On Thursday, Tourism officials<br />
and other specially invited guests assembled<br />
in the parking lot of the Old<br />
Parliament formerly House of Culture<br />
Building for the local launch of the International<br />
Year of Sustainable Tourism<br />
for Development.<br />
During the ceremony, the calendar<br />
of activities to mark the celebrations<br />
were unveiled which will feature, the<br />
launch of the country’s Green Corridor,<br />
the grand opening of the John<br />
Hughes Community Project and a media<br />
launch of Antigua and Barbuda’s<br />
Natural and Cultural Heritage Maps.<br />
Senior Tourism and Sustainable<br />
Officer within the Ministry of Tourism,<br />
Economic Development and<br />
Energy, Vashti Ramsey –Casimir indicated<br />
that plans are already at an advanced<br />
stage for these key initiatives.<br />
She expressed thanks to the Minister<br />
and members of staff for their ongoing<br />
support.<br />
Permanent Secretary within the<br />
Ministry, Paula Frederick-Hunte, said<br />
the Ministry is focused on improving<br />
the way that tourism is managed<br />
through sustainable means.<br />
She also noted that while improving<br />
the products and services that the<br />
country has become renowned for, efforts<br />
will also be placed on enhancing<br />
the experience of the visitors utilizing<br />
sustainable mechanisms.<br />

Barbudan says “I’m not guilty”<br />

Court yesterday. As the Sergeant<br />
of Police took stand<br />
and gave evidence he stated,<br />
“about 4:14 p.m. I received<br />
a report from the minor’s<br />
father shortly after, the accused<br />
came to the station<br />
and made a report.<br />

The accused continued<br />
“about 20-25 minutes after<br />
the cousin come and asked<br />
me, “what the ‘f_ _ _’ you<br />
doing?” he then explained<br />
that he got up put on his<br />
shirt, the girl went for a<br />
knife in the kitchen, and he<br />
left the house.<br />
The Prosecution then<br />
gave their closing speech,<br />
explaining the meaning of<br />
Serious Indecency.<br />
The Aunt who witnessed<br />
the incident giving evidence<br />
via Skype video stated that<br />
everything that occurred<br />
was inappropriate and indicated<br />
that the accused was<br />
moving up and down like he<br />
was looking sex although,<br />
she couldn’t see his penis.<br />
The Defence stated that<br />
his client did not touch the<br />
child and speculated that<br />
the child was too young to<br />
remember what had happened.<br />
“This is so in terms of economic development<br />
and in relation to being responsible<br />
for most direct and indirect employment.<br />
“Tourism accounts for almost 55 % of<br />
the workforce. This means that there are<br />
several thousand persons in Antigua and<br />
Barbuda contributing to the tourism sector<br />
and to our sustainable development”, he<br />
further highlighted.<br />
The ceremony also featured entertainment<br />
by Trevaughn “Lyrics man” Weston.<br />
The celebrations will be taking place under<br />
the theme “Building a strong future together<br />
through Sustainable Development”.

Norwegian Jade<br />
docks today<br />

Antigua and Barbuda is<br />
now in the heart of the cruise<br />
tourism winter season as<br />
thousands of passengers visit<br />
our shores daily to see what<br />
the country has to offer.<br />
Today, the 2nd ship to<br />
make its inaugural call this<br />
year, the Norwegian Jade<br />
will drop its anchor at Heritage<br />
Quay.<br />
Tourism officials, media<br />
representatives and other<br />
specially invited guests will<br />
go on board the vessel in an<br />
official welcome.<br />
Norwegian Jade is<br />
a cruise ship for Norwegian<br />
Cruise Line, originally built<br />
as the Pride of Hawaii for<br />
their NCL America division.<br />
She was christened in a<br />
ceremony at the San Pedro<br />
Pier in Los Angeles, California<br />
on May 22nd, 2006.<br />
According to information<br />
on the vessel’s website, the<br />
ship will undergo a dry dock<br />
in March of <strong>2017</strong> which will<br />
modernize the ship. This will<br />
remove the Hawaiian theming<br />
and replace it with a new<br />
one.

