I concur with Jim and Brother Grim‘s position as he stated was<br />

in his full opinion. Because <strong>of</strong> the overriding controlling<br />

document is our Federal Charter, and the Federal Charter says<br />

United, the United States, its territories and possessions.<br />

our, we, while we can narrow that somewhat, we would be sort <strong>of</strong><br />

hurting ourselves by eliminating territories and possessions.<br />

And former rulings throughout our entire history have maintained<br />

that it would be possible to have a Camp on a military base<br />

that‘s outside the United States because it is considered to be<br />

a United States Territory. Any <strong>of</strong> the actual territories and<br />

possessions, and any U. S. Embassy, any U. S. Consulate, because<br />

that is U. S. Property and Territory and under the control <strong>of</strong><br />

the United States Government. The overriding thing being, we<br />

can only organize Camps that are really under the control <strong>of</strong> the<br />

United State‘s Government.<br />
