New Zealand Superannuitants’<br />

Summary from April 1, 2018:<br />

Superannuation and<br />

Veteran’s Pension may increase<br />

due to increases to<br />

personal income tax thresholds.<br />

• Increases to personal income<br />

tax thresholds will<br />

mean that superannuitants<br />

receiving income other than<br />

New Zealand Superannuation<br />

or Veterans’ Pension<br />

may have higher after tax<br />

incomes.<br />

• Accommodation Supplement<br />

maximum amounts<br />

will increase, and the allocation<br />

of towns and communities<br />

to the four Accommodation<br />

Supplement Areas<br />

will be updated, to better<br />

reflect the cost of housing<br />

across New Zealand.<br />

What is changing?<br />

From April 1, 2018, New Zealand<br />

superannuitants, and<br />

those receiving Veteran’s Pension,<br />

may benefit from the following<br />

changes:<br />

• Personal income tax thresholds<br />

will increase.<br />

The $14,000 income tax<br />

threshold will increase to<br />

$22,000, and the $48,000<br />

threshold will increase to<br />

$52,000. This will increase after<br />

tax rates of New Zealand<br />

Superannuation and Veteran’s<br />

Pension, for people where this<br />

is their main source of income.<br />

Superannuitants receiving income<br />

from other sources, such<br />

as work, may also benefit from<br />

the income tax threshold increases<br />

with higher after tax<br />

incomes.<br />

• Accommodation Supplement<br />

maximum amounts<br />

will increase.<br />

The Accommodation Supplement<br />

assists many lower<br />

income families, including<br />

around 35,000 New Zealand<br />

superannuitants, to meet their<br />

housing costs up to a maximum<br />

amount. These changes<br />

will increase the Accommodation<br />

Supplement maximum<br />

amounts for the first time since<br />

2005, to better reflect the cost<br />

of housing across New Zealand.<br />

The maximum amount of<br />

Accommodation Supplement<br />

available depends on where<br />

people live. The allocation of<br />

towns and communities to the<br />

four Accommodation Supplement<br />

areas will be updated, so<br />

people in places where housing<br />

costs have increased the most<br />

will have access to a higher<br />

maximum amount of Accommodation<br />

Supplement.<br />

people with green<br />

prescriptions or medical conditions<br />

and others needing<br />

additional support and encouragement<br />

to be active. The<br />

programme offers enjoyable,<br />

social and achievable exercise<br />

sessions that focus on resistance<br />

and cardiovascular training<br />

at a light and manageable<br />

pace.<br />

We have just had the<br />

fastest year in living<br />

memory. Well mine<br />

anyway, so the good news is it<br />

will be a short report.<br />

Things have gone along<br />

well, although at times we have<br />

been under strain in the "office<br />

volunteer department".<br />

We are down to four troopers<br />

and myself and I would sincerely<br />

like to thank Lyn, Marie,<br />

Grace and Raewyn our computer<br />

whizz. We are looking for<br />

help.<br />

It’s one morning per week<br />

9:30am to noon.<br />

We have made some changes.<br />

In particular to our Monday<br />

morning seminars now with<br />

one guest speaker a month and<br />

for the other three Mondays<br />

we enjoy a free coffee and muffin<br />

and social get-together and<br />

discuss topical issues.<br />

We have had some good<br />

speakers over the last year for<br />

instance James Shaw, Greens<br />

co-leader, Winston Peters, NZ<br />

First leader. However, getting<br />

good speakers has become<br />

more difficult. Your committee<br />

secretary is corresponding<br />

with our current political leaders<br />

right now inviting them to<br />

come and speak to us before<br />

the October election.<br />

Two weeks ago, Jim your<br />

secretary and I attended the<br />

national AGM in Palmerston<br />

North. It was of more interest<br />

