OUR 9-1-1 CENTER AND<br />

CALLS ANSWERED<br />

In February, you may have heard, or even watched a news<br />

story on Channel 9 titled, “Woman’s Unanswered 9-1-1 Call<br />

Highlights a Metro-Wide Problem.” I want to<br />

clarify this month how your Police<br />

Department’s 9-1-1 Center measures up to this<br />

story and emphasize Greenwood Village is not<br />

part of this alleged “metro-wide problem.”<br />

Industry standards require 9-1-1 calls to be<br />

answered within 10 seconds (or within 3 rings)<br />

once it begins ringing at the 9-1-1 Center.<br />

The clock starts ticking the moment the phone<br />

actually starts ringing in the 9-1-1 Center.<br />

However, “ring down” times add a few seconds<br />

Answering Point (PSAP), connect to the PSAP,<br />

and then ring in the call center. This often<br />

causes the caller to believe the 9-1-1 Center is delayed in<br />

answering the call — it’s a technological reality.<br />

In 2016, our 9-1-1 Center received a total of 14,348 9-1-1<br />

calls. Of those, 2,396 were hang-ups. The dispatchers have to<br />

call each caller back to determine whether or not there is an<br />

emergency. Please know that 96.30% of our 9-1-1 calls are<br />

answered within the national standard of 10 seconds. Simply<br />

put, that is unprecedented!<br />

While we are all aware of our Police Officers’ fine work, in<br />

most cases it only happens when they hear from dispatch.<br />

Usually, the critical element to connect our citizens with help<br />

is dispatch. Our dispatch personnel are lightning fast in<br />

answering the phones, emergency or otherwise, and I<br />

appreciate their hard work in keeping service levels so high<br />

for the citizens of Greenwood Village.<br />

The 9-1-1 center is the key link in the chain of events.<br />

I salute our dispatchers for their continuing great efforts!!<br />

You are in good hands in Greenwood Village if you ever need<br />

to call 9-1-1!<br />

COPS, SANDWICHES<br />

AND SOCKS AT<br />

PALAZZO VERDI IN <strong>GV</strong><br />

On February 11, just in time for Valentine’s Day, I joined<br />

District 1 Councilmember Freda Miklin and the Sock It To<br />

Em Sock Campaign along with members of the Greenwood<br />

Village Police Department — Chief Jackson, Sergeants<br />

Gipson and Oliver, and Officers Valenzuela and Floerchinger,<br />

and other law enforcement agencies to spread a little peanut<br />

butter and jelly for the homeless. Over 150 attendees made<br />

4,000+ PB & J sandwiches, 4,008 pairs of socks collected,<br />

and 26 boxes of Girl Scout Cookies were purchased to aid<br />

people in the Denver metro area who are experiencing<br />

homelessness.<br />

The event was truly a heartfelt experience knowing that our<br />

efforts helped feed<br />

a family or a child<br />

living on the streets<br />

or in shelters, and<br />

provided them with<br />

clean socks<br />

especially during<br />

the winter season in<br />

bitter cold<br />

temperatures.<br />

clothing need of those experiencing homelessness. Currently<br />

there are about 6,000 individuals who experience<br />

homelessness in the Denver Metro Area, 64% are families<br />

with children, 42% are women and 21% are under the age of<br />

18. The Sock It To Em Sock Campaign provides thousands<br />

of pairs of socks to over 70 shelters services and agencies in<br />

the Denver Metro Area. For more information, please visit<br />

Denver Peanut Butter Plan that makes PB&J sandwiches to<br />

be distributed on a monthly basis within the greater Denver<br />

RTD OPENS R LINE<br />

The Regional Transportation District (RTD) kicked off the<br />

opening of the R Line to the public on February 25. RTD’s<br />

newest light rail line, the R Line, brings light rail service<br />

through the heart of Aurora. The 10.5 miles of new light rail<br />

extends existing track at Nine Mile Station up I-225 to the<br />

Peoria Station. The new R Line provides easy connections to<br />

the University of Colorado A Line and the H Line, making<br />

it easier than ever to get to the airport, the Denver Tech<br />

Center or downtown Denver.<br />

HOV 3 IS NOW IN EFFECT<br />

Driving on Colorado highways can be full of traffic<br />

congestion and with the state’s population exploding and<br />

expected to grow 47% to 7.8 million people by 2040, we<br />

