ECOWAS holds virtual meeting
...to assess needs of women in development
The ECOWAS Commission
through the Directorate
of Free Movement
of the Department of
Trade, Customs and Free
Movement organized a one (1) day
virtual Needs Assessment meeting
for Women in Development.
The meeting was convened
to identify areas of intervention,
Gaps, Challenges and Needs of
women in development (WID)
networks for Regional support
under the Framework of the
ECOWAS Regional Cross Border
Cooperation Support Programme
(ECBCSP) 2021-2025 and the ECOW-
AS Cross-Border Cooperation and
Free Movement and Migration
(CBC-FMM) Fund recently adopted
by ECOWAS Ministers in Charge
of Cross-Border Cooperation and
endorsed by ECOWAS Council of
Ministers at its meeting of January
2021. ECBCSP is a multi-sectoral
development Programme which
aims to Strengthen Cooperation
amongst Populations, States and
Markets to accelerate and deepen
Regional Integration from below.
It works with local communities
in border regions to ensure
social cohesion, regional construction
and sustainable development.
It supports Joint Socio-economic
development Initiatives and mainstreams
Gender in its actions. The
Regional meeting had in attendance
over 73 participants drawn
from across the ECOWAS Member
States and representatives of the
ECOWAS Commission.
In his opening speech, Mr Tei
Konzi, the ECOWAS Commissioner
for Trade, Customs and Free Movement
extended warm welcome
to all participants at the all-important
meeting and commended
all Actors for efforts to advance
the regional integration agenda
of ECOWAS. He reminded all that
part of the objectives of ECBCSP
include strengthening cross-border
cooperation and consolidation
of peace, stability and development
and supporting implementation
of economic-driven local community
projects. He stated that this
assessment meeting was organized
to identify and document needs of
women in Cross-Border Regions
in order to inform support in the
implementation of Gender development
projects across Borders.
Madame Bolanle Adetoun,
Director, ECOWAS Gender Development
Centre, in her remark,
expressed her pleasure at the
huge turn out and participation
of National and Local Actors at
the virtual meeting aimed at
strengthening support to Women
in development. She said it is no
gain-saying that support is needed
for women in development actions
especially in the area of Trade
and Free Movement for sustainable
development and mentions
that in the area of cross-border
trade in the region, about 70% of
the volume are done by women
making them a critical factor in
development discourse and action.
She opined that the cross-border
trading done by women provides
livelihood for a lot of families in
border communities and strong
efforts should be made to support
such Cross-Border Cooperation development
initiatives to promote
regional integration especially
through the African Continental
Free Trade Area (AfCFTA) Initiative.
She noted that addressing
challenges and constraints faced
by women traders in border communities
will also go a long way in
promoting economic stability and
development in ECOWAS.
The meeting elicited interesting
exchanges on local interventions
and needs of women in
development across Borders and
ended with joint decisions and recommendations
that will serve as a
basis for identifying and providing
Support to Women development
Projects in ECOWAS Cross-border
Zones.
FBI classifieds
documents on
Saudis and 9/11
The FBI has released
a newly declassified
document that looks into
connections between
Saudi citizens in the US
and two of the 9/11 attackers.
Relatives of victims have
long urged the release of the files,
arguing Saudi officials had advance
knowledge but did not try to stop
the attacks.
But the document provides no
evidence that the Saudi government
was linked to the 9/11 plot.
Fifteen of the 19 plane hijackers
were Saudi nationals.
Ahead of the declassification,
the Saudi embassy in Washington
welcomed the release and once
again denied any link between
the kingdom and the hijackers,
describing such claims as "false
and malicious".
The document was declassified
on the 20th anniversary of the
deadliest terror attacks on US soil
- almost 3,000 people were killed
after four planes were hijacked -
and is the first of several expected
to be released.
Some families of the victims
had put pressure on President Joe
Biden to declassify the documents,
saying he should not attend Saturday's
commemoration ceremonies
in New York if he was not prepared
to release them.
The FBI document also says
there were links between the two
hijackers and Fahad al-Thumairy, a
conservative imam at the King Fahad
Mosque in Los Angeles. He was
described by sources as "having
extremist beliefs".
Both Mr Bayoumi and Mr Thumairy
left the US weeks before the
9/11 attacks, according to the AP
news agency.
The agency also quoted Jim
Kreindler, a lawyer for the relatives
of 9/11 victims, as saying that the
released document did "validate
the arguments we have made in
the litigation regarding the Saudi
government's responsibility for the
9/11 attacks".
Last month, a lawsuit launched
by relatives saw several top former
Saudi officials questioned under
oath.
The administrations of George
W Bush, Barack Obama and Donald
Trump all declined to declassify
the documents, citing national
security concerns.
But Joe Biden last week ordered
a review of investigative documents,
telling officials to release
what they could over the next six
months.
There has long been speculation
of official Saudi links to the
plot, given the number of Saudi
nationals involved and al-Qaeda
leaders Osama Bin Laden's Saudi
background.
However, the 9/11 commission
report found no evidence to
implicate the Saudi government or
senior officials.
The US and Saudi Arabia have
long been allies, although the
relationship has at times been
difficult.
Donald Trump strengthened
ties but Joe Biden called Saudi
Arabia "a pariah" for its part in the
gruesome murder of Saudi journalist
Jamal Khashoggi in Turkey.
The BBC's Frank Gardner says
Mr Biden has since softened his
stance towards most powerful
man in Saudi Arabia, Crown Prince
Mohammed bin Salman, reflecting
the hard reality of the importance
of the alliance.—BBC
For the last few years life in
rural areas of north-western
Zamfara state has been
agonisingly brutish.
Gun-toting motorbike
gangs have made the state
of approximately 15,352 sq miles
(39,761 sq km) - an area bigger than
countries like Burundi, Lesotho
and Rwanda - a haven for wanton
killing, rape and kidnapping for
ransom.
The gang members are devious
and well organised, often wearing
military fatigues to confuse villagers
as they come under attack.
This problem, which has festered
for years, has now spread to at
least five neighbouring states.
Various initiatives have been
tried in Zamfara to end their reign
of terror, including:
• An amnesty for repentant
gang members
• A no-fly zone - imposed
amid allegations that helicopters
were delivering arms to the bandits
• And a ban on mining after
it was suspected gold was being
used to fund the kidnappers.
But these measure have not
made much difference, so the Zamfara
authorities have now banned
the movement and sale of animals,
along with the weekly markets
where farmers and business people
go to trade. Stealing animals is
one of the gangs' main streams of
income.
The more drastic measure has
been switching off all of Zamfara's
240 mobile phone towers.
The aim is to deny the criminals
the means of communication with
their informants and of negotiating
ransoms with the families of those
abducted.
A sustained air and ground operation
has also been launched.
The phone blackout - which
also affects communities on Zamfara's
borders with other states -
comes at a huge cost to families and
businesses.
Simple things that could be
done with just a call now need a
whole day's trip to achieve.
Some are resorting to writing
Nigeria's kidnap crisis:
Letters replace phones
letters. Without a functioning
postal system, these are being
delivered via commercial buses
that still travel between towns in
the state and to other parts of the
country.
A Zamfara-born resident of the
capital, Abuja, told me that it has
been unbearable not knowing if
his family was safe.
It was only when a relation
arrived in Abuja a few days ago
that he received an update on their
wellbeing.
Another told me that he was so
worried, he will be travelling back
to Zamfara soon to check up on his
family.
One native of the state based in
the capital said it was far better to
endure a short period of pain rather
than the daily mayhem that has
turned Zamfara into one big jungle
where armed men rule.
For now there is a near information
blackout from Zamfara on
how operations against the criminals
are going.
Even journalists have no
means of ascertaining the true
state of affairs.
One reporter told me that she
has been trying to convince the
authorities to allow her to embed
with troops.
Anecdotal reports suggest
some degree of success in dislodging
the gangs from their hideouts
in forested areas.
However, more worryingly, this
has been said to have driven them
to neighbouring areas like Katsina,
where I was born.
There has been a spike in
abductions there in the last week,
including that of the children of a
local notable and that of a retired
federal civil servant alongside his
15-year-old daughter.
I personally chose to move
my mother away from her home
recently - and just a few days ago,
three university students were abducted
less than a kilometre from
her house.
Many security analysts argue
that the current push, with all
its pains, should have been a
simultaneous operation in all
the six states affected, so that the
criminals would have no room for
escape.
Most agree that only a joinedup
approach will end the nightmare.—BBC

