Oxford Avi<strong>at</strong>ion Academy:<br />

OAA has made substantial investments into a simul<strong>at</strong>or centre and l<strong>at</strong>est technology<br />

simul<strong>at</strong>ors. The aim is to use this equipment as much as possible for both basic and advanced<br />

training. OAA is a world leader in Multi Pilot Licence initi<strong>at</strong>ives and training. MPL training is<br />

anticip<strong>at</strong>ed <strong>at</strong> <strong>Moorabbin</strong> and this will gre<strong>at</strong>ly reduce the airborne hours needed for an<br />

airline cadet to gradu<strong>at</strong>e successfully. N<strong>at</strong>urally this has highly beneficial environmental,<br />

noise and congestion impacts<br />

Tristar Avi<strong>at</strong>ion:<br />

The simul<strong>at</strong>or to actual flight hours r<strong>at</strong>io is set by CASA. The increase in simul<strong>at</strong>or hours<br />

would only be relevant to cross country flying in the most part. The reduction of real world<br />

training in regards to circuits may impact neg<strong>at</strong>ively on the safety of aircraft training and<br />

oper<strong>at</strong>ions<br />

MARA:<br />

MARA supports the gre<strong>at</strong>er use of simul<strong>at</strong>ors if this will reduce flying time <strong>at</strong> <strong>Moorabbin</strong>.<br />

9.5. Aircraft noise emissions. Can aircraft be fitted with more effective<br />

silencers?<br />

A common question, and one raised specifically by MARA, is whether aircraft can be fitted<br />

with more effective silencers.<br />

RVAC:<br />

Aircraft are required to be maintained in accordance with the original design rules or in<br />

accordance with the manufacturer’s direction. Aircraft owners may not modify an existing<br />

Aircraft without approval .The only exception is Experimental aircraft which are mainly home<br />

built or antique aircraft. These aircraft types are not used for flight training.<br />

Tristar Avi<strong>at</strong>ion:<br />

As aircraft are maintained as per CASA requirements this would be an issue for CASA.<br />

However Tristar Avi<strong>at</strong>ion has always been willing to particip<strong>at</strong>e in innov<strong>at</strong>ive and resourceful<br />

projects, provided full government, local council funding and CASA support was provided we<br />

would be prepared to particip<strong>at</strong>e in the development and assessment of any retrofitting<br />

initi<strong>at</strong>ive<br />

MARA:<br />

Yes, we see this as a noise reduction opportunity. Technology exists and there are new<br />

innov<strong>at</strong>ive propellers.<br />

Can older, noisier aircraft be phased out just as older jet aircraft are phased out?<br />

Another common question, again raised by MARA, is whether older, noisier aircraft can be<br />

phased out. Whilst the origin of this question rel<strong>at</strong>es to current government policy regarding<br />

the future oper<strong>at</strong>ion of older non‐compliant jet aircraft it has not to d<strong>at</strong>e been a<br />

consider<strong>at</strong>ion regarding General Avi<strong>at</strong>ion aircraft.<br />
