Prince Henry of Wales, otherwise known as<br />
Prince Harry, has departed Antigua, his threeday<br />
visit having ended quite successfully. The<br />
Prince enjoyed the beauty of our people and<br />
was welcomed warmly everywhere he went.<br />
The Prince Harry visit has been good for our<br />
own country and for the expressed interest and<br />
other exposure which benefitted our country.<br />
The Sun Newspaper of London, a tabloid,<br />
published a story regarding the Prince’s reception<br />
at Barnacle Point on Monday night, <strong>November</strong><br />
21, <strong>2016</strong>, hosted by the Prime Minister.<br />
The story, which tried to portray negatively<br />
the invitation to Prince Harry to consider<br />
a honeymoon in Antigua, was deliberately<br />
cast as an “embarrassment” for Prince Harry.<br />
Prince Harry was not at all embarrassed.<br />
Like all the responsible press in the United<br />
Kingdom, the stories written about Prince Harry’s<br />
visit to the <strong>Caribbean</strong> will not make frontpage<br />
news—unless something tragic happens.<br />
By attempting to portray the Prime Minister’s<br />
invitation to Prince Harry as a faux pas,<br />
the tabloid press sought to sensationalize the<br />
Programme Reform Steering<br />
Committee, Sharon Peters,<br />
the Probation Unit will be receiving<br />
$12,500 US from the<br />
OECS Commission.<br />
The monies will be used<br />
to retrofit the department so<br />
that counselling can be conducted<br />
in a conducive environment,<br />
especially as it<br />
pertains to dealing with vulnerable<br />
youth.<br />
Peters has also indicated<br />
that the Family and Social<br />
Services Division will also<br />
benefit from $10,000 US<br />
from the same source, which<br />
will go towards the development<br />
of a Child Protection<br />
Policy Framework and a National<br />
Child Care Procedures<br />
Manual.<br />
“Additionally this unit<br />
will also benefit from the retrofitting<br />
of the office, to create<br />
an assessment unit which<br />
is funded at a tune of $12,500<br />
US dollars.<br />
“The OECS and USAID<br />
have approved these projects<br />
because they were well<br />
thought out and the project<br />
activities will assist of<br />
strengthening the work of the<br />
former probation unit and the<br />
Ministry of Social Transformation<br />
as a whole to meet<br />
the needs of our juveniles”,<br />
she explained at a forum currently<br />
taking place at the Jolly<br />
Beach Resort and Spa.<br />
She expressed thanks to<br />
the members of the Juvenile<br />
Justice Reform Programme<br />
National Steering Committee<br />
for their continued interests in<br />
the projects and hard work.<br />
Peters also expressed gratitude<br />
to the OECS Commission<br />
and USAID for “their<br />
valuable collaboration and<br />
partnership in reforming the<br />
juvenile justice system in Antigua<br />
and Barbuda.<br />
Royal visit comes to an end<br />
event so that it could make news. The BBC,<br />
on the other hand, presented a story of Prince<br />
Harry’s visit on Tuesday, <strong>November</strong> 22, <strong>2016</strong>,<br />
that did not provide fodder.<br />
The BBC acknowledged, by quoting the<br />
Prime Minister, that Antigua and Barbuda “is<br />
one of the best honeymoon destinations in the<br />
world...” The Prime Minister invited the Prince<br />
to consider Antigua when making his honeymoon<br />
decision “whenever that may be.” BBC<br />
is not tabloid.<br />
Although the tabloid article was intended to<br />
cause embarrassment and to shame Antigua, in<br />
order to make the news, the tabloid press failed<br />
in its shaming attempt. “Antigua and Barbuda<br />
just got a whole heap of free publicity,” the<br />
Daily Observer found, as published in its editorial<br />
on Wednesday, <strong>November</strong> 23, <strong>2016</strong>.<br />
The attempt by political rivals in Antigua<br />
and Barbuda to maximize the spin put on this<br />
story by the British tabloid, has also failed.<br />
Only the politicians and vocal supporters of<br />
the opposition political parties have joined the<br />
chorus like lemmings. The Prince enjoyed his<br />
time in Antigua, and he may likely return.

