PM COMMENDS
BBC ARTICLE
By Everton Barnes
Prime Minister,
Gaston Browne, has
commended the BBC
for its report on his offer
to Prince Harry that
when the time comes
he could consider Antigua
Prince Henry of Wales, otherwise known as
Prince Harry, has departed Antigua, his threeday
visit having ended quite successfully. The
Prince enjoyed the beauty of our people and
was welcomed warmly everywhere he went.
The Prince Harry visit has been good for our
own country and for the expressed interest and
other exposure which benefitted our country.
The Sun Newspaper of London, a tabloid,
published a story regarding the Prince’s reception
at Barnacle Point on Monday night, November
21, 2016, hosted by the Prime Minister.
The story, which tried to portray negatively
the invitation to Prince Harry to consider
a honeymoon in Antigua, was deliberately
cast as an “embarrassment” for Prince Harry.
Prince Harry was not at all embarrassed.
Like all the responsible press in the United
Kingdom, the stories written about Prince Harry’s
visit to the Caribbean will not make frontpage
news—unless something tragic happens.
By attempting to portray the Prime Minister’s
invitation to Prince Harry as a faux pas,
the tabloid press sought to sensationalize the
Programme Reform Steering
Committee, Sharon Peters,
the Probation Unit will be receiving
$12,500 US from the
OECS Commission.
The monies will be used
to retrofit the department so
that counselling can be conducted
in a conducive environment,
especially as it
pertains to dealing with vulnerable
youth.
Peters has also indicated
that the Family and Social
Services Division will also
benefit from $10,000 US
from the same source, which
will go towards the development
of a Child Protection
Policy Framework and a National
Child Care Procedures
Manual.
“Additionally this unit
will also benefit from the retrofitting
of the office, to create
an assessment unit which
is funded at a tune of $12,500
US dollars.
“The OECS and USAID
have approved these projects
because they were well
thought out and the project
activities will assist of
strengthening the work of the
former probation unit and the
Ministry of Social Transformation
as a whole to meet
the needs of our juveniles”,
she explained at a forum currently
taking place at the Jolly
Beach Resort and Spa.
She expressed thanks to
the members of the Juvenile
Justice Reform Programme
National Steering Committee
for their continued interests in
the projects and hard work.
Peters also expressed gratitude
to the OECS Commission
and USAID for “their
valuable collaboration and
partnership in reforming the
juvenile justice system in Antigua
and Barbuda.
Royal visit comes to an end
event so that it could make news. The BBC,
on the other hand, presented a story of Prince
Harry’s visit on Tuesday, November 22, 2016,
that did not provide fodder.
The BBC acknowledged, by quoting the
Prime Minister, that Antigua and Barbuda “is
one of the best honeymoon destinations in the
world...” The Prime Minister invited the Prince
to consider Antigua when making his honeymoon
decision “whenever that may be.” BBC
is not tabloid.
Although the tabloid article was intended to
cause embarrassment and to shame Antigua, in
order to make the news, the tabloid press failed
in its shaming attempt. “Antigua and Barbuda
just got a whole heap of free publicity,” the
Daily Observer found, as published in its editorial
on Wednesday, November 23, 2016.
The attempt by political rivals in Antigua
and Barbuda to maximize the spin put on this
story by the British tabloid, has also failed.
Only the politicians and vocal supporters of
the opposition political parties have joined the
chorus like lemmings. The Prince enjoyed his
time in Antigua, and he may likely return.

Port officials pleased with progress
of maritime students in Jamaica
By Joanna Paris
Port Officials have indicated
that they are very impressed
with the progress of
some 21 students who are
currently pursuing a wide
range of maritime studies at
the Caribbean Maritime Institute
(CMI) in Jamaica.
Chairperson of the Board
of Directors, Senator Mary
Claire Hurst and Port Manager,
Darwin Telemaque,
were recently invited to attend
a commencement ceremony
for the academic institution.