must look at innovative ways to move traffic in a more<br />

efficient manner while we secure more transportation<br />

funding to address traffic issues in our State.<br />

If you use the HOV lanes during your commute and are<br />

aware of how they work, this information may be not be<br />

helpful or could serve as a reminder to those people who may<br />

be new to the area or are looking at using express/HOV lanes<br />

in the future.<br />

HOV stands for High Occupancy Vehicles which is the term<br />

used for carpool vehicles. HOV 3 means a carpool with a<br />

driver, plus two passengers in the car if you want to travel in<br />

the express lane at no charge (children and babies count in<br />

your HOV 3). This change is a result of action in February<br />

2013 by the Colorado Department of Transportation<br />

(CDOT) Commission and the Denver Regional Council of<br />

Governments (DRCOG) resolution that all CDOT HOV<br />

Express Lanes would change from HOV 2 to HOV 3 on<br />

Jan. 1, 20<strong>17</strong>.<br />

There are other options besides using the HOV 3; you can:<br />

• Use the general purpose lanes. Free general purpose lanes<br />

always exist alongside CDOT’s Express Lanes. Drivers<br />

benefit from less congestion in those lanes because of the<br />

traffic that diverts to the Express Lanes.<br />

• Ride the bus. RTD has many options for a fast commute,<br />

including bus rapid transit (BRT) along the US 36<br />

corridor. Visit the RTD <strong>web</strong>site to explore your options.<br />

• Pay a toll. Go to expresstoll.com to get a pass, and pay<br />

lower tolls for a quick-and-easy trip.<br />

• Find an additional friend and carpool. CDOT will<br />

provide free HOV switchable transponders to those who<br />

wish to exclusively carpool. Get yours at expresstoll.com.<br />

KEEPING FAMILIES SAFE<br />

DURING A STAYCATION<br />

Each year, more than three million children ages 14 and<br />

under get hurt at home. Most fatal injuries at home are<br />

caused by suffocation, fire and burns, drowning, choking,<br />

falls, poisoning or from firearms that are discharged<br />

unintentionally.<br />

It is recommended that children under the age of 12 not be<br />

left home alone. Young children do not have the ability to<br />

understand risk and consequences and can get themselves<br />

into a lot of trouble without a lot of effort.<br />

Staying home alone is a lot of fun and a lot of responsibility.<br />

Each child is different and can handle responsibilities at<br />

different ages. If you are unsure, find a babysitter, a family<br />

member, or a neighbor who can stay with your child or check<br />

in with them throughout the day. It’s better to be safe than<br />

sorry.<br />

Follow these precautions:<br />

• Discuss rules and guidelines while you are away at work.<br />

Can your child have friends in the house? Where can they<br />

play in the house? What can they eat?<br />

• Discuss where your child is allowed to go outside the<br />

home. Can they go to a friend’s house or another<br />

neighbor? Can they go to the park or to the store on their<br />

bike?<br />

• If your child will be preparing their own meals, have them<br />

practice using the stove and oven while you are home so<br />

you can go over safety concerns. If possible, prepare meals<br />

ahead of time that are easy to reheat in the microwave or<br />

don’t require heating of any kind.<br />

• Create and practice your home escape plan in case of a<br />

fire. Set off the smoke alarm so it is a familiar sound and<br />

practice getting out of the house safely.<br />

• Post or program emergency phone numbers into home or<br />

cell phones, including trusted neighbors, your work<br />

phone, cell phone, and poison control (1-800-222-1222).<br />

Practice dialing 9-1-1.<br />

• Program important phone numbers into the home phone<br />

or cell, including your work and cell numbers and those<br />

of trusted family members and neighbors.<br />

• Do not allow children to take a bath if you aren’t home.<br />

• Discuss whether it’s okay to swim in a neighbor’s pool or<br />

at the community center. Does your child know how to<br />

swim and have they taken swimming lessons? Will there<br />

be adult supervision?<br />

• Lock up medications (including vitamins), alcohol, and<br />

cleaning supplies.<br />

• Discuss how and when to answer the door when you are<br />

