<br />
re-opening Ocean Point for the incredibly<br />
popular Eden Viaggi/Alitalia charter<br />
and re-opening of Pineapple Beach Club<br />
next month with renovations and rebrand<br />
as an adults only resort. The Hodges Bay<br />
Resort and Spa is set to open in March of<br />
next year – meaning we’ll have an entirely<br />
new high-end property with one-bedroom<br />
suites, villas, and townhouses to<br />

appeal to visitors. The result<br />
of these increases in room<br />
availability will ultimately<br />
help us to attract even more<br />
airlift. While outside factors<br />
are always going to affect<br />
tourism, the travel & tourism<br />
industry is a key force for<br />
good, and it has proven time<br />
and again that it is strong and<br />
adaptable enough to face any<br />
challenges. It will continue<br />
to grow, to create jobs, and<br />
to bring economic and social<br />
benefits.<br />
We must continue our<br />
efforts to ensure we are providing<br />
the best tourism experience<br />
possible to visitors at<br />
every single touch point.<br />
Considering the global<br />
importance of tourism – almost<br />
1.2 billion people travel<br />
abroad each year – it is no<br />
wonder that there is a day<br />
dedicated to tourism. This has<br />
exponentially grown from 25<br />
million tourists in 1950 – you<br />
can see the global scale of<br />
tourism and how it has become<br />
a powerful economic<br />
sector – not just for Antigua<br />
and Barbuda.<br />
Each year, World Tourism<br />
Day has a targeted theme, and<br />
the one for this year is promoting<br />
universal accessibility.<br />
Accessible tourism for all<br />
is about the creation of environments<br />
that can cater to<br />
the needs of everyone. This<br />
is something Antigua and<br />
Barbuda has been focused on<br />
– we want to ensure, where<br />
possible that those with disabilities<br />
or young children,<br />
seniors and other individuals<br />
with special mobility access<br />
requirements are still able to<br />
fully appreciate everything<br />
Antigua and Barbuda has to<br />
offer.<br />
When designing the new<br />
airport we were insistent on<br />
providing jet-bridges, escalators<br />
and elevators with braille<br />
control buttons in the terminal<br />
making it much easier for visually<br />
impaired passenger or<br />
those traveling with wheelchairs<br />
and other mobility issues.<br />
The process of boarding<br />
a plane from a wheelchair or<br />
other mobile aiding devices<br />
can be incredibly embarrassing<br />
and demeaning when being<br />
forced to do so through<br />
stairs. We felt that no one<br />
should feel this discomfort<br />
when traveling and insisted<br />
on these critical amenities that<br />
have improved mobility access<br />
for those passengers with<br />
special needs.<br />
Additionally, many of our<br />
local properties have implemented<br />
ramps and other aides<br />
to help those with mobility<br />
issues, a clear indication that<br />
this issue is high on our agenda<br />
as we constantly seek to<br />
enhance our tourism facilities.<br />
Across our twin islands,<br />
we are providing clear and<br />
reliable information, efficient<br />
transportation and public services<br />
in an effort to make Antigua<br />
and Barbuda a physical<br />
environment that is easy to<br />
navigate.<br />
The Government is investing<br />
in improving our overall<br />
cruise product as well, with<br />
plans already in motion for<br />
developing St John’s Harbour<br />
to include extensions of the<br />
piers that will accommodate<br />
the largest vessels, along with<br />
the construction of an additional<br />
pier to enable up to<br />
six (6) ships to be berthed simultaneously.<br />
This improvement<br />
includes improving the<br />
wheelchair accessibility as<br />
well. The development of the<br />
quayside comes with the added<br />
benefits of new high-end<br />
shopping and facilities such as<br />
a cruise passenger terminal to<br />
re-position the destination to<br />
take advantage of home porting<br />
opportunities. We are actively<br />
pursuing opportunities<br />
to be a homeport with several<br />
European based cruise lines<br />
in an effort to diversify our<br />
cruise ship offering.<br />
I am pleased to report that<br />
Pullmantur who will make 19<br />
calls this season will be offering<br />
home porting services<br />
