This report looks <strong>at</strong> whether modific<strong>at</strong>ions to training circuits <strong>at</strong> <strong>Moorabbin</strong> <strong>Airport</strong> could<br />

further improve safety and residential amenity in the vicinity of the <strong>Airport</strong>.<br />

It must be stressed th<strong>at</strong> circuits <strong>at</strong> the airport are generally being undertaken by pilots who<br />

are learning to fly. To ensure they are undertaken in the safest manner, circuits are<br />

performed close to an airport so th<strong>at</strong> in the unlikely event of an emergency, trainee pilots<br />

have the capacity to safely land in an airfield. Trainee pilots learn to takeoff, turn and land<br />

an aircraft during a circuit and the practical hands‐on experience trainee pilots receive<br />

during a circuit is invaluable in their training.<br />

This report deals with both fixed wing and rotary wing (helicopter) pilot training.<br />

This report canvasses the viability of alter<strong>at</strong>ions to circuit training from the viewpoint of<br />

both p<strong>at</strong>tern and volume of aircraft movement.<br />

Longer term issues in rel<strong>at</strong>ion to the possible permanent shifting of circuit training away<br />

from the airport are also covered acknowledging the significant economic issues th<strong>at</strong> this<br />

would raise.<br />

<strong>Moorabbin</strong> <strong>Airport</strong> has a well‐supported Fly Friendly program in place for oper<strong>at</strong>ors based <strong>at</strong><br />

the <strong>Airport</strong>. The program outlines acceptable times for circuit training oper<strong>at</strong>ions <strong>at</strong> the<br />

<strong>Airport</strong> and has been developed in consult<strong>at</strong>ion with the <strong>Moorabbin</strong> <strong>Airport</strong> Community<br />

Avi<strong>at</strong>ion Consult<strong>at</strong>ion Group and training oper<strong>at</strong>ors <strong>at</strong> the <strong>Airport</strong>.<br />

The Fly Friendly program is included <strong>at</strong> Appendix 7 and is discussed throughout the report as<br />

a key mechanism in establishing and maintaining aircraft oper<strong>at</strong>ions <strong>at</strong> <strong>Moorabbin</strong> and<br />

thereby seeking to amelior<strong>at</strong>e noise impacts on the community as far as is safe and<br />

practicable to do so.<br />

MAC wishes to thank the active particip<strong>at</strong>ion of all of the <strong>Training</strong> <strong>Circuit</strong> Task Force<br />

members. They provided submissions and provided comments for MAC’s consider<strong>at</strong>ion (see<br />

Section 9).<br />

A real strength of the taskforce process was the ability for airport, Departmental, CASA and<br />

Airservices Australia (Airservices) officials, and industry represent<strong>at</strong>ives th<strong>at</strong> oper<strong>at</strong>e <strong>at</strong> the<br />

airport, to better inform community and Local and St<strong>at</strong>e government represent<strong>at</strong>ives of key<br />

safety, air traffic and oper<strong>at</strong>ional aspects of avi<strong>at</strong>ion.<br />

The <strong>Airport</strong> sees this important process continuing through ongoing meetings of the<br />

<strong>Moorabbin</strong> <strong>Airport</strong> Community Avi<strong>at</strong>ion Consult<strong>at</strong>ion Group.<br />
