Government defeats Bill that would kill forced mergers<br />
The Berejiklian Government has refused to rule out the forced mergers<br />

before the recent local government elections.<br />
A Bill put before NSW<br />
Parliament this week<br />
would have ruled out<br />
forced mergers with<br />
approval by local communities<br />
but it was<br />
defeated by the Berejiklian<br />
Government in<br />
the Legislative Assembly<br />
by 47 votes to 37<br />
votes.<br />

Jenkyn - who is the<br />
spokesperson for the<br />
Save Our Councils<br />
Coalition - was in NSW<br />
Parliament for the vote<br />
this week and is furious<br />
with the outcome.<br />
“This government has<br />
made it clear that their<br />
policy of forced council<br />
mergers continues,” he<br />
said.<br />
“We’ve tried to reason<br />
with this government<br />
but continues to<br />
launch an all out attack<br />
on communities and<br />
so we’ve decided to<br />
launch an all out attack<br />
on this government<br />
until it is thrown out of<br />
government at the next<br />
election,”<br />
The Labor Party and<br />
the Shooters and Fishers<br />
Party had supported<br />
the Local Government<br />
Amendment<br />
(Amalgamations) Bill<br />
and Labor’s Local Government<br />
spokesman<br />
Peter Primrose MLC on<br />
Friday promised to deamalgamate<br />
our forcibly<br />
merged councils<br />
where local communities<br />
oppose the forced<br />
merger.<br />
This would mean that<br />
parts of Epping forced<br />
to merge with Parramatta<br />
would leave<br />
Parramatta and Leichhardt<br />
Council would regain<br />
its independence<br />
after being forcibly<br />
<br />
and Marrickville.<br />
Mr Jenkyn said forcibly<br />
merged councils<br />
have a right to be angry.<br />
“The Government has<br />
refused to allow communities<br />
forcibly amalgamated<br />
to have a say<br />
on whether they wanted<br />
their council back,”<br />
“You would think that<br />
the Liberals might have<br />
learnt something from<br />
the recent by-elections<br />
in the city and country<br />
where there have<br />
been massive swings<br />
against them in areas<br />
where forced mergers<br />
were a major issue,<br />
such as the 24 per cent<br />
swing in Manly 24%<br />
and the 15 per cent<br />
swing in North Shore.”<br />

a major and urgent priority<br />
for a new Hunters<br />
Hill Council working<br />

The working group of<br />
councillors was created<br />
this week and will be<br />
chaired by new councillor<br />

The school had also<br />
raised the issue of the<br />
removal of trees in Earl<br />
Street to create more<br />
parking spots and the<br />
council had agreed to<br />
extra ranger patrols.<br />

Deaf and blind boy to end his life in Top Ryde<br />
City of Ryde’s oldest marketing icon - the deaf and blind boy sculpture -<br />
will be looking for a new home after sitting outside the Ryde Lantern Club<br />
Op Shop in Church Street Top Ryde more than three decades.<br />

