MOORABBIN AIRPORT TASK FORCE<br />

CIRCUIT TRAINING<br />

Terms of Reference<br />

September 2010<br />

1. The Task Force is to act as a forum so th<strong>at</strong> key participants in the oper<strong>at</strong>ion of<br />

<strong>Moorabbin</strong> <strong>Airport</strong> and represent<strong>at</strong>ives of communities surrounding <strong>Moorabbin</strong> <strong>Airport</strong><br />

can explore whether modific<strong>at</strong>ions to training circuits <strong>at</strong> <strong>Moorabbin</strong> <strong>Airport</strong> could<br />

further improve safety and residential amenity in the vicinity of <strong>Moorabbin</strong> <strong>Airport</strong><br />

2. Membership of the Committee will be:<br />

a. Key participants: <strong>Moorabbin</strong> <strong>Airport</strong> Corpor<strong>at</strong>ion, the Civil Avi<strong>at</strong>ion Safety<br />

Authority, Airservices Australia, tenants of <strong>Moorabbin</strong> <strong>Airport</strong>.<br />

b. The Community: St<strong>at</strong>e Government of Victoria, The City of Kingston, <strong>Moorabbin</strong><br />

<strong>Airport</strong> Residents Associ<strong>at</strong>ion, Dingley Village Community Associ<strong>at</strong>ion<br />

c. The Commonwealth: Department of Infrastructure, Transport, Regional<br />

Development and Local Government.<br />

3. Areas for discussion will include but will not be limited to:<br />

a. The possibility of modific<strong>at</strong>ions to existing circuit training oper<strong>at</strong>ions for fixed wing<br />

aircraft<br />

b. The times circuit training is accepted <strong>at</strong> <strong>Moorabbin</strong> <strong>Airport</strong>.<br />

c. Altern<strong>at</strong>e possibilities for circuit training including the establishment of s<strong>at</strong>ellite<br />

airfields<br />

d. Current oper<strong>at</strong>ions of helicopters in training <strong>at</strong> <strong>Moorabbin</strong> <strong>Airport</strong><br />

e. Altern<strong>at</strong>e possibilities for helicopter training including the establishment of<br />

s<strong>at</strong>ellite sites.<br />

4. The following areas will be considered:<br />

a. The safety implic<strong>at</strong>ions for any change both <strong>at</strong> <strong>Moorabbin</strong> <strong>Airport</strong> and <strong>at</strong> any<br />

s<strong>at</strong>ellite loc<strong>at</strong>ion.<br />

b. The impact on amenity for local communities surrounding <strong>Moorabbin</strong> <strong>Airport</strong> and<br />

of any communities th<strong>at</strong> might be affected by the establishment of s<strong>at</strong>ellite sites.<br />

c. The economic impact on companies and individuals involved with circuit training.<br />

d. The potential infrastructure requirements for any change, and responsibility for<br />

funding this infrastructure.<br />

5. Meetings: The intent is th<strong>at</strong> there will be four meetings. Details and schedule are<br />

<strong>at</strong>tached.<br />

6. Deliverables: <strong>Moorabbin</strong> <strong>Airport</strong> Corpor<strong>at</strong>ion will, as requested by the Minister of<br />

Infrastructure, Transport Regional Development and Local Government, prepare a<br />

report to be presented to the Minister th<strong>at</strong> will contain recommend<strong>at</strong>ions for action, if<br />

any, the body or authority responsible for action and the time frame suggested for<br />

completion.<br />