away. If your child doesn’t know the person on the other<br />

side, make sure they know not to open the door and that<br />

they should never let anyone in the house unless you have<br />

approved the visit ahead of time.<br />

• Is your child allowed to go with a friend’s older siblings or<br />

parents in a car? Who can they go with? Do they need a<br />

car seat/booster seat?<br />

• Keep firearms unloaded, locked and out of reach.<br />

• Stock your first aid kits … Band-Aids are a must!<br />

• Check in at regular intervals with your child to ensure<br />

they are staying safe and having fun.<br />

• Share safety tips from Safe Kids with your family.<br />

LONG ROAD<br />

RECONSTRUCTION<br />

PROJECT<br />

SCHEDULED TO<br />

BEGIN IN APRIL<br />

Construction of the Long Road<br />

Reconstruction project is scheduled to<br />

begin in April. The purpose of this<br />

project is to reconstruct a corridor that<br />

was originally paved in 1972 and is<br />

now at the end of its service life,<br />

requiring a full depth reconstruction.<br />

Other project goals, established<br />

through neighborhood input, include<br />

improving the drainage, mitigating the<br />

winter icing, adding landscaping to<br />

enhance the corridor appearance,<br />

maintaining the rural nature of the<br />

area, improving trail connectivity,<br />

increased pedestrian safety, and<br />

guardrail replacement to meet current<br />

standards.<br />

In addition to the roadway<br />

improvements of the Long Road<br />

project, the Village partnered with<br />

Southgate Water District to<br />

incorporate the needed replacement of<br />

Southgate’s waterline into the project.<br />

This effort to proactively complete the<br />

utility improvements concurrent with<br />

the road closures and ahead of final<br />

paving activity, will result in<br />

minimizing the impacts to the<br />

traveling public and local<br />

neighborhoods.<br />

The project was originally bid in May<br />

2016, but due to low bidder<br />

participation and high prices received,<br />

the bids were rejected and the project<br />

was rebid in January 20<strong>17</strong>. The result<br />

was higher participation and a project<br />

cost savings of over $2 million dollars.<br />

The project cost is $6,700,000<br />

including Southgate’s portion of<br />

$1,100,000 for the water main<br />

replacement. The Village’s portion for<br />

funding the project is part of the<br />

Village’s annual Capital Improvement<br />

Program (CIP) budget.<br />

ROAD CLOSURE<br />

INFORMATION<br />

During the initial utility work the road<br />

will remain open, however in April the<br />

road will be closed due to the nature<br />

of the work and limited width of the<br />

public right-of-way. The closure is<br />

scheduled from April to December<br />

20<strong>17</strong> so the project can be completed<br />

in a safe and efficient manner.<br />

The closures within the project limits<br />

will occur in phases with each phase<br />

extending between the two nearest side<br />

street intersections. Variable message<br />

boards will be utilized to post dates of<br />

closures specific to the phases of<br />

construction as activities progress.<br />

Garden In A Box, a selection of professionally designed,<br />

perennial gardens that use xeric (low water) plants, offers<br />

do-it-yourself garden kits come with 14 to 30 starter plants, a<br />

comprehensive Plant and Care Guide, and one to three<br />

plant-by-number maps. Regardless of expertise, you can save<br />

FAA TO HOLD AIRSPACE<br />

WORKSHOPS IN APRIL AND MAY<br />

GREENWOOD VILLAGE CITY HALL<br />

TO HOST A MEETING<br />

The Federal Aviation Administration (FAA) will hold 11<br />

public information/open house workshops in April and May<br />

20<strong>17</strong> on proposed airspace improvements in the Denver<br />

Metro Area. The improvements are part of the Denver<br />

Metroplex project, which proposes to use streamlined satellite<br />

navigation to move air traffic more safely and efficiently<br />

through the Denver metro area. Existing air routes may be<br />

modified with new satellite-based routes.<br />

Satellite technology enables the FAA to create more direct air<br />

routes as well as routes that are automatically separated from<br />

one another. It also enables the FAA to build highly efficient<br />

