Barbudan says “I’m not guilty”
By Renio Abbott
The trial surrounding
the Barbudan and the Minor
continued at the High
Court yesterday. As the Sergeant
of Police took stand
and gave evidence he stated,
“about 4:14 p.m. I received
a report from the minor’s
father shortly after, the accused
came to the station
and made a report.
I told him he’s wanted
for questioning, the accused
replied right after “me nah
do she nutten, and my pants
were not down, the child
was on the bed the girl came
in and asked what the fuck
I doing, and went into the
kitchen for a knife”. “I continued
my investigations the
next day”, the officer reported.
The Sargent continued,
“the minor was brought to
the station by the father.
Three persons were present
while taking the statement
from the minor, the Social
Worker was only present
to clear up certain points.
While the Minor was being
questioned, she was in good
spirit, she expressed herself
reasonably for a 3-year-old
at the time”, she wasn’t
sad, she was laughing and
behaving like any normal
child”. The Father was given
a medical form.
The Doctor wasn’t present
at the trial but an excerpt
was read from his statement
stating the minor Hyman
cont’d from pg 1
we face head-on the challenges that come
about with growing tourism while ensuring
Antigua and Barbuda’s sustainable development”,
he indicated
He also told the gathering that a sustainable
approach to tourism will lead to the
development of innovative, quality tourism
products and services that will make the
Antigua and Barbuda even more attractive.
“There can be no shunning the simple
fact that our tourism industry continues to
be dynamic, and it is the main pillar of economic
growth for our twin-isle paradise.
was still intact and no redness
or seamen was found.
The Prosecution then closed
its case.
The defence’s only
witness was the accused.
Judge Morley remined the
accused’s Lawyer that his
client has three options, 1.
He can say nothing, 2. he
can go in the witness box
under oath and be crossed
examined by prosecution or,
3 stay in the witness box and
not take the oath and only
speak to the Jury.
The accused selected option
three, as he stood up in
the box, looked at the Jury
and speaking for less than 3
minutes stated, “I go to the
home every day, the woman
that own the house would
leave things at the house
for me to do like scale fish,
clean the yard and do other
things.
“That day after I finish
doing what I was doing, I
took off my shirt and went
inside the house, I was in the
living room first then I went
into the bed room the little
child followed me I went on
the bed and she came on the
bed”.
The accused continued
“about 20-25 minutes after
the cousin come and asked
me, “what the ‘f_ _ _’ you
doing?” he then explained
that he got up put on his
shirt, the girl went for a
knife in the kitchen, and he
left the house.
The Prosecution then
gave their closing speech,
explaining the meaning of
Serious Indecency.
The Aunt who witnessed
the incident giving evidence
via Skype video stated that
everything that occurred
was inappropriate and indicated
that the accused was
moving up and down like he
was looking sex although,
she couldn’t see his penis.
The Defence stated that
his client did not touch the
child and speculated that
the child was too young to
remember what had happened.
“This is so in terms of economic development
and in relation to being responsible
for most direct and indirect employment.
“Tourism accounts for almost 55 % of
the workforce. This means that there are
several thousand persons in Antigua and
Barbuda contributing to the tourism sector
and to our sustainable development”, he
further highlighted.
The ceremony also featured entertainment
by Trevaughn “Lyrics man” Weston.
The celebrations will be taking place under
the theme “Building a strong future together
through Sustainable Development”.

Minister Michael at the
time was addressing the official
launch of the International
Year for Sustainable
Tourism Development on
Thursday.
He added that in this
regard, the government
had done a lot of work and
will do a lot more particularly
this year in efforts to
heighten the awareness on
sustainable tourism for development.
“In the Ministry, it is
anticipated that we will be
hosting and/or supporting
several events, forums, and
at least one significant conference
to stimulate ideas
and fertilise the types of
policies and actions that are
conducive to our national
well-being”, he said.
The Tourism Minister
asserted that the results that
have been achieved over the
last 30 months is testimony
to the government’s vision
for progress, and to the strategic,
committed, efforts
that the Ministry, which has
been working alongside all
stakeholders, have invested.
