Government defeats Bill that would kill forced mergers 

The Berejiklian Government has refused to rule out the forced mergers 

 

before the recent local government elections. 

A Bill put before NSW 

Parliament this week 

would have ruled out 

forced mergers with 

approval by local communities 

but it was 

defeated by the Berejiklian 

Government in 

the Legislative Assembly 

by 47 votes to 37 

votes. 

Hunters Hill’s Phil 

Jenkyn - who is the 

spokesperson for the 

Save Our Councils 

Coalition - was in NSW 

Parliament for the vote 

this week and is furious 

with the outcome. 

“This government has 

made it clear that their 

policy of forced council 

mergers continues,” he 

said. 

“We’ve tried to reason 

with this government 

but continues to 

launch an all out attack 

on communities and 

so we’ve decided to 

launch an all out attack 

on this government 

until it is thrown out of 

government at the next 

election,” 

The Labor Party and 

the Shooters and Fishers 

Party had supported 

the Local Government 

Amendment 

(Amalgamations) Bill 

and Labor’s Local Government 

spokesman 

Peter Primrose MLC on 

Friday promised to deamalgamate 

our forcibly 

merged councils 

where local communities 

oppose the forced 

merger. 

This would mean that 

parts of Epping forced 

to merge with Parramatta 

would leave 

Parramatta and Leichhardt 

Council would regain 

its independence 

after being forcibly

will be urging Lane Cove MP Anthony Roberts 

to fund a lollypop man to ensure safety at the 

Earl Street pedestrian crossing outside Boronia 

Park Public School. 

Acting General Manager 

Steve Kourepis said 

the Council is expected 

to back the school’s 

campaign to have the 

state government fund 

the “lollypop man” 

to prevent dangerous 

driver behaviour during 

school arrival and leaving 

times. 

“Council will write to

to Roads and Maritime 

Services suggesting the 

school crossing supervisor 

as well as writing a 

letter to Lane Cove MP 

Anthony Roberts for his 

support,” Mr Kourepis

“Another issue is the 

bus parking outside

Road.” 

The safety of Boronia 

Park Public School students 

on neighbouring 

Earl Street has become 

a major and urgent priority 

for a new Hunters 

Hill Council working

The working group of

chaired by new councillor

The school had also 

raised the issue of the 

removal of trees in Earl 

Street to create more 

parking spots and the 

council had agreed to 

extra ranger patrols.

2017 TWT Miss Eastwood Granny Smith Festival Queen Grand Finalists received their prizes at a gala presentation in centre court of Eastwood Shopping Centre after the Grand Parade and


Deaf and blind boy to end his life in Top Ryde 

City of Ryde’s oldest marketing icon - the deaf and blind boy sculpture - 

will be looking for a new home after sitting outside the Ryde Lantern Club 

Op Shop in Church Street Top Ryde more than three decades. 

The plaster cast boy 

has been faithfully collecting 

coins for the 

Royal Institute for Deaf 

and Blind Children at 

North Rocks and has 

been an integral part of 

the Op Shop’s work to 

raise two and a half million 

to fund schools and 

other services. 

Stalwart volunteer 

Judy Harris said the 

deaf and blind boy has 

only left his post once, 

when he was stolen 

several years ago and 

returned by police. 

“The police never 

told us who stole him 

or where they found 

him and were were just 

thrilled he was returned 

to us,” Judy said. 

“In all the time he’s 

been here we’ve never 

found a name for him 

and we just refer to him 

as The Little Boy. 

“We look after him, 

bring him into the shop 

every night and put a 

blanket over him.” 

Judy and her husband 

Brian have served as 

volunteers at the shop 

during its three decades 

and will leave with fond 

memories when it closes 

its doors for the last 

time at 4pm on Tuesday 

December 12. 

“It has been an abso- 

lute pleasure volunteer- 

ing at our little shop 

and we’ve thoroughly 

enjoyed meeting people 

and discovering the curiosities 

they bring into 

to us,” Brian Harris said. 

“We’ve also had regulars 

coming to the shop 

for all these years and 

while we’ll miss them 

we’re delighted to have 

raised so much money 

for deaf and blind children.” 

Judy and Brian have 

their own “special” reason 

for volunteering. 

“Our own son, who 

is now in his forties, is 

profoundly deaf,” Judy 

said. 

“It has given us an appreciation 

of the work 

the Institute does.” 

Now in her nineties, 

volunteer Margaret 

McGrail has been an integral 

part of the shop’s 

story. 

“I’ll miss the shop and 

of course our famous 

little boy, who I’ll miss 

too.” 

While the shop’s closure 

is sad news for 

Ryde, it is great news for 

bargain hunters who will 

enjoy huge discounts as 

the shop seeks to clear 

itself of stock. 

“We have stylish retro 

evening gowns that still 

have their tags on them, 

retro high heel shoes, 

loads of crockery, cutlery, 

games, puzzles, 

toys, sports bags, hand 

bags, luggage, photo 

frames, art, jugs, vintage 

bottles, hats, Christmas 

decorations and much, 

much more,” Judy said.

Hunters Hill local girl hosts tribute cruise 

HUNTERS Hill resident Kathy Labbozzetta is hosting a 

three-day Ladies Pink Ribbon Cruise to help beat breast and 

gynaecological cancers. 

Kathy told The Weekly Times she 

was motivated to hold this pink 

themed event because of her motherin-law 

who passed away from breast 

cancer. 

“When my husband was 18 years 

old, his mum passed away from 

breast cancer, “ Kathy said. 

“Unfortunately I never got to meet 

her, but I am hosting this event in her 

honour. 