climbs and descents into departure and arrival routes, which<br />

has yielded significant environmental benefits in a number of<br />

locations throughout the country.<br />

The Denver Metroplex project includes Denver International<br />

Airport, Centennial Airport, Rocky Mountain Metropolitan<br />

Airport, Buckley Air Force Base, Northern Colorado<br />

Regional Airport, Front Range Airport and Greeley-Weld<br />

This project is designed to reduce congestion<br />

and improve safety by:<br />

County Airport. It is one of 12 Metroplex projects<br />

nationwide.<br />

FAA representatives will provide information on the project<br />

and be available to answer questions, one-on-one. The<br />

preliminary route designs also will be displayed on poster<br />

boards and iPads. The community feedback the FAA receives<br />

from these workshops will help the agency determine<br />

whether it should make changes to the preliminary designs<br />

before beginning the project’s draft Environmental<br />

Assessment (EA).<br />

When the FAA completes the Draft EA, it will hold<br />

additional public workshops where people can review and<br />

comment on the proposed route designs analyzed in that<br />

document. These public workshops are expected to take place<br />

in 2018.<br />

On Saturday, April 29, 20<strong>17</strong>, The<br />

Drug Enforcement Administration<br />

(DEA) will coordinate a collaborative<br />

effort with the Greenwood Village<br />

Police Department and other local law<br />

enforcement agencies to remove<br />

potentially dangerous controlled<br />

substances from every household’s<br />

medicine cabinets. Collection activities<br />

will take place from 10 a.m. through<br />

2 p.m. at Greenwood Village City<br />

Hall parking lot, 6060 South<br />

Quebec Street. Police Officers will be<br />

available in the parking lot at City<br />

Hall so citizens can simply drive up<br />

and drop off their unused prescription<br />

drugs.<br />

The National Take-Back Day provides<br />

an opportunity for the public to<br />

surrender expired, unwanted, or<br />

unused pharmaceutical controlled<br />

substances and other medications for<br />

destruction. These drugs are a<br />

potential source of supply for illegal<br />

use and an unacceptable risk to public<br />

health and safety.<br />

Here are some guidelines for this oneday<br />

effort intended to bring national<br />

focus to the issue of increasing<br />

pharmaceutical controlled substance<br />

abuse.<br />

• The program is anonymous.<br />

• Controlled, non-controlled, and<br />

over the counter substances may be<br />

dropped off.<br />

• All solid dosage pharmaceutical<br />

product and liquids in consumer<br />

containers, with the exception of<br />

chemotherapy drugs, may be<br />

accepted.<br />

• Liquid products, such as cough<br />

syrup, should remain sealed in their<br />

original container.<br />

• Prescription and over the counter<br />

solid dosage medications, e.g.<br />

tablets and capsules will be<br />

accepted.<br />

• Intravenous solutions, injectables,<br />

and syringes/needles will not be<br />

accepted due to potential hazard<br />

posed by blood-borne pathogens.<br />

• Illicit substances such as marijuana<br />

or methamphetamine are not a part<br />

of this initiative, but can be dropped<br />

off at the Police Department at any<br />

time for disposal.<br />

Chances are, any purveyor of<br />

popular culture of books, sci-fi movies<br />

and video games have borrowed<br />

liberally from the seafaring journeys of<br />

Oyvind Gulbrandsen is a modern day<br />

version of just that Nordic journey. He<br />

spent his childhood in Norway, and<br />

was immersed in health and fitness at<br />

a young age, developing a passion and<br />

love for its many benefits in recreation,<br />

wellness, and overall health. As he<br />

grew older he played semi-professional<br />

soccer for many years where he<br />

nurtured and fed this passion for<br />

fitness. As he continued to master the<br />

ins and outs of training, his discipline<br />

and focus in training emerged. Yet his<br />

ambition and dream was to embark on<br />

his own “Nordic” journey to America,<br />

and perhaps opening his own fitness<br />

business.<br />

With only $500 in his pocket, he<br />

landed in California as a fitness<br />

