National Department of Water<br />

and Sanitation (DWS)<br />

Acting through the Minister, has the<br />

power to regulate the use, flow and<br />

control of all water; must ensure that<br />

water is protected, used, developed,<br />

conserved, managed and controlled in a<br />

sustainable and equitable manner.<br />

Minister<br />

Custodian, policy-maker and regulator for the<br />

water sector; responsible for ensuring that water<br />

is allocated equitably and used beneficially,<br />

while promoting environmental values.<br />

Regional Department of Water<br />

and Sanitation (DWS)<br />

In the absence of CMAs, performs<br />

their function in the future; provides<br />

technical support to CMAs.<br />

To give effect to our International<br />

Obligations under the National Water<br />

Act; South Africa is signatory to various<br />

international agreements governing<br />

transboundary resources.<br />

Catchment Management Agencies (CMAs)<br />

Investigate and advise on the protection,<br />

use, development, conservation,<br />

management and control of water<br />

resources in its water management area;<br />

co-ordinating activities of water users<br />

and water management institutions.<br />

Catchment Management Forum (CMFs)<br />

Provides the opportunity for issues to be<br />

discussed and for the CMA to provide<br />

feedback to its members.<br />

Water Service Authority<br />

Any municipality responsible for<br />

ensuring access to water supply and<br />

sanitation services; progressively ensure<br />

efficient, affordable, economical and<br />

sustainable access for consumers.<br />

Water ServiceProvider<br />

Physically provides water and sanitation<br />

services to consumers under contract to the<br />

water services authority. This function can be<br />

performed by the municipality itself or any<br />

other public or private body.<br />

Irrigation Boards<br />

Existing Irrigation Boards, Subterranean<br />

Water Control Boards and Water Boards<br />

established for stock watering purposes, as<br />

per the Water Act of 1956, are recognised<br />

until they are re-structured<br />

as WUAs.<br />

Water Boards<br />

Provides water services to other water<br />

institutions within its service area. Key activities<br />

include management; training; supplying<br />

untreated or non-potable water and water for<br />

industrial use; accepting industrial effluent.<br />

Portfolio Committee<br />

Consider Bills; deal with departmental budget<br />

votes; oversee the work of the department;<br />

enquire and make recommendations.<br />

The Trans-Caledon Tunnel Authority (TCTA)<br />

Engaged in project financing and<br />

implementation, also a specialised<br />

liability management entity. It finances<br />

and implements bulk raw water<br />

infrastructure in a cost-effective manner.<br />

Water Research Commission (WRC)<br />

Co-ordinate, promote, encourage or<br />

cause to be undertaken, as determined<br />

by the Minister, research about water.<br />

Water User Associations (WUAs)<br />

Exercise its delegated management<br />

powers, including protecting water<br />

resources; preventing unlawful water<br />

use and unlawful acts likely to reduce<br />

the quality of water; regulating the flow<br />

of any watercourse.<br />

The Water Trading Entity (WTE)<br />

The development, operation and<br />

maintenance of specific water<br />

resource infrastructure and<br />

managing water resources in<br />

specific management areas.
