GOVERNMENT
MAYOR RON reports
OUR 9-1-1 CENTER AND
CALLS ANSWERED
In February, you may have heard, or even watched a news
story on Channel 9 titled, “Woman’s Unanswered 9-1-1 Call
Highlights a Metro-Wide Problem.” I want to
clarify this month how your Police
Department’s 9-1-1 Center measures up to this
story and emphasize Greenwood Village is not
part of this alleged “metro-wide problem.”
Industry standards require 9-1-1 calls to be
answered within 10 seconds (or within 3 rings)
once it begins ringing at the 9-1-1 Center.
The clock starts ticking the moment the phone
actually starts ringing in the 9-1-1 Center.
However, “ring down” times add a few seconds
Ron Rakowsky to the call because the 9-1-1 call has to connect
rrakowsky@ to the network, locate the Public Safety
greenwoodvillage.com
Answering Point (PSAP), connect to the PSAP,
303-486-5741
and then ring in the call center. This often
causes the caller to believe the 9-1-1 Center is delayed in
answering the call — it’s a technological reality.
In 2016, our 9-1-1 Center received a total of 14,348 9-1-1
calls. Of those, 2,396 were hang-ups. The dispatchers have to
call each caller back to determine whether or not there is an
emergency. Please know that 96.30% of our 9-1-1 calls are
answered within the national standard of 10 seconds. Simply
put, that is unprecedented!
While we are all aware of our Police Officers’ fine work, in
most cases it only happens when they hear from dispatch.
Usually, the critical element to connect our citizens with help
is dispatch. Our dispatch personnel are lightning fast in
answering the phones, emergency or otherwise, and I
appreciate their hard work in keeping service levels so high
for the citizens of Greenwood Village.
The 9-1-1 center is the key link in the chain of events.
I salute our dispatchers for their continuing great efforts!!
You are in good hands in Greenwood Village if you ever need
to call 9-1-1!
COPS, SANDWICHES
AND SOCKS AT
PALAZZO VERDI IN GV
On February 11, just in time for Valentine’s Day, I joined
District 1 Councilmember Freda Miklin and the Sock It To
Em Sock Campaign along with members of the Greenwood
Village Police Department — Chief Jackson, Sergeants
Gipson and Oliver, and Officers Valenzuela and Floerchinger,
and other law enforcement agencies to spread a little peanut
butter and jelly for the homeless. Over 150 attendees made
4,000+ PB & J sandwiches, 4,008 pairs of socks collected,
and 26 boxes of Girl Scout Cookies were purchased to aid
people in the Denver metro area who are experiencing
homelessness.
The event was truly a heartfelt experience knowing that our
efforts helped feed
a family or a child
living on the streets
or in shelters, and
provided them with
clean socks
especially during
the winter season in
bitter cold
temperatures.
As you may not
know, socks are the
number one
Councilmember Freda Miklin making
PB & J sandwiches.
RTD OPENS R LINE
The Regional Transportation District (RTD) kicked off the
opening of the R Line to the public on February 25. RTD’s
newest light rail line, the R Line, brings light rail service
through the heart of Aurora. The 10.5 miles of new light rail
extends existing track at Nine Mile Station up I-225 to the
Peoria Station. The new R Line provides easy connections to
the University of Colorado A Line and the H Line, making
it easier than ever to get to the airport, the Denver Tech
Center or downtown Denver.
For route and schedule information, please call RTD’s
Customer Care Center at 303-299-6000 or call
303-299-6089 for the speech and hearing impaired.
GOVERNMENT
Mayor Ron reports
continued from page 3
HOV 3 IS NOW IN EFFECT
Driving on Colorado highways can be full of traffic
congestion and with the state’s population exploding and
expected to grow 47% to 7.8 million people by 2040, we
must look at innovative ways to move traffic in a more
efficient manner while we secure more transportation
funding to address traffic issues in our State.
If you use the HOV lanes during your commute and are
aware of how they work, this information may be not be
helpful or could serve as a reminder to those people who may
be new to the area or are looking at using express/HOV lanes
in the future.