trainer. And after meeting an<br />

entrepreneur who owned a supplement<br />

company in Colorado, he moved to<br />

the Village community, began training<br />

the Village community at a local<br />

fitness club, and soon met his future<br />

wife Kelly. They developed a loyal<br />

clientele after several years, and in<br />

2010 took a leap of faith and opened<br />

their own fitness facility . . . seven<br />

years and three children later, Oyvind’s<br />

dream has come true!<br />

RESIDENTIAL PROPERTY TAXES<br />

WHERE DOES YOUR MONEY GO?<br />

Property tax is a tax that a homeowner pays on the value of<br />

your residential home and land. Property taxes are governed<br />

by State Law, but assessed and collected by the Arapahoe<br />

County Assessor on behalf of various entities to provide<br />

services and fund infrastructure improvements in the<br />

community that directly benefit you and your family.<br />

THE APPRAISAL PROCESS<br />

The Assessor’s Value Of Your Property<br />

Values are most often determined by comparing your<br />

property with properties that are similar in location, design,<br />

size, age and amenities within your neighborhood. The value<br />

placed on your property for the year 2015 was based on sales<br />

between January 1, 2013 and June 30, 2014, utilizing the<br />

Sales Comparison Approach. The Sales Comparison<br />

Approach includes the assessor’s evaluation of similar<br />

properties to arrive at a value for your property. The sales<br />

must have occurred during the 18-month period prior to and<br />

including the appraisal date of June 30. If a sufficient<br />

number of sales are not available during the 18-month<br />

period, the assessor may go back in six-month intervals up to<br />

a maximum of five years to collect the required number of<br />

sales needed to set values.<br />

BREAKING DOWN THE TAX<br />

Actual Vs. Assessed Value<br />

The actual value of property is not the taxable value. The<br />

taxable value is a percentage of the actual value. The<br />

percentage is called an assessment rate and the resulting value<br />

is called the assessed value. Property taxes are calculated by<br />

multiplying the actual value of the property by the<br />

assessment rate and then by the total mill levy. The<br />

residential assessment rate is currently 7.96 percent. The<br />

assessment rate for all other property, including vacant land is<br />

29 percent.<br />

Actual Value x Residential Assessment Rate x Mill Levy = Taxes<br />

$500,000 x 7.96% x 0.083872 = $3,338.11<br />

What’s In A Mill?<br />

A mill levy is the “tax rate” that is applied to the assessed<br />

value of a property. One mill is one dollar per $1,000 dollars<br />

of assessed value. Mill levies are determined by each<br />

individual taxing authority such as the school, county, city,<br />

fire, water, sanitation, and recreation districts. A property<br />

owner’s total mill levy will depend upon the districts in<br />

which their property is located. County taxes are levied by<br />

the Board of County Commissioners and City taxes are<br />

levied by the City Council. Special district taxes are levied by<br />

their board of directors, and school taxes are levied by school<br />

boards. In addition to each city like Greenwood Village<br />

establishing its own mill levy, there are additional mill levies<br />

for given districts outlined on your property tax bill.<br />

GREENWOOD VILLAGE PORTION<br />

The Village’s mill levy of 2.932 accounts for less than 4% of<br />

the average resident’s property tax rate. Therefore, on a home<br />

valued at $500,000, the Village receives roughly<br />

$1<strong>17</strong> of the resident’s total annual property tax payment.<br />

WESTLANDS PARK<br />

RESIDENTS INVITED TO PROVIDE<br />

INPUT AT PUBLIC MEETING<br />

Residents are invited to provide input at a public meeting on<br />

April 26, 20<strong>17</strong> at 6:30 p.m. at City Hall regarding the<br />

installation of public art sculptures in Wetlands Park. As per<br />

the Village’s Public Art Policy, the Parks, Trails, and<br />

Recreation Department is seeking public input on the<br />

proposed artists and locations of the work. At the meeting,<br />

residents will get the opportunity to see the proposed sites<br />

and examples of the artists’ previous works.<br />