Information reaching DAI-
LY Analyst indicates that a
gang of youth are preying
on law-abiding residents,
particularly land owners
in Tetegu, a suburb of Accra.
The gang, whose members
are in their mid-30s and 50s, are
always armed to the teeth almost
on a daily basis, and the mere
mention of this so-called youth
gang known as “Land guards”
stirs fear and anger.
Their modus operandi include
vandalising building projects
worth thousands of Ghana
Cedis and also beating innocent
land owners to pulp..
They also torment property
owners and stop them from
continuing with any further
development of their projects.
Apart from visiting mayhem
on individual citizens, DAILY
Analyst gathered that members
of this youth gang who sometimes
wield cudgels, sledgehammers
and crowbars extend their
animalistic behaviours to estate
developers.
The development which is
very worrying is creating unnecessary
tension and confusion in
the area.
And in the wake of their
terrorising, a group calling itself
ed to them,” he lamented
They visibly worried Tetegu
residents could not fathom why
the police will not act when such
brutalities are reported to them.
This gang has no respect
for the chief of the town, the
Municipal Chief Executive (MCE)
of Weija-Gbawe and even the
Member of Parliament (MP) for
the Constituency.
“In our view, the lack of action
from the police shows that
they have been compromised,”

some of the residents alleged.
They pointed out that they
know that criminal cases must
go to the law courts, but not to be
settled out of court by setting the
people free.
"They do not respect anybody
at all and in fact, these are people
living in Tetegu as citizens. This
recalcitrant people always use
guns to harass and threaten
people, but if you report them
to the police then the police set
them free which enables them
to continue with their nefarious
activities,” they said.
"Now we the concerned
citizens want to ask whether
nothing can be done to stop this
kind of indiscipline at Tetegu.
“We are asking questions
because when even you sleep in
your own room, this same people
can come and threaten you and
even harm innocent persons
with sharp tools or cutlasses.
"Now, if any matter rises,
and leads to the police station
(GICEL and Tetegu) the suspects
are freed. To this extent, we the
residents in Tetegu are living in
fear," they bemoaned.
Against this back ground, the
residents further stressed the
urgent need for the new IGP to
take a drastic action against his
officers at both GICEL and Tetegu
Police.
They added that "these indiscipline
people forcibly demand
for what they call digging fee
from unsuspecting developers
and builders of new houses, and
even chase and inflict cutlass
wounds on people if they decline
to pay these illegals fees or
monies."
They entreated the IGP that
"what we the concerned citizens
are saying could be verified
from our Hon Assemblyman of
Tetegu."

