so ensuring th<strong>at</strong> st<strong>at</strong>es produced an<br />

educ<strong>at</strong>ed citizenry th<strong>at</strong> would grow up<br />

to live the American dream <strong>and</strong> contribute<br />

to society through growing the<br />

U.S. economy.<br />

The role of public universities as<br />

research powerhouses is largely due<br />

to the efforts of Vannevar Bush, who<br />

played a key role in advising the Roos-<br />

evelt administr<strong>at</strong>ion in World War II.<br />

survival for both military <strong>and</strong> commercial reasons, requiring<br />

continued government support for science <strong>and</strong> technology,<br />

leading to the cre<strong>at</strong>ion of the N<strong>at</strong>ional Science Found<strong>at</strong>ion in<br />

1950 <strong>and</strong> the rapid growth in basic science funding for ot<strong>her</strong><br />

federal agencies such as the N<strong>at</strong>ional Institutes of Health<br />

received his Bachelor of Arts<br />

degree in chemistry from Trinity<br />

College in Dublin, Irel<strong>and</strong>, his<br />

D.Phil. in biochemistry from Oxford<br />

University, <strong>and</strong> postdoctoral<br />

training <strong>at</strong> Stanford University.<br />

of <strong>Research</strong> Development, <strong>and</strong> the Campus Veterinarian.<br />

In addition, the Office of <strong>Research</strong> is responsible for the<br />

review <strong>and</strong> regul<strong>at</strong>ory oversight of campus research Centers<br />

<strong>and</strong> Organized <strong>Research</strong> Units <strong>at</strong> UCR. The Vice Chancellor<br />

is the Institutional Official responsible for acceptance<br />

<strong>and</strong> investig<strong>at</strong>ion of alleg<strong>at</strong>ions of research misconduct on<br />

the campus. Finally, the Vice Chancellor aids UCR faculty<br />

<strong>and</strong> Deans in identifying funding opportunities <strong>and</strong> facilit<strong>at</strong>ing<br />

proposal development for multidisciplinary <strong>and</strong><br />

multicampus research initi<strong>at</strong>ives.<br />

Universities’ rel<strong>at</strong>ions with industry<br />

While this federal beneficence has<br />

transformed the quality <strong>and</strong> quantity of<br />

university basic research, it has also led<br />

to closer rel<strong>at</strong>ionships between some<br />

parts of the academic enterprise <strong>and</strong><br />

commercial partners who <strong>at</strong> the same<br />

time have been disestablishing their<br />

large research units, the best example<br />

of this being the dissolution of Bell Labs<br />

in 1984 when AT&T divested itself of its<br />

exchange service oper<strong>at</strong>ing companies<br />

cre<strong>at</strong>ing the “Baby Bells”.<br />

This decrease in investment by industry in its own basic<br />

science research th<strong>at</strong> has the potential to result in the technologies<br />

<strong>and</strong> products of the future has meant th<strong>at</strong> industry<br />

has increasingly relied on universities to produce these new<br />

“innov<strong>at</strong>ions”. And indeed, t<strong>her</strong>e are many excellent examples<br />

of how such federal funding has led to basic research discoveries<br />

th<strong>at</strong> in turn have led to widely used commercial products,<br />

served for over 20 years on the faculty <strong>at</strong> the University of<br />

Minnesota, w<strong>her</strong>e he held a number of administr<strong>at</strong>ive positions<br />

th<strong>at</strong> included Head of the Department of Biochemistry,<br />

Molecular Biology <strong>and</strong> Biophysics from 1998-2000 <strong>and</strong><br />

Assistant Vice President for <strong>Research</strong> <strong>and</strong> Associ<strong>at</strong>e Dean<br />

of the Gradu<strong>at</strong>e School from 1994-1998. He previously<br />

held faculty appointments <strong>at</strong> the University of Connecticut<br />

Health Center <strong>and</strong> <strong>at</strong> Leeds University in Engl<strong>and</strong>.<br />

At UCR, Dr. Louis holds the concurrent title of Professor<br />

of Cell Biology <strong>and</strong> Neuroscience. His biomedical<br />

research on the role of calcium as an intracellular signaling<br />

molecule, which has been funded by the N<strong>at</strong>ional Institutes<br />

of Health for over 25 years, uses a range of different<br />

approaches including cell physiology, molecular biology,<br />

biochemistry, cell biology, <strong>and</strong> biophysics.<br />

His current research program focuses on the role of gap<br />

junctions in the development of c<strong>at</strong>aracts in the lens of the<br />

eye because an elev<strong>at</strong>ion in cytosolic calcium concentr<strong>at</strong>ion<br />

which closes these cell-to-cell channels is one of the critical<br />

early steps in the development of lens c<strong>at</strong>aract form<strong>at</strong>ion.<br />

Dr. Louis is Chair of the Executive Committee of<br />

the Council of <strong>Research</strong> Policy <strong>and</strong> Gradu<strong>at</strong>e Educ<strong>at</strong>ion<br />

(CRPGE) of the Associ<strong>at</strong>ion of Public <strong>and</strong> L<strong>and</strong>-Grant<br />

Universities (APLU), serving on the Board of Directors<br />

of APLU, <strong>and</strong> a member of the Board of Directors of<br />

the Council on Government Rel<strong>at</strong>ions (COGR). He has<br />

served on many peer-review grant committees as well as<br />

the boards of biotech industry associ<strong>at</strong>ions in both Minnesota<br />

<strong>and</strong> Georgia.