“We have made positive
steps under the progressive
and astute leadership of the
Honourable Prime Minister,
Gaston Browne. PM
Browne and the Cabinet
have been very supportive
of the several sustainable
tourism and energy initiatives
that my Ministry has
Tourism Minister, Economic Development and Energy Minister,
the Hon. Asot Michael
put on the table.
“These continue to bring
substantial benefits to all
our people and will add lustre
to Antigua and Barbuda
as an erstwhile tourist destination”,
he explained.
He cited that the country
boast of one of the “greenest”
airports in the world,
which now gets 75% of its
power supply from solar renewable
sources.
“We have used our creativity
to harness the abundant
sunshine that our nation
has been blessed with
in more ways than one. Our
commitment as a Government
is to transform this
economy into the economic
powerhouse of the region.
“We have been robust
in our efforts to attract new
investments while ensuring
that these investments add
value to the people and to
our environment. For example,
the Callaloo Cay project
at Morris Bay is one that
has directly engaged and involved
the local community
in the creation of a recreational
park, which will enhance
the quality of life for
the residents in that area”,
the Tourism Minister noted
confidently.
He emphasized that
in the drive to bring jobs,
wealth, and prosperity to
Antigua and Barbuda, it is
necessary “that we take exceptional
care of the tourism
product and of the country’s
sustainable development”.
He added that the country
must consider taking
a holistic, integrated approach
to the business of
tourism, sustainability and
development.

PLH Project money in the bank
By Everton Barnes
One of the two major
projects set to start in Barbuda
this year has made
good its commitment to
deposit US$5 million into
an account at a local bank
that will go towards the construction
of a new airport
terminal and runway for the
island.
Representatives of the
Peace, Love and Harmony
(PLH) project, being
financed by John Paul De-
Joria, met with Cabinet on
Wednesday when the disclosure
was made.
“That payment is a
pre-payment on the rental
due for the property that is
being leased for the project.
Every procedural step has
been taken to ensure that
the new runway commences
construction in less than six
weeks,” Cabinet spokesman
Lionel Max Hurst reported.
He said while authorization
by the Eastern Caribbean
Civil Aviation Authority
(ECCAA) is yet to be
granted; a team of experts
with knowledge of wind
conditions and other pertinent
factors, in Barbuda, has
been charged with developing
the plan.
Consultant for the PLH
project, Senator Hendron
Parker said the government
has identified completion
of the airport as a priority
and that’s why the project
is making the deposit as a
‘good faith’ gesture. Construction
of the airport is expected
to start by the end of
February.
He said the PLH team
is currently working on
completing its drawings
and conducting its surveys
ahead of submission for an
Environmental Impact Assessment
(EIA) to the relevant
authorities.
He also announced plans
to mount a series of training
sessions for Barbudans
to bring their skill levels up
to the standards required to
work on the project, both for
the construction phase and
when the project is completed.
By Everton Barnes
Today is Budget Day in Antigua and Barbuda.
Residents who will listen keenly to Prime
Minister Gaston Browne as he delivers the
2017 budgetary allocations will hear him
announce that the government will not be
introducing any new tax measures this year.
Despite this, the government is projecting
that the economy will expand further
this year with economic growth forecast to
above 4 percent compared with last year’s
performance.
Government sources say the budget allocations
this year will surpass the $1,079
billion dollars projected for recurrent expenditure
for the fiscal year 2016. Recurrent
revenue was tagged at $852 million with
Capital expenditure at $191.5 million.
Last year, the Ministry of Education took
a whopping $84 million dollars with the
Ministry of Health and the Environment following
closely at $81 million.
Government spokesman, Lionel Hurst
said the allocations to these ministries reflect
He said phase one of the
project will see simultaneous
construction of the infrastructure,
an-18-hole golf
course and the boutique hotel.
Phase two involves villas
for a high-end clientele.
Work on this project is
expected to start before the
middle of the year.