51 Women Trained As Heavy-Duty Truck Drivers
Story: George Obeng,
Burma Camp, Accra
A
total of 51 female
beneficiaries of the
Youth Employment
Programme have
received training in
driving heavy-duty trucks under
the Zoom Captains (ZL Diversity
Programme).
They undertook a 15-week
training which crowned in a
closing ceremony on Friday,
September 10, 2021, at the Armed
Forces Supplies and Transport
Training School (FATS), Burma
Camp in Accra.
The Zoom Captains concept
was launched on July 16, 2008,
when 25 Female Youth Employment
beneficiaries were trained
in the operation of various
categories of heavy- duty/earth
moving equipment (excavators,
graders, vibratory rollers, pay
loaders and thrash compactors).
Today these operators have
been absorbed into the company’s
mainstream operations
and can be seen exhibiting their
skills on the various landfill
sites and sites where there is the
need to construct roads to aid its
operations.
It is the objective of the company
to also build a work environment
that encourages and
promotes affirmative action in
less popular feminine job roles
that the Zoom Captains programme
was extended to mainstream
commercial driving.
Closing the ceremony, the
Commanding Officer of the
FATS, Lieutenant Colonel Franklin
Gyamerah Amoako, charged
the participants to put into
practice the knowledge and skill
Concerned Citizens of Tetegu
has raised a red flag about the
development.
They have called on the acting
Inspector General of Police
(IGP), Dr George Akuffo Dampare,
to, as a matter of urgency, deploy
police officers to the area to
mount surveillance in the town
to help flush out this gang.
"We are always in fear because
this gang can strike at any
time. And they come always full
armed and anyone who dares
challenges them is beaten to
pulp.”
"The most serious one is that
even when innocent persons are
in their rooms, members of this
gang enter forcefully to assault
them with cutlasses.
"When such assaults take
place and are reported at Tetegu
Police and GICEL Police stations,
action(s) are not taken,” a
distraught resident narrated his
ordeal with the gang to the paper.
The resident who spoke on
condition of anonymity for fear
of his life disclosed the latest
incident witnessed members of
this gang mercilessly beat innocent
persons.
“But the sad aspect was that
the police at GICEL took no action
after the matter was reportthey
have acquired as well as the
discipline the experienced.
He expressed the school’s appreciation
to the Jospong Group
of Companies (JGC) for making
them a part of their training
programme.
“And it is also my hope that
when you get out there, you will
be given the opportunity to handle
and operate these vehicles
because you have all the competencies
to do so,” he said.
However, he recommended
that the new female heavy-duty
truck drivers should be attached
to the company’s male
heavy-duty trucks’ drivers to
further build their confidence
and sharpen their competencies
and enable the new drivers to be
conversant with the operations
of the heavy-duty vehicles.
According to Lt. Col. Gyamerah
Amoako, the ladies have
acquired competencies in driving
various tonnage capacity of
trucks, “I must say these were
ladies who had no knowledge
at all in driving, and within
the time frame, were able to
be transformed from ground
zero to heavy-duty drivers,” he
disclosed.
With the help of instructors,
he said, the trainees were taught
from the scratch how to move
a vehicle from rest, changing
of gears, steering control, road
signs, road manners and ethics
among several topics and skills.
He explained that this was
because apart from the weight
of the vehicle, participants had
to be introduced to the hydraulics
systems, which are a major
feature of heavy-duty trucks.
“I am also happy to note
that in collaboration with the
DVLA, the school has managed
to acquire for all the 51 participants
license B upon which they
will systematically be migrated
to the license C, D in due
course.”
The Chief Operating Officer
(COO) of Environment and
Sanitation Cluster of the JGC,
Mrs. Florence Larbi, congratulated
the female heavy-duty
truck drivers for going through a
successful 15-week training.
She said these were street
sweepers who had no idea in
driving, saying “today they have
been trained to drive heavy-duty
trucks of the company.”
She maintained that it has
always been the vision of the
Executive Chairman of JGC,
Dr Joseph Siaw-Agyepong, to
empower women to take up
such challenging opportunities
to make them confident and
compete with their male counterparts.
“Zoomlion Ghana Limited
and the entire Jospong Group
has a culture of empowering our
staff with the necessary learning
interventions. For example,
this year alone, our organisation
has invested about one million
cedis in the developmental
needs of our staff with the
Ghana Armed Forces Training
School,” she noted.
Further, she added that the
company maintains its focus
on enhancing diversity and
inclusiveness programmes, and
this is another reason why all
these ladies here were selected
to undertake this development
programme.
Earlier this year, one hundred
drivers and two hundred
janitors were trained and passed
out successfully in this same
school.
These included ladies. Additionally,
management team of
Zoomlion participated in the Senior
Executive Leadership training
courses as well. This was to
enable us to build a formidable,
resilient and disciplined team of
employees who deliver efficient
services with military precision.