to <strong>Hamilton</strong> this time as we put<br />

a remit forward.<br />

The purpose of which<br />

was to bring into line all<br />

retirement villages and lifestyle<br />

villages to comply with<br />

government standards.<br />

There have been many issues<br />

about how they are run<br />

and Hon Maggie Barry recognised<br />

these in questions put to<br />

her at the AGM. I am pleased<br />

to say the remit was passed<br />

unanimously by the 126 delegate<br />

votes. This means the<br />

Federation Board on their visits<br />

to Parliament will have the<br />

mandate to lobby for us.<br />

I presented to HCC's annual<br />

plan last week and received a<br />

good reception from the mayor<br />

and councillors present.<br />

Tongue in cheek I accused<br />

them of "elder abuse" at their<br />

suggestion of a 12 percent rate<br />

increase and got away with it as<br />

All in all, as I said before, a<br />

very fast year. We are financially<br />

in good heart. Going forward<br />

to this year we have three quarters<br />

of our membership joined<br />

up already. Yippee. It’s been a<br />

lot of work for our office volunteers<br />

and I intend to take<br />

them out to lunch next week to<br />

thank them on your behalf.<br />

And finally, I would like to<br />

invite Russelle (who is retiring<br />

from the committee) and<br />

has been a great help with<br />

the magazine and Jack (who<br />

is stepping down as my vicepresident)<br />

but staying on the<br />

committee to come forward<br />

to receive a gift in appreciation<br />

from <strong>Grey</strong> <strong>Power</strong>.<br />

Budget <strong>2017</strong><br />

– what’s in it for YOU<br />

estimated to increase by about:<br />

• $6.60 a week for each<br />

member of a married/civil<br />

union couple<br />

• $7.90 a week for a single<br />

person sharing accommodation<br />

• $8.50 a week for a single<br />

person living alone.<br />

These increases are in addition<br />

to the usual adjustment of<br />

New Zealand Superannuation<br />

and Veteran’s Pension rates<br />

that happens on April 1 every<br />

year. The actual changes in<br />

rates are also likely to differ<br />

slightly from those above, as<br />

the exact figures for the annual<br />

adjustment are not yet known.<br />

The benefits of the tax<br />

threshold changes will be different<br />

for each person. This is<br />

because the change depends<br />

on the final rates of New Zealand<br />

Superannuation and Veteran’s<br />

Pension (confirmed on<br />

April 1, 2018) and on each individual’s<br />

tax code and income.<br />

What else is changing?<br />

On April 1, 2018, Family Tax<br />

Credit rates will increase for<br />

people with children under 16<br />

years old, to match the rates<br />

paid for children aged 16 to 18.<br />

Currently, if your family income<br />

is above $36,350 a year,<br />

your Working for Families tax<br />

credits reduce by 22.5 cents<br />

for every dollar you earn above<br />

this.<br />

From April 1, 2018, if your<br />

income is above $35,000 a<br />

year, your Working for Families<br />

tax credits will reduce by 25<br />

cents for every dollar you earn<br />

above this.<br />

Why are the changes being<br />

made?<br />

The Family Incomes Package will<br />

increase take-home pay for people<br />

who are working, help lower-income<br />

families with young<br />

children meet their living costs<br />

and improve incomes for those<br />

with high housing costs.<br />

It will benefit around<br />

1,340,000 households by an average<br />

of $26 a week.<br />

Around 750,000 superannuitants<br />

and 41,000 students will<br />

also benefit.<br />

These changes lift the incomes<br />

of many households, especially<br />

those with low incomes<br />

after housing costs (in ‘housing<br />

stress’), and with children.<br />

They are expected to lift<br />

around 20,000 households<br />

above the threshold for severe<br />

housing stress (considered to<br />

be households having less than<br />

$180 a week after paying their<br />

