and the Commercial Pilot Licence by 10 per cent. The Commercial Pilot Licence is the major<br />

component of our business for overseas students. A 10 per cent increase in the cost of this<br />

product would have a dram<strong>at</strong>ic effect on our business training overseas pilots.<br />

The training of overseas students makes up 50 per cent of our business. Should this<br />

discontinue it would result in redundancies for 50% of our employees. Th<strong>at</strong> is effectively 10<br />

flight instructors and one office staff member.<br />

Oxford Avi<strong>at</strong>ion Academy:<br />

A possible solution is to transfer some circuit training to Tooradin. This airport is rel<strong>at</strong>ively<br />

close and circuits are conducted away from the town. All other options in the Melbourne<br />

region are problem<strong>at</strong>ic due to existing noise issues and distance from <strong>Moorabbin</strong>.<br />

<strong>Moorabbin</strong> <strong>Airport</strong> is the prime airport for OAA’s training. Significant investment and<br />

infrastructure has been committed over many decades, with more planned. Over 60 staff are<br />

employed by OAA <strong>at</strong> <strong>Moorabbin</strong> and the str<strong>at</strong>egy is th<strong>at</strong> this airport will continue to be the<br />

main base.<br />

A reloc<strong>at</strong>ion of some flying training activities to a regional centre would require substantial<br />

Government incentive funding to make it possible.<br />

Peter Bini Advanced Flight <strong>Training</strong>:<br />

We would consider a proposal to reloc<strong>at</strong>e with financial assistance to a loc<strong>at</strong>ion th<strong>at</strong><br />

wouldn't impact gre<strong>at</strong>ly on our clients. Unfortun<strong>at</strong>ely, existing airports in the east and<br />

southeast would not be suitable for us, so a new loc<strong>at</strong>ion would be required.<br />

The core business of Peter Bini Advanced Flight <strong>Training</strong> is IFR training and multi‐engine<br />

training with most training away from <strong>Moorabbin</strong>, so our circuit training is not extensive.<br />

Despite th<strong>at</strong>, we do have abinitio students. We use both Leong<strong>at</strong>ha and Tooradin for specific<br />

lessons, thus reducing the impact on the local noise. Abinitio circuits are conducted <strong>at</strong><br />

<strong>Moorabbin</strong>. To use Leong<strong>at</strong>ha or Tooradin for all our circuit training would increase our cost<br />

to our clients, and would make us uncompetitive in the <strong>Moorabbin</strong> market.<br />

Tristar Avi<strong>at</strong>ion:<br />

Define “Encourage”. Would government including the local council be funding the significant<br />

cost increase for additional aircraft time, staffing and possible necessary infrastructure for<br />

each school?<br />

<strong>Moorabbin</strong> <strong>Airport</strong> Corpor<strong>at</strong>ion:<br />

MAC considers th<strong>at</strong> the concept of “s<strong>at</strong>ellite” training airfield has merit. Th<strong>at</strong> is, a bare bones<br />

infrastructure placed in a rural setting with basic facilities to allow circuit training.<br />

This would need to fulfill a number of criteria however including:<br />

• A short transit time from <strong>Moorabbin</strong>: No more than 20 minutes<br />

• Basic runway and taxiway structure to allow a touch and go, full stop, and change<br />

of student activity.<br />

• Establishment of <strong>at</strong> least a CTAF(R)<br />

• Adequ<strong>at</strong>e buffering by St<strong>at</strong>e or local government to preclude residential<br />

development both in the immedi<strong>at</strong>e vicinity and on land affected by noise from<br />

circuit training.<br />