time was addressing the official<br />
launch of the International<br />
Year for Sustainable<br />
Tourism Development on<br />
Thursday.<br />
He added that in this<br />
regard, the government<br />
had done a lot of work and<br />
will do a lot more particularly<br />
this year in efforts to<br />
heighten the awareness on<br />
sustainable tourism for development.<br />
“In the Ministry, it is<br />
anticipated that we will be<br />
hosting and/or supporting<br />
several events, forums, and<br />
at least one significant conference<br />
to stimulate ideas<br />
and fertilise the types of<br />
policies and actions that are<br />
conducive to our national<br />
well-being”, he said.<br />
The Tourism Minister<br />
asserted that the results that<br />
have been achieved over the<br />
last 30 months is testimony<br />
to the government’s vision<br />
for progress, and to the strategic,<br />
committed, efforts<br />
that the Ministry, which has<br />
been working alongside all<br />
stakeholders, have invested.<br />
“We have made positive<br />
steps under the progressive<br />
and astute leadership of the<br />
Honourable Prime Minister,<br />
Gaston Browne. PM<br />
Browne and the Cabinet<br />
have been very supportive<br />
of the several sustainable<br />
tourism and energy initiatives<br />
that my Ministry has<br />

commitment as a Government<br />

economy into the economic<br />
powerhouse of the region.<br />
“We have been robust<br />
in our efforts to attract new<br />
investments while ensuring<br />
that these investments add<br />
value to the people and to<br />
our environment. For example,<br />
the Callaloo Cay project<br />
at Morris Bay is one that<br />
has directly engaged and involved<br />
the local community<br />
in the creation of a recreational<br />
park, which will enhance<br />
the quality of life for<br />
the residents in that area”,<br />
the Tourism Minister noted<br />
confidently.<br />
He emphasized that<br />
in the drive to bring jobs,<br />
wealth, and prosperity to<br />
Antigua and Barbuda, it is<br />
necessary “that we take exceptional<br />
care of the tourism<br />
product and of the country’s<br />
sustainable development”.<br />
He added that the country<br />
must consider taking<br />
a holistic, integrated approach<br />
to the business of<br />
tourism, sustainability and<br />
development.

PLH Project money in the bank<br />

One of the two major<br />
projects set to start in Barbuda<br />
this year has made<br />
good its commitment to<br />
deposit US$5 million into<br />
an account at a local bank<br />
that will go towards the construction<br />
of a new airport<br />
terminal and runway for the<br />
island.<br />
Representatives of the<br />
Peace, Love and Harmony<br />
(PLH) project, being<br />
financed by John Paul De-<br />
Joria, met with Cabinet on<br />
Wednesday when the disclosure<br />
was made.<br />
“That payment is a<br />
pre-payment on the rental<br />
due for the property that is<br />
being leased for the project.<br />
Every procedural step has<br />
been taken to ensure that<br />
the new runway commences<br />
construction in less than six<br />
weeks,” Cabinet spokesman<br />
Lionel Max Hurst reported.<br />
He said while authorization<br />
by the Eastern <strong>Caribbean</strong><br />
Civil Aviation Authority<br />
(ECCAA) is yet to be<br />
granted; a team of experts<br />
with knowledge of wind<br />
conditions and other pertinent<br />
factors, in Barbuda, has<br />
been charged with developing<br />
the plan.<br />
Consultant for the PLH<br />
project, Senator Hendron<br />
Parker said the government<br />
has identified completion<br />
of the airport as a priority<br />
and that’s why the project<br />
is making the deposit as a<br />
‘good faith’ gesture. Construction<br />
of the airport is expected<br />
to start by the end of<br />
February.<br />
He said the PLH team<br />
is currently working on<br />
completing its drawings<br />
and conducting its surveys<br />
ahead of submission for an<br />
Environmental Impact Assessment<br />
(EIA) to the relevant<br />
authorities.<br />
He also announced plans<br />
to mount a series of training<br />
sessions for Barbudans<br />
to bring their skill levels up<br />
to the standards required to<br />
work on the project, both for<br />
the construction phase and<br />
when the project is completed.<br />