During their stay, Senator
Hurst and Telemaque interacted
with the students who
collectively indicated that
despite the challenges, they
are committed to their studies
and excelling in all areas.
Telemaque has noted that
he is very happy with the
level of transformation that
he saw in the students and
added that the feedback from
the institute is very positive.
Antiguan students who are currently pursuing a wide range of maritime studies at the Caribbean
Maritime Institute (CMI) in Jamaica.
“We are really happy
with the good reviews that
we have gotten about the
students currently pursuing
studies at the institute.
“We were told that the
professors are very impressed
with the academic
level of the students as well
as their discipline and their
overall desire to do well.
“We too are pleased to
hear about the positives that
have been garnered through
the studies so far”, Telemaque
said.
He noted that the students
did express that there
were some struggles in the
beginning, since some of
them were away from home
for the first time.
Nonetheless, Telemaque
is confident that the country
will reap really good results
from this batch of students in
the future.
“I think the Chairman
Senator Hurst is very impressed
with what she saw
and we had a really good
time meeting with the students
for almost 4 hrs and
we can honestly say that the
future looks bright for the
maritime arena”, he said.

Preparations begin for Christmas Barrel Initiative
By Joanna Paris
Each year residents look
forward to the announcement
of the Christmas Barrel initiative,
which allows persons to
during the yuletide season.
According to the rules,
each household is allowed
But according to the Prime Minister
he did nothing wrong and in fact,
he stated, parts of his comments were
taken out of context and he was being
unfairly criticized in the name of sensationalism.
“The invitation for him to consider
Antigua and Barbuda as a honeymoon
destination was nothing grotesque or
awkward and as far as we are aware,
the Prince took no offense to the offer
and saw it in the spirit in which it
was made. The deluge of coverage that
Against the Backdrop on
Wednesday, Port Manager,
Darwin Telemaque announced
that the initiative
will begin on December
1st and run until January 6th.
He also made mention of
various changes and upgrades
that are taking place at the facility
in preparation for one of
the busiest time of the year.
He noted that focus is being
placed on enhancing the
overall appearance of the facility
with the aim of making
both employees and customers
comfortable.
“We are looking at the
overall environment; the port
has been very dusty so we
need to see how quickly we
can get that abated.
Discussions on Telecoms
Bill to continue next week
By Joanna Paris
The Parliamentary Committee will reconvene
discussions to review the Telecommunications
Bill 2016 on Monday at the
Parliament Building. The meeting is expected
to begin at 10am.
Chairman of the Parliamentary Steering
Committee, the Hon. Attorney General Steadroy
“Cutie” Benjamin noted that the meeting
was adjourned on November 10 th to give
all parties within the telecommunications
industry at least two weeks to seek further
legal advice on the matter and make their
submissions to the committee.
Benjamin is calling on all the Telecommunications
giants namely Flow, Digicel,
APUA and others to make their submissions
soonest.
The Clerk of Parliament will also notify
the relevant parties of the fixed date.
The members of the Parliamentary Committee
to review the Telecommunications
Bill, are: the Hon. Melford Nicholas, the
Hon. Dean Jonas, Leader of the Opposition
the Hon. Baldwin Spencer and the Hon. Joanne
Massiah.
The Telecommunications Bill 2016 seeks
to establish a legislative framework for the
provision of the Telecommunications services
in Antigua and Barbuda, for the purpose
of encouraging and facilitating competition
in the sector.
we have received from this has really
placed Antigua and Barbuda on the
map as a honeymoon destination for
potentially millions of people. This is
worth millions of dollars in free publicity,”
he observed.
On the point of where he remarked
that ‘what’s done in Antigua stays
here’, Browne said this is yet another
example of his comments being taken
out of context. According to the prime
minister that reference was made after
he invited the Prince to try Soca
dancing and the reference was that the
“We have worked out an
arrangement with the airport
and fire department where
we wash down the surface to
make it as clean as possible
for users. This should start
in the next week or two”, he
said.