HOV stands for High Occupancy Vehicles which is the term
used for carpool vehicles. HOV 3 means a carpool with a
driver, plus two passengers in the car if you want to travel in
the express lane at no charge (children and babies count in
your HOV 3). This change is a result of action in February
2013 by the Colorado Department of Transportation
(CDOT) Commission and the Denver Regional Council of
Governments (DRCOG) resolution that all CDOT HOV
Express Lanes would change from HOV 2 to HOV 3 on
Jan. 1, 2017.
There are other options besides using the HOV 3; you can:
• Use the general purpose lanes. Free general purpose lanes
always exist alongside CDOT’s Express Lanes. Drivers
benefit from less congestion in those lanes because of the
traffic that diverts to the Express Lanes.
• Ride the bus. RTD has many options for a fast commute,
including bus rapid transit (BRT) along the US 36
corridor. Visit the RTD website to explore your options.
• Pay a toll. Go to expresstoll.com to get a pass, and pay
lower tolls for a quick-and-easy trip.
• Find an additional friend and carpool. CDOT will
provide free HOV switchable transponders to those who
wish to exclusively carpool. Get yours at expresstoll.com.
If you would like more information about express lanes,
finding carpool partners, please visit the Colorado
SPRING BREAK:
KEEPING FAMILIES SAFE
DURING A STAYCATION
Each year, more than three million children ages 14 and
under get hurt at home. Most fatal injuries at home are
caused by suffocation, fire and burns, drowning, choking,
falls, poisoning or from firearms that are discharged
unintentionally.
It is recommended that children under the age of 12 not be
left home alone. Young children do not have the ability to
understand risk and consequences and can get themselves
into a lot of trouble without a lot of effort.
Staying home alone is a lot of fun and a lot of responsibility.
Each child is different and can handle responsibilities at
different ages. If you are unsure, find a babysitter, a family
member, or a neighbor who can stay with your child or check
in with them throughout the day. It’s better to be safe than
sorry.
Follow these precautions:
• Discuss rules and guidelines while you are away at work.
Can your child have friends in the house? Where can they
play in the house? What can they eat?
• Discuss where your child is allowed to go outside the
home. Can they go to a friend’s house or another
neighbor? Can they go to the park or to the store on their
bike?
• If your child will be preparing their own meals, have them
practice using the stove and oven while you are home so
you can go over safety concerns. If possible, prepare meals
ahead of time that are easy to reheat in the microwave or
don’t require heating of any kind.
• Create and practice your home escape plan in case of a
fire. Set off the smoke alarm so it is a familiar sound and
practice getting out of the house safely.
• Post or program emergency phone numbers into home or
cell phones, including trusted neighbors, your work
phone, cell phone, and poison control (1-800-222-1222).
Practice dialing 9-1-1.
• Program important phone numbers into the home phone
or cell, including your work and cell numbers and those
of trusted family members and neighbors.
Mayor Ron reports
continued from page 4
• Do not allow children to take a bath if you aren’t home.
• Discuss whether it’s okay to swim in a neighbor’s pool or
at the community center. Does your child know how to
swim and have they taken swimming lessons? Will there
be adult supervision?
• Lock up medications (including vitamins), alcohol, and
cleaning supplies.
• Discuss how and when to answer the door when you are
away. If your child doesn’t know the person on the other
side, make sure they know not to open the door and that
they should never let anyone in the house unless you have
approved the visit ahead of time.
• Is your child allowed to go with a friend’s older siblings or
parents in a car? Who can they go with? Do they need a
car seat/booster seat?
• Keep firearms unloaded, locked and out of reach.
• Stock your first aid kits … Band-Aids are a must!
• Check in at regular intervals with your child to ensure
they are staying safe and having fun.
• Share safety tips from Safe Kids with your family.
LONG ROAD
RECONSTRUCTION
PROJECT
SCHEDULED TO
BEGIN IN APRIL
Construction of the Long Road
Reconstruction project is scheduled to
begin in April. The purpose of this
project is to reconstruct a corridor that
was originally paved in 1972 and is
now at the end of its service life,
requiring a full depth reconstruction.
Other project goals, established
through neighborhood input, include
improving the drainage, mitigating the
winter icing, adding landscaping to
enhance the corridor appearance,
maintaining the rural nature of the
area, improving trail connectivity,
increased pedestrian safety, and
guardrail replacement to meet current
standards.
