held on Monday, Minister<br />

Marshall gave members of<br />

the media the latest with regard<br />

to the project.<br />

“During the meeting,<br />

what was presented by Karisma<br />

was to give us options<br />

at all scenarios in ensuring<br />

that we have the proper product<br />

for our tourism sector. It<br />

is anticipated that there will<br />

be two hotels, one with 200<br />

rooms for families and another<br />

hotel for 200 rooms for<br />

adults only. In the adults only<br />

area, it is anticipated that a<br />

number of water bungalows<br />

will be constructed, which<br />

will bring the rooms to 200”,<br />

she explained.<br />

The four-star hotel will<br />

also feature several pools and<br />

many restaurants.<br />

The Karisma Group also<br />

assured the investors that it<br />

had secured two flights per<br />

week that would be sufficient<br />

to keep 75% of the hotel fully<br />

occupied.<br />

The footprint is expected<br />

to be completed before December<br />

31th, <strong>2016</strong>, and<br />

construction will commence<br />

early in the New Year and<br />

would last at least 12 months.<br />

A board of directors is to be<br />

appointed to give direction to<br />

the new company, and several<br />

managers are to be appointed.<br />

Positive reviews for<br />

proposed changes to<br />

Telecoms Bill: Minister<br />

Minister of Information, Broadcasting and Telecommunications,<br />

the Hon. Melford Nicholas has indicated that responses<br />

to proposed changes to the long awaited Telecommunications<br />

Bill have been “positive”.<br />

The Bill will likely be read a second and third time when<br />

Parliament resumes on <strong>November</strong> 29.<br />

“Hopefully when Parliament resumes on the 29 th , we<br />

would have concluded talks on the necessary changes to the<br />

bill, so that it will be read for a third time, allow for debate<br />

to be continued and passed”, Minister Nicholas said while<br />

speaking during Monday’s post Cabinet press briefing.<br />

The telecommunications bill is intended to bring better<br />

management of the country’s telecoms resources to businesses<br />

and homes, and to ensure better services to all consumers.<br />

A draft bill preceded the ABLP’s successful election<br />

in June 2014, but that draft has been considerably revised.