housing costs, adjusted for inflation,<br />

household size and type).<br />

These changes are also expected<br />

to reduce the number of<br />

children living in families receiving<br />

less than half of the median<br />

income by around 50,000.<br />

Scammers almost swipe $12,000<br />

from Motueka woman<br />

was approached by a telephone<br />

scammer claiming to<br />

be from Spark.<br />

A Motueka business owner<br />

has been left feeling violated<br />

after a phone scammer nearly<br />

got away with $12,000 of her<br />

and her husband's life savings.<br />

This follows a warning from<br />

police last week after three elderly<br />

residents in the Tasman<br />

district were scammed out<br />

of $120,000 through phone<br />

scams.<br />

Shirley McGuire said she<br />

wanted to warn others not to<br />

unwittingly "open the door"<br />

to those who called and pretended<br />

to be from legitimate<br />

companies.<br />

"They use trusted names,"<br />

McGuire said after a person<br />

claiming to work for Spark<br />

called her Green World Health<br />

& Lifestyle store on Wednesday,<br />

under the guise of addressing<br />

a faulty modem.<br />

"He introduced himself by<br />

name and he said they'd been<br />

monitoring the modem and<br />

it hadn't been working properly."<br />

McGuire said she and<br />

her husband, Mike, had just<br />

bought a new Spark modem<br />

and had been having difficulties<br />

with internet dropping in<br />

and out, so the call seemed<br />

legitimate.<br />

The man used the "right<br />

technical language" which<br />

made her even more assured<br />

that he was legitimate.<br />

He told her a technician<br />

would come and replace some<br />

equipment the next day, and<br />

even gave a false name, Spark<br />

staff ID number, and appointment<br />

time.<br />

The phone scammer ran a<br />

diagnostic through the computer<br />

after McGuire had given<br />

him remote access through<br />

Teamviewer software. It<br />

seemed to fix errors and alerts,<br />

"Other professionals who<br />

have come and done work on<br />

my computer have used Teamviewer<br />

so I didn't think anything<br />

of that," she said.<br />

The man told her the computer<br />

and router were faulty<br />

and she was owed $900 by<br />

Spark, and he would transfer<br />

the money into her bank account<br />

as "they weren't allowed<br />

to use cheques".<br />

He then told her to log into<br />

her internet banking to check<br />

the money had gone in.<br />

Because the Teamviewer<br />

software was still running, the<br />

scammer was able to access to<br />

her account, but McGuire said<br />

she hadn't put two-and-two<br />

together.<br />

"The computer screen kept<br />

going black and I said: 'what's<br />

happening'? and he said"<br />

'don't worry ma'am, we're<br />

giving you $900 and I'm just<br />

trying to put it into your account'."<br />

When $9000 appeared in<br />

the account both McGuire<br />

and her husband became suspicious.<br />

She said the man tried to<br />

assure her it had been a mistake<br />

and they needed to give<br />

him back the money or he'd<br />

lose his job, but her husband<br />

didn't buy it.<br />

The couple hung up the<br />

call, rang their bank, and got<br />

the ANZ account closed just in<br />

time.<br />

"What we didn't realise is<br />

[the scammers] had just transferred<br />

the $9000 from our<br />

credit account," she said.<br />

ANZ closed the account just<br />

minutes before the scammers<br />

completed a $12,000 withdrawal.<br />

McGuire said it had been an<br />

emotional couple of days and<br />

she kept feeling distraught<br />

that she'd nearly lost them so<br />

much money.<br />

"You think you're an intelligent<br />

person and that you're<br />

doing the right thing [in cooperating<br />

with the caller],"<br />

she said.<br />

"I just keep thinking about<br />

my responsibility in it. It really<br />

does affect you because you<br />

think 'I opened the door that<br />

