Number 8. Can a SUVCW Camp be formed outside <strong>of</strong> the United<br />

States? My opinion is no. In accordance with Article 5,<br />

Section 1 <strong>of</strong> the Constitution states, the several constitute<br />

body <strong>of</strong> the Order shall be as follows, second <strong>of</strong> state<br />

organizations known as Departments fit eligible's from states<br />

where no Departments may exist, may become Members-at-Large<br />

attached to the National Headquarters. The use <strong>of</strong> the term<br />

State clearly defines the formation <strong>of</strong> Camps to the United<br />