Today is Budget Day in Antigua and Barbuda.<br />
Residents who will listen keenly to Prime<br />
Minister Gaston Browne as he delivers the<br />
<strong>2017</strong> budgetary allocations will hear him<br />
announce that the government will not be<br />
introducing any new tax measures this year.<br />
Despite this, the government is projecting<br />
that the economy will expand further<br />
this year with economic growth forecast to<br />
above 4 percent compared with last year’s<br />
performance.<br />
Government sources say the budget allocations<br />
this year will surpass the $1,079<br />
billion dollars projected for recurrent expenditure<br />
for the fiscal year 2016. Recurrent<br />
revenue was tagged at $852 million with<br />
Capital expenditure at $191.5 million.<br />
Last year, the Ministry of Education took<br />
a whopping $84 million dollars with the<br />
Ministry of Health and the Environment following<br />
closely at $81 million.<br />
Government spokesman, Lionel Hurst<br />
said the allocations to these ministries reflect<br />

course and the boutique hotel.<br />
Phase two involves villas<br />
for a high-end clientele.<br />
Work on this project is<br />
expected to start before the<br />

pleased to learn that the EIA<br />
will shortly be submitted,<br />
and the project will be going<br />
forward in short order.<br />
More than US$250 million<br />
will be expended on<br />
this project.<br />
Meanwhile, the Minister<br />
for Barbuda Affairs,<br />
Arthur Nibbs reported that<br />
the neighbouring project,<br />
to be constructed by Robert<br />
DiNero and James Packer, is<br />
also moving forward.<br />
More than US$250 million<br />
dollars will also be<br />
expended on the Paradise<br />
Found Project.<br />
In related news, Hurst<br />
said another billionaire is<br />
willing to lengthen and widen<br />
the new runway to 8,100<br />
feet and 260 feet, respectively,<br />
at his own expense,<br />
so that he may fly a much<br />
bigger private aircraft into<br />
Barbuda.<br />
No new taxes for <strong>2017</strong><br />
the government‘s philosophy of ensuring<br />
that its citizens are well trained at all levels<br />
to effectively manage the affairs of the nation,<br />
and equally, it continues to pay special<br />
attention to ensure the health of the nation.<br />
Both ministries are expected to receive<br />
large slices of the <strong>2017</strong> budget as a further<br />
reflection of that policy.<br />
Several major private sector projects<br />
are expected to start during this fiscal year,<br />
including two major ones in Barbuda. The<br />
overall effect is that there will be an increase<br />
in construction, one of the major drivers of<br />
economic growth.<br />
Prime Minister Browne is expected to<br />
speak to these issues and other policy frameworks<br />
that will be put in place to realize his<br />
government’s commitment to turn Antigua<br />
and Barbuda into the economic powerhouse<br />
in the Eastern <strong>Caribbean</strong>.<br />
Meanwhile the government spokesman<br />
said he anticipates a packed gallery for the<br />
budget presentation despite the opposition<br />
United Progressive Party’s stated intention<br />
to boycott the budget presentation.

One of the island’s main<br />
trade unions is planning to<br />
organize special courses<br />
in Spanish for its officers<br />
to make them better able<br />
to communicate with the<br />
growing number of Spanish-speaking<br />
members of the<br />
workforce.<br />
That’s the word of general<br />
secretary of the Antigua<br />
Trades and Labour Union<br />
(AT&LU), Hugh Joseph.<br />
Who said the union is already<br />
reaching out to Spanish-speaking<br />
workers, especially<br />
those who work in the<br />
domestic sector.<br />
He said the union is moving<br />
aggressively to attract<br />
these workers to join its Domestic<br />
Workers Unit to give<br />
the sector more bargaining<br />
power when it meets home<br />
owners.<br />
“We had a representative<br />
from the Spanish community<br />
working along with us encouraging<br />
the workers to join<br />
and to seek representation for<br />
grievances. That person is<br />
now longer available.<br />
“However, I have indicated<br />
that the union must<br />
invest in Spanish classes for<br />
its officers to enable them to<br />
better communicate with the<br />
Spanish community,” Joseph<br />
observed.<br />
According to Joseph people<br />
whose first-language is<br />
Spanish is expanding as a as<br />
a percentage of the workforce<br />
which cannot be ignored.<br />