has been faithfully collecting<br />
coins for the<br />
Royal Institute for Deaf<br />
and Blind Children at<br />
North Rocks and has<br />
been an integral part of<br />
the Op Shop’s work to<br />
raise two and a half million<br />
to fund schools and<br />
other services.<br />
Stalwart volunteer<br />
Judy Harris said the<br />
deaf and blind boy has<br />
only left his post once,<br />
when he was stolen<br />
several years ago and<br />
returned by police.<br />
“The police never<br />
told us who stole him<br />
or where they found<br />
him and were were just<br />
thrilled he was returned<br />
to us,” Judy said.<br />
“In all the time he’s<br />
been here we’ve never<br />
found a name for him<br />
and we just refer to him<br />
as The Little Boy.<br />
“We look after him,<br />
bring him into the shop<br />
every night and put a<br />
blanket over him.”<br />
Judy and her husband<br />
Brian have served as<br />
volunteers at the shop<br />
during its three decades<br />
and will leave with fond<br />
memories when it closes<br />
its doors for the last<br />
time at 4pm on Tuesday<br />
December 12.<br />
“It has been an abso-<br />
lute pleasure volunteer-<br />
ing at our little shop<br />
and we’ve thoroughly<br />
enjoyed meeting people<br />
and discovering the curiosities<br />
they bring into<br />
to us,” Brian Harris said.<br />
“We’ve also had regulars<br />
coming to the shop<br />
for all these years and<br />
while we’ll miss them<br />
we’re delighted to have<br />
raised so much money<br />
for deaf and blind children.”<br />
Judy and Brian have<br />
their own “special” reason<br />
for volunteering.<br />
“Our own son, who<br />
is now in his forties, is<br />
profoundly deaf,” Judy<br />
said.<br />
“It has given us an appreciation<br />
of the work<br />
the Institute does.”<br />
Now in her nineties,<br />
volunteer Margaret<br />
McGrail has been an integral<br />
part of the shop’s<br />
story.<br />
“I’ll miss the shop and<br />
of course our famous<br />
little boy, who I’ll miss<br />
too.”<br />
While the shop’s closure<br />
is sad news for<br />
Ryde, it is great news for<br />
bargain hunters who will<br />
enjoy huge discounts as<br />
the shop seeks to clear<br />
itself of stock.<br />
“We have stylish retro<br />
evening gowns that still<br />
have their tags on them,<br />
retro high heel shoes,<br />
loads of crockery, cutlery,<br />
games, puzzles,<br />
toys, sports bags, hand<br />
bags, luggage, photo<br />
frames, art, jugs, vintage<br />
bottles, hats, Christmas<br />
decorations and much,<br />

Hunters Hill local girl hosts tribute cruise<br />
HUNTERS Hill resident Kathy Labbozzetta is hosting a<br />
three-day Ladies Pink Ribbon Cruise to help beat breast and<br />
gynaecological cancers.<br />
Kathy told The Weekly Times she<br />
was motivated to hold this pink<br />
themed event because of her motherin-law<br />
who passed away from breast<br />
cancer.<br />
“When my husband was 18 years<br />
old, his mum passed away from<br />
breast cancer, “ Kathy said.<br />
“Unfortunately I never got to meet<br />
her, but I am hosting this event in her<br />
honour.<br />
“The three-day, two night cruise is<br />
with Celebrity Solstice and will involve<br />
a pink cocktail party where everyone<br />
is encouraged to wear pink, a group<br />
ner<br />
will receive an ocean-view cabin<br />
for the next Pink Ribbon cruise I’m<br />
hosting in March 2019.<br />
“There will be 120 ladies attending<br />
and our goal is to raise at least $5,000<br />
for women’s cancers.”<br />

research into women’s cancers,<br />
cancer prevention and advocacy programs,<br />

This year, Cancer Council is encouraging<br />
people in northern Sydney<br />
to show their support for everyone affected<br />

Why a foot problem could<br />
be a sign of a serious illness<br />
People with tingling, burning, pain or cramps in their feet could be at<br />
risk of a serious disease and should seek medical help, Sydney Mobile<br />
Podiatry warned this week.<br />

“Untreated foot problems<br />
in the elderly can<br />
lead to decreased par-<br />
ticipation in social activities<br />
and exercise.<br />
“Reduced mobility can<br />
also increase the risk of<br />
falls.<br />
“Ultimately this impacts<br />
overall health and<br />
wellbeing.<br />
“While some of these<br />
changes may be due to<br />
natural wear and tear<br />
of joints, there are often<br />
many things that can be<br />
done to improve comfort<br />
and keep you on<br />
your feet.<br />
“With our feet carrying<br />
us millions of steps<br />
throughout our lives it<br />
is very important to look<br />
after them, particularly<br />
as we age, it is common<br />
to notice changes and<br />
sometimes discomfort<br />

early indication of conditions<br />

Man killed on Victoria Road Gladesville<br />
POLICE have called for witnesses to come<br />
forward after a man was killed on Victoria Road<br />