from Antigua and Barbuda for<br />
the first time.<br />
Other major projects the<br />
Government is investing in includes<br />
the Fort James Development<br />
project that is aimed<br />
at leveraging the strength of<br />
one of our best beaches by including<br />
authentic local restaurants,<br />
boutiques, tours and<br />
attractions, an outdoor amphitheater<br />
as well as a museum<br />
detailing the unique history of<br />
this Fort.<br />
All of our products, investments<br />
and enhancements ultimately<br />
add value and improve<br />
the customer experience. We<br />
must continue to improve our<br />
amenities in the area of fine<br />
dining, exciting tours and excursions,<br />
first class entertainment,<br />
and International standard<br />
of duty free shopping.<br />
These enhancements are all<br />
priority areas of consideration<br />
for the Government.<br />

memorable and unique visitor<br />
experience, not as a oneoff<br />
outcome, but as an all the<br />
time phenomenon. I reiterate<br />
this message time and again,<br />
given the importance it has of<br />
earning repeat visitors as well<br />
as attracting new ones through<br />
the sharing of positive experiences<br />
via the social media.<br />
While the Ministry of<br />
Tourism and the Tourism<br />
Authority has been diligently<br />
working to not only improve<br />
our on-island offerings and<br />
raise the visibility of Antigua<br />
and Barbuda around the world<br />
– it is up to each and every citizen<br />
of Antigua and Barbuda<br />
to ensure we truly are providing<br />
the best experience at<br />
every touch point. Even for<br />
those that might not be working<br />
directly in tourism.<br />
One of the most wonderful<br />
things about the people of<br />
Antigua and Barbuda is our<br />
warmth and friendly nature.<br />
So I encourage everyone to<br />
share this warmth, humour<br />
and hospitality with everyone<br />
they interact with. It this way<br />
we all become true ambassadors<br />
for our beautiful country.<br />
By 2019, it is estimated<br />
that the total number of<br />
stay over tourist arrivals by<br />
air will surpass 280,000 and<br />
the number of cruise arrivals<br />
will likely exceed 1,000,000<br />
cruise tourists. We must, at<br />
a minimum, ensure that we<br />
meet these projected figures<br />
or even exceed them. We cannot<br />
become complacent on<br />
our recent success and expect<br />
this growth to continue organically.<br />
We need to be strategic,<br />
dynamic, proactive and adaptive<br />
to all opportunities for<br />
strengthening and growing<br />
our tourism industry.<br />
This is more important<br />
than ever as competition for<br />
tourism dollars is fiercer than<br />
ever before. We are competing<br />
with the rest of the <strong>Caribbean</strong><br />
and in particular with the<br />
newest ‘hot spots’ – Cuba and<br />
the Dominican Republic.<br />
To put it in some context,<br />
while Antigua and Barbuda<br />
have been seeing an average<br />
20% year over year growth<br />
from the US market – remarkable<br />
figures – this unfortunately<br />
pales in comparison<br />
to Cuba. The number of US<br />
tourists to Cuba has increased<br />
61% in the first half of <strong>2016</strong><br />
and these numbers are anticipated<br />
to grow, particularly<br />
once newly announced regular<br />
commercial airline service<br />
commences.<br />
Another key issue combating<br />
the region, and Antigua<br />
and Barbuda, is the Zika<br />
virus. The region overall has<br />
seen the impact of cancelled<br />
group reservations and felt<br />
the effect of those choosing<br />
not to travel if they are pregnant<br />
or are in the child-bearing<br />
years of their life. This of<br />
course impacts the Romance<br />
tourism sector – again – a key<br />
segment of the <strong>Caribbean</strong> and<br />
Antigua and Barbuda’s tourism.<br />
Thankfully, due to the<br />
diligence and proactivity of<br />
the various health agencies<br />
and Government, Antigua and<br />
Barbuda have been able to<br />
minimize the spread of Zika<br />
thus far. This continues to be<br />
a top priority for the Government,<br />
but the overall perception<br />
of the spread of Zika in<br />
overseas market is that the<br />
<strong>Caribbean</strong> equals Zika. So our<br />
challenge is to educate our<br />
key markets, and target new<br />
tourism niches and opportunities<br />