let them in ...'"<br />

She didn't want to go<br />

through life suspecting people<br />

but felt it was important to be<br />

aware of the dangers of these<br />

kinds of scams.<br />

McGuire said if people were<br />

cold-called they should ask the<br />

caller for a phone number and<br />

offer to call them back.<br />

If the caller was legitimate<br />

they'd be able to give a local<br />

number that could be verified.<br />

Police told her that a lot of<br />

people had been hit in Motueka,<br />

and many people had<br />

lost a lot of money in similar<br />

scams.<br />

McGuire said they were<br />

pleased the bank moved so<br />

in July and August at Von Tempsky Street branch only.<br />

promoted three free visits to<br />

New Zealand Bankers' Association<br />

(NZBA) spokesperson<br />

Philip van Dyk said these<br />

scams were not an uncommon<br />

occurrence.<br />

"These scams are happening<br />

all the time regrettably,<br />

and the main thing we're asking<br />

people to do is be vigilant<br />

and take care," van Dyk said.<br />

"The horrible thing is<br />

fraudsters are always looking<br />

a doctor annually for superannuitants.<br />

huge burden. Added to this, is<br />

the increasing cost of prescriptions.<br />

It is unacceptable for our<br />

older citizens deferring meeting<br />

their health needs related<br />

to costs thus quality of life and<br />

enjoyment are compromised.<br />

This is an issue for <strong>Grey</strong><br />

<strong>Power</strong> to promote, especially<br />

this year.<br />

Committee discussed the fact<br />

that unregistered Villages<br />

were not included in the <strong>Grey</strong><br />

<strong>Power</strong> Policy document. The<br />

outcome of these discussions<br />

became the topic for a Remit<br />

to be put to the Federation<br />

AGM. The Remit asked that the<br />

<strong>Grey</strong> <strong>Power</strong> Retirement Village<br />

Policy be amended to include<br />

Unregistered Villages, sometimes<br />

called Lifestyle Villages.<br />

The wording of the Remit is as<br />

follows.<br />

That <strong>Grey</strong> <strong>Power</strong> NZ Federation<br />

amends the Retirement<br />

Village Policy to expand the<br />

terms of reference to include<br />

unregistered villages.<br />

That <strong>Grey</strong> <strong>Power</strong> NZ Federation<br />

advocate for Villages<br />

under Unit Titles Act to have<br />

disputes procedures similar<br />

to Registered Retirement Villages.<br />

Remit Explanation:<br />

The “Problems the Policy<br />

addresses” refers to ‘occupational<br />

rights agreements’ and<br />

‘Statutory supervisors’ which<br />

relate to Licence to Occupy<br />

Registered Retirement Villages<br />

who operate under Retirement<br />

Villages Act. There are an increasing<br />

number of unregistered<br />

retirement style villages<br />

(sometimes called Lifestyle),<br />

who operate under the Unit<br />

Titles Act (UTA), where the<br />

demographics of the population<br />

are similar to Registered<br />

Retirement Villages. Currently<br />

there is no outside authority<br />

for senior citizen residents to<br />

turn to if things go wrong in<br />

unregistered Villages. It would<br />

be a considerable advantage<br />

to Senior Citizens in Villages<br />

under UTA, if item 4 (<strong>Grey</strong><br />

<strong>Power</strong> Policy) “need for an independent<br />

Ombudsman” was<br />

available to those residents in<br />

unregistered villages.<br />

The remit was accepted by<br />

the <strong>Hamilton</strong> <strong>Grey</strong> <strong>Power</strong> Association<br />

committee and was<br />

then presented to the next<br />

Zone 3 meeting in Nov 2016.<br />

Zone 3 delegates discussed the<br />

remit and then endorsed it.<br />

The remit was then presented<br />

at the Federation AGM where<br />

it was passed unanimously.<br />

This means that the Federation<br />

Board can now advocate<br />

at Government level on any issues<br />

that arise in Villages, registered<br />

and unregistered.