Hurst said the Cabinet is
pleased to learn that the EIA
will shortly be submitted,
and the project will be going
forward in short order.
More than US$250 million
will be expended on
this project.
Meanwhile, the Minister
for Barbuda Affairs,
Arthur Nibbs reported that
the neighbouring project,
to be constructed by Robert
DiNero and James Packer, is
also moving forward.
More than US$250 million
dollars will also be
expended on the Paradise
Found Project.
In related news, Hurst
said another billionaire is
willing to lengthen and widen
the new runway to 8,100
feet and 260 feet, respectively,
at his own expense,
so that he may fly a much
bigger private aircraft into
Barbuda.
No new taxes for 2017
the government‘s philosophy of ensuring
that its citizens are well trained at all levels
to effectively manage the affairs of the nation,
and equally, it continues to pay special
attention to ensure the health of the nation.
Both ministries are expected to receive
large slices of the 2017 budget as a further
reflection of that policy.
Several major private sector projects
are expected to start during this fiscal year,
including two major ones in Barbuda. The
overall effect is that there will be an increase
in construction, one of the major drivers of
economic growth.
Prime Minister Browne is expected to
speak to these issues and other policy frameworks
that will be put in place to realize his
government’s commitment to turn Antigua
and Barbuda into the economic powerhouse
in the Eastern Caribbean.
Meanwhile the government spokesman
said he anticipates a packed gallery for the
budget presentation despite the opposition
United Progressive Party’s stated intention
to boycott the budget presentation.

One of the island’s main
organize special courses
in Spanish for its officers
to make them better able
to communicate with the
growing number of Spanish-speaking
members of the
workforce.
That’s the word of general
secretary of the Antigua
(AT&LU), Hugh Joseph.
Who said the union is already
reaching out to Spanish-speaking
workers, especially
those who work in the
domestic sector.
He said the union is moving
aggressively to attract
these workers to join its Domestic
Workers Unit to give
the sector more bargaining
power when it meets home
owners.
“We had a representative
from the Spanish community
working along with us encouraging
the workers to join
and to seek representation for
grievances. That person is
that the union must
invest in Spanish classes for
its officers to enable them to
Rapid HIV testing comes to the commun
Residents of Antigua and
Barbuda will soon get the opportunity
to know their status
right within their own backyard,
as plans are in the pipeline
to have HIV Rapid Testing
done at the various community
clinics around the island shortly.
This announcement was
made during a three-day strategic
forum which is being hosted
by the Pan American Health
Organization and the AIDS
Secretariat at the Cortsland Hotel.
In explaining the new move,
AIDS Clinical Care Coordinator,
Dr Maria Pereira said that
the new venture will greatly
boost three aspects of the National
AIDS Program, which
include the country’s Health
Services Challenges and HIV
Care, Health System Integration
of HIV Care and the current
HIV Care and Treatment
Model on the island.
Dr. Pereira said that the plan
is not only to make rapid testing
easier and more accessible for
everyone, but also to integrate
HIV services and care into the
primary healthcare system.
“From since we had the introduction
of the HIV care and
Treatment in Antigua and Barbuda,
it has always been away
from the primary healthcare, it
has been for a single provider
or another location but now we
have reached the stage where
we have to decentralize and
integrate HIV into the primary
healthcare”, Pereira said.
She gave a detailed breakdown
of how the new system
will begin taking shape across
the country’s medical fraternity.
“Right now we have seven
(7) health centres and then
we have about seventeen (17)
sub health centres but initially
the integration will start with
the major centres, for example
Clare Hall Health Centre,
Browne’s Avenue and Grays
Farm. Those are the major ones
we are going to start with and
the whole idea is that persons
will have a choice so somebody
living in Hatton, instead
of going far away from where
they live, they can go to Grays
Farm to get their medication,
treatment, counselling and nutritional
advice”, Dr.Pereira
Another speaker at t
function was National AID
Williams, who said that she
hoping to see the impleme
tation of a specialized unit
Mount St John Medical Ce
tre to service those individua
who are critically ill with H
“What we are hoping f
is that we will have a speci
ized clinic at Mount St Jo
where will be able to look af
added.