a desire to unionize<br />
people who work in homes<br />
as domestic workers.<br />

appoints new Director of Nursing<br />
of patient care.”<br />
MSJMC Medical Director, Dr. Albert<br />
Duncan said: “I am very pleased<br />
to welcome Nurse Jacqueline as the<br />
hospital’s new Director of Nursing.<br />
She brings with her a great deal of<br />
experience, gathered from a range of<br />
nursing and strategic roles.<br />
“Her passion for what she does is<br />
infectious and I’m in no doubt that<br />
Jacqueline will play a key role in<br />
driving new initiatives and further<br />
developing services at our hospital,<br />
while providing experienced leadership<br />
and direction for our nursing<br />

December. Nurse Grant will continue<br />

Rapid HIV testing comes to the commun<br />
Residents of Antigua and<br />
Barbuda will soon get the opportunity<br />
to know their status<br />
right within their own backyard,<br />
as plans are in the pipeline<br />
to have HIV Rapid Testing<br />
done at the various community<br />
clinics around the island shortly.<br />
This announcement was<br />
made during a three-day strategic<br />
forum which is being hosted<br />
by the Pan American Health<br />
Organization and the AIDS<br />
Secretariat at the Cortsland Hotel.<br />
In explaining the new move,<br />
AIDS Clinical Care Coordinator,<br />
Dr Maria Pereira said that<br />
the new venture will greatly<br />
boost three aspects of the National<br />
AIDS Program, which<br />
include the country’s Health<br />
Services Challenges and HIV<br />
Care, Health System Integration<br />
of HIV Care and the current<br />
HIV Care and Treatment<br />
Model on the island.<br />
Dr. Pereira said that the plan<br />
is not only to make rapid testing<br />
easier and more accessible for<br />
everyone, but also to integrate<br />
HIV services and care into the<br />
primary healthcare system.<br />
“From since we had the introduction<br />
of the HIV care and<br />
Treatment in Antigua and Barbuda,<br />
it has always been away<br />
from the primary healthcare, it<br />
has been for a single provider<br />
or another location but now we<br />
have reached the stage where<br />
we have to decentralize and<br />
integrate HIV into the primary<br />
healthcare”, Pereira said.<br />
She gave a detailed breakdown<br />
of how the new system<br />
will begin taking shape across<br />
the country’s medical fraternity.<br />
“Right now we have seven<br />
(7) health centres and then<br />
we have about seventeen (17)<br />
sub health centres but initially<br />
the integration will start with<br />
the major centres, for example<br />
Clare Hall Health Centre,<br />
Browne’s Avenue and Grays<br />
Farm. Those are the major ones<br />
we are going to start with and<br />
the whole idea is that persons<br />
will have a choice so somebody<br />
living in Hatton, instead<br />
of going far away from where<br />
they live, they can go to Grays<br />
Farm to get their medication,<br />
treatment, counselling and nutritional<br />
advice”, Dr.Pereira<br />

“We find that because of the<br />
vulnerability of the female’s<br />
vagina that it bruises and tears<br />
easy and also acts as a reservoir<br />
where it collects semen from<br />
the male put the female at a<br />
greater risk of becoming infected<br />
than a male. So I would appeal<br />
to females to recognize the<br />
fact that they are vulnerable”,<br />