Port officials pleased with progress<br />
of maritime students in Jamaica<br />

Port Officials have indicated<br />
that they are very impressed<br />
with the progress of<br />
some 21 students who are<br />
currently pursuing a wide<br />
range of maritime studies at<br />
the <strong>Caribbean</strong> Maritime Institute<br />
(CMI) in Jamaica.<br />
Chairperson of the Board<br />
of Directors, Senator Mary<br />
Claire Hurst and Port Manager,<br />
Darwin Telemaque,<br />
were recently invited to attend<br />
a commencement ceremony<br />
for the academic institution.<br />
During their stay, Senator<br />
Hurst and Telemaque interacted<br />
with the students who<br />
collectively indicated that<br />
despite the challenges, they<br />
are committed to their studies<br />
and excelling in all areas.<br />
Telemaque has noted that<br />
he is very happy with the<br />
level of transformation that<br />
he saw in the students and<br />
added that the feedback from<br />
the institute is very positive.<br />

“We too are pleased to<br />
hear about the positives that<br />
have been garnered through<br />

He noted that the students<br />
did express that there<br />
were some struggles in the<br />
beginning, since some of<br />
them were away from home<br />
for the first time.<br />
Nonetheless, Telemaque<br />
is confident that the country<br />
will reap really good results<br />
from this batch of students in<br />
the future.<br />
“I think the Chairman<br />
Senator Hurst is very impressed<br />
with what she saw<br />
and we had a really good<br />
time meeting with the students<br />
for almost 4 hrs and<br />
we can honestly say that the<br />
future looks bright for the<br />
maritime arena”, he said.

Discussions on Telecoms<br />
Bill to continue next week<br />

The Parliamentary Committee will reconvene<br />
discussions to review the Telecommunications<br />
Bill <strong>2016</strong> on Monday at the<br />
Parliament Building. The meeting is expected<br />
to begin at 10am.<br />
Chairman of the Parliamentary Steering<br />
Committee, the Hon. Attorney General Steadroy<br />
“Cutie” Benjamin noted that the meeting<br />
was adjourned on <strong>November</strong> 10 th to give<br />
all parties within the telecommunications<br />
industry at least two weeks to seek further<br />
legal advice on the matter and make their<br />
submissions to the committee.<br />
Benjamin is calling on all the Telecommunications<br />
giants namely Flow, Digicel,<br />
APUA and others to make their submissions<br />
soonest.<br />
The Clerk of Parliament will also notify<br />
the relevant parties of the fixed date.<br />
The members of the Parliamentary Committee<br />
to review the Telecommunications<br />
Bill, are: the Hon. Melford Nicholas, the<br />
Hon. Dean Jonas, Leader of the Opposition<br />
the Hon. Baldwin Spencer and the Hon. Joanne<br />
Massiah.<br />
The Telecommunications Bill <strong>2016</strong> seeks<br />
to establish a legislative framework for the<br />
provision of the Telecommunications services<br />
in Antigua and Barbuda, for the purpose<br />
of encouraging and facilitating competition<br />
in the sector.<br />

the port”, Telemaque highlighted.<br />
Another new addition,<br />
this year will be the installation<br />
of cameras around the<br />
facility for increased security<br />
purposes.<br />
Prince didn’t need to worry that his<br />
dancing would have been exploited on<br />
social media.<br />
He added that this was done prior<br />
to the introduction of Miss Antigua and<br />
Barbuda and the other contestants, an<br />
aspect of the programme about which<br />
he had no prior knowledge.<br />
The prime minister said it is unfortunate<br />
that some sections of the British<br />
press put their own ‘spin’ on his comments,<br />
much of which were repeated<br />
and similarly taken out of context by<br />
critics in the local media.