Program Manager, Delco
or AIDS.

Williams said.
The exercise has also attracted
a number of high profile
individuals including Antigua
and Barbuda’s Chief Medical
Officer - Dr. Rhonda Sealey
Thomas, HIV Case Manager
Mrs. Karen Brotherson, HIV
and AIDS Educator- Oswald
Hannays and PAHO’s representatives
Sandra Jones and
Jean-Marie Rwangabwoba,
both of Barbados.
Hannays paid particularly
attention to the plight of women,
noting that they need to be
even more careful since they
are way more susceptible to
catching the disease.
“We find that because of the
vulnerability of the female’s
vagina that it bruises and tears
easy and also acts as a reservoir
where it collects semen from
the male put the female at a
greater risk of becoming infected
than a male. So I would appeal
to females to recognize the
fact that they are vulnerable”,
Hannays disclosed.
Antigua and Barbuda’s
PAHO’s Country Program
Specialist-Reynold Hewitt
was also a facilitator at the
function.
Since 1985, there has
been one thousand, one hundred
and fifty five (1155)
reported cases in the twin
island state with six hundred
and thirteen (613) being
male and five hundred
and forty two (542) being
females.
Of those figures, there
have been two hundred and
seventy two (272) deaths
with eight hundred and
eighty three (883) currently
living with the chronic illness.
The three day exercise
will conclude today (Friday).

Friday 20th January 2017
80 hours of nonstop love; Bible
proclamation over our land
Coming out of the year 2016, a
year that was a most devastating year
for many people, has nothing to do
with the fact that it is classified as a
Leap Year (with twenty-nine days in
February).
All over the world terrible things
have happened and are happening and,
believe it or not, those terrible, devastating
things have nothing to do with
the year or our times.
As a matter of fact, for anyone
reading this article, that person (yes
you) can do some reflection and hope
(from here on) for a life of inner peace
and productive living. – This is possible
not because of the circumstances
of a person’s life or the abilities that
person may possess to earn a better
physical existence, but because God
has given to each of us the very precious
gift of His word – the Holy Bible.
Henry Van Dyke a notable nineteenth
century clergyman left us a
classic description of the Bible. – He
acknowledged that, and I am constrained
to fully quote him, “Born in
the East and clothed in Oriental form
and imagery, the BIBLE walks the
ways of all the world with familiar
feet and enters land after land to find
its own everywhere.
It has learned to speak in hundreds
of languages to the heart of man.
Children listen to its stories with wonder
and delight, and wise men ponder
them as parables of life.
The wicked and proud tremble at
its warnings, but to the wounded, and
penitent it has a mother’s voice. It
has woven itself into our dearest
dreams; so that love, friendship, sympathy,
devotion, memory, hope, put on
the beautiful garments of its treasured
speech.
No man is poor or desolate who has
this treasure for his own. When the
landscape darkens, and the trembling
pilgrim comes to the Valley named
of the Shadow, he is not afraid to enter;
he takes the rod and staff of Scripture
in his hand; he says to friend and
comrade; ‘Goodbye; we shall meet
again;’, and, confronted by that support,
he goes toward the lonely pass as
one who walks through darkness into
light.”
Recently, a branch of the world acclaimed
organization Youth With A
Mission, one headquartered in Trinidad,
visited Antigua on its Bible Proclamation
journeys across the Caribbean
to cover our land with the word of
God as a special first agenda item for
us in 2017.
Members, affiliates and friends of
the church - were invited to participate
in this powerful Bible Proclamation
over the land. Fluent readers of the
church, and other organizations, inclusive
of children teens, adults, seniors
– male and female were asked to avail
themselves to participate in the undertaking
which began on Wednesday,
11 th January at 13:00hours (1:00pm)
at Heroes Park, St. John’s, and was
slated to continue – nonstop up to Saturday
14 th January, some time shortly
before midnight, for a full eighty-two
(82 hours).
