Wildwood Councilmember Debra Smith
McCutchen [Ward 5] was the lone vote
against the first reading of legislation on
April 10 that would authorize Mayor Jim
Bowlin to negotiate and execute contracts
on behalf of the city with various contractors,
including Kelpe Construction Inc., to
build a new city salt storage facility.
Kelpe is donating the land, at 17955
Manchester Road, for the project.
The combined cost of the contracts is
estimated at as much as $792,299.64. A
final vote on the legislation is set for April
24.
Six bid packages are necessary to construct
the project. Kelpe Construction’s
bid, in the amount of $79,013.00, was the
lowest and best received for construction
management and site work, city officials
have said. Another bid from Kelpe, for
$48,091, was the lowest and best to furnish
and install stainless steel coiling doors.

Wildwood takes steps to accept
salt storage property donation

city at the new salt storage site for right-ofway
purposes and other uses, along with a
permanent cross access easement to allow
entry and exit to it from Manchester Road
at the northwest corner of St. Albans and
Manchester roads. Legislation allowing
Bowlin to execute a donation agreement
for the acquisition of property at that site
from Tom and Lisa Kelpe also was read.
Councilmember Katie Dodwell [Ward 4]
praised the donation by the Kelpe family,
saying it “will help the city save money in
the long run and provide safer roadways.”
Since the city’s incorporation in 1995,
Wildwood has been dependent on numerous,
privately-held locations for storage of
road salt.
But McCutchen countered that, while
she also appreciated the donation, she is
“concerned on transparency.”
“We’re taking the land and then awarding
Kelpe two contracts for part of the facility
construction,” she said.

The Staenberg Group, in partnership
with BrightView and Habitat
for Humanity Saint Louis ReStore,
invites the community to the Annual
Flower Bulb Giveaway at 9 a.m. on
Sunday, April 30.
The free event takes place at the
Habitat for Humanity Saint Louis
ReStore in Des Peres, 2117 Sams
Drive [behind Sam’s Club].
For more than a decade, The Staenberg
Group and their partners have
harvested the bulbs from multiple
shopping centers in the region and invited
the community to share in the bounty. The
company estimates that more than 300,000
free bulbs have been given away since
2006.
“This year’s giveaway is the day before
Earth Day and we can’t think of a better
way to celebrate Mother Nature,” said
Stacey Morse, vice president, community
giving and nonprofit consulting for the
Staenberg Group. “We are grateful to our
partners, as well as the community, for
helping us continue the giveaway.”
Habitat for Humanity Saint Louis originally
tried to do the flower giveaway at
its downtown location but soon ran out
of space, said Josh Vaughn, general manager
of Habitat for Humanity Saint Louis
ReStore.
Early birds are welcome, but the giveaway
begins promptly at 9 a.m. The prebagged
bulbs, which may include tulips
and daffodils, will be limited to one bag
per person while supplies last.
This year, More Than Coffee will offer
coffee and Nothing Bundt Cakes will provide
complimentary single-serving ‘bundlets,’
which are smaller versions of its
cakes. Habitat for Humanity Saint Louis
ReStore, will offer a 25 percent discount
off all purchases made on April 30. West

What do you do once you get the bulbs
home? While the bulbs may be planted
right away, for best results, store them in
a dark, cool and dry place that is wellventilated
until it is time to plant in the fall.