“The three-day, two night cruise is 

with Celebrity Solstice and will involve 

a pink cocktail party where everyone 

is encouraged to wear pink, a group

will receive an ocean-view cabin 

for the next Pink Ribbon cruise I’m 

hosting in March 2019. 

“There will be 120 ladies attending 

and our goal is to raise at least $5,000 

for women’s cancers.”

research into women’s cancers, 

cancer prevention and advocacy programs,

Why a foot problem could 

be a sign of a serious illness 

People with tingling, burning, pain or cramps in their feet could be at 

risk of a serious disease and should seek medical help, Sydney Mobile 

Podiatry warned this week.

said that while some 

foot problems may be 

related to age or injury, 

some syptoms should 

not be ignored. 

“If you experience 

symptoms such as tingling, 

burning, cramping 

or pain in your feet, 

it is important to get 

assessed by your Podiatrist,” 

Sarah Connery 

said. 

“Untreated foot problems 

in the elderly can 

lead to decreased par- 

ticipation in social activities 

and exercise. 

“Reduced mobility can 

also increase the risk of 

falls. 

“Ultimately this impacts 

overall health and 

wellbeing. 

“While some of these 

changes may be due to 

natural wear and tear 

of joints, there are often 

many things that can be 

done to improve comfort 

and keep you on 

your feet. 

“With our feet carrying 

us millions of steps 

throughout our lives it 

is very important to look 

after them, particularly 

as we age, it is common 

to notice changes and 

sometimes discomfort 

at the feet.”

early indication of conditions 

such as diabetes, 

peripheral neuropathy 

sensation loss and, critically 

vascular disease.

Mosman’s Mayor warns compulsory 

planning panels are undemocratic 

HUNTERS Hill Council has blasted the state government’s mandatory planning panel 

laws as undemocratic and warned they will take civic development applications out of 

the hands of democratically elected councillors. 

The new Mayor of Mosman 

and wellknown figure with the 

Save Our Councils Coalition 

- Carolyn Corrigan - said the 

Bill for compulsory pasnels 

was rushed through NSW 

Parliament without giving the 

community a say. 

This has been a major concern 

by the majority of Hunters 

Hill councillors who fear 

that the Bill strips them of 

their role to determine development 

application’s across 

the unique municipality which 

has unique traffic, heritage 

and environmental issues. 

Mayor Corrigan stressed 

that Mosman’s non compulsory 

planning panels were 

only introduced with the support 

of the local community 

and do not deal with applications 

that involve civic and 

community sites. 

“The Bill was rushed through 

Parliament, preventing essential 

and meaningful public 

and local community consultation,” 

Mayor Corrigan said. 

“This Bill represents one of 

the most significant shifts 

away from elected local representatives 

having responsibility 

in their local planning 

and development arena. 

“I will be seeking a resolution 

from Councillors at our 

November Council meeting 

that the Mosman Council 

delegates to the Conference 

endorse the motion approved 

by Local Government NSW 

calling for the NSW Government 

to revoke legislation 

that mandates IHAPs for all 

councils in Sydney.” 

The majority of Hunters Hill 

Councillors also share a concern 

that the government’s 

Bill imposes a “one size fits 

all” approach to all councils 

and could see Hunters Hill 

subject to the same controls 

that apply in neighbouring 

Ryde. 

Mayor Corrigan also expressed 

concern over the 

“one size fits all” approach. 

“To answer the question 

why not ‘a one size fits all’ 

approach? It is because over 

time we (Mosman Council) 

have fine tuned the process, 

listened to the community 

and responded,” she said. 

“Regular meetings are held 

between the Chair of our panel 

and the Councillors to continually 

ensure the planning 

guidelines and the development 

applications are consistent 

and are administered 

consistently. 

“Councillor feel involved 

and are involved.” 

The Mayor said that councillors 

who live locally are best 

placed to decide development 

applications on land 

owned by the community 

they represent. 

“I believe, as do all other 

six elected representatives, 

that democratically elected 

councillors are best qualified 

to represent the community 

interest on the use of public 

land in their Local Government 

Area,” she said. 

“Council conducted extensive 

public consultation in 

2013 and the public generally 

approved of our panel and it’s 

charter. 

“The community also wanted 

elected councillors to still 

remain involved in the Development 

Application ‘s process. 

“To achieve this and provide 

transparency, the public and 

Councillors can view the Officer’s 

Report two weeks before 

the public meeting.” 

Lane Cove MP and Planning 

Minister Anthony Roberts will 

play a key role in the panels, 

including the selection and 

appointment of chairs and 

experts drawn from a government 

scrutinised talent pool. 

“The Planning Panels and 

Enforcement Bill makes the 

NSW Planning Minister, central 

to local planning processes,” 

Mayor Corrigan said. 

Mayor Carolyn Corrigan has stood up for Hunters Hill ratepayers opposed 

to the government’s proposed forced mergers. 

“The Minister will now elect the 

Chairperson and approve two 

other expert Panel members. 

“That means three of the four 

panel members will be, in effect, 

chosen by the one Minister. 

“The remaining community 

member will be chosen by the 

Council.” 

Mayor Corrigan said Mosman’s 

experience with the panel, before 

the new Bill, has been a positive. 

“Our current panel works well 

and has an extremely experienced 

and esteemed Chairperson 

in Justice Paul Stein, a former 

Land and Environment Court 

Judge,” she said. 

“Council and community’s experience 

with the panel process has 

been positive. 

“Council conducted extensive 

public consultation in 2013 and 

the public generally approved of 

our panel and it’s charter.” 

For all the success, Mayor Corrigan 

said the community has a 

role. 

“The community also wanted 

elected councillors to still remain 

involved in the Development Application
