It is the role of the Tower to manage the safety of aircraft in the circuit and to therefore<br />

regul<strong>at</strong>e the number of aircraft. This system of “booking” circuit training by radio when<br />

needed is the fairest on all oper<strong>at</strong>ors. To artificially set a capacity limit disadvantages<br />

<strong>Moorabbin</strong> as a training airport and will have a flow on effect into the ability to complete<br />

courses on schedule and to promote courses in the first place.<br />

Tristar Avi<strong>at</strong>ion:<br />

Once again this is a restriction of trade issue. The circuit is already controlled by tower<br />

oper<strong>at</strong>ors who are responsible for maintaining a safe separ<strong>at</strong>ion of aircraft. Further<br />

regul<strong>at</strong>ion is in no way warranted<br />

<strong>Moorabbin</strong> <strong>Airport</strong> Corpor<strong>at</strong>ion:<br />

Relevant comments are contained in the background inform<strong>at</strong>ion above. MAC may not<br />

discrimin<strong>at</strong>e to a user requiring airport access except if the aircraft is beyond the technical<br />

capacity of the airport to handle or the user owes MAC money. In this l<strong>at</strong>ter case, MAC must<br />

firstly give 28 days notice before “refusing access” to the oper<strong>at</strong>or.<br />

St<strong>at</strong>e Government of Victoria:<br />

As with any transport network, limiting the number of movements oper<strong>at</strong>ing in a circuit may<br />

be problem<strong>at</strong>ic and probably needs to be understood in the context of the current oper<strong>at</strong>ing<br />

capacity and constraints/opportunities elsewhere in the regional airspace network.<br />

City of Kingston:<br />

The number of plane movements in a single circuit over the same area be capped to minimize<br />

nuisance noise over residential areas.<br />

City of Gre<strong>at</strong>er Dandenong:<br />

The City of Gre<strong>at</strong>er Dandenong made an identical submission to the City of Kingston.<br />

Dingley Village Community Associ<strong>at</strong>ion:<br />

Wh<strong>at</strong> cap would be acceptable is difficult to answer as even three aircraft in the circuit<br />

means an aircraft overhead every two minutes. As presented in our original submission, on<br />

average, we experience an aircraft every 2 ½ minutes now.<br />

MARA:<br />

Would support a cap but would need more inform<strong>at</strong>ion from Airservices and CASA.<br />