Loan approved for Port transformation<br />

The government’s application for<br />
a loan of US$100 million for funds to<br />
transform the port at the Deep Water<br />
Harbour, has been approved by the relevant<br />
Chinese authorities.<br />
According to a release from the office,<br />
during a meeting at the Office of<br />
the Prime Minister on Wednesday, China’s<br />
Ambassador to Antigua and Barbuda,<br />
Wang Xiamin, indicated that he<br />
was aware that the project was a priority<br />
for the Government.<br />
He added that a lot of work was<br />
done in China between the Ministry of<br />
Foreign Affairs, the Ministry of Commerce<br />
and China’s Exim Bank, and he<br />
expressed happiness that the relevant<br />
state agencies had given their approval.<br />
He said that after two years of hard<br />
work, an important step had now been<br />
taken and that the project would highlight<br />
the bilateral cooperation between<br />
both countries.<br />
For his part, Prime Minister, the<br />
Hon. Gaston Browne commended Ambassador<br />
Wang and his team for all the<br />
hard work that they had put into ensuring<br />
the success of the loan application.<br />
He emphasized how important the<br />
loan was for the economy of Antigua<br />

The people of Grenada<br />
are voting in a national<br />
referendum today on seven<br />
bills that will make significant<br />
changes to the country’s<br />
constitution if approved.<br />
Among them is a bill that<br />
will see Grenada adopt the<br />
<strong>Caribbean</strong> Court of Justice<br />
as its final court of appeal,<br />
replacing the London-based<br />
Judicial Committee of the<br />
Privy Council.<br />

that we have reached to this stage,<br />
where the loan has been approved and<br />
we can now look to commence the actual<br />
construction. This certainly takes a<br />
lot of pressure off since the public has<br />
been asking a lot of questions pertaining<br />
to when the project will actually<br />
begin, so we are very happy. Antiguans<br />
and Barbudans can be rest assured that<br />
the brand new state of the art facility<br />
will be realized and this will be something<br />
really big for Antigua and Barbuda<br />
and cargo facilities in the region as<br />
well”, Telemaque explained.<br />

China President Xi Jinping<br />
addressed Media Summit in Chile<br />

The Media Summit brought together<br />
over 80 journalists and media managers<br />
from China and 24 South American<br />
and <strong>Caribbean</strong> states.<br />
President Xi spoke to the attendees<br />
of the summit following his attendance<br />
at the just-concluded APEC Summit in<br />
Peru. The distance should not be a deterrence<br />
or barrier, the China leader indicated<br />
as he quoted a Chinese proverb<br />
that says “Shared aspirations can unite<br />
us even if we don’t know each other’.<br />
President Jinping called on the media<br />
in China and the LAC region to use<br />
available technology to bridge the gap.<br />
This is his third visit to the region<br />
since taking office in 2013 (and his fifth<br />
since being Vice President) said the<br />
media on the two sides of the Atlantic<br />
“can do more to help each other.”<br />
President Xi called on the gathered<br />
journalists to “strengthen mutual support”,<br />
to use available technology “to<br />

the next five years, China will be<br />
inviting over 500 LAC journalists and<br />
media professionals to China to share<br />
in joint exchanges towards closer cooperation.<br />

and Latin America and the <strong>Caribbean</strong>.<br />

Butler out due to injury<br />

Top Female cyclist, Tamiko Butler will have to<br />
sit out another year of competitive cycling.<br />
This report comes from a previous interview<br />
in which Butler stated that the same injury which<br />
forced her to sit out the Olympics games has become<br />
more serious forcing her to sit out a year.<br />
‘What was thought to just be a minor injury is<br />
now very serious, a spinal injury at that, and I am<br />
already working with doctors to begin the healing<br />
process’, Butler stated.<br />
‘It’s already been a tough six months for me<br />
having to sit out and watch the Olympics, Worlds<br />
and <strong>Caribbean</strong> championships pass by but I still<br />
have a few years left and I rather get healthy and<br />
come back stronger than risk a permanent injury’.<br />

Open Water Championships to be held<br />

The Antigua Barbuda Swimming Federation<br />
in partnership with FLOW will host the<br />
30th annual National Open Water Championships<br />
this Sunday at the Fort James Beach<br />
starting at 11:00 a.m.<br />
Three distances will be swum in this year’s<br />
competition, 1.4 kilometers, 2.6 kilometers<br />
and 5 kilometers with an expected 50 swimmers<br />
battling it out.<br />
The top performances from the National<br />
5k and the just concluded OECS 5k will be<br />
assessed and will play a key factor in the selection<br />
of the open water swimmers who will represent<br />
Antigua Barbuda at the 2017 CARIFTA<br />
Games. Members of the public who also wish<br />