In addition to the roadway
improvements of the Long Road
project, the Village partnered with
Southgate Water District to
incorporate the needed replacement of
Southgate’s waterline into the project.
This effort to proactively complete the
utility improvements concurrent with
the road closures and ahead of final
paving activity, will result in
minimizing the impacts to the
traveling public and local
neighborhoods.
The project was originally bid in May
2016, but due to low bidder
participation and high prices received,
the bids were rejected and the project
was rebid in January 2017. The result
was higher participation and a project
cost savings of over $2 million dollars.
The project cost is $6,700,000
including Southgate’s portion of
$1,100,000 for the water main
replacement. The Village’s portion for
funding the project is part of the
Village’s annual Capital Improvement
Program (CIP) budget.
ROAD CLOSURE
INFORMATION
During the initial utility work the road
will remain open, however in April the
road will be closed due to the nature
of the work and limited width of the
public right-of-way. The closure is
scheduled from April to December
2017 so the project can be completed
in a safe and efficient manner.
The closures within the project limits
will occur in phases with each phase
extending between the two nearest side
street intersections. Variable message
boards will be utilized to post dates of
closures specific to the phases of
construction as activities progress.
Residents within the project limits will
LONG ROAD CLOSURE
DETOUR
APRIL TO DEC. 2017
be notified of each phase and whether
to access their property from the east
or from the west. Emergency response
agencies will also be notified of each
phase and associated closure.
FAA TO HOLD AIRSPACE
WORKSHOPS IN APRIL AND MAY
GREENWOOD VILLAGE CITY HALL
TO HOST A MEETING
The Federal Aviation Administration (FAA) will hold 11
public information/open house workshops in April and May
2017 on proposed airspace improvements in the Denver
Metro Area. The improvements are part of the Denver
Metroplex project, which proposes to use streamlined satellite
navigation to move air traffic more safely and efficiently
through the Denver metro area. Existing air routes may be
modified with new satellite-based routes.
Satellite technology enables the FAA to create more direct air
routes as well as routes that are automatically separated from
one another. It also enables the FAA to build highly efficient
climbs and descents into departure and arrival routes, which
has yielded significant environmental benefits in a number of
locations throughout the country.
The Denver Metroplex project includes Denver International
Airport, Centennial Airport, Rocky Mountain Metropolitan
Airport, Buckley Air Force Base, Northern Colorado
Regional Airport, Front Range Airport and Greeley-Weld
This project is designed to reduce congestion
and improve safety by:
Courtesy of FAA
County Airport. It is one of 12 Metroplex projects
nationwide.
FAA representatives will provide information on the project
and be available to answer questions, one-on-one. The
preliminary route designs also will be displayed on poster
boards and iPads. The community feedback the FAA receives
from these workshops will help the agency determine
whether it should make changes to the preliminary designs
before beginning the project’s draft Environmental
Assessment (EA).
When the FAA completes the Draft EA, it will hold
additional public workshops where people can review and
comment on the proposed route designs analyzed in that
document. These public workshops are expected to take place
in 2018.
The workshops will be held on the following dates (note date
that is highlighted in bold is at Greenwood Village City Hall):
containers, with the exception of
chemotherapy drugs, may be
• Liquid products, such as cough
syrup, should remain sealed in their
original container.
• Prescription and over the counter
solid dosage medications, e.g.
tablets and capsules will be
accepted.
• Intravenous solutions, injectables,
and syringes/needles will not be
accepted due to potential hazard
posed by blood-borne pathogens.
• Illicit substances such as marijuana
or methamphetamine are not a part
of this initiative, but can be dropped
off at the Police Department at any
time for disposal.
Chances are, any purveyor of
contemporary pop culture is steeped in
Norse mythology — perhaps without
even realizing it! Marvel’s Avenger,
Thor, his brother Loki, and their
father Odin are just a few examples of
strength, courage, and power . . . to
entertain and enliven our world. The
popular culture of books, sci-fi movies
and video games have borrowed
liberally from the seafaring journeys of
the Vikings, wrought with tales of
courage and inner strength.
