Minister of Social Transformation
Development and
Parliamentary Representative
for the area, the Hon. Samantha
Marshall was present
at the meeting.
Speaking during a post
Cabinet media briefing
held on Monday, Minister
Marshall gave members of
the media the latest with regard
to the project.
“During the meeting,
what was presented by Karisma
was to give us options
at all scenarios in ensuring
that we have the proper product
for our tourism sector. It
is anticipated that there will
be two hotels, one with 200
rooms for families and another
hotel for 200 rooms for
adults only. In the adults only
area, it is anticipated that a
number of water bungalows
will be constructed, which
will bring the rooms to 200”,
she explained.
The four-star hotel will
also feature several pools and
many restaurants.
The Karisma Group also
assured the investors that it
had secured two flights per
week that would be sufficient
to keep 75% of the hotel fully
occupied.
The footprint is expected
to be completed before December
31th, 2016, and
construction will commence
early in the New Year and
would last at least 12 months.
A board of directors is to be
appointed to give direction to
the new company, and several
managers are to be appointed.
Positive reviews for
proposed changes to
Telecoms Bill: Minister
By Joanna Paris
Minister of Information, Broadcasting and Telecommunications,
the Hon. Melford Nicholas has indicated that responses
to proposed changes to the long awaited Telecommunications
Bill have been “positive”.
The Bill will likely be read a second and third time when
Parliament resumes on November 29.
“Hopefully when Parliament resumes on the 29 th , we
would have concluded talks on the necessary changes to the
bill, so that it will be read for a third time, allow for debate
to be continued and passed”, Minister Nicholas said while
speaking during Monday’s post Cabinet press briefing.
The telecommunications bill is intended to bring better
management of the country’s telecoms resources to businesses
and homes, and to ensure better services to all consumers.
A draft bill preceded the ABLP’s successful election
in June 2014, but that draft has been considerably revised.

A search was conducted
on the men and the vehicle,
and the police found a
brown ladies bag, wrapped
in a black plastic with
US$74,760 hidden inside
the vehicle.
The money was seized,
and all three men were arrested
and taken into custody
on suspicion of Money
Laundering.
The Police Financial Investigations
Unit, headed
by Sergeant Donald Sheckle
has taken over the investigations
to determine the
origin of the money, among
other things.
Also, the Police are investigating
a report of robbery
which took place at
Windows and Doors located
at Paynters on Monday.
It is alleged that three
men, one wearing a blue
coverall and the others
dressed in dark clothing
with their faces concealed,
entered the business place
and robbed the owners
of an undisclosed sum of
money.
The perpetrators also
made off with the CCTV
Security monitor in a white
Toyota motor car, driven by
a fourth person.
The alleged incident occurred
around 11:15 am.
The Police are appealing
to anyone who may
have witnessed, or have
information about this incident
to call the Criminal
Investigations Department
at 462-3913\14.
Meanwhile, the Police
Administration has issued
a stern warning to those
who are involved in criminal
activities to desist immediately.
Members of the public
are also warned not to aid
or in any way facilitate persons
known to be involved
in criminal activities.
The Police Administration
also said that they are
cognizance of the fact that
several of known individuals
were recently released
from Her Majesty’s Prison,
having served time repeatedly
for a number of serious
offences.
The general public is reassured
that no efforts will
be spared to ensure that
such characters are monitored
regularly, in the interest
keeping crime under
control.
The Police are also appealing
Wanted: Buyer for Jolly Beach Hotel
By Everton Barnes
The government is seeking a buyer
to take over the Jolly Beach Hotel
following its take-over of the property
several months earlier.
Speaking at a post-Cabinet press
briefing on Monday, Information Minister
Melford Nicholas said the preferred
option for the property is for
an investor to come forward and purchase
the property outright.
He noted that it was never the government’s
intention to retain control of
the property for any extended period
of time but to turn it over to private
hands ‘as soon as a buyer comes forward’.
Currently, the property is being
By Everton Barnes
Representatives from
several government departments
and agencies are
attending a workshop on
labour market information
system.
Assistant Labour Commissioner,
Pascal Kentish
managed by Elite Island Resorts, the
company owned by hotelier Rob Barrett.
Nicholas explained that the hotel
was owned by the Antigua Overseas
Bank, which has since gone into receivership.
Since then, the government converted
into shares monies owed by the
property to the Inland Revenue Department
and other government agencies.