Bawumia’s digital agenda key to creating
tech entrepreneurs - Razak Opoku
Advertising Psychologist,
Razak Opoku,
says Vice President
Mahamudu Bawumia's
digital agenda is key
to creating digital and technology
entrepreneurs for Ghana and
Africa.
According to him, every
modern economy and society is
developed through the concept of
digitalization or Digitization.
In a statement, he said digitalization
is transforming the ways
in which industries, businesses,
agricultural products, general
goods and services are marketed,
distributed, traded, delivered
and consumed in an increasingly
digitized economy and marketplace
globally and Ghana is not an
exception.
“Online marketing, trading,
shopping, banking and e-commerce
have become the mainstream
channels for consumers.
Products, goods and services are
moving from tangible mediums to
digital ones.
“In Ghana, the sustainability
of government flagship
programmes such as Planting
for Food and Jobs, and One-District-One-Factory
would largely
depend on digitalization, how
the ministries and companies involved
in the programme be able
to effectively and efficiently adopt
digital technologies to promote
and market their products and
services to the local, African and
Global markets for profits, Razak
Opoku said.
He pointed out that Digital,
internet and technology-driven
companies such as Amazon, Apple,
Microsoft, Google, Tencent, Visa,
Mastercard, Facebook, Alibaba,
Twitter etc. are economic giants
in their own capacity, having
economic growth and financial
impact greater than the entire
economy of African Countries.
“This is one of the main
reasons why Akufo-Addo's government
through Dr. Bawumia is
doing everything possible to, first
of all, formalize and change the
Ghanaian economic architecture
through Digitalization/Digitization.
“Through the efforts and
commitment of Dr. Mahamudu
Bawumia, the NPP government
is capable of rolling out a
comprehensive Programme on
Digital, Internet and Technology
Entrepreneurship leading to the
creation of world-class digital and
technology entrepreneurs who
would be able to provide the needed
platforms to market, distribute,
trade and attract the needed
investments aimed at ensuring
the sustainability of the government's
flagship programmes,
especially 1D1F and Planting for
Food and Jobs envisioned, initiated
and implemented by H. E. Nana
Akufo-Addo,” the advertising
Psychologist indicated.
He said Digital and Technology
Entrepreneurs would assist
the government to transform the
socio-economic architecture of
Ghana, compete fairly with other
global digital and technology
entrepreneurship platforms such
as Amazon, Tencent, Alibaba, Microsoft,
Apple etc.
He stated that digital and
Technology Entrepreneurs are
very key pillars for economic
growth, jobs, wealth creation and
innovation.
“Through Dr. Bawumia's digitalization
initiative, Ghana would
soon boast of digital and technology
entrepreneurs who would help
the government to drastically
reduce the rate of youth unemployment.
Through Dr. Bawumia,
Ghana shall become the Hub of
Digital and Technology Entrepreneurship
in Africa,” Razak Opoku
concluded.

‘Coodeta’; the spoilt
child of ‘yentie obia’
By Haruna Atta
The pathetic and
bewildered look says
it all. A broken man.
Only a week or so ago,
everything was at his
beck and call as president of the
Republic of Guinea. His orders
were being barked here and
there, in fact, everywhere, and
uniformed security personnel
would snap to attention, saluting
away even if it was only his
shadow they glimpsed flashing
by.
He was a powerful man, a
very powerful man. His satellites
were many – family,
friends, time-servers, and
others, describing all sorts of
orbits around him. He and his
satellites exuding power, arrogance,
and wealth! Owners of all
that they surveyed… His words,
quoted and repeated ad nauseam
by the media, especially the
state-owned ones, were more
or less law. He travelled widely
abroad, enjoying all the creature
comforts not available to the
ordinary taxpaying citizen.
At international regional and
sub-regional summits, a very
exclusive club, hosting countries
treated him and his colleagues
like deities. The privileges associated
with his office were thick
and juicy! Don’t get me wrong,
I am not being a spoilsport, nor
am I being jealous or envious.
On the contrary, I think, with
some amount of moderation, the
office deserves all that to allow
the holder to serve his people
with integrity, accountability,
competence, and incorruptibility,
and know when he had
expended his welcome to leave
the scene – in Ghana’s case, after
two terms.
I believe in his case it was
the same, until when he decided
that he alone was the anointed
and decided to amend the constitution
to allow him to be on
top indefinitely, and then…
Coodeta!
I first heard of coup d’état on
a windy, dry savannah on February
morning in 1966 when I
was a little schoolboy attending
Navrongo Secondary School. Our
headmaster, a feisty Scotsman
called Robin Crawford (later the
Rev) that morning, called an
emergency assembly.
The whole school, including
the teaching staff, trooped to
the assembly hall, which at that
time also doubled as our dining
hall. Even before we had settled,
he delved into his mysterious
reason for assembling us in such
an emergency fashion. He said
to us that news had just come
from Accra that President Nkrumah
had been overthrown in a
‘coodeta’.
Classes would not continue,
and we were all to proceed to our
dormitories and remain calm.
End of Assembly. We trooped
out the same way we came in
with ‘coodeta’ ringing over and
over in my head and wringing
my curious ignorant mind into
all sorts of knots. There was
no going to the dormitories, as
we gravitated in clumps to our
different groups to learn some
more. There was an old “redif-
fusion box” somewhere in the
entertainment area where the
senior boys had taken positions.
Every now and then, some of us
would tear away from our peer
clumps to this senior one to listen
to the “rediffusion box” and
read the lips of our seniors.
The box itself was blaring
mostly military-style music. It
was from one of these seniors,
a distant relation that I finally
got a hang of coup d’état and
the man behind it, a Colonel
“Kiteku”, and true, that’s how
that one also twisted itself to
my tongue. The coup d’état of
February 1966 and Colonel Kotoka’s
role are now an indelible
episode of our history, for good

