Congressional District <strong>of</strong> the State <strong>of</strong> North Carolina has<br />

introduced House Bill 4705 requiring the Secretary <strong>of</strong> the<br />

Treasury to redesign the face <strong>of</strong> the fifty dollar Federal<br />

Reserve Notes to include the likeness <strong>of</strong> President Ronald Wilson<br />

Regan. And, whereas House Bill 4705 is being co-sponsored by<br />

the following seventeen Representatives. There‘s a list <strong>of</strong><br />

names. whereas eight, House Bill 4705 has been referred to the<br />

House Committee on Financial Services. And, whereas President<br />

Ulysses S. Grant was born in Point Pleasant, Ohio and grew up in<br />

Georgetown, Ohio and served the United States with distinction<br />

during the Mexican War and became the first person since<br />

President George Washington be elevated to the rank <strong>of</strong> General<br />

<strong>of</strong> the Army after successfully leading the <strong>Union</strong> Military Forces<br />

to victory in the Civil War resulting the preservation <strong>of</strong> the<br />

United, <strong>Union</strong> <strong>of</strong> States while showing mercy toward the military<br />

forces <strong>of</strong> the defeated Confederate States <strong>of</strong> America. And,<br />

whereas President Ulysses S. Grant was elected President <strong>of</strong> the<br />

United States in 1868 with nearly seventy-three percent <strong>of</strong> the<br />

electoral votes and was re-elected for a second term in 1872<br />

with over eighty-one percent <strong>of</strong> the electoral votes, thus<br />

demonstrating that he was a very popular President during a very<br />

challenging period <strong>of</strong> reconstructing the defeated Confederate<br />

States <strong>of</strong> America. And, whereas President Grant‘s image has<br />

graced the fifty dollar bill for over three quarters <strong>of</strong> a<br />

century, the removal <strong>of</strong> his image from that currency will serve<br />

to diminish his contribution to our heritage and will make it<br />

more difficult for current and future generations to understand<br />

and appreciate the significance <strong>of</strong> the American Civil War.<br />

Whereas we have no objection to honoring President Ronald Wilson<br />

Regan, we submit that Congress should honor him in some way<br />

other than the proposed House Bill 4705 since that Bill will<br />

strip President Grant <strong>of</strong> an honor already bestowed upon him by<br />

the American people. And we urge that members <strong>of</strong> Congress be<br />

reminded that President Grant‘s legacy and its importance to the<br />

preservation <strong>of</strong> the United, <strong>Union</strong> <strong>of</strong> States. Therefore it is<br />

resolved that this Resolution is adopted on this 27 th day <strong>of</strong><br />

April, 2010 <strong>of</strong> the 188 th Anniversary <strong>of</strong> the birth <strong>of</strong> President<br />

Ulysses S. Grant and a copy <strong>of</strong> this Resolution be sent to the<br />

Ohio Department <strong>Sons</strong> <strong>of</strong> <strong>Union</strong> Veterans <strong>of</strong> the Civil War for<br />

their support and this Resolution and submission at a <strong>12</strong>9 th<br />

National Encampment <strong>of</strong> the <strong>Sons</strong> <strong>of</strong> <strong>Union</strong> Veterans <strong>of</strong> the Civil<br />

War seeking their support <strong>of</strong> this resolution. As I mentioned,<br />

it did receive the support <strong>of</strong> the Department <strong>of</strong> Ohio.<br />