He noted that customers
will also be greeted by
something new when they are
about to enter the facility.
“We are doing a couple
of things that the public will
definitely see will make a big
difference.
“We are going to change
the entry of the port. We have
done this in an economical
way, utilizing two containers,
where instead of working in
that little hut at the entrance,
the security will now be in an
air condition unit, with a different
level of inspection to
be carried out before entering
the port”, Telemaque highlighted.
Another new addition,
this year will be the installation
of cameras around the
facility for increased security
purposes.
Prince didn’t need to worry that his
dancing would have been exploited on
social media.
He added that this was done prior
to the introduction of Miss Antigua and
Barbuda and the other contestants, an
aspect of the programme about which
he had no prior knowledge.
The prime minister said it is unfortunate
that some sections of the British
press put their own ‘spin’ on his comments,
much of which were repeated
and similarly taken out of context by
critics in the local media.

Loan approved for Port transformation
By Joanna Paris
The government’s application for
a loan of US$100 million for funds to
transform the port at the Deep Water
Harbour, has been approved by the relevant
Chinese authorities.
According to a release from the office,
during a meeting at the Office of
the Prime Minister on Wednesday, China’s
Ambassador to Antigua and Barbuda,
Wang Xiamin, indicated that he
was aware that the project was a priority
for the Government.
He added that a lot of work was
done in China between the Ministry of
Foreign Affairs, the Ministry of Commerce
and China’s Exim Bank, and he
expressed happiness that the relevant
state agencies had given their approval.
He said that after two years of hard
work, an important step had now been
taken and that the project would highlight
the bilateral cooperation between
both countries.
For his part, Prime Minister, the
Hon. Gaston Browne commended Ambassador
Wang and his team for all the
hard work that they had put into ensuring
the success of the loan application.
He emphasized how important the
loan was for the economy of Antigua
By Everton Barnes
The people of Grenada
are voting in a national
referendum today on seven
bills that will make significant
changes to the country’s
constitution if approved.
Among them is a bill that
will see Grenada adopt the
Caribbean Court of Justice
as its final court of appeal,
replacing the London-based
Judicial Committee of the
Privy Council.
and Barbuda, and he looked forward to
its transformational effects.
“This loan, at 2% over 25 years, is
very hard to get in today’s international
environment and if it was not for China,
these kinds of concessional loans
would be non-existent”, said the grateful
Prime Minister.
Port Manager, Darwin Telemaque is
also very excited about the latest development.
Speaking to Caribbean Times,
Telemaque said that the approval has
been long awaited.
“We are very ecstatic, it has been a
long time coming and we are very happy
that we have reached to this stage,
where the loan has been approved and
we can now look to commence the actual
construction. This certainly takes a
lot of pressure off since the public has
been asking a lot of questions pertaining
to when the project will actually
begin, so we are very happy. Antiguans
and Barbudans can be rest assured that
the brand new state of the art facility
will be realized and this will be something
really big for Antigua and Barbuda
and cargo facilities in the region as
well”, Telemaque explained.
In discussions with Ambassador
Wang, the Prime Minister stated that
Another bill seeks to officially
change the name of
the country to Grenada, Carriacou
and Petit Martinique.
Other proposed changes call
for the establishment of an
Electoral and Boundaries
Commission while another
calls for the establishment of
the Office of Leader of the
Opposition even if one party
holds all the seats in the
House of Representatives.
There is also a proposal to
China’s Ambassador to Antigua and Barbuda,
Wang Xiamin, shakes hands with
Prime Minister Gaston Browne.
he expected the new port, when completed,
to improve Antigua and Barbuda’s
economic competitiveness and to
increase our trans-shipment potential.
The country’s leader also reiterated
his view that the People’s Republic of
China was Antigua and Barbuda’s most
important development partner.
A signing ceremony has been scheduled
for 10:00 am on Friday at the conference
room in the Office of the Prime
Minister.
