6. Prioritizing Improvements This chapter describes the methodology that will be used by staff to maintain and update the city’s High Injury Network. OakDOT 6.1 Methodology Implementing the improvements identified in this Plan has been estimated to cost more than 100 million dollars over five years. Given this large investment of City resources, this plan proposes to first invest in the areas of the City most in need of improvements to the pedestrian environment. Staff will use this methodology to maintain and update the High Injury Network. While all corridors listed are a high priority, this methodology will aid staff in determining which intersections and corridors to invest in first. There are three analyses used in this Plan to identify areas of highest need: Safety Analysis What are the environmental factors?
