Child Development Centres<br />
Upgrading Centres<br />
Child care is one of the key programmes in Estates<br />
and it is very much focused on addressing the needs<br />
of mothers and their children. This year, 21 Child<br />
Development Centres were upgraded in seven regions<br />
under the Ministry programme for a value of Rs.14.85 M<br />
with the work successfully completed.<br />

Township Village Concept<br />
The Hon Minister has introduced a new concept where<br />
approximately 150 houses or more as a township is<br />
included in every project. The foundation stones for the<br />
first two projects at Hauteville in Nuwara Eliya and at<br />
Kotiyagala in Hatton were placed. Tenders have been<br />
invited from C3 CIDA graded contractors. The project<br />
will commence in mid March to be completed by end<br />
September 2016. The use of new technology such<br />
as pre-cast low cost housing; panel housing may be<br />
experimented under these schemes in the future.<br />
Special Projects<br />
Special Projects Pradeshiya Sabha Year <strong>2015</strong><br />
We received an allocation of 61 M for 79 projects from<br />
the Ministry of Hill Country New Villages Infrastructure &<br />
Community Development in October/November <strong>2015</strong>.<br />
The activities undertaken included renovation of kovils,<br />
concreting roads, pre-schools, supply IT materials, school<br />
buildings, cultural centres, water supply, electricity and<br />
playgrounds etc., in Kandy, Hatton and Nuwara Eliya<br />
districts, (Kandy 3 projects, Hatton and Nuwra Eliya 76<br />
projects). To date we have claimed Rs. 21 M and the<br />
balance money to be received when all the projects are<br />
completed.<br />
Save The Children Project<br />
We received an allocation of Rs. 56.86 M for the Save<br />
the Children project in Nuwara Eliya district and have<br />
undertaken 12 Nos. upgrading Child Development<br />
Centres, 01 New Child Development Centre, 04 Nos.<br />
Safety Fences, 04 Nos. Upgrading Clinic Centres, 04<br />
water Projects and 636 Pre-cast Toilets in Agrapatana,<br />
Elpitiya, Kelani Valley, Maskeliya, Udapussellawa and<br />
Talawakelle Plantations. This programme was successfully<br />
completed on time.<br />
Indian Housing Programme<br />
Construction of 4,000 houses for the plantation<br />
community in Uva and the Central Province under the<br />
Indian Grant Programme will be forthcoming.<br />
As per the MOU signed on 17th January 2012 between<br />
the Government of India and the Government of Sri<br />
Lanka 4,000 houses are planned to be constructed<br />
within the next 3 years (2016 – 2018), through the Estate<br />
Worker Housing Co-operative Societies (EWHCS) in Uva<br />
and the Central Province.<br />