the coups of 1972 and 1981, with

“Serves the fool right!” in
2021
The overthrow of President
Professor Alfa Conde of Guinea
came to me from a friend
through my WhatsApp – the
“rediffusion box” having gone
extinct for decades now. As soon
as I finished reading it, I sent
a one-liner to him: “Serves the
fool right!” This is a man who
refused to see all the wrong
turns he was taking, plunging
his impoverished country into
more and more under development.
He was a typical example of
words that have become very
symptomatic of many African
countries, sadly including
mine at the moment: impunity,
arrogance, corruption, abuse of
power (especially, the electoral
process), destruction of state institutions,
treating the constitution
with contempt (for example
defying its intrinsic secular
nature with the imposition of a
so-called national cathedral as
the “mother church” of Ghana
to act as the focus of everything
Ghanaian). And much, much
more.
It is right we abhor and
frown upon ‘coodetas’, but our
governments must also reign
in their inordinate lust for the
abuse of office – something Frema
Busia described in a recent
commentary as “yentie obia”!
I don’t know, but maybe, it was
just a Freudian slip or living in
denial, but the ECOWAS statement,
originating from Ghana,
could not bring itself to accept
the Guinean coup and referred
to it as an “attempted coup”.
They must mend their ways,
for somewhere, not far off, only
an AK47 barrel away, a coup
maker may be lurking, using
“yentie obia” as his casus belli,
which for my country, I say, God
forbid! Never again! To the credit
of the Guinea coup makers,
they did not harm the deposed
head of state in any way, with
the exception of his dignity,
which is in tatters, what with
all those embarrassing pictures
of him that have gone viral.
Video clips have also appeared
showing former ministers and
appointees of the former government
being taken away with
taunts of “thieves, thieves” from
the public.
It is also worth noting that
the coup was peaceful, something
we cannot say of Ghana’s
2020 elections, which registered
deaths and injuries, with the
culprits still roaming free.

Digitalization is transforming

Vaccine protection still strong
—Oxford jab creator
The vaccines are still
providing strong protection,
a year on from the
initial two doses, says
the scientist who developed
the Oxford-AZ vaccine.
The UK's vaccine advisory
body is set to decide whether
booster doses against Covid-19 are
needed this autumn.
Prof Dame Sarah Gilbert told
the BBC that offering a third
booster dose to millions of people
was "a complex decision".
And she called for more vaccines
to be licensed to increase
supplies.
The Joint Committee on Vaccination
and Immunisation (JCVI)
has already said a third top-up
dose should be offered to people
with severely weakened immune
systems, which accounts for up to
half a million people in the UK.
But it has not decided if booster
doses are needed to extend
protection in larger numbers of
people at high risk from Covid-19,
including those normally eligible
for a flu jab.
The UK reported a further
37,622 coronavirus cases on Friday,
according to the latest government
figures.
There have also been another
147 deaths of people who tested
positive for the virus within the
previous 28 days.
Prof Gilbert, who began
designing the Oxford-AstraZeneca
vaccine in early 2020 when
Covid first emerged in China, said
there were no signs of immunity
waning in ongoing trials of the
vaccine, which started in April
2020.
Blood tests on volunteers who
had been vaccinated more than a
year ago, showed they had signs of
good protection.
"It's the first dose of the
vaccine that has the most impact,
whoever you give that vaccine
too," she said.
"We get good protection after a
single dose and then it's improved
by a second dose and we would
expect to see it being maintained
or possibly slightly improved then
by third dose.
"As we would expect, with
any other vaccine, we are seeing
strong maintenance of the [immune]
response."
More doses needed'
Prof Gilbert also said the world
needed more doses and more vaccine
supplies, so there didn't need
to be a choice between vaccinating
one country over another.
"More doses are becoming
available and we need to focus on
getting those doses to countries
that really need them," she said,
adding that many African countries
had only vaccinated 2% of
their population.
Health Secretary Sajid Javid
said on Thursday he was awaiting
"final advice" from the JCVI,
but was "confident" a booster
programme would start later this
month.
Interim advice issued by the
JCVI in July suggested more than
30 million people should receive a
booster dose, including all adults
over 50.
The UK medicines regulator
(MHRA) has approved the use of
Pfizer and AstraZeneca as Covid
booster vaccines, paving the way
for a rollout ahead of the winter.
Prof Sir Andrew Pollard, director
of the Oxford Vaccine Group,
agreed there is a "fire raging all
around the world with huge pressure
on health systems in many,
many countries".
He told BBC Radio 4's Today
programme the UK had a "moral
obligation" to help other countries,
adding: "There is such a big
risk, morally from our perspective
- there's a risk to trade, there's a
risk to economies, but also these

It was Wednesday, and early
mid-morning adventure to one of
obvious Ghana’s tourist sites, the
Boti Falls.
The twin waterfall is located
in Yilo Krobo municipal in the

altogether. It is important to
bring to the attention; the pandemic
of unconcern Ghanaians,
the pandemic of poor maintenance
culture, disregard for rules
and regulations, and the pandemic
of ‘it is not my property’
pronounced by common folks.
This is to be curtailed and
make civilians abide by the law
and maintain social sanity and
civility in the conduct of every
Ghanaian to minimize this
menace.
What is the Ghanaian made
of…?
I would like to end here without
failing to say the trip was fun
and educative albeit, and we carried
with us, a more concerned
approach to this twin waterfall
tourist site in the future.
Hopefully, we get to return
again but to a promised change of
scenery- thus both streams flowing
happily because that’s what
twins do; they move together.
And importantly, to see the
female side of the fall flow again
traditionally because that’s all we
want to witness, sigh.

