He told the court that Goodwill Ghana also
“developed proposals for Danida and World
Bank, which were both approved, as well as
conducted tracer services because World Bank
asked us to do so. It provided several consultative
workshops, expert advice and facilitated
meetings and they assisted us to go through
processes that qualify us to benefit from World
Bank facility.”
Proposals
According to him, the Danida proposal was
to secure funding support for employment
drives for persons with disability while the
World Bank projects were to
secure funding from the World
Bank for youth enterprise development
and “these documents
were approved by
Danida and World Bank communicated
to us.”
He said the main project
proposal was developed by
Goodwill Ghana of which Assibit
was part and working in
partnership with NDPI.
World Bank does not deal
with individuals
According to him, “the
World Bank does not deal
with individuals or organisations,
except governments so
it was a relationship between
Government of Ghana and

Checks and Balances
Explaining to the court
how payments were made,
he said when a service
provider put in a request,
the status of work done at
the point of request and relevant
attachment of the
agreement to the particular
request were submitted to
the NYEP.
According to him, management
therefore refers
such a request to the monitoring
team of the NYEP, which evaluates the
request and submits a report to management
for deliberation after which it authorises the
National Coordinator to inform the ministry
on the need to pay.
Charges
The State has accused Assibit of putting in
false claims that he had secured a $65-million
World Bank funding for the creation of one
million jobs for the youth, resulting in the government
parting with GH¢4.1 million.
Mr Pele is alleged to have acted in a manner
resulting in the loss of the amount to the State.
Mr Pele has pleaded not guilty to two
counts of abetment of crime, intentionally
misapplying public property, and five counts of
wilfully causing financial loss to the State.
Mr Assibit has also pleaded not guilty to six
counts of defrauding by false pretences, and
five counts of dishonestly causing loss to public
property. Sitting continues today.

THE ASANTEHENE,
Otumfuo Osei Tutu II,
has closed down the
Manhyia Land Secretariat
over alleged
fraudulent acts.
The Secretariat was shut down a
week ago by Otumfuo’s Akyeamehene,
Nsuase Poku, and Otumfuo’s
Mawerehene, Baffour Osei Hyiaman
Bretuo IV, a Communications Director
to Otumfuo, under the instructions
of the Asantehene.
Sources have told the DAILY
HERITAGE that some 160 stool
lands belonging to the Asantehene
have been sold to private estate developers
at Agric Kokode, a community
in Kumasi, without approval of
the Asantehene
Another 300 plots at Sewuah in
the Bosomtwe District of the
Ashanti Region have also been sold
without prior approval of the Asantehene.
Sources at the palace told the
DAILY HERITAGE that the Asantehene
is angry that some unscrupulous
people forged his
signature to sell the lands to prospective
buyers.