Oyvind Gulbrandsen is a modern day
version of just that Nordic journey. He
spent his childhood in Norway, and
was immersed in health and fitness at
a young age, developing a passion and
love for its many benefits in recreation,
wellness, and overall health. As he
grew older he played semi-professional
soccer for many years where he
nurtured and fed this passion for
fitness. As he continued to master the
ins and outs of training, his discipline
and focus in training emerged. Yet his
ambition and dream was to embark on
his own “Nordic” journey to America,
and perhaps opening his own fitness
business.
With only $500 in his pocket, he
landed in California as a fitness
trainer. And after meeting an
entrepreneur who owned a supplement
company in Colorado, he moved to
the Village community, began training
the Village community at a local
fitness club, and soon met his future
wife Kelly. They developed a loyal
clientele after several years, and in
2010 took a leap of faith and opened
their own fitness facility . . . seven
years and three children later, Oyvind’s
dream has come true!
Oyvind, founded Viking Power Fitness
vibrant and active lifestyle that
residents and businesses here
appreciate. Nestled in a private,
secluded location in the heart of the
Denver Technological Center, VPF
caters to busy working professionals
and their families. “Viking is an elite
fitness facility with some of the most
outstanding fitness trainers around,”
said Oyvind. “We focus on customer
service, providing each and every client
with top-of-the-line equipment and a
killer workout every time,” shared
Oyvind.
“The best part of my job is seeing
people succeed,” exclaimed Oyvind.
Each and every day he witnesses and
helps others become the best version
of themselves. Kelly is the master
trainer with her Poppie Pilates Studio
within VPF. “Our ‘one stop shop’
provides a non-intimidating
environment where everyone senses
our passion and feels like family,” said
Kelly. Whether you are a casual gymgoer,
post-rehab patient or a
professional athlete, their selection of
equipment and expert staff is sure to
impress. And they have very flexible
hours to meet your needs and ample
RESIDENTIAL PROPERTY TAXES
WHERE DOES YOUR MONEY GO?
Property tax is a tax that a homeowner pays on the value of
your residential home and land. Property taxes are governed
by State Law, but assessed and collected by the Arapahoe
County Assessor on behalf of various entities to provide
services and fund infrastructure improvements in the
community that directly benefit you and your family.
THE APPRAISAL PROCESS
The Assessor’s Value Of Your Property
Values are most often determined by comparing your
property with properties that are similar in location, design,
size, age and amenities within your neighborhood. The value
placed on your property for the year 2015 was based on sales
between January 1, 2013 and June 30, 2014, utilizing the
Sales Comparison Approach. The Sales Comparison
Approach includes the assessor’s evaluation of similar
properties to arrive at a value for your property. The sales
must have occurred during the 18-month period prior to and
including the appraisal date of June 30. If a sufficient
number of sales are not available during the 18-month
period, the assessor may go back in six-month intervals up to
a maximum of five years to collect the required number of
sales needed to set values.
BREAKING DOWN THE TAX
Actual Vs. Assessed Value
The actual value of property is not the taxable value. The
taxable value is a percentage of the actual value. The
percentage is called an assessment rate and the resulting value
is called the assessed value. Property taxes are calculated by
multiplying the actual value of the property by the
assessment rate and then by the total mill levy. The
residential assessment rate is currently 7.96 percent. The
assessment rate for all other property, including vacant land is
29 percent.
Actual Value x Residential Assessment Rate x Mill Levy = Taxes
$500,000 x 7.96% x 0.083872 = $3,338.11
What’s In A Mill?
A mill levy is the “tax rate” that is applied to the assessed
value of a property. One mill is one dollar per $1,000 dollars
of assessed value. Mill levies are determined by each
individual taxing authority such as the school, county, city,
fire, water, sanitation, and recreation districts. A property
owner’s total mill levy will depend upon the districts in
which their property is located. County taxes are levied by
the Board of County Commissioners and City taxes are
levied by the City Council. Special district taxes are levied by
their board of directors, and school taxes are levied by school
boards. In addition to each city like Greenwood Village
establishing its own mill levy, there are additional mill levies
for given districts outlined on your property tax bill.
GREENWOOD VILLAGE PORTION
OF YOUR PROPERTY TAX
The Village’s mill levy of 2.932 accounts for less than 4% of
the average resident’s property tax rate. Therefore, on a home
valued at $500,000, the Village receives roughly
$117 of the resident’s total annual property tax payment.