to offset any decrease in<br />
the romance market.<br />
Antigua and Barbuda has<br />
much to offer travelers and<br />
we must continually seek to<br />
discover and create ways to<br />
elevate our island in the mind<br />
of the travelling consumer<br />
and communicate that in such<br />
a way so as to distinguish us<br />
from amongst our <strong>Caribbean</strong><br />
neighbors.<br />
So on behalf of the Ministry<br />
and the Tourism Authority,<br />
I would like to acknowledge<br />
World Tourism Day.<br />
Congratulations to everyone<br />
on the growth and success<br />
that we have achieved thus far.<br />
I know the hard work, dedication<br />
and passion that have<br />
gone in to achieving what we<br />
have so far, but we cannot become<br />
complacent.<br />
We unfortunately cannot<br />
rest on our laurels.<br />
I encourage everyone to<br />
share their ideas of how we<br />
can further strengthen our<br />
tourism industry. The growth<br />
and sustainability of our Tourism<br />
is a nation-wide endeavor.<br />
And as we allow the great individual<br />
and creative ideas to<br />
contend, we will see the collective<br />
growth and advancement<br />
of the country’s Tourism.<br />
As articulated in the words of<br />
our national anthem “Each<br />
endeavoring all Achieving.”<br />

Windies try to avoid whitewash<br />
ABU DHABI, United Arab Emirates<br />
– Reigning World champions West<br />
Indies find themselves in the unfamiliar<br />
position of battling to avoid a whitewash<br />
when they clash with Pakistan in<br />
the final Twenty20 International of the<br />
three-match series here <strong>Tuesday</strong>.<br />
Battered following two bruising defeats<br />
in the opening games in Dubai,<br />
West Indies will aim for a dramatic<br />
turnaround in order to extract some<br />
semblance of pride from what has otherwise<br />
been a humbling experience.<br />
The side which won an unprecedented<br />
second T20 World Cup last<br />
April in India are yet to display that<br />
swagger and captain Carlos Brathwaite<br />
said now was a good a time as any for<br />
his unit to make their presence felt.<br />
“Every game we play we go out<br />
there to win. Psychologically, going<br />
into the longer format – the 50 overs<br />
– it would do us a hell of a lot of good<br />
to get a victory,” Brathwaite said here<br />
Monday.<br />
“We need to go out there and do the<br />
things we know how to do, do them<br />
better than we did in the first two games<br />
and we’re more than confident that we<br />
can come out with a win.”<br />
In both games so far, West Indies<br />
have suffered batting meltdowns. In the<br />
opening game last Friday, they were<br />
bundled out for 115 paving the way for<br />
Pakistan’s uncomplicated nine-wicket<br />
victory.<br />
And in the second game the following<br />
day, the <strong>Caribbean</strong> side botched<br />
their run chase in pursuit of 161, to go<br />
down by 16 runs.<br />
Brathwaite acknowledged West Indies<br />
needed to improve their batting,<br />
especially at the top of the order where<br />
problems had been rife.<br />
“One glaring problem that I can see<br />
is the batting, especially the top order<br />
batting. We haven’t been making the<br />
most of the first six overs with only<br />
the two fielders out and then it became<br />
harder and harder [as the innings progressed],”<br />
he explained.<br />
“In the very first game we had five<br />
wickets down … and then chasing 160<br />
[in the second game] and being only<br />
20-odd in the first six overs, it’s going<br />
to be a lot more difficult especially with<br />
such huge boundaries.<br />
“So I think the top order batting and<br />
the mis-use of the first six overs was<br />
our downfall in the first two games.”<br />
Brathwaite, in only his second series<br />
as captain after replacing the sacked<br />
two-time World Cup-winning skipper<br />
Darren Sammy, is also yet to fire.<br />
He came to prominence following<br />
his heroics in the T20 World Cup final<br />
against England but with scores of<br />
nought and eight, he is yet to weigh in<br />
with any performance of note.<br />
However, the Barbadian said he<br />
would not allow his personal performances<br />
to overshadow that of the<br />
team’s.<br />
“For me as captain, the most important<br />
thing is team performance and<br />
then my personal performance comes<br />
next … it’s about West Indies cricket,<br />