IT WAS ACTUALLY AC-
COMPLISHED IN EIGHTY (80)
HOURS – Reading from Genesis to
Revelation. Youth With A Mission is
a global movement of Christians from
many cultures, age groups, and Christian
traditions, dedicated to serving
Jesus throughout the world.
Also known as YWAM (pronounced
- WHY-wham), they unite in
a common purpose to know God and
to make God known.
There is presently a discipleship
school operating in Trinidad and Tobago
under the sterling leadership of
Elder Shamus James whose wife and
three daughters are all actively involved
in this ministry.
For posterity it must be noted that
when the movement began in the year
1960, the main focus was to get youth
involved in missions.
Today, they still focus on youth,
and they also involve people of all
ages.
The work is currently established
in more than 1,500 locations in over
190 countries, with a staff of about
30,000 persons.
The Antigua and Barbuda community
commends YWAM for a job well
done and many will remain in prayer
for their endeavours committing again
to taking delight in the continued reading
of God’s word to bring us and keep
us on the path of righteousness with
goodness and mercy following us all
the days of our lives, assured that at
the close of this mortal existence we
will all dwell in the House of the Lord
forever.
One may never fully know the
power and dynamism of God’s holy
word, read in eighty (80) sacred hours
over our land. One thing is sure, we
will all learn more of how much God
loves us.
HOROSCOPE
AQUARIUS (Jan. 20-Feb.
18). If you want time to go
by fast, fall into the routine.
If you want it to go by slowly,
novelty is the ticket. Bounce
between the two for optimum
pacing and a humming good
mood.
PISCES (Feb. 19-March 20).
You know what you want it
to look like, and from there
you’ll extrapolate all that
needs to happen. The order it
needs to happen in — now,
that’s the tricky part. Luckily,
your organizational skills will
be amplified all day.
ARIES (March 21-April 19).
Start with the most crucial
thing. If you don’t, there may
not be time. You’ll get to the
end of these 1,440 minutes in a
day and be disappointed, having
missed the whole point.
TAURUS (April 20-May 20).
You construct an expectation,
and when the expectation
proves to be way off, there’s
nothing left to do but laugh —
at least, that’s your response.
(Being light of heart and heavy
of intellect helps make it so!)
GEMINI (May 21-June 21).
What was derailed is now
popped back on track, thanks
in part to your “popping” abilities.
Force usually isn’t the
way. It tends to be more of a
wiggle and snap that puts the
pieces back in line.
CANCER (June 22-July 22).
Given the multitude of ideas
you generate, of course there’s
not enough time to act on all
of them. But with your knack
for sensing the best one and
focusing there, this day will be
an enormously productive one.
LEO (July 23-Aug. 22). It’s
definitely a work in progress,
but every day, in hundreds of
different ways, you’re acting
out the person you want to be.
It’s not perfect. You may be
starting to want something different
for yourself, and that’s
OK, too. Acceptance is the
path.
VIRGO (Aug. 23-Sept. 22).
You have seen the truth without
really noticing it. And the
truth, not wanting to intrude
on you, let you go on, knowing
you’d someday come back to it
and be liberated by it in some
small way. The day has come.
LIBRA (Sept. 23-Oct. 23). The
one you are so fascinated with
represents a whole new world
to you. You’ll breathe the air in
that world as you interact with
this person and get a sense of
what a more extensive visit
might be like.
SCORPIO (Oct. 24-Nov. 21).
No person who carries his
worries with him is really on
break. The only vacation from
worry is to resolve it one way
or another. You can rid yourself
of a significant one inside
of an hour.
SAGITTARIUS (Nov. 22-
Dec. 21). The reason you are
able to touch the hearts of
others is because you are very
much in touch with your own
heart and know what makes it
puff up with joy and swell with
empathy.
CAPRICORN (Dec. 22-Jan.
19). You’ve gotten used to
some pretty unusual situations
because the oddities evolved
so gradually that you couldn’t
even see them as anything other
than ordinary life. Friends
will provide an alternate perspective.