“It never was the case where the
government went out and invested into
the hotel; our ownership comes from
our conversion into shares outstanding
monies owed to central government,”
he further explained.
said the workshop is being
sponsored by the CAR-
ICOM Secretariat through
the 10th European development
Fund.
He said participants
are drawn from three key
departments that produce
labour market information;
namely, the Statistics
Division, the Labour Department
and The Social
Security Scheme. However,
participants are also attending
from the ministry of
education, the trade unions,
the Employers Federation
and the Medical Benefits
Tenders for road project
By Everton Barnes
The government will soon be issuing
tender bids for contractors for work on the
soon-to-be British-financed road development
project.
A government statement said the bidding
on the project will shortly be completed and
a contractor selected. Advertising for the
contractors had to be placed in many newspapers
outside of Antigua and Barbuda
According to the statement Works Minister
Eustace Teco Lake has reported on the
progress made to access the grant of £13.9
million Pounds Sterling from the British
Government. The money is to be used to refurbish
several highways in Antigua.
The statement said both the Minister of
Works and the Attorney General, Steadroy
Benjamin journeyed to Barbados on
Monday, 14th November 2016, to sign the
documents that would ensure access to the
funds. They travelled to the Caribbean Development
Bank Headquarters; the CDB is
managing the project on behalf of the British
Government.
The Minister also acknowledged that
many roads have deteriorated since the rains
began. The minister assured his Cabinet colleagues
that when the new roads are constructed,
they are not to suffer this fate.
According to Nicholas if there is
no buyer, then the management contract
with Elite Island Resorts is likely
to be extended and the assets will fall
under the management of the soon-tobe-established,
National Assets Management
Company.
In related news, the government’s
plan to retake control of the Halcyon
Cove Hotel lease has been brought
to a temporary halt. Social Transformation
Minister Samantha Marshall
said the matter is before the court to
interpret certain sections of the lease
agreement.
She told reporters the government
decided to allow this matter to be settled
before moving ahead.
Labour Market Workshop being held
Scheme.
“Participants are looking
at how labour market information
is generated and how
this information may be analyzed,”
Kentish explained.
Following this workshop,
the next step is for a
similar workshop but this
time the target will be administrators.
It will also be
followed by the installation
of a special computer
software that will make the
harnessing the information
much easier.
He noted that the International
Labour Organization
is helping to set up the
system throughout the Caribbean.
The workshop is being
held at the Antigua and Barbuda
International Institute
of Technology and it ends
on Thursday.

Water supply to
be stabilized soon
By Joanna Paris
There has been an increase
in the supply of water
to some areas.
According to Information
and Broadcasting Minister,
the Hon. Melford Nicholas,
Minister for Public Utilities,
Sir Robin Yearwood, recently
told Cabinet that water in the
plants has increased significantly
since June 2014, just
as promised.
He also told Cabinet that
households that are on elevations
may continue to experience
shortages because of the
challenge with insufficiency
of pressure in the pipes.
Minister Nicholas further
notified the public about
what can be expected with
the stabilization of power at
Crabbes.
“I think with the stabilization
of power to the main
facility at Crabbes and with
the bringing back online of a
specific generator which will
exclusively serve the reverse
osmosis plant at Parham.
There has been an improvement
to the supply of
water, and work is being
done to rectify the challenges
to supply in elevated areas”,
Minister Nicholas said
during the post Cabinet press
briefing.
Both commercial and
household consumers are
assured that more reverse osmosis
plants are coming on
stream by the end of 2016. In
2017, the APUA will be expected
to meet the demand of
8 million gallons daily.
Cabinet has also agreed
that recent rains have not significantly
increased availability
of surface water or of water
from aquifers. It is further
agreed that rains would have
to be more sustained and continuous
to bring drought conditions
to an end.
Tropical depression forms and
it is going to be a storm soon
FLORIDA, United States – As
forecasters had been predicting all last
week, a tropical depression has formed
over the southwestern Caribbean.
The cluster of showers and thunderstorms
that was being monitored for
development over the past week developed
a full circulation early yesterday
morning.
In its first advisory at 4 a.m., the
National Hurricane Centre (NHC) in
Miami said the depression which had
maximum sustained winds near 35
miles per hour, was about 170 miles
east southeast of San Andres Island and
300 miles east of Bluefields, Nicaragua.
