Because of the overriding controlling document is our Federal Charter, and the Federal Charter says United, the United States, its territories and possessions. our, we, while we can narrow that somewhat, we would be sort of hurting ourselves by eliminating territories and possessions. And former rulings throughout our entire history have maintained that it would be possible to have a Camp on a military base that‘s outside the United States because it is considered to be a United States Territory. Any of the actual territories and possessions, and any U. S. Embassy, any U. S. Consulate, because that is U. S. Property and Territory and under the control of the United States Government. The overriding thing being, we can only organize Camps that are really under the control of the United State‘s Government. Leo F.
