Relatedly, the comments of the TRCA will assist in evaluating the constraints and<br />
opportunities with respect to the potential routes and alignments for road connections<br />
between properties. However, the preliminary and general opinion of Planning staff,<br />
Township Engineering staff, and Township Emergency Services has consistently been<br />
that such connections are important and should be provided.<br />
The subject applications have not proposed a specific development concept in regard to<br />
the type, form, layout, etc. proposed for the medium density lands. Planning staff<br />
requires additional details in this regard in order to more fully understand and properly<br />
evaluate the proposal.<br />
The review of the draft plan includes matters with respect to the compatibility and<br />
transition between the new and existing residential areas. This matter is particularly<br />
applicable to the northern and eastern boundary of the subject lands. Staff has noted<br />
some concerns in this regard and will work with the applicant with respect to the design<br />
of the lotting within this area of the draft plan, and the potential for retaining existing<br />
vegetation which provides screening, and/or the provision of further landscaping<br />
(planting, fencing) enhancements. The review of the draft plan with respect to these<br />
transition matters is on-going and Planning staff anticipates providing further comments<br />
in this regard.<br />
8. INTEGRATED SUSTAINABILITY PLAN LINKAGE<br />
Further analysis in regard to the Township's Sustainability Plan will be addressed in the<br />
subsequent recommendation report from Planning staff to Committee on this matter.<br />
9. FINANCIAL IMPLICATIONS<br />
The required application fee has been submitted. In addition, any external costs (peer-review<br />
architect, legal, engineering, etc.) incurred by the Township through the processing and review<br />
of this application will be recovered from the applicant in accordance with the Township's<br />
standard practice and owner's acknowledgement through the application form. Security<br />
deposits, levies, development charges, and cash-in-lieu of parkland, ifrequired, will be collected<br />
at later stages in the development review process. Further financial implications, if any, will be<br />
assessed as the review proceeds.<br />
10. CONCLUSION<br />
The review of the applications remain on-going by the Planning Department and other Township<br />
Departments and external agencies. Planning staff requires further opportunity to continue to<br />
review the applications, provide comments, and work with the applicant to review and address<br />
the various issues raised in this report as well as by the public and Council. In addition,<br />
comments have not yet been received from all agencies. As the review proceeds, Planning<br />
staff will report back to Committee of the Whole with respect to a decision on the application. It<br />
Is recommended that this report be received and that the application be referred back to staff,<br />
together with any public and Council comments, for a future report. Planning staff, in<br />
consultation with the various commenting agencies and departments, will be working with the