This is an appeal to all members of the Antigua and Barbuda
Ex-Servicemen Association. It was very disappointing to
find that our monthly general meeting held on Saturday 14
January was very poorly attended.
Thanks to The Daily Observer and The Caribbean Times who
publishes our notices, and the PRO, who provides a printed
schedule of the general and executive monthly meetings for
the year. In view of the above three sources of informing
members of our monthly meetings, no member should have
any excuse not to attend, and if unable to do so, should notify
the Chairman, Secretary, PRO or Welfare Officer as a
matter of courtesy (good manners).
I was very surprised to hear that, members are not aware of
the dates and times of the Association`s monthly meetings.
We will have to review our membership list, and remove
those names that are not making the effort to attend our
meetings.
I do hope that, those absentee members either make the effort
to attend or let the Association know that, they are no
longer interested in being members.
Currently we are looking after four World War Two veterans
and five widows, as well as eight Antigua Defence Force/
Antigua and Barbuda Defence Force local veterans and a
Cassada Gardens Race Track
to receive a transformation
By Marver Woodley
The Antigua and Barbuda Turf Club is expected to receive
a complete 360 transformation into an International
Race Track and the Club is wasting no time.
In doing so the Association has employed the help of an
International Race Track Design and Consulting firm to aid
in the transforming the Cassada Gardens Race Track into an
International facility.
The revelation was made by turf boss Neil Cochrane who
disclosed that the Association has already made contact with
a California based company Futura Tracks LLC to assist
with the upgrade.
The company according to Cochrane is very experienced
and was chosen due the company’s ability to not only produce
the new design but bring it to life.
The first step in producing a complete development plan
and taking it into action by the middle of the year, he noted,
is a visit from a consultant from the company scheduled for
mid-February. Prior to the visit soil samples are expected to
be sent to California to work can begin promptly when the
consultant arrives.
Cochrane lamented that after the consultant’s verdict the
Track is to receive a complete facelift and a 3-D plan will be
presented, a document which he labels as vital in negating
in receiving assistants from the government and any other
forging investors.
The development is more than welcomed by the general
public as the sport of horse racing is one of the country’s top
three sporting activities.

Pollard’s best sends Thunder tumbling
SYDNEY, Australia –
Kieron Pollard produced a
season-best knock to hand
Carlos Brathwaite’s Sydney
Thunder a solid 77-run
defeat here Wednesday and
end the reigning champions’
dream of reaching the playoffs
of the Big Bash League.
The big-hitting Pollard
slammed 47 off 22 deliveries
to help the previously
bottom placed Adelaide
Strikers rack up 178 for five
off their 20 overs at the Sydney
Showground Stadium.
Needing to win to have
any chance of reaching the
next round, Sydney were
then undermined by New
Zealand leg-spinner Ish
Sodhi who snatched six for
11, as the hosts tumbled to
an embarrassing 101 all out
in the 16th over.
The defeat left Thunder
as one of four teams on six
points but bottom of the
standings courtesy of net
run rate, following their preliminary
round campaign.
Strikers, already eliminated,
moved up to fifth on
six points.
Keiron Pollard
Sent in, Strikers benefitted
from a top score of 65
off 40 balls from opener
Ben Dunk, who put on 92
for the second wicket with
captain Brad Hodge whose
39 came from 32 balls.
Pollard, arriving at the
crease in the 13th over,
smashed five sixes to give
the visitors momentum
down the stretch.
Brathwaite, in his third
game for Thunder, finished
with one for 33 from his
four overs of medium pace.
In reply, the hosts were
cruising at 60 for one in the
eighth over but suffered a
sudden collapse to lose their
last eight wickets for 41
runs in the space of 45 deliveries.
Captain Shane Watson
struck 39 and opener Kurtis
Patterson, 29, in a second
wicket partnership worth
58, but were the only two
batsmen to reach double
figures.
Brathwaite, batting at
number five, faced just two
deliveries before he was
bowled by Sodhi in the 12th
over at 81 for four.
Pollard, who shared the
new-ball, picked up one for
36 from three overs of slow
medium. (CMC)