Antiguan delegation in Grenada
place term limits on anyone
holding the office of prime
minister.
The National Coordinating
Committee is collaborating
with the Antigua and
Barbuda Electoral Commission
in having a delegation
on the ground in Grenada to
observe the referendum.
The team comprises Supervisor
of Election, Lorna
Simon, Registration Officer,
Karen Manwarren and Public
Relations Coordinator for
the NCC, Everton Barnes.
The team is expected to visit
a number of polling stations
on Thursday to observe the
process.
Simon said the aim of
the exercise is to look at the
Grenada experience and to
see what lessons it may hold
for Antigua and Barbuda
where a referendum on the
CCJ/JCPC matter is slated
for the first quarter of 2017.

China President Xi Jinping
addressed Media Summit in Chile
By Renio Abbott
The Media Summit brought together
over 80 journalists and media managers
from China and 24 South American
and Caribbean states.
President Xi spoke to the attendees
of the summit following his attendance
at the just-concluded APEC Summit in
Peru. The distance should not be a deterrence
or barrier, the China leader indicated
as he quoted a Chinese proverb
that says “Shared aspirations can unite
us even if we don’t know each other’.
President Jinping called on the media
in China and the LAC region to use
available technology to bridge the gap.
This is his third visit to the region
since taking office in 2013 (and his fifth
since being Vice President) said the
media on the two sides of the Atlantic
“can do more to help each other.”
President Xi called on the gathered
journalists to “strengthen mutual support”,
to use available technology “to
In May 2014, the incoming
President of the Caribbean
Development Bank,
Dr. Warren Smith, asserted
that “over the next 10 years,
some US$30 billion will be
required to modernize and
enhance the efficiency of the
power, transportation, telecommunications,
and water
and wastewater sectors”.
The need is real, but the
challenges are significant.
For many investors the Caribbean
isn’t on the radar
screen. And for those that
are looking at the region,
there are significant issues
around viability, project risk
and financing.
Against this backdrop
and consolidate mutual confidence
to help each other be objective about
trends of development, complementary
advantages and joint development.”
The Chinese leader also called on
the media to “use these opportunities
to promote models of cooperation and
mutual exchange visits” to promote
journalism cooperation at all levels.
He also invited the region’s media
houses to send journalists to China
“to study and share the exploits of advanced
technology today.”
President Jinping also invited Latin
American and the Caribbean media
companies to open branches in China
in closing at the end of his brief address,
the next five years, China will be
inviting over 500 LAC journalists and
media professionals to China to share
in joint exchanges towards closer cooperation.
Most Latin American states were
represented at the Santiago Summit of
Media and Communications of China
and Latin America and the Caribbean.
The Caribbean contingent was comprised
of representatives from Antigua
we see ourselves as
Wednesday’s Crossword Solution
HOROSCOPE
SAGITTARIUS (Nov. 22-Dec.
21). All things turn into fire in
the end — otherwise known
as “the beginning,” because
fire is also the birthmother of
all things. Wherever you are
in your creative process, it’s a
good and necessary part of the
cycle.
CAPRICORN (Dec. 22-Jan.
19). There should be a name
for the particular type of anxiety
that accompanies technical
difficulties. Software errors,
password fails, Wi-Fi issues...
quickly let it go. You’ll come
up with astoundingly creative
solutions.
AQUARIUS (Jan. 20-Feb.
18). Don’t let work take an
outsized role on your sense of
self. You’re not defined by your
work any more than you’re defined
by what you own, who
you know, or any other single
element of your life.
PISCES (Feb. 19-March 20).
Maybe it’s impossible to tame
that ocean of feeling inside you,
but you’ll be incredibly powerful
when moments of calm
do come over you. Through
self-possessed, patient politeness
you’ll get exactly what
you want.
ARIES (March 21-April 19).
Some of the most influential
people of your life aren’t the
type to readily give advice.