Cycling on footpaths<br />

and pedestrian safety<br />

Members will know<br />

that last year the<br />

Federation and many<br />

associations made submissions<br />

opposing a petition to legalise<br />

riding bicycles on the footpath<br />

for those under 14 and over<br />

65. This issue has not gone<br />

away and we need associations<br />

and individual members to<br />

keep up the pressure by writing<br />

to the Minister (Simon Bridges),<br />

Associate Minister (David Bennett)<br />

and their local MPs.<br />

The latest news we have is<br />

that the Select Committee is<br />

considering amending the road<br />

rules to allow cycling on the<br />

footpath for children under 12<br />

years of age and accompanying<br />

adults. Recent media headlines<br />

suggest this is supported by a<br />

Land Transport New Zealand<br />

(LTNZ) report on the potential<br />

impacts of such a change.<br />

Although the conclusion<br />

of the report says that ‘On<br />

balance,a rule permitting footpath<br />

cycling for those aged 12<br />

and under (and accompanying<br />

adults) has merit’, as usual,<br />

the media fails to mention the<br />

many qualifications to this con-<br />

clusion, perhaps the most important<br />

of which is that:<br />

‘However, it seems impossible<br />

to quantitatively estimate<br />

and balance all the advantages<br />

and disadvantages given the<br />

large assumptions at hand,<br />

which makes an objective assessment<br />

of rule options difficult.’<br />

I urge you all to write to your<br />

local MP, and the Ministers reiterating<br />

your opposition to the<br />

proposed law change. The following<br />

are three points which I<br />

suggest you could make. When<br />

writing, please put these points<br />

into your own words as carbon<br />

copy letters have little impact.<br />

1. We support children being<br />

more active and cycling, but<br />

this should not be at the expense<br />

of other equally vulnerable<br />

footpath users.<br />

2. Children need to be safe<br />

and feel safe on the roads.<br />

This can best be done by<br />

lowering speed limits in suburban<br />

streets and providing<br />

dedicated cycle lanes on<br />

major streets. If children are<br />

allowed to ride on the footpath,<br />

councils may use it as<br />

an excuse for not providing<br />

appropriate on-road facilities<br />

for all cyclists.<br />

3. Older people, the very<br />

young, and those with disabilities<br />

will be particularly<br />

at risk if the rule is changed.<br />

Older people rely on footpaths<br />

to get about more<br />

than any other age group<br />

and the risk is that the presence<br />

of cyclists on the footpath<br />

will deter some from<br />

walking, or injure those<br />

who persist.<br />

New parking plan to revitalise <strong>Hamilton</strong>’s CBD<br />

A<br />

trial of a new parking<br />

system to help revitalise<br />

<strong>Hamilton</strong>’s CBD will<br />

commence on October 1 this<br />

year.<br />

The plan includes free onstreet<br />

CBD parking for the<br />

first two hours and then $6<br />

per hour for the third and<br />

subsequent hours and was<br />

approved by <strong>Hamilton</strong> City<br />

Council recently. The current<br />

parking charges are $2 per<br />

hour with a maximum twohour<br />

time limit.<br />

New parking technology<br />

including sensors and development<br />

of an app to allow<br />

payments on mobile devices<br />

are also planned, although<br />

parking meters will remain for<br />

now. The effectiveness of the<br />

trial will be reviewed before<br />

the end of <strong>June</strong> 2018.<br />

The new system followed<br />

public submissions and hearings<br />

as part of the council’s<br />

Annual Plan process. During<br />

the consultation period a free<br />

parking proposal was suggested.<br />

This was proposed to be<br />

funded in part through a targeted<br />

rate on households and<br />

a targeted rate on central city<br />

commercial properties.<br />

<strong>Hamilton</strong> City Council<br />

chief executive Richard Briggs<br />

says the revised plan adopted<br />

is designed to consider issues<br />

raised by submitters and<br />

address the main purpose<br />

of the Parking Task Force,<br />

which was to look at ways to<br />

revitalise the CBD.<br />

“The decision means the<br />

originally-proposed targeted<br />

rate on CBD businesses will<br />

remain, which will offset some<br />

of the cost of the initiative,<br />

while parking revenue will also<br />

contribute. The remainder of<br />

the cost of this trial will be met<br />

through the council’s existing<br />

operating budgets, and there<br />

will be no additional targeted<br />

rate for residential ratepayers,”<br />

Mr Briggs says.<br />

“Research shows us the<br />

majority of our city carparks<br />

are utilised by people for less<br />

than two hours, so from October<br />

1 most of these people will<br />

be able to come into the central<br />

city and have no parking<br />

charges. If people want to stay<br />

longer than two hours they<br />

can choose either off-street<br />

parking options or pay an extra<br />

charge,” Mr Briggs says.<br />

Councillors voted 9-3 to approve<br />

the proposal. For: Mayor<br />

Andrew King, Crs Gallagher,<br />

Pascoe, Taylor, Casson, Southgate,<br />

Following the decision,<br />

the council confirmed the<br />

<strong>2017</strong>/18 Annual Plan budget<br />

as final, with the final annual<br />

plan document to be prepared<br />

for approval at the Council<br />

meeting on <strong>June</strong> 29, <strong>2017</strong>.