has taken over the investigations<br />

to determine the<br />

origin of the money, among<br />

other things.<br />

Also, the Police are investigating<br />

a report of robbery<br />

which took place at<br />

Windows and Doors located<br />

at Paynters on Monday.<br />

It is alleged that three<br />

men, one wearing a blue<br />

coverall and the others<br />

dressed in dark clothing<br />

with their faces concealed,<br />

entered the business place<br />

and robbed the owners<br />

of an undisclosed sum of<br />

money.<br />

The perpetrators also<br />

made off with the CCTV<br />

Security monitor in a white<br />

Toyota motor car, driven by<br />

a fourth person.<br />

The alleged incident occurred<br />

around 11:15 am.<br />

The Police are appealing<br />

to anyone who may<br />

have witnessed, or have<br />

information about this incident<br />

to call the Criminal<br />

Investigations Department<br />

at 462-3913\14.<br />

Meanwhile, the Police<br />

Administration has issued<br />

a stern warning to those<br />

who are involved in criminal<br />

activities to desist immediately.<br />

Members of the public<br />

are also warned not to aid<br />

or in any way facilitate persons<br />

known to be involved<br />

in criminal activities.<br />

The Police Administration<br />

also said that they are<br />

cognizance of the fact that<br />

several of known individuals<br />

were recently released<br />

from Her Majesty’s Prison,<br />

having served time repeatedly<br />

for a number of serious<br />

offences.<br />

The general public is reassured<br />

that no efforts will<br />

be spared to ensure that<br />

such characters are monitored<br />

regularly, in the interest<br />

keeping crime under<br />

Wanted: Buyer for Jolly Beach Hotel<br />

The government is seeking a buyer<br />

to take over the Jolly Beach Hotel<br />

following its take-over of the property<br />

several months earlier.<br />

Speaking at a post-Cabinet press<br />

briefing on Monday, Information Minister<br />

Melford Nicholas said the preferred<br />

option for the property is for<br />

an investor to come forward and purchase<br />

the property outright.<br />

He noted that it was never the government’s<br />

intention to retain control of<br />

the property for any extended period<br />

of time but to turn it over to private<br />

hands ‘as soon as a buyer comes forward’.<br />

Nicholas explained that the hotel<br />

was owned by the Antigua Overseas<br />

Bank, which has since gone into receivership.<br />

Since then, the government converted<br />

into shares monies owed by the<br />

property to the Inland Revenue Department<br />

and other government agencies.<br />

“It never was the case where the<br />

government went out and invested into<br />

the hotel; our ownership comes from<br />

our conversion into shares outstanding<br />

monies owed to central government,”<br />

he further explained.<br />

Tenders for road project<br />

The government will soon be issuing<br />

tender bids for contractors for work on the<br />

soon-to-be British-financed road development<br />

project.<br />

A government statement said the bidding<br />

on the project will shortly be completed and<br />

a contractor selected. Advertising for the<br />

contractors had to be placed in many newspapers<br />

outside of Antigua and Barbuda<br />

According to the statement Works Minister<br />

Eustace Teco Lake has reported on the<br />

progress made to access the grant of £13.9<br />

million Pounds Sterling from the British<br />

Government. The money is to be used to refurbish<br />

several highways in Antigua.<br />

The statement said both the Minister of<br />

Works and the Attorney General, Steadroy<br />

Benjamin journeyed to Barbados on<br />

Monday, 14th <strong>November</strong> <strong>2016</strong>, to sign the<br />

documents that would ensure access to the<br />

funds. They travelled to the <strong>Caribbean</strong> Development<br />

Bank Headquarters; the CDB is<br />

managing the project on behalf of the British<br />

Government.<br />

The Minister also acknowledged that<br />

many roads have deteriorated since the rains<br />

began. The minister assured his Cabinet colleagues<br />

that when the new roads are constructed,<br />

they are not to suffer this fate.<br />

According to Nicholas if there is<br />

no buyer, then the management contract<br />

with Elite Island Resorts is likely<br />

to be extended and the assets will fall<br />

under the management of the soon-tobe-established,<br />

National Assets Management<br />

Company.<br />

In related news, the government’s<br />

plan to retake control of the Halcyon<br />

Cove Hotel lease has been brought<br />

to a temporary halt. Social Transformation<br />

Minister Samantha Marshall<br />

said the matter is before the court to<br />

interpret certain sections of the lease<br />

agreement.<br />

She told reporters the government<br />

decided to allow this matter to be settled<br />

before moving ahead.<br />

Labour Market Workshop being held<br />

Scheme.<br />

“Participants are looking<br />

at how labour market information<br />

is generated and how<br />

this information may be analyzed,”<br />

Kentish explained.<br />

Following this workshop,<br />

the next step is for a<br />

similar workshop but this<br />

time the target will be administrators.<br />

It will also be<br />

followed by the installation<br />

of a special computer<br />

software that will make the<br />

harnessing the information<br />

much easier.<br />

He noted that the International<br />

Labour Organization<br />

is helping to set up the<br />

system throughout the <strong>Caribbean</strong>.<br />

The workshop is being<br />

held at the Antigua and Barbuda<br />

International Institute<br />

of Technology and it ends<br />

on Thursday.