They just live exemplary lives,
certain aspects of which you
would love to emulate — and
today, you will.
TAURUS (April 20-May 20).
Smart people seek wisdom, and
wise people seek intelligence.
Certainly there will be plentiful
examples of one without
the other today, but not from
(well-rounded and deliberate)
you.
GEMINI (May 21-June 21).
You’ve been there. You’ve
been the source of the long sigh
followed by “If only.” But now
you’re too busy making things
happen for yourself for such
sighing. You need to be around
people who are the same way.
CANCER (June 22-July 22).
“Vain is the word of a philosopher
which does not heal any
suffering of man.” There’s lots
of advice out there today, mostly
unhelpful, much of it impractical.
It only adds to the beauty
of a good ol’ to-do list.
LEO (July 23-Aug. 22).
Though it’s sometimes fun to
touch on mystical topics, what
matters today more than who
you were in a past life or how to
interpret someone’s aura is who
you are being now and how
that’s working with the other
person’s need of you.
VIRGO (Aug. 23-Sept. 22). No
one knows why, but even hungry
livestock sometimes need
to be prodded to the pasture.
One never knows what might
be distracting another person.
Kindness is called for.
LIBRA (Sept. 23-Oct. 23). The
person with the least need of a
situation has the most cheerful,
relaxed attitude toward it. From
this mood, a person can see and
attract more opportunity. Today
provides one more example of
the benefits of detachment.
SCORPIO (Oct. 24-Nov. 21).
There is but one way to draw
a straight line between two
points. But if the line is crooked
it can follow an infinite number
of different paths. Do what’s
right. Go directly. Get there the
easy, simple way.

PMS remain on top in
Super Six competition
By Carlena Knight
Princess Margaret School remains
on top of the standings of the
Super Six competition after defeating
Antigua Barbuda Institute of
Continuing Education on Monday,
3-1. The event which is apart of
the Ministry of Sports Inter-School
Football League saw Anderson
Herbert who is also the leading
scorer in the competition lead PMS
with two goals to another victory.
Teammate, Schyan Adams also
scored while the lone goal for ABI-
The Caribbean big boat
racing season now has its
place firmly established on
the international racing circuit.
From January through
early May every year, the
world’s best racing yachts
now set their schedule to include
the Caribbean Tour.
Professional sailor and
past president of the Caribbean
Sailing Association, Peter
Holmberg, can be credited for
recognising the importance of
ensuring that all the islands
collaborate in order to better
the entire Caribbean region.
By working together with
each event to select its week
of the year and keep it constant
in successive years, the
entire region can offer one
clean non-overlapping circuit
for sailors to plan for.
This affords owners,
CE came from Ranique Greene.
With this victory PMS now
have 11 points while second place
Ottos Comprehensive gained one
point moving to 9 after drawing
with Antigua State College, 0-0,
also on Monday.
In the other match played that
day, All Saints Secondary trumped,
Jennings Secondary, 4-0.
Ellsworth and Shalon Mack
and Ezekiel Stoll found the net for
ASSS while the final goal was an
own goal scored by Jamaal Andrew.
teams, sailors and the press
a much easier time of scheduling
without conflicting
events.
And finally, it benefits
each of the different islands
and events by enabling them
to own their week and get
the maximum marketing and
economic benefit.
The CSA now keeps a
five-year rolling calendar of
the international events for
just this purpose - keeping it
Butler out due to injury
By Carlena Knight
Top Female cyclist, Tamiko Butler will have to
sit out another year of competitive cycling.
This report comes from a previous interview
in which Butler stated that the same injury which
forced her to sit out the Olympics games has become
more serious forcing her to sit out a year.
‘What was thought to just be a minor injury is
now very serious, a spinal injury at that, and I am
already working with doctors to begin the healing
process’, Butler stated.
‘It’s already been a tough six months for me
having to sit out and watch the Olympics, Worlds
and Caribbean championships pass by but I still
have a few years left and I rather get healthy and
come back stronger than risk a permanent injury’.