It was stationary at the time, and
had been for several hours, and the
NHC said little movement is during the
day, but it should start to move slowly
toward the west today.
If sustained winds achieve 39 miles
per hour, the threshold for a tropical
storm will be reached and the system
would be named Tropical Storm Otto.
Areas from Honduras to Nicaragua,
Costa Rica, Panama and Colombia
will be at the greatest risk for torrential
downpours and locally gusty thunderstorms
through this week.
According to AccuWeather senior
meteorologist Alex Sosnowski, it is unlikely
that the centre of the system will
reach areas from Cuba to Hispaniola
and Puerto Rico due to a swath of dry
air to the north.
However, even if the centre of the
anticipated system fails to physically
move across these areas, heavy rain can
extend well away from the centre. As
a result, Sosnowski said, people from
Haiti and the Dominican Republic and
Puerto Rico should still be prepared for
localized downpours.
According to hurricane researcher
and meteorologist Dr. Philip Klotzbach
of Colorado State University, the most
recent tropical storm to form this late
in the season, which ends on November
30, was Odette in 2003. The last
major November hurricane in the Atlantic
was Hurricane Paloma in 2009.
According to the NHC, the Category 4
Paloma was the second-strongest November
hurricane on record. (Caribbean360)

HOROSCOPE
SAGITTARIUS (Nov. 22-Dec.
21). It’s not what you say but
how you say it — with warmth,
charm, humility and simplicity.
This promotes a certain feeling
around you that makes people
trust you and want to be near
you.
GEMINI (May 21-June 21). If
it’s not working for you, be bold
enough to ask for a change. Today
is filled with potential in the
form of creative tools and flexible
arrangements. You can truly
design your time as you wish.
Monday’s Crossword Solution
CAPRICORN (Dec. 22-Jan.
19). You’re not sure what is
stopping you from going forward.
Are you afraid? Is something
rubbing you the wrong
way? Is this just about a mood?
How frustrating. Reach out to a
mentor. It’s an important case to
crack.
AQUARIUS (Jan. 20-Feb. 18).
Usually, if you don’t know how
you’re going to complete it,
you’ll be tempted not to take it
on in the first place. Today’s opportunity
is different. You won’t
get one quite like this again. It’s
worth a go, if only for the novelty.
PISCES (Feb. 19-March 20).
It will feel as though everything
you are doing, you are doing
quite publicly. In a way, this will
keep you in check. You strive to
exhibit grace in all things.
ARIES (March 21-April 19).
You’re persuasive, mainly because
you don’t seem to care
whether they follow your lead
or not. You’re doing it for your
own curiosity, improvement
and pleasure. They’ll follow
because you make it look like
such a good idea.
TAURUS (April 20-May 20).
You can mind your own business
with the best of ‘em, but
of course you’re not going to do
that in the instance where harm
could come to the defenseless.
It is in everyone’s best interest
to look out for general public
welfare.
CANCER (June 22-July 22).
You’re all for representing the
real you, but which one? The
wise adjust to bring the personality
and approach that are most
appropriate to the situation.
Today’s success depends on
bringing the right “you” to the
moment.
LEO (July 23-Aug. 22). Not
everyone requires the same
amount of affection, and certainly
different people prefer
love to be displayed in different
ways. You’re in such a lucky
cycle now to be able to give and
receive with mutually satisfying
results.
VIRGO (Aug. 23-Sept. 22). You
have no idea how your supportive
encouragement will make
someone’s day better. Your sign
mate Mother Teresa said, “Kind
words can be short and easy to
speak, but their echoes are truly
endless.”
LIBRA (Sept. 23-Oct. 23).
You often grow in indirect
ways, mostly by helping others
get where they want to be.
Just don’t wait until everyone
around you is perfectly squared
away to invest in yourself, because
that day may never come.
SCORPIO (Oct. 24-Nov. 21).
It’s not too much to ask for
someone to treat you in the way
you want to be treated. The person
who made you feel that way
was probably just ill-equipped
for what you were asking. Keep
trying new avenues.

