Under Phase I of the programme,<br />
1,134 houses will be constructed<br />
with all the preliminary activities;<br />
land identification, NBRO approval,<br />
surveying and identification of<br />
beneficiaries been completed and<br />
ready to commence work. For the<br />
remaining 2,866 houses, beneficiary<br />
identification is being carried out with<br />
priority given to the families who are<br />
in landslide affected/prone areas and<br />
also in fire affected line-rooms.<br />
Each house is to be constructed in<br />
a land area of 7 perches. The floor<br />
area of a house is 550 sq ft and<br />
its value is Rs. 970,000/- including<br />
community contribution. In addition,<br />
the Plantation Companies will have<br />
to contribute Rs. 30,000/- per house<br />
for preliminary work. The Ministry<br />
takes responsibility in providing water,<br />
electricity and other infrastructure<br />
facilities at an average cost of<br />
Rs.120,000/- per house for which the<br />
government funds will be utilised.<br />
Challenges and Lessons Learnt<br />
The selection of contractors for large<br />
projects should be done with special<br />
care. The contractors who have the<br />
financial capacity of a minimum of<br />
50% of the total project cost needs<br />
to be selected.<br />
Adverse weather conditions disrupted<br />
all the construction projects and given<br />
deadlines could not be met. When<br />
deciding upon contract periods, this<br />
factor should be considered very<br />
carefully.<br />
