Stimulating economic growth<br />
through infrastructure<br />
It is important that Aboriginal and Torres Strait Islander<br />
people have the opportunity to benefit from the<br />
investment made by governments and the private<br />
sector into infrastructure. To this end, we are embedding<br />
Indigenous economic objectives within cornerstone<br />
nation-building projects; this started with ensuring<br />
that the road projects funded under the White Paper<br />
on Developing Northern Australia include Indigenous<br />
employment and supplier-use targets that reflect the<br />
available local Indigenous working-age population.<br />
Key infrastructure initiatives that provide<br />
Indigenous people with business and<br />
employment opportunities include:<br />
• The $600 million Northern Australia Roads<br />
Programme and the $100 million Northern<br />
Australian Beef Roads Programme – will include<br />
Indigenous employment and procurement targets.<br />
• The Northern Australia Infrastructure Facility –<br />
encourages private sector investment funding.<br />
Indigenous economic development is also<br />
dependent upon improved access to land and<br />
infrastructure. In recognition of this, governments<br />
across Australia are also committing funds towards<br />
infrastructure upgrades and development.<br />
Key initiatives include:<br />
• Building Better Regions Fund – supports<br />
infrastructure projects and community<br />
investment in regional and remote Australia.<br />
• Remote Air Services Scheme – supports flights to<br />
around 260 remote communities while also indirectly<br />
servicing a further 106 remote communities.<br />
• Queensland’s Aboriginal and Torres Strait<br />
Islander Transport Infrastructure Development<br />
Scheme – significantly improved access to<br />
Indigenous communities across the state.<br />

Boosting Indigenous industry and<br />
employment Cape York package<br />
The $260 million Cape York Region Package provides<br />
a unique opportunity to engage Indigenous trainees,<br />
employees and businesses in some of Queensland's<br />
most remote communities. The Peninsula Development<br />
Road includes targets for Indigenous training,<br />
employment and economic development and local<br />
industry participation. These targets were significantly<br />
exceeded in 2015 and have been adjusted for 2016<br />
projects. These skills and expertise will stay in the<br />
communities long after the project is finished.<br />

State, territory and local governments have also shown<br />
strong leadership with Indigenous employment and<br />
supplier-use targets on many major projects, such as<br />
the Forrestfield Airport Link in Western Australia, the<br />
Pacific Highway and the Lismore Hospital in New South<br />
Wales, and several key Northern Territory projects.<br />