it’s about West Indies cricket moving<br />
forward, it’s about West Indies fans being<br />
happy each and every time we step<br />
on the park,” he contended.<br />
“If I as the leader can in someway<br />
help to get that over and help the fans to<br />
continue to enjoy T20 cricket I would<br />
think that I have done a good job. Up<br />
until now we haven’t so it’s up to me<br />
to motivate the guys going into tomorrow’s<br />
game and help the fans put a<br />
smile on their faces.”<br />
After playing an unchanged team in<br />
the opening games with little change<br />
in the outcome, Brathwaite said selectors<br />
were contemplating using a few<br />
new faces for the final game set for the<br />

All-rounder Rovman Powell and<br />
fast bowler Kesrick Williams are two<br />
uncapped players in the squad who<br />
could come in while Chadwick Walton<br />

“There may be changes. The selection<br />
panel hasn’t met as yet but there<br />
may be changes, more than likely with<br />
the view of letting one or two guys experience<br />
playing for the West Indies<br />
– we have a few persons in the squad<br />
who haven’t represented West Indies as<br />
yet,” he said.<br />
“So will there be changes? Maybe. I<br />
can’t tell you who will be in, who will<br />
be out because I don’t know and the selection<br />

Local police officers ranked<br />
high at regional training<br />
Four (4) Officers from the Royal<br />
Police Force of Antigua and Barbuda<br />
returned from Grenada over the weekend<br />
after successfully completing an<br />
Instructors Course. Making up the Antiguan<br />
contingent were Corporal Karim<br />
Warner, Acting Corporals Anderson<br />
Tuitt and Denise Francis, along with<br />
Constable Diana Hector.<br />
The course, which was conducted<br />
in two phases over eight weeks, was<br />
hosted by the Regional Security System<br />
(RSS) with a total of 20 participants<br />
from a number of RSS member<br />
states (namely Antigua and Barbuda,<br />
St. Kitts and Nevis, St. Vincent and the<br />
Grenadines, Barbados and host country<br />
Grenada).<br />
At the end of the first phase, which<br />
was conducted via a CBST-Connect<br />
Online Portal, Corporal Warner secured<br />
the highest aggregate score and<br />
remained consistent throughout the<br />
On-site phase. In the end, Corporals<br />
Warner and Tuitt resulted amongst the<br />
top scorers, ranking in the ‘Top 3’ positions<br />
overall.<br />
The course, which was funded by<br />
the International Narcotics and Law<br />
Enforcement (INL) in conjunction with<br />
United States Embassy- Barbados, culminated<br />
with a graduation ceremony<br />
where the participants were awarded<br />
with certificates and honorary mentions.<br />
Meanwhile, Sergeant Donald<br />
Sheckle and Constable Nickerious<br />
Christopher attended a Financial Investigations<br />
Course in Barbados earlier<br />
this month, where they both received<br />
certification following their successful<br />
completion.<br />
The aim of this training course was<br />
to equip financial investigators within<br />
the Eastern <strong>Caribbean</strong> Region with the<br />
necessary skills and knowledge that<br />
would increase their competences and<br />
become accredited as a result. Currently,<br />
Sergeant Sheckle is the officer in<br />
charge of the Proceeds of Crime Unit<br />
within the Royal Police Force of Antigua<br />
and Barbuda.<br />
This unit falls under the ambits of<br />
the Criminal Investigations Department<br />
and is responsible for conducting<br />
investigations into financial crimes, including<br />
Money Laundering and matters<br />
relating to Forfeiture and Confiscation.<br />
Locally, a further four (4) officers<br />
participated in the 1 st Annual Journalism<br />
and Broadcast Training, after accepting<br />
an invitation from C.E.O of<br />
JAYD Ideas and Communications- Dr.<br />
Jacqui Quinn-Leandro.<br />
During the three-day seminar, a<br />
number of presentations were made,<br />
relative to journalistic enhancement.<br />
The officers (namely Superintendent<br />
Atlee Rodney, Senior Sergeant Frankie<br />
Thomas, Sergeant Kenny McBurnie<br />
and Constable Marline Carr-Henry)<br />
were also awarded with certificates at<br />
the culmination of this training. This<br />
seminar was held at the UWI Open<br />
Campus from 21 st – 23 rd <strong>September</strong>,<br />
<strong>2016</strong>.
