Primary Collision Factors<br />
When police officers investigate a collision,<br />
they record their judgment of the crash’s<br />
“Primary Collision Factor” (PCF) in a crash<br />
report. According to these reports, most<br />
pedestrian collisions in <strong>Oakland</strong> in the past five<br />
years have resulted from preventable motorist<br />
behavior such as speeding (a factor in 19% of<br />
fatal or severe collisions) or driving under the<br />
influence of alcohol or drugs (41% of fatal or<br />
severe collisions).<br />

Many pedestrian collisions also occur when a<br />
driver violates a pedestrian’s right-of-way, such<br />
as striking a person crossing a street during a<br />
walk signal.<br />
Motorist violation of pedestrian right-ofway<br />
was a primary collision factor in 46% of<br />
collisions with pedestrians. Careless driving,<br />
unsafe speed and improper turning were cited<br />
as the PCF in 16% of reported crashes.<br />
Overall, this indicates that 62% of reported<br />
pedestrian-vehicle collisions were the<br />
motorist’s fault.<br />
After alcohol or drug use, officers cited unsafe<br />
speeds as the most common PCF in collisions<br />
that resulted in fatal or severe injuries. This<br />
finding is consistent with research published<br />
by the National Highway Traffic Safety<br />
Administration (NHTSA) showing that 5% of<br />
pedestrians are killed when struck by a vehicle<br />
traveling at 20 miles per hour or less compared<br />
to fatality rates of 40, 80 and nearly 100% if<br />
struck by a vehicle going 30, 40 and 50 mph or<br />
more, respectively. See Table 2.3 for a listing of<br />
the top <strong>Oakland</strong> corridors where speed surveys<br />
exist that show that 85% or more of traffic is<br />
traveling above the speed limit.<br />