MTN, Ayoba launch “Life Inside Ayoba”
African Super App
ayoba launches
continent wide “LIFE
INSIDE AYOBA”. ATL
campaign MTN in
partnership with ayoba has
launched a dynamic media campaign
entitled: ‘Life inside ayoba’
that will bring the African super
app to life. The campaign brings
together all the features of the
‘super app’ including chat, voice
and video calling, channels,
music via playlists, gaming, micro
apps and payment facilities
(only in certain territories).
The campaign is set to
launch in early September and
is designed to highlight the
simplicity of the app, and the
advantages a user gains in using
all the exciting features. “Ayoba
is a strategic platform for MTN
as it harnesses Africa’s unique
digital ecosystem and context.
We believe it to be a triple play
opportunity to advance free
messaging, content distribution
and e-commerce powered by an
open platform. Made in Africa
for the World, ayoba is highly
localised and tailored for African
and Middle East consumer
needs. This campaign is perfect
for our markets, its vibrant and
relevant and is sure to appeal
to all who use it,” says Serigne
Dioum, Group Chief Digital and
Fintech Officer. Digital revenue
increased by 23.8%* at half
...to bring super app to life
through the mind of foreigners
who ply this road for the sake of
visitation.
Our invitation to the site
draws near, about an hour journey
from Adukrom, in the eastern
region. Here, the Fall looks in
sight and we were ready to embark
on this adventure, we must
go back with a new experience
albeit.
At the request of the tour
guide, men, women, students
took the stairs descending to the
waterfall- one step at a time and
treading behind each other to
this beautiful scape.
You cannot escape this glorious
view!
However, things did not look
as expected, it is a twin waterfall,
remember? It appeared only one
side of the waterfall had water
streaming down from it. The
other side is dry with no water!
What has happened? I dared
asked the tour guide. He fumbled,
with a look on his face worrying,
as one lost of words. It’s somewhat
disturbing, he answers;
‘about 40% of the forest reserve
has been tempered!’ He continues,
‘the groves that cover the
river through the jungle has been
destroyed by human activities
such as illegal felling of trees, anyear,
supported by the greater
uptake of our services. In the
period, our instant messaging
platform ayoba, recorded 8.0
million monthly active users,
an addition of 2.5 million since
December 2020. It has now been
integrated into 17 MTN markets.
Our goal is to reach 19 million
monthly active users (MAUs) by
2021 and 100m by 2025. Our plan
is to leverage MTN existing base
to scale up quickly and then
grow as OTT player in new markets
The ayoba TV campaign is
supported by radio, localised to
each broadcast territory as well
as outdoor, print and on-ground
activations through our unique
trade tool. The message is simple
- ayoba has everything you need
“allin-one app”. “There is a need
to go above the line to raise the
awareness of ayoba. We strongly
believe that our app will appeal
to many in Africa and the
Middle East and provides digital
solutions to the day-to-day life
of the consumer. In building the
campaign we looked at what
unites our African users, rather
than what divides them. We
had to show users that they can
find everything they need in our
all-in-one app. This approach
has brought us a textured and
innovative campaign, and we are
very proud of it. We excited to
launch the campaign with the
full support of MTN’” says Burak
Akinci, Chief Executive Officer
of Simfy (ayoba). 2021 has been
a fast-paced year so far for the
messaging app, Ayoba celebrated
its second year in operation in
May 2021 and recorded 8 million
monthly active users as of July
2021 across MTN’s 18/19 markets.
Ayoba is accelerating not
only digital inclusion but also
financial inclusion, MTN MoMo
has been integrated into ayoba
in select markets including
Ghana, Uganda, Cameroon, and
Congo Brazzaville. Ayoba has

Girls In ICT initiative gets
10M cedi boost from MTN
MTN Ghana has
presented GHc10
million to the
Ministry of Communication
and
Digitization as part of its 25th-anniversary
celebrations in support
of the Girls in ICT project.
Girls in ICT program is an
international initiative adopted
in 2012 by all ITU Member States
including Ghana. The program is
aimed at exposing young girls to
opportunities in the ICT sector
through the mentorship workshop
and open day programs to
prepare them for ICT-related
professions in the future.
The first part of the funds was
presented to the Minister of Communications
and Digitalisation
Hon. Ursula Owusu-Ekuful at a
presentation ceremony in Accra.
The funding is to cover
the cost of the project over a
three-year period to support the
government’s efforts to empower
and encourage girls to consider
studies and careers in ICT.
Speaking at the presentation
ceremony, Chief Corporate Service
Officer of MTN Ghana, Samuel Koranteng,
said “The MTN Group is
a signatory to the United Nations
Women Empowerment Principles
and by this, the company has
pledged its commitment to the
advancement of Gender Equality
and the Empowerment of Women.
It is part of the company’s core
beliefs that everyone deserves the
benefits of a modern, connected
life and therefore strive to ensure
that men and women benefit
equally from ICT.”
“Gender Empowerment is a
key strategic component of MTN’s
Corporate Social Investment
and over the years we have made
significant contributions in this
regard and because of that, we do