How about abortion? Many<br />

people see abortion as the murder<br />

of a child and an affront to<br />

God, are pro-lifers cool to start<br />

cracking those who argue in<br />

favour of a woman's right to<br />

choose?<br />

Yep, once you start to cheer<br />

violence against those you disagree<br />

with, where does it stop.<br />

In fact, we enshrine the right<br />

to free speech and celebrate it.<br />

Voltaire's principle states: "I<br />

disapprove of what you say, but<br />

I will defend to the death your<br />

right to say it".<br />

Voltaire would get howled<br />

down on Twitter were he alive<br />

today.<br />

I like this quote from Noam<br />

Chomsky:<br />

"If you believe in freedom of<br />

speech, you believe in freedom<br />

of speech for views you don't<br />

like. Goebbels was in favor of<br />

freedom of speech for views he<br />

liked. So was Stalin. If you're<br />

in favor of freedom of speech,<br />

that means you're in favor of<br />

freedom of speech precisely for<br />

views you despise."<br />

The fact Spencer has such<br />

repulsive views is exactly why<br />

we should condemn the man<br />

who punched him, not cheer<br />

him.<br />

positions: you defend it vigorously<br />

for views you hate, or you<br />

Exercises for seniors<br />

You know how important<br />

exercise is, as we grow<br />

older. Here are a few<br />

suggestions. I start by standing<br />

outside behind the house<br />

and, with a five pound potato<br />

sack in each hand, extend my<br />

arms straight out to my sides<br />

and hold them there as long as<br />

I can.<br />

After a few weeks I moved<br />

up to 10 pound potato sacks,<br />

then 50 pound potato sacks<br />

and finally I got to where I<br />

could lift a 100 pound potato<br />

sack in each hand and hold my<br />

arms straight out for more than<br />

a full minute!<br />

Next, I started putting a few<br />

potatoes IN the sacks, but I<br />

would caution you not to overdo<br />

it at this level.<br />

Reality check<br />

1. Eventually you will reach a<br />

point when you stop lying<br />

about your age and start<br />

bragging about it.<br />

2. Don't let anyone tell you<br />

you're getting old. Squash<br />

their toes with your rocker.<br />

3. The older we get, the fewer<br />

things seem worth waiting<br />

4. Some people try to turn<br />

back their odometers. Not<br />

me. I want people to know<br />

why I look this way. I've traveled<br />

dry and prone to cracking<br />

or thinning which can tear easily.<br />

Or a callus can become hard<br />

and cause discomfort.<br />

Nail growth reduces with<br />

age, Good news! However, nails<br />

can become drier and thicker.<br />

Brittle nails are likely to split.<br />

Degeneration of the joints<br />

makes them less effective and<br />

often pressure is transferred to<br />

other areas which are not designed<br />

to accommodate such<br />

forces. There are many forms<br />

of arthritis which can affect the<br />

feet, these are usually progressive,<br />

especially if ignored.<br />

The role of a podiatrist<br />

A Podiatrist is a health care<br />

professional who will diagnose<br />

and treat conditions of the foot,<br />

ankle and leg. We aim to keep<br />

your activities as comfortable as<br />

possible.<br />

Common conditions we treat<br />

• Bunions. A bony change at<br />

the base of the big toe, or<br />

sometimes on the small toe.<br />

Eventually, the big toe may<br />

bend abnormally toward the<br />

small toes.<br />

• Calluses and corns. Painful or<br />

yellowish, thickened skin on<br />

the feet and toes.<br />

• Hammertoes. Toe joints (usually<br />

the second toe but all the<br />

middle toes may be affected)<br />

that curl up or under, either<br />

rigidly or with some flexibility.<br />

• Toenail problems. Ingrown<br />

(growing into the skin), thickened,<br />

or discoloured toenails.<br />

• Foot problems related to diabetes.<br />

Such as stubborn foot<br />

ulcers that are difficult to<br />

heal, loss of feeling or circulation<br />

problems.<br />

• Heel pain. This pain is present<br />

at the back of the arch from<br />

heel spurs (bony outgrowth)<br />

or plantar fasciitis (an inflamed<br />

ligament along the<br />

bottom of the foot).<br />

• Arch pain. From fallen arches<br />

(flat feet), or abnormally high<br />

arches.<br />

• Tarsal tunnel syndrome. A<br />

type of pinched nerve disorder.<br />

• Achilles tendonitis. Inflammation<br />

of the tendon that<br />

connects your heel bone to<br />

your calf muscle.<br />

• Morton’s neuroma. A benign<br />

nerve growth between the<br />

third and fourth toes.<br />

Tips for healthy feet<br />

- Exercise: Keeping active<br />

helps to keep feet healthy –<br />

it tones up muscles, helps to<br />

strengthen arches and stimulates<br />

blood circulation.<br />

- Regular check-ups: As we<br />

get older, an annual foot<br />

health check is as important<br />

as a sight or hearing test.<br />

Conditions like diabetes or<br />

circulatory problems can all<br />

be picked up by looking at<br />

the feet and common problems<br />

like corns, cracked skin<br />

and ingrown toenails can be<br />

successfully treated.<br />

package. The couple rate for<br />

superannuitants will increase<br />

by $13 a week on 1 April next<br />

year in addition to the normal<br />

adjustments.<br />

The package will lift the incomes<br />

of 1.3 million families<br />

by an average of $26 a week.<br />

As part of the $7 billion<br />

new investment in public services<br />

like health, education,<br />

and law and order over the<br />

next four years, Budget <strong>2017</strong><br />