Water supply to<br />

be stabilized soon<br />

There has been an increase<br />

in the supply of water<br />

to some areas.<br />

According to Information<br />

and Broadcasting Minister,<br />

the Hon. Melford Nicholas,<br />

Minister for Public Utilities,<br />

Sir Robin Yearwood, recently<br />

told Cabinet that water in the<br />

plants has increased significantly<br />

since June 2014, just<br />

as promised.<br />

He also told Cabinet that<br />

households that are on elevations<br />

may continue to experience<br />

shortages because of the<br />

challenge with insufficiency<br />

of pressure in the pipes.<br />

Minister Nicholas further<br />

notified the public about<br />

what can be expected with<br />

the stabilization of power at<br />

Crabbes.<br />

“I think with the stabilization<br />

of power to the main<br />

facility at Crabbes and with<br />

the bringing back online of a<br />

specific generator which will<br />

exclusively serve the reverse<br />

osmosis plant at Parham.<br />

There has been an improvement<br />

to the supply of<br />

water, and work is being<br />

done to rectify the challenges<br />

to supply in elevated areas”,<br />

Minister Nicholas said<br />

during the post Cabinet press<br />

briefing.<br />

Both commercial and<br />

household consumers are<br />

assured that more reverse osmosis<br />

plants are coming on<br />

stream by the end of <strong>2016</strong>. In<br />

2017, the APUA will be expected<br />

to meet the demand of<br />

8 million gallons daily.<br />

Cabinet has also agreed<br />

that recent rains have not significantly<br />

increased availability<br />

of surface water or of water<br />

from aquifers. It is further<br />

agreed that rains would have<br />

to be more sustained and continuous<br />

to bring drought conditions<br />

to an end.<br />

Tropical depression forms and<br />

it is going to be a storm soon<br />

FLORIDA, United States – As<br />

forecasters had been predicting all last<br />

week, a tropical depression has formed<br />

over the southwestern <strong>Caribbean</strong>.<br />

The cluster of showers and thunderstorms<br />

that was being monitored for<br />

development over the past week developed<br />

a full circulation early yesterday<br />

morning.<br />

In its first advisory at 4 a.m., the<br />

National Hurricane Centre (NHC) in<br />

Miami said the depression which had<br />

maximum sustained winds near 35<br />

miles per hour, was about 170 miles<br />

east southeast of San Andres Island and<br />

300 miles east of Bluefields, Nicaragua.<br />

It was stationary at the time, and<br />

had been for several hours, and the<br />

NHC said little movement is during the<br />

day, but it should start to move slowly<br />

toward the west today.<br />

If sustained winds achieve 39 miles<br />

per hour, the threshold for a tropical<br />

storm will be reached and the system<br />

would be named Tropical Storm Otto.<br />

Areas from Honduras to Nicaragua,<br />

Costa Rica, Panama and Colombia<br />

will be at the greatest risk for torrential<br />

downpours and locally gusty thunderstorms<br />

through this week.<br />

According to AccuWeather senior<br />

meteorologist Alex Sosnowski, it is unlikely<br />

that the centre of the system will<br />

reach areas from Cuba to Hispaniola<br />

and Puerto Rico due to a swath of dry<br />

air to the north.<br />

However, even if the centre of the<br />

anticipated system fails to physically<br />

move across these areas, heavy rain can<br />

extend well away from the centre. As<br />

a result, Sosnowski said, people from<br />

Haiti and the Dominican Republic and<br />

Puerto Rico should still be prepared for<br />

localized downpours.<br />

According to hurricane researcher<br />

and meteorologist Dr. Philip Klotzbach<br />

of Colorado State University, the most<br />

recent tropical storm to form this late<br />

in the season, which ends on <strong>November</strong><br />

30, was Odette in 2003. The last<br />

major <strong>November</strong> hurricane in the Atlantic<br />

was Hurricane Paloma in 2009.<br />

According to the NHC, the Category 4<br />

Paloma was the second-strongest <strong>November</strong><br />

for the first time on Sunday evening surrendering<br />

their first points in this year’s Premier<br />

Division with hundreds watching at the Antigua<br />

It was sadly a game of missed chances as<br />

Sandals/Imobile Grenades tried to draw first<br />

blood by rattling the net within the first 10<br />

minutes, as both sides subsequently produced<br />

numerous opportunities but all fell short.<br />

Hoppers, who is also sponsored by<br />

Glenn’s Pet Paradise, fought to a goal-less<br />

draw to Grenades in one of the ABFA’s most<br />

There was a low turn out for the Concerned Parents Teachers<br />

Association ( CPTSA) Wings annual 10 mile Fitness Walk.<br />

According to Secretary of CPTSA, Lynette Charles, ‘the<br />

support from our members, parents and the public was not as<br />

high as years before’.<br />