Mosman’s Mayor warns compulsory<br />
planning panels are undemocratic<br />
HUNTERS Hill Council has blasted the state government’s mandatory planning panel<br />
laws as undemocratic and warned they will take civic development applications out of<br />
the hands of democratically elected councillors.<br />
The new Mayor of Mosman<br />
and wellknown figure with the<br />
Save Our Councils Coalition<br />
- Carolyn Corrigan - said the<br />
Bill for compulsory pasnels<br />
was rushed through NSW<br />
Parliament without giving the<br />
community a say.<br />
This has been a major concern<br />
by the majority of Hunters<br />
Hill councillors who fear<br />
that the Bill strips them of<br />
their role to determine development<br />
application’s across<br />
the unique municipality which<br />
has unique traffic, heritage<br />
and environmental issues.<br />
Mayor Corrigan stressed<br />
that Mosman’s non compulsory<br />
planning panels were<br />
only introduced with the support<br />
of the local community<br />
and do not deal with applications<br />
that involve civic and<br />
community sites.<br />
“The Bill was rushed through<br />
Parliament, preventing essential<br />
and meaningful public<br />
and local community consultation,”<br />
Mayor Corrigan said.<br />
“This Bill represents one of<br />
the most significant shifts<br />
away from elected local representatives<br />
having responsibility<br />
in their local planning<br />
and development arena.<br />
“I will be seeking a resolution<br />
from Councillors at our<br />
November Council meeting<br />
that the Mosman Council<br />
delegates to the Conference<br />
endorse the motion approved<br />
by Local Government NSW<br />
calling for the NSW Government<br />
to revoke legislation<br />
that mandates IHAPs for all<br />
councils in Sydney.”<br />
The majority of Hunters Hill<br />
Councillors also share a concern<br />
that the government’s<br />
Bill imposes a “one size fits<br />
all” approach to all councils<br />
and could see Hunters Hill<br />
subject to the same controls<br />
that apply in neighbouring<br />
Ryde.<br />
Mayor Corrigan also expressed<br />
concern over the<br />
“one size fits all” approach.<br />
“To answer the question<br />
why not ‘a one size fits all’<br />
approach? It is because over<br />
time we (Mosman Council)<br />
have fine tuned the process,<br />
listened to the community<br />
and responded,” she said.<br />
“Regular meetings are held<br />
between the Chair of our panel<br />
and the Councillors to continually<br />
ensure the planning<br />
guidelines and the development<br />
applications are consistent<br />
and are administered<br />
consistently.<br />
“Councillor feel involved<br />
and are involved.”<br />
The Mayor said that councillors<br />
who live locally are best<br />
placed to decide development<br />
applications on land<br />
owned by the community<br />
they represent.<br />
“I believe, as do all other<br />
six elected representatives,<br />
that democratically elected<br />
councillors are best qualified<br />
to represent the community<br />
interest on the use of public<br />
land in their Local Government<br />
Area,” she said.<br />
“Council conducted extensive<br />
public consultation in<br />
2013 and the public generally<br />
approved of our panel and it’s<br />
charter.<br />
“The community also wanted<br />
elected councillors to still<br />
remain involved in the Development<br />
Application ‘s process.<br />
“To achieve this and provide<br />
transparency, the public and<br />
Councillors can view the Officer’s<br />
Report two weeks before<br />
the public meeting.”<br />
Lane Cove MP and Planning<br />
Minister Anthony Roberts will<br />
play a key role in the panels,<br />
including the selection and<br />
appointment of chairs and<br />
experts drawn from a government<br />
scrutinised talent pool.<br />
“The Planning Panels and<br />
Enforcement Bill makes the<br />
NSW Planning Minister, central<br />
to local planning processes,”<br />
Mayor Corrigan said.<br />
Mayor Carolyn Corrigan has stood up for Hunters Hill ratepayers opposed<br />
to the government’s proposed forced mergers.<br />
“The Minister will now elect the<br />
Chairperson and approve two<br />
other expert Panel members.<br />
“That means three of the four<br />
panel members will be, in effect,<br />
chosen by the one Minister.<br />
“The remaining community<br />
member will be chosen by the<br />
Council.”<br />
Mayor Corrigan said Mosman’s<br />
experience with the panel, before<br />
the new Bill, has been a positive.<br />
“Our current panel works well<br />
and has an extremely experienced<br />
and esteemed Chairperson<br />
in Justice Paul Stein, a former<br />
Land and Environment Court<br />
Judge,” she said.<br />
“Council and community’s experience<br />
with the panel process has<br />
been positive.<br />
“Council conducted extensive<br />
public consultation in 2013 and<br />
the public generally approved of<br />
our panel and it’s charter.”<br />
For all the success, Mayor Corrigan<br />
said the community has a<br />
role.<br />