Greenwood Village has partnered with the Museum of<br />

Outdoor Art (MOA) to present rotating, public art installations<br />

in Westlands Park. The Museum of Outdoor Arts proposes<br />

temporary placement of 3-5 sculptures in Westlands Park<br />

from the fall of 20<strong>17</strong> through summer of 2018. The<br />

sculptures are work of two Colorado based artists, Charles<br />

and Collin Parson; a father/son team presenting new and<br />

existing interior gallery and exterior sculptural works in this<br />

unique exhibition. This exhibition will correspond to a gallery<br />

exhibition at MOA’s indoor gallery.<br />

The Museum of Outdoor Arts is dedicated to bringing the<br />

vitality of the arts into the everyday life of the people of<br />

Colorado. A museum without walls, MOA’s collection of<br />

outdoor sculpture reaches out to both the casual passerby<br />

and the serious art critic. MOA has several works located<br />

throughout Greenwood Village including two pieces on loan<br />

to the Village located in Westlands Park, The Nest and<br />

Dolphins.<br />

WINTER’S<br />

GLOW<br />

While the weather outside may<br />

not have felt like it, over 500<br />

community members came<br />

together to celebrate the winter<br />

season. On February 8, the<br />

Curtis Center for the Arts<br />

glimmered with fire and ice at<br />

the annual Winter’s Glow<br />

event. International award<br />

winners Cool Hand Ice Carvers<br />

battled 60 degree weather to<br />

create ice sculptures that would<br />

last through the evening.<br />

Attendees were treated to a<br />

variety of activities that<br />

included live ice carvers, fire<br />

dancers, giant inflatable<br />

sculptures, creative light based<br />

vignettes and other roaming<br />

performers. Local artist Erik<br />

Reiger was on hand to<br />

demonstrate his process of<br />

creating art with a piece of steel<br />

and a circular saw. Children<br />

flocked to his spot when the<br />

sparks started to fly. The kids,<br />

and a few daring adults, also<br />

enjoyed a slide made entirely of<br />

ice.<br />

Inside the Curtis Center, guests<br />

had the opportunity to hear<br />

local violinists the Luyten Trio,<br />

sample champagne provided by<br />

Bouzy Spirits and view the<br />

New Frontier exhibit.<br />

Attendees also got to add their<br />

own artistic flair to the<br />

community art project that is<br />

now hanging in City Hall. In<br />

addition to all of the artistic<br />

activities everyone was treated<br />

to hot chocolate and s’mores.<br />

MINDFUL EATING<br />

Lynn Rossy, Ph.D. is a health<br />

psychologist and author specializing in<br />

mindfulness-based interventions. She<br />

developed a 10-week Eat for Life class<br />

that teaches people to eat mindfully<br />

and intuitively, love their bodies, and<br />

find deeper meaning in their lives.<br />

Results indicate that participants<br />

significantly increased intuitive eating and body<br />

appreciation and decreased disordered eating. Increases in the<br />

skill of mindfulness predicted the other positive changes. She<br />

wrote The Mindfulness-Based Eating Solution in order to offer the<br />

scientifically-validated practices in Eat for Life to a wider<br />

audience. The book was recently named one of the Top Ten<br />

Mindful Books of 2016 by Mindful.org.<br />

Lynn is a longtime practitioner of<br />

mindfulness meditation and yoga. She is a<br />

Community Dharma Leader (training<br />

through Spirit Rock Meditation Center),<br />

Mindfulness-Based Stress Reduction Teacher,<br />

and Kripalu Yoga Teacher. She is on the<br />

Board of Directors for The Center for<br />

Mindful Eating — an international nonprofit<br />

organization training professionals in<br />

the field of mindful eating. She is a member<br />

of Les Dames d’Escoffier International, an<br />

organization of professional women with high achievement in<br />

the fields of food, fine beverage and hospitality.<br />

She tastes mindfulness in her own life by meditating daily, doing<br />

yoga poses whenever possible (even in the grocery store), playing<br />

Qigong, taking long walks and biking on the Katy Trail, playing<br />

the piano, singing, seeking out delicious food experiences,<br />

watching documentary films, and breaking out in spontaneous<br />

dance and laughter at any moment.<br />