80 hours of nonstop love; Bible<br />
proclamation over our land<br />
Coming out of the year 2016, a<br />
year that was a most devastating year<br />
for many people, has nothing to do<br />
with the fact that it is classified as a<br />
Leap Year (with twenty-nine days in<br />
February).<br />
All over the world terrible things<br />
have happened and are happening and,<br />
believe it or not, those terrible, devastating<br />
things have nothing to do with<br />
the year or our times.<br />
As a matter of fact, for anyone<br />
reading this article, that person (yes<br />
you) can do some reflection and hope<br />
(from here on) for a life of inner peace<br />
and productive living. – This is possible<br />
not because of the circumstances<br />
of a person’s life or the abilities that<br />
person may possess to earn a better<br />
physical existence, but because God<br />
has given to each of us the very precious<br />
gift of His word – the Holy Bible.<br />
Henry Van Dyke a notable nineteenth<br />
century clergyman left us a<br />
classic description of the Bible. – He<br />
acknowledged that, and I am constrained<br />
to fully quote him, “Born in<br />
the East and clothed in Oriental form<br />
and imagery, the BIBLE walks the<br />
ways of all the world with familiar<br />
feet and enters land after land to find<br />
its own everywhere.<br />
It has learned to speak in hundreds<br />
of languages to the heart of man.<br />
Children listen to its stories with wonder<br />
and delight, and wise men ponder<br />
them as parables of life.<br />
The wicked and proud tremble at<br />
its warnings, but to the wounded, and<br />
penitent it has a mother’s voice. It<br />
has woven itself into our dearest<br />
dreams; so that love, friendship, sympathy,<br />
devotion, memory, hope, put on<br />
the beautiful garments of its treasured<br />
speech.<br />
No man is poor or desolate who has<br />
this treasure for his own. When the<br />
landscape darkens, and the trembling<br />
pilgrim comes to the Valley named<br />
of the Shadow, he is not afraid to enter;<br />
he takes the rod and staff of Scripture<br />
in his hand; he says to friend and<br />
comrade; ‘Goodbye; we shall meet<br />
again;’, and, confronted by that support,<br />
he goes toward the lonely pass as<br />
one who walks through darkness into<br />
light.”<br />
Recently, a branch of the world acclaimed<br />
organization Youth With A<br />
Mission, one headquartered in Trinidad,<br />
visited Antigua on its Bible Proclamation<br />
journeys across the <strong>Caribbean</strong><br />
to cover our land with the word of<br />
God as a special first agenda item for<br />
us in <strong>2017</strong>.<br />
Members, affiliates and friends of<br />
the church - were invited to participate<br />
in this powerful Bible Proclamation<br />
over the land. Fluent readers of the<br />
church, and other organizations, inclusive<br />
of children teens, adults, seniors<br />
– male and female were asked to avail<br />
themselves to participate in the undertaking<br />
which began on Wednesday,<br />
11 th <strong>January</strong> at 13:00hours (1:00pm)<br />
at Heroes Park, St. John’s, and was<br />
slated to continue – nonstop up to Saturday<br />
14 th <strong>January</strong>, some time shortly<br />
before midnight, for a full eighty-two<br />
(82 hours).<br />
IT WAS ACTUALLY AC-<br />
COMPLISHED IN EIGHTY (80)<br />
HOURS – Reading from Genesis to<br />
Revelation. Youth With A Mission is<br />
a global movement of Christians from<br />
many cultures, age groups, and Christian<br />
traditions, dedicated to serving<br />
Jesus throughout the world.<br />
Also known as YWAM (pronounced<br />
- WHY-wham), they unite in<br />
a common purpose to know God and<br />
to make God known.<br />
There is presently a discipleship<br />
school operating in Trinidad and Tobago<br />
under the sterling leadership of<br />
Elder Shamus James whose wife and<br />
three daughters are all actively involved<br />
in this ministry.<br />
For posterity it must be noted that<br />
when the movement began in the year<br />
1960, the main focus was to get youth<br />
involved in missions.<br />
Today, they still focus on youth,<br />
and they also involve people of all<br />
ages.<br />
The work is currently established<br />
in more than 1,500 locations in over<br />
190 countries, with a staff of about<br />
30,000 persons.<br />
The Antigua and Barbuda community<br />
commends YWAM for a job well<br />
done and many will remain in prayer<br />
for their endeavours committing again<br />
to taking delight in the continued reading<br />
of God’s word to bring us and keep<br />
us on the path of righteousness with<br />
goodness and mercy following us all<br />
the days of our lives, assured that at<br />
the close of this mortal existence we<br />
will all dwell in the House of the Lord<br />
forever.<br />
One may never fully know the<br />
power and dynamism of God’s holy<br />
word, read in eighty (80) sacred hours<br />
over our land. One thing is sure, we<br />
will all learn more of how much God<br />
loves us.<br />