TAXES ARE DUE
When To Pay Property Taxes To Arapahoe County
Property tax bills reflect the taxes due for the preceding year
and are mailed after January 1. Tax amounts greater than $25
may be paid in one payment by April 30 or in two equal
Residents are invited to provide input at a public meeting on
April 26, 2017 at 6:30 p.m. at City Hall regarding the
installation of public art sculptures in Wetlands Park. As per
Recreation Department is seeking public input on the
proposed artists and locations of the work. At the meeting,
residents will get the opportunity to see the proposed sites
and examples of the artists’ previous works.
Greenwood Village has partnered with the Museum of
Outdoor Art (MOA) to present rotating, public art installations
in Westlands Park. The Museum of Outdoor Arts proposes
temporary placement of 3-5 sculptures in Westlands Park
from the fall of 2017 through summer of 2018. The
sculptures are work of two Colorado based artists, Charles
and Collin Parson; a father/son team presenting new and
existing interior gallery and exterior sculptural works in this
unique exhibition. This exhibition will correspond to a gallery
exhibition at MOA’s indoor gallery.
The Museum of Outdoor Arts is dedicated to bringing the
vitality of the arts into the everyday life of the people of
Colorado. A museum without walls, MOA’s collection of
outdoor sculpture reaches out to both the casual passerby
and the serious art critic. MOA has several works located
throughout Greenwood Village including two pieces on loan
to the Village located in Westlands Park, The Nest and
WINTER’S
GLOW
While the weather outside may
not have felt like it, over 500
community members came
together to celebrate the winter
season. On February 8, the
Curtis Center for the Arts
glimmered with fire and ice at
the annual Winter’s Glow
event. International award
winners Cool Hand Ice Carvers
battled 60 degree weather to
create ice sculptures that would
last through the evening.
Attendees were treated to a
variety of activities that
included live ice carvers, fire
dancers, giant inflatable
sculptures, creative light based
vignettes and other roaming
performers. Local artist Erik
Reiger was on hand to
demonstrate his process of
creating art with a piece of steel
and a circular saw. Children
flocked to his spot when the
sparks started to fly. The kids,
and a few daring adults, also
enjoyed a slide made entirely of
ice.
Inside the Curtis Center, guests
had the opportunity to hear
local violinists the Luyten Trio,
sample champagne provided by
Bouzy Spirits and view the
New Frontier exhibit.
Attendees also got to add their
own artistic flair to the
community art project that is
now hanging in City Hall. In
addition to all of the artistic
activities everyone was treated
to hot chocolate and s’mores.
Be on the lookout for this event
again next winter.
AUTHOR TO DISCUSS
MINDFUL EATING
Lynn Rossy, Ph.D. is a health
psychologist and author specializing in
mindfulness-based interventions. She
developed a 10-week Eat for Life class
that teaches people to eat mindfully
and intuitively, love their bodies, and
find deeper meaning in their lives.
Results indicate that participants
significantly increased intuitive eating and body
appreciation and decreased disordered eating. Increases in the
skill of mindfulness predicted the other positive changes. She
wrote The Mindfulness-Based Eating Solution in order to offer the
scientifically-validated practices in Eat for Life to a wider
audience. The book was recently named one of the Top Ten
Mindful Books of 2016 by Mindful.org.
Lynn is a longtime practitioner of
mindfulness meditation and yoga. She is a
Community Dharma Leader (training
through Spirit Rock Meditation Center),
Mindfulness-Based Stress Reduction Teacher,
and Kripalu Yoga Teacher. She is on the
Board of Directors for The Center for
Mindful Eating — an international nonprofit
organization training professionals in
the field of mindful eating. She is a member
of Les Dames d’Escoffier International, an
organization of professional women with high achievement in
the fields of food, fine beverage and hospitality.
She tastes mindfulness in her own life by meditating daily, doing
yoga poses whenever possible (even in the grocery store), playing
Qigong, taking long walks and biking on the Katy Trail, playing
the piano, singing, seeking out delicious food experiences,
watching documentary films, and breaking out in spontaneous
dance and laughter at any moment.
Lynn comes to the Koelbel Library on April 1 to discuss her
book and provide insights on her idea of Mindful Eating. Lynn
will be on hand to answer questions and sign copies of her book.
