PART I: PREAMBLE 1. Amendment Structure PART A - THE PREAMBLE is included for information purposes and is not an operative part of the Official Plan Amendment. PART B - THE OFFICIAL PLAN AMENDMENT, including Schedules '1' AND '2' attached thereto, indicates specific amendments to the Township of King Official Plan (King City Community Plan) being implemented by Official Plan Amendment No. XX and is an operative part of the Official Plan Amendment. 2. Purpose The purpose of this Amendment is to set forth additional land use policies of the Township of King Planning Area, as amended by Official Plan Amendment No. 540, being the King City Community Plan in conformity with the Oak Ridges Moraine Conservation Plan, as amended (the "Official Plan"), governing the lands affected by this Amendment which are designated Estate Residential 3 Area, and Environmental Protection Area as shown on Schedules 'T and '2' attached hereto, to facilitate a residential development consisting of 318 residential units in a plan of subdivision which includes new public streets and to be serviced by municipal water and sanitary services. 3. Location The lands affected by this Amendment consist of a parcel of land generally located east of Jane Street, north of King Road in the Village of King City and measuring a total of 40 hectares (99 acres) in size. The lands are legally described as Part of the West Half of Lot 6 and Part of Lots 7 and 8, Concession 4 within the Township of King, as shown on Schedule 'T attached hereto and forming part of this amendment. The surrounding land uses consist of residential dwellings, and environmental sensitive lands and treed areas. Page 4
4. Basis The proposed amendment is considered to be appropriate for the foiiowing reasons; The redesignation of the subject lands to Low Density Residential 1 Area and Medium Density Residential Area (subject to special site policies) will provide an opportunity for intensification within the community, by introducing detached residential dwellings on lots which are smaller than those in the immediate area to the north but are similar in type and scale to the detached dwelling lots existing in the surrounding neighbourhood along the north side of King Road. Medium density dwelling units will be provided for in a block consisting of low ris townhouses or low rise apartment dwellings which can be designed in harmony with the surrounding area, including the valley system of the East Number River. The proposed development will provide a high level of urban and architectural design that will reflect the Plan's Design policies with respect to the protection of the environmental areas with appropriate buffers to the natural features located within the subject lands, including the East Number River. Servicing and stormwater management can be effectively addressed as indicated in the Functional Servicing and Stormwater Management reports. Detailed design will be determined in the draft plan of subdivision, and finalized, when appropriated, at site plan stage. The proposed amendment is consistent with the Provincial Growth Plan, the Provincial Policy Statement, the Region of York Official Plan, and is based upon the criteria for development of the Township of King Official Plan (King City Community Plan), and allows for the implementation of many of the policies of the Official Plan.