The Department of Youth Affairs, in conjunction with the<br />
United Nations Children’s Fund (UNICEF) has opened registration<br />
for its annual Youth Media Training Programme,<br />
which will begin on Monday 23rd <strong>January</strong> <strong>2017</strong>. The aim<br />
of the workshop will be to educate youth on relevant social<br />
issues by training them in photography and video production<br />
using hands on and practical training methods.<br />
The training will be facilitated by Howard and Mitzi Allen<br />
of HAMA Films. Registration is open to all youth between<br />
the ages of 12-18 and the training will will take place at the<br />
Department of Youth Affairs headquarters on Prime Minister’s<br />
Office Drive off Factory Road.<br />

This is an appeal to all members of the Antigua and Barbuda<br />
Ex-Servicemen Association. It was very disappointing to<br />
find that our monthly general meeting held on Saturday 14<br />
<strong>January</strong> was very poorly attended.<br />
Thanks to The Daily Observer and The <strong>Caribbean</strong> <strong>Times</strong> who<br />
publishes our notices, and the PRO, who provides a printed<br />
schedule of the general and executive monthly meetings for<br />
the year. In view of the above three sources of informing<br />
members of our monthly meetings, no member should have<br />
any excuse not to attend, and if unable to do so, should notify<br />
the Chairman, Secretary, PRO or Welfare Officer as a<br />
matter of courtesy (good manners).<br />
I was very surprised to hear that, members are not aware of<br />
the dates and times of the Association`s monthly meetings.<br />
We will have to review our membership list, and remove<br />
those names that are not making the effort to attend our<br />
meetings.<br />
I do hope that, those absentee members either make the effort<br />
to attend or let the Association know that, they are no<br />
longer interested in being members.<br />
Currently we are looking after four World War Two veterans<br />
and five widows, as well as eight Antigua Defence Force/<br />
Antigua and Barbuda Defence Force local veterans and a<br />
widow.<br />
This association is also expected to host the <strong>Caribbean</strong> regional<br />
conference in June 2018, in collaboration with the<br />
Royal Commonwealth Ex-Services League and The Royal<br />

Cassada Gardens Race Track<br />
to receive a transformation<br />

The Antigua and Barbuda Turf Club is expected to receive<br />
a complete 360 transformation into an International<br />
Race Track and the Club is wasting no time.<br />
In doing so the Association has employed the help of an<br />
International Race Track Design and Consulting firm to aid<br />
in the transforming the Cassada Gardens Race Track into an<br />
International facility.<br />
The revelation was made by turf boss Neil Cochrane who<br />
disclosed that the Association has already made contact with<br />
a California based company Futura Tracks LLC to assist<br />
with the upgrade.<br />
The company according to Cochrane is very experienced<br />
and was chosen due the company’s ability to not only produce<br />
the new design but bring it to life.<br />
The first step in producing a complete development plan<br />
and taking it into action by the middle of the year, he noted,<br />
is a visit from a consultant from the company scheduled for<br />
mid-February. Prior to the visit soil samples are expected to<br />
be sent to California to work can begin promptly when the<br />
consultant arrives.<br />
Cochrane lamented that after the consultant’s verdict the<br />
Track is to receive a complete facelift and a 3-D plan will be<br />
presented, a document which he labels as vital in negating<br />
in receiving assistants from the government and any other<br />
forging investors.<br />
The development is more than welcomed by the general<br />
public as the sport of horse racing is one of the country’s top<br />
three sporting activities.

which will be followed by boxing later in the evening at the<br />
All Saints venue, while the cross-country run will kick-off at<br />
6:00 a.m. starting at Mack Pond and finishing in Old Road.<br />
In what is already being dubbed the Mack Pond Rumble,<br />
boxers from Grenada will take on Antigua and Barbuda’s<br />
finest. Local heavy weight Carl Warner will take on the<br />
leading boxer form the spice isle, meanwhile, fresh from his<br />
overseas victories Yakita Aska will take on Shawn Aller also<br />
from Grenada.<br />
Adding to the showpiece will be a kick-boxing competition<br />
between local competitors accompanied by live entertainment.<br />