Despite the low turnout of under 100 patrons, Charles still<br />

stated that the event was a fun filled one.<br />

The walk took persons from the Christ the King High<br />

school up Old Parham road unto Sir George Walter Highway,<br />

through Hodges Bay and Cedar Grove into Marble Hill Road<br />

and ending at Halcyon Beach.<br />

This event is one of CPTSA Wings main fundraising<br />

events to help offset the cost of many programs. It was held<br />

last Saturday at 4:30 a.m.<br />

Shimron Hetmyer and basketball<br />

player Buddy Hield.<br />

The Antiguan, who was<br />

the lone cricketer in the<br />

group amongst several other<br />

athletes.<br />

The fast bowler first<br />

broke onto the scene for the<br />

West Indies in early August<br />

against India, while also<br />

making his One-day International<br />

debut a few months<br />

- India’s bowlers required<br />

just 38.1 overs to wrap up a<br />

246-run victory on the final<br />

day of the second Test in Visakhapatnam,<br />

as England’s<br />

resolve - fatally weakened by<br />

the loss of two wickets late on<br />

the fourth evening - was finally<br />

cracked with nothing but<br />

pride left to play for. The damage<br />

had been done in a frantic<br />

morning session in which they<br />

slumped from 87 for 2 to 142<br />

for 7, and the tail succumbed<br />

meekly after lunch, with only<br />

Jonny Bairstow showing any<br />

real resistance with 34 not out.<br />

The margin of victory<br />

perhaps overstated the gulf<br />

between the sides - the key<br />

difference, in every sense,<br />

was India’s captain and Man<br />

of the Match Virat Kohli,<br />

whose aggregate of 248 runs<br />

single-handedly accounted for<br />

the deficit in England’s balance.<br />

But, having fought so<br />

hard for so long, especially in<br />

the second half of the contest,<br />

the speed of their final-day<br />

demise was dispiriting for<br />

England, with the third Test<br />

in Mohali looming large next<br />

week.<br />

Contrary to all pre-match<br />

predictions, the pitch still<br />

wasn’t spinning dramatically<br />

by the final day, but it was<br />

skidding through at a hustling<br />

pace to match India’s turbo-charged<br />

over-rate - they<br />

bowled 33.4 in the morning<br />

session, including an extraordinary<br />

ten in the first half-hour<br />

alone as Ravindra Jadeja and<br />

R Ashwin tied England in<br />

knots at a rate of knots.<br />

The devastating dismissal<br />

of Alastair Cook, in the last<br />

Jayant Yadav clipped Ben Stokes’ off stump with a beauty.<br />

left England fearing the worst<br />

when play resumed, and there<br />

was an inevitability about the<br />

identity of the first victim of<br />

progresses, but in this were now camping as many<br />

situation - and particularly as five close catchers under<br />

stay. But, when India turned<br />

to the second new ball - and<br />

in the process, gave Jadeja’s<br />

fingers a rest after 25 overs<br />

on the trot had left him with<br />

the outstanding figures of 34-<br />

14-35-2 - the lankier offspin<br />

of Jayant Yadav conjured the<br />

ball of the match.<br />

A faster, flatter offbreak<br />

from around the wicket drifted<br />

as Stokes played back,<br />

then spat past his edge to clip<br />

the outside of his off stump.<br />

Stokes nodded his appreciation<br />

as the bowler hurtled<br />

past in celebration, and when<br />

spinners looking solid right Root was nailed by Mohammed<br />

up until the moment Jadeja<br />

Shami nine balls later,<br />

the teams might as well have<br />

shaken hands there and then.<br />

Root had once again been<br />

England’s most accomplished<br />

technician on the day. But,<br />

having survived an early reprieve<br />

when Kohli spilled a<br />

sharp chance at leg slip, he<br />

was pinned on the crease by<br />

a zippy nipbacker from Shami<br />

and sent on his way for 25<br />

from 107 balls.<br />

There was time for one<br />

more breakthrough before<br />

lunch, as Adil Rashid topedged<br />

an attempted ramp over<br />

the slips, to give Shami his<br />

second wicket of the innings,<br />

and the denouement came in<br />

a resigned procession after the<br />

resumption.<br />

Zafar Ansari completed a<br />

match every bit as ignominious<br />

as Duckett’s when Ashwin<br />

skidded a flat offbreak<br />

into his off stump for a duck,<br />

before Jayant produced a carbon<br />

copy of England’s demise<br />

in the first innings, trapping<br />

Stuart Broad and James<br />

Anderson with consecutive<br />

lbws. Anderson completed<br />

his comeback Test with a king<br />

pair, remarkably the first by<br />

an England batsman for 110<br />

years.<br />

That wasn’t the sort of<br />

history that Cook’s men had<br />

targeted at the start of the<br />

tour, but with three matches to<br />

come and some clear signs of<br />

life amid the ruins of today’s<br />

effort, there will be chances<br />

to atone in the coming weeks.<br />

But a few correct calls at the<br />