Caribbean Winter Circuit 5-year
calendar dates now published
up-to-date on the website and
working each year on a rolling
basis with event managers
to establish the following
year’s calendar and iron out
any potential calendar clashes.
Of the circuit Peter says:
‘The Caribbean has now matured
and grown into its well
deserved place on the international
race calendar.
Each event has the challenge
and incentive to meet
the demands of today’s race
fleets as well as ensure it
maintains its uniqueness and
offers improvements each
year.’
He goes on to say, ‘Teams
can help organisers by entering
early. Experience tells
us other boats will be monitoring
entry lists for their
competitors and will be more
likely to enter if they see their
‘friends’ are entering a particular
event.’
Lewis ton in vain as Sri Lanka win
BULAWAYO, Zimbabwe
– Evin Lewis struck
his first ODI century but his
knock was in vain as West
Indies panicked in the death
overs to hand Sri Lanka a
nail biting one run win in the
fifth game of the Tri-Nation
Series at Queen’s Club here
on Wednesday.
Lewis scored an enterprising
148 to keep West
Indies on course for victory,
while cameos from Captain
Jason Holder and Carlos
Brathwaite brought the Caribbean
side within striking
distance.
But with ten runs needed
in the final over to successfully
chase a 300 plus target
for the first time in ODIs,
the Windies were bogged
won by deliveries at the
death from Nuwan Pradeep
in a thrilling finish.
Sri Lanka’s win secures a
spot in Sunday’s final while
West Indies and Zimbabwe
meet on Friday to decide
which team advances.
Victory Guarantees West
Indies a place in the finals
while a tie or a no-result
would knock Zimbabwe out.
Lewis’s maiden ODI
century contained 15 fours
and four sixes as he kept
West Indies in line with the
asking rate for most of the
chase.
The Trinidad and Tobago
batsman shared in two half
century partnerships that
powered his side’s innings
to 329 for nine after the
home side amassed 330 for
Evin Lewis battled cramps to raise his maiden ODI century, but West Indies’ unsuccessful streak
chasing 300+ scores continued.
seven after they were sent
in.
He featured in an opening
stand of 63 with Johnson
Charles who scored 26
and 70 for the second wicket
with Kraigg Brathwaite who
got 16 and rode his luck several
times during his backbone
innings.
Lewis was dropped on
26 and 41, survived an lbw
decision on 53 as well as a
run out chance on 114 before
he was stranded midpitch
as a result of a mix-up
with Holder.
He was one of three batsmen
who went by way of
the run out route, the others
being Shai Hope for 25 and
Jonathan carter.
Lewis’s departure saw
West Indies slipping to 262
for six with 69 needed from
57 balls until Holder and
Brathwaite, who contributed
19, put together 45 runs for
the seventh wicket to drag
Windies within 24 runs shy
of Sri Lanka’s score.
Brathwaite was one of
two victims of Nuwan Kulasekara
who was Sri Lanka’s
top bowler with two for
72.
West Indies, who were
cruising to the target for
most of the game, found
themselves needing 19 from
ten balls, before ten runs
were required from the final
over.
Sulieman Benn sparked
excitement in the Windies
camp when he hit the second
delivery of Pradeep’s
over, over deep mid wicket
and then holed out to sweeper
cover with three needed
from the final three deliveries.
Holder, who then needed
three from the final ball,
managed a shot to cover for
a single as Sri Lanka prevailed.
Holder, who was not out
on 45, also finished as the
leading wicket taker for his
side with three wickets for
57 runs.
Earlier, two Sri Lankan
batsmen missed out on centuries
by exactly six runs after
the home side recovered
from the loss of Kusal Perera
in the third over with the
score on 18.
Niroshan Dickwella 94,
Kusal Mendis 94 and Dhananjaya
de Silva 58 were the
top scorers for Sri Lanka
who lost to West Indies at
the start of the series. (CMC)