professionals before taking an interest
in them. Our contributions
start from the grassroots level,”
Mr. Koranteng added.
The Chief Capital Projects officer,
William Tetteh speaking on
behalf of the CEO of MTN Ghana
said “MTN Ghana remains committed
in supporting government
development agenda and this
presentation is a demonstration
of that commitment”.
Receiving the cheque on behalf
of the government, Minister
of Communications and Digitalization,
Hon. Ursula Owusu-Ekuful,
thanked MTN Ghana for joining
other corporate organizations to
support the government’s initiative
to empower girls in ICT.
She said “The ICT world provides
great career opportunities
for girls if they are given the needed
support and mentorship. The
initiative for this year includes a
bootcamp for girls from rural communities
in the Western North
region who are already undergoing
programming and coding training.
The Ministry will consider expanding
the programme to reach
more girls in other regions.”
The initiative falls in line with
MTN’s vision to lead the delivery
of bold new digital world and its
core beliefs that everyone deserves
the benefits of a modern, connected
life. In view of that, MTN Ghana
has supported the programme
since its inception with mentorship
programs as well as cash and
kind donations.
MTN Ghana is the market
the Import Declaration Form,”
Samson Asaaki Awingobit, the
Executive Secretary of the Association
said.
“However, we think this
accusation lacks merit since the
authors of the said report failed to
learn that the GRA and the various
Banks that transact business with
these companies can track any
transaction through the IDF to
know if an importer is under-declaring,”
he exclaimed.
Bemoaning the negative effect
the allegations have had on the
named companies, Mr. Awingobit
further asked the media to be
circumspect in reporting such
allegations.
“These companies have inleader
in the increasingly competitive
mobile telecommunications
industry in Ghana, offering
subscribers a range of exciting
options under Pay Monthly and
Pay As You Go Services and Mobile
Financial Services. The company
has committed itself to delivering
reliable and innovative services
that provide value for subscribers
in Ghana’s telecommunications
market. Since its entry into Ghana
in 2006, MTN has continuously
invested in expanding and modernizing
its network in order to
offer superior services to a broad
expanse of the nation.
Mahama economic record woeful
The President of the
Republic, Nana Addo
Dankwa Akufo-Addo,
has described the period
in office of his predecessor,
John Dramani Mahama, as an
unmitigated disaster, describing
his economic track record whilst
in office, from 2013 to 2016, as
abysmal.
President Akufo-Addo made
this known on Friday, 10th
September 2021, in response to
question posed by the host, in
which she referenced a statement
made by former President John
Mahama in which he accused the
current Government of economic
mismanagement
Responding to the statement,
the President stated that “I
wonder whether this statement
was made tongue in cheek by the
former president. When you look
at the record that this political
leader, who can accuse my government
of mismanagement, there
are a few facts that when you
put on the table to compare his
performance and mine, it would
tell you that if what I am offering
people is economic mismanagement.”
He continued, “I wonder what
words should we describe his (Mahama)
stewardship of Ghana. It
is an unmitigated disaster, that’s
what I would call him.”
According to President
Akufo-Addo, under the tenure of
office of John Mahama, economic
growth rate in 2016 stood at 3.4%,
the lowest in two decades; with all
other macroeconomic indicators
pointing in the wrong direction.
“Inflation, when he left office,
was 15.4%; today, at the end of July,
which are the last hard facts from
the Statistical Service, it’s 9%. Interest
rates are always a good determinant
of how the economy is
operating, 32% in December 2016,
today, it is 20.6%. We are talking
about treasury bill decline in
interest rate, we are talking about
the trade deficit that was $1.8
billion in 2016, to a trade surplus of
$2.6 billion at the end of 2019,” the
President said.
He stressed that if these statistics,
which, prior to COVID-19, led
to Ghana being one of the fastest
growing economies in the world
with a GDP of 7%, “can be considered
economic mismanagement”,
he then wondered what would be
the description of the economy
managed by John Mahama, which
took Ghana into the embrace of
the IMF.
Responding again to comments
made by John Mahama,
asking Government to organise
an economic forum, President
Akufo-Addo stated that “if the
economic forum is going to be a
repetition of the so-called Senchi
Consensus, then I think I have
to spare the people of Ghana this
sort of development.”
He continued, “The Senchi
Consensus was an unmitigated
disaster, out of it we went into the
embrace of the IMF with all the
difficulties that came from there
and the disarray it pointed to in
the economy of our country.”
The President, thus, urged former
President Mahama to be wary
of commenting on matters to do
with economic management.
“He is not on strong ground
when he is talking about the
economy. His track record, I am
reluctant to use these strong
words, but in normal parlance, I
would say it abysmal and, therefore,
he has no lessons to give me
at all in the management of the
economy,” President Akufo-Addo
added.
Importers and Exporters Association debunks tax evasion
The Importers and Exporters
Association has
debunked media reports
which allegedly accuses
some of its members
of evading taxes at the country’s
ports as well as engaging in
money laundering through port
transactions.
This comes on the back of
reports by pressure group, Movement
for Truth and Accountability
which alleged that some importing
companies especially those in
the Tema enclave are engaged in
under-invoicing, tax evasion and
money laundering.
They cited investigations allegedly
done by the Bank of Ghana
monitoring department, Ministry
…money laundering claims
of Finance and other anti-corruption
agencies.
According to the group, the
companies upon getting their
request for Import Declaration
Form approved to bring in goods
to the amount requested ended
up importing much less than they
requested.
Their report further stated
that a total of over 1.8 million
dollars was transferred to these
companies solely for import
purposes, but cannot be traced
because they allegedly under-invoiced
the transactions or refused
—President Akufo-Addo
to pay the required taxes to the
Ghana Revenue Authority.
Some of these companies
mentioned in their allegation include
WE2 Sea Foods, Three Hills,
Greensam Enterprise and Alltrade
Enterprise.
But the Importers and Exporters
Association said these reports
are misleading and should be
disregarded.
“Per the said reports, most of
the importing companies were
accused of under-declaring tax by
importing far less of goods they
had stated and paid for through
ternational reputation. They are
causing harm to the companies
and the nation. They are putting
the country at risk level that
Ghana launders money through
importation. They are impugning
the integrity of the hard-working
staff of the GRA and the Customs
Division.”
“I strongly believe that if you
[the media] pick or intelligence,
please try your best to speak to
experts. Speak to people who
understand trade and their input
before you proceed. Go beyond and
speak to the said company that
the story is about,” he advised.—