Tuesday 22nd November 2016
Spinners wrap up India’s 246-run victory
VISAKHAPATNAM
- India’s bowlers required
just 38.1 overs to wrap up a
246-run victory on the final
day of the second Test in Visakhapatnam,
as England’s
resolve - fatally weakened by
the loss of two wickets late on
the fourth evening - was finally
cracked with nothing but
pride left to play for. The damage
had been done in a frantic
morning session in which they
slumped from 87 for 2 to 142
for 7, and the tail succumbed
meekly after lunch, with only
Jonny Bairstow showing any
real resistance with 34 not out.
The margin of victory
perhaps overstated the gulf
between the sides - the key
difference, in every sense,
was India’s captain and Man
of the Match Virat Kohli,
whose aggregate of 248 runs
single-handedly accounted for
the deficit in England’s balance.
But, having fought so
hard for so long, especially in
the second half of the contest,
the speed of their final-day
demise was dispiriting for
England, with the third Test
in Mohali looming large next
week.
Contrary to all pre-match
predictions, the pitch still
wasn’t spinning dramatically
by the final day, but it was
skidding through at a hustling
pace to match India’s turbo-charged
over-rate - they
bowled 33.4 in the morning
session, including an extraordinary
ten in the first half-hour
alone as Ravindra Jadeja and
R Ashwin tied England in
knots at a rate of knots.
The devastating dismissal
of Alastair Cook, in the last
Jayant Yadav clipped Ben Stokes’ off stump with a beauty.
over of the fourth day, had
left England fearing the worst
when play resumed, and there
was an inevitability about the
identity of the first victim of
the morning. Ben Duckett’s
rich strokeplay and inventive
attitude will doubtless serve
him well as his England career
got one to grip in the rough
outside off, and accelerate
onto his inside edge for Kohli
to complete a lobbed catch at
leg gully. From 75 for 0 after
50 overs, England were now
in freefall at 101 for 4 after
74 - the flip-side of their siege
mentality being that India
progresses, but in this were now camping as many
situation - and particularly as five close catchers under
against his nemesis, Ashwin every new batsman’s nose.
- those attributes had roughly Such close attention
the same value as an INR 500
note.
Sure enough, having withstood
didn’t bother Ben Stokes at
first. He had been so solid in
defence in the first innings,
15 deliveries without and continued his tried-and-
opening his account, Duckett
dropped to one knee in a bid
to hit his way out of a corner,
but succeeded only in gloving
a sweep onto his thigh pad and
into the gloves of the wicketkeeper
Wriddhiman Saha. As
he trooped disconsolately off
the pitch, Duckett might as
well have walked straight onto
the England bench. His record
against Ashwin alone in this
series made grim reading - 40
balls, 15 runs, three wickets.
He’ll be back, but perhaps not
in Mohali next week.
Moeen Ali was the next to
go, his technique against the
trusted methods in a 33-ball
stay. But, when India turned
to the second new ball - and
in the process, gave Jadeja’s
fingers a rest after 25 overs
on the trot had left him with
the outstanding figures of 34-
14-35-2 - the lankier offspin
of Jayant Yadav conjured the
ball of the match.
A faster, flatter offbreak
from around the wicket drifted
as Stokes played back,
then spat past his edge to clip
the outside of his off stump.
Stokes nodded his appreciation
as the bowler hurtled
past in celebration, and when
spinners looking solid right Root was nailed by Mohammed
up until the moment Jadeja
Shami nine balls later,
the teams might as well have
shaken hands there and then.
Root had once again been
England’s most accomplished
technician on the day. But,
having survived an early reprieve
when Kohli spilled a
sharp chance at leg slip, he
was pinned on the crease by
a zippy nipbacker from Shami
and sent on his way for 25
from 107 balls.
There was time for one
more breakthrough before
lunch, as Adil Rashid topedged
an attempted ramp over
the slips, to give Shami his
second wicket of the innings,
and the denouement came in
a resigned procession after the
resumption.
Zafar Ansari completed a
match every bit as ignominious
as Duckett’s when Ashwin
skidded a flat offbreak
into his off stump for a duck,
before Jayant produced a carbon
copy of England’s demise
in the first innings, trapping
Stuart Broad and James
Anderson with consecutive
lbws. Anderson completed
his comeback Test with a king
pair, remarkably the first by
an England batsman for 110
years.
That wasn’t the sort of
history that Cook’s men had
targeted at the start of the
tour, but with three matches to
come and some clear signs of
life amid the ruins of today’s
effort, there will be chances
to atone in the coming weeks.
But a few correct calls at the
toss would be a start. (ES-