Liverpool kept pace with

Govt dragged to court
...over continuous stay
Story: George Obeng
The Member of Parliament
for South Dayi,
Rockson-Nelson Dafeamekpor
has dragged
the government to
court over the continuous stay
of Metropolitan, Municipal and
District Chief Executives (MMD-
CEs) in office.
According to him, President
Akufo-Addo has no constitutional
mandate to direct MMDCEs to
remain at post in acting capacity.
The President, in January
2021 after he was sworn in to
Henry Quartey,
Greater Accra
regional minister,
on Thursday,
reiterated that his
"Let's make Accra work' agenda
was not only geared towards
sanitation in the capital, but
also towards health, education,
security, and indiscipline.
He said: "'Let's make Greater
Accra work' agenda focuses on
five significant pillars of security,
sanitation, health, education,
and indiscipline, which is
cross-cutting."
Mr. Quartey who made the
call when addressing the annual
conference of the Greater Accra
Presiding Members in Accra
on the theme: "Making Greater
Accra work, the role of local
assemblies (Let your action
count)" said the agenda was
borne out of indiscipline and
total disregard for orderliness in
the capital.
The programme brought
together all presiding members
in the region, experts in local
governance, and development
partners.
It would also serve as a
training ground for members to
strategize towards the growth
and development of the region.
serve a second presidential term,
directed all MMDCEs to remain
at post until new ones are appointed.
According to the communiqué
signed by the Chief of Staff,
Akosua Frema Opare, announcing
the directive also warned
the MMDCEs against taking any
policy-related decisions.
“You are to take note of the
provision of section 14 (5) of the
Presidential (Transition) Act
(2012) which states that you shall
not take a decision involving a
policy issue,” the notice said.
Dafeamekpor, who filed the
suit as a private citizen of Ghana,
among other things wants a
“declaration that upon a true and
proper interpretation of Article
243(1), the President of the
Republic of Ghana cannot direct,
instructor appoint any person to
either act or hold office as a Metropolitan,
Municipal and District
Chief Executive without the
prior approval of the Members of
the District Assembly to which
the said person would be acting
or holding office as a Metropolitan,
Municipal and District Chief
Executive.”
He also wants the court to
order the acting MMDCEs to immediately
vacate their post.
“An order directed at all
Metropolitan, Municipal and
District Chief Executives continuing
in office pursuant to the
above-mentioned Presidential
directive to vacate office with
immediate effect.”
'Let's make Accra work'
agenda is holistic -Minister
Sanitation and waste management
would also form an
integral part of their conference.
Mr. Quartey called on the
presiding members to influence
their assemblies to carry out
educational programmes with
stakeholders to achieve the
vision of the agenda.
He said the next line of
action would be on maintaining
high standards in the erection
of advertising signs on the major
streets of the region.
The regional minister said
the Regional Coordinating
Council was currently carrying
out training programmes to
bring sanity into good advertising
standards.
He announced that stakeholders
in the private sector had
been supportive of the agenda
and called for more support to
achieve it.
Mr. Joseph Korto, Regional
Dean of presiding members
called on his colleagues to place
a premium on education as it
was the bedrock of education.
He said: "Honourable members
since education is the only
weapon that society can use to
level up, I will want to suggest
that we intensify education in
our various districts to fight the
disease."
He commended Henry Quartey,
the Greater Accra regional
minister for his innovations in
keeping the city clean and appealed
to his colleagues to offer
the minister maximum support
to achieve health and sanitation
goals.
"The regional minister's
operation clean your frontage
and the demolition of unauthorized
structures on waterways,
among many others cannot
yield positive impact without
the support of the assemblies in
the region."
He described the regional
minister as a courageous leader
with a high level of intelligence
who needed their support for
the Greater Accra region to
work.
Mr. Korto, who is also the national
dean of presiding members
appealed to the executive
and legislative arms of government
to take steps to improve
the conditions of service of
members across the country.
Dr. Nana Ato Arthur, Head
of Service at the office of Local
government service called on
the presiding members to be
innovative towards the development
of their assemblies.
He called on the assemblies
to avoid awarding contracts
that could not receive adequate
funding as that could lead to
putting up so many uncompleted
buildings.
Enoch Teye Mensah, Greater
Accra representative of the
Council of State urged assemblies
to move their conversations
towards electing MMDCEs,
a proposal that had lingered on
for some time now.
