Government defeats Bill that would kill forced mergers
The Berejiklian Government has refused to rule out the forced mergers

before the recent local government elections.
A Bill put before NSW
Parliament this week
would have ruled out
forced mergers with
approval by local communities
but it was
defeated by the Berejiklian
Government in
the Legislative Assembly
by 47 votes to 37
votes.
Hunters Hill’s Phil
Jenkyn - who is the
spokesperson for the
Save Our Councils
Coalition - was in NSW
Parliament for the vote
this week and is furious
with the outcome.
“This government has
made it clear that their
policy of forced council
mergers continues,” he
said.
“We’ve tried to reason
with this government
but continues to
launch an all out attack
on communities and
so we’ve decided to
launch an all out attack
on this government
until it is thrown out of
government at the next
election,”
The Labor Party and
the Shooters and Fishers
Party had supported
the Local Government
Amendment
(Amalgamations) Bill
and Labor’s Local Government
spokesman
Peter Primrose MLC on
Friday promised to deamalgamate
our forcibly
merged councils
where local communities
oppose the forced
merger.
This would mean that
parts of Epping forced
to merge with Parramatta
would leave
Parramatta and Leichhardt
Council would regain
its independence
after being forcibly

and Marrickville.
Mr Jenkyn said forcibly
merged councils
have a right to be angry.
“The Government has
refused to allow communities
forcibly amalgamated
to have a say
on whether they wanted
their council back,”
“You would think that
the Liberals might have
learnt something from
the recent by-elections
in the city and country
where there have
been massive swings
against them in areas
where forced mergers
were a major issue,
such as the 24 per cent
swing in Manly 24%
and the 15 per cent
swing in North Shore.”
Save Our Councils
Coalition President Brian
Halstead thanked
the politicians who
stood up for their communities
in Parliament.
“All political parties
and independents, except
the Liberal/National
Party, supported
the Bill,” he said.
“They also support
SOCCs principles of no
forced amalgamations,
keeping
local government
truly local and fair and
proper referendums.”
STUDENTS, parents and Hunters Hill Council
will be urging Lane Cove MP Anthony Roberts
to fund a lollypop man to ensure safety at the
Earl Street pedestrian crossing outside Boronia
Park Public School.
Acting General Manager
Steve Kourepis said
the Council is expected
to back the school’s
campaign to have the
state government fund
the “lollypop man”
to prevent dangerous
driver behaviour during
school arrival and leaving
times.
“Council will write to

support letter to be sent
to Roads and Maritime
Services suggesting the
school crossing supervisor
as well as writing a
letter to Lane Cove MP
Anthony Roberts for his
support,” Mr Kourepis
said.
“Another issue is the
bus parking outside
the school on Pittwater
Road.”
The safety of Boronia
Park Public School students
on neighbouring
Earl Street has become
a major and urgent priority
for a new Hunters
Hill Council working
group.
The working group of
councillors was created
this week and will be
chaired by new councillor
Ben Collins.
The school had also
raised the issue of the
removal of trees in Earl
Street to create more
parking spots and the
council had agreed to
extra ranger patrols.
Acting General Manager
Steve Kourepis told
The Weekly Times the
extra patrols are now in
force.
“I was there last Tuesday
with the rangers and
there rangers have been
using their discretion in
the mornings and the afternoons
on their regular
patrols.
“We’re considering a
driver education program
as an alternative to

we’ll wait and see what
comes out of this.”
Deaf and blind boy to end his life in Top Ryde
City of Ryde’s oldest marketing icon - the deaf and blind boy sculpture -
will be looking for a new home after sitting outside the Ryde Lantern Club
Op Shop in Church Street Top Ryde more than three decades.
The plaster cast boy
has been faithfully collecting
coins for the
Royal Institute for Deaf
and Blind Children at
North Rocks and has
been an integral part of
the Op Shop’s work to
raise two and a half million
to fund schools and
other services.
Stalwart volunteer
Judy Harris said the
deaf and blind boy has
only left his post once,
when he was stolen
several years ago and
returned by police.
“The police never
told us who stole him
or where they found
him and were were just
thrilled he was returned
to us,” Judy said.
“In all the time he’s
been here we’ve never
found a name for him
and we just refer to him
as The Little Boy.
“We look after him,
bring him into the shop
every night and put a
blanket over him.”
Judy and her husband
Brian have served as
volunteers at the shop
during its three decades
and will leave with fond
memories when it closes
its doors for the last
time at 4pm on Tuesday
December 12.
“It has been an abso-
lute pleasure volunteer-
ing at our little shop
and we’ve thoroughly
enjoyed meeting people
and discovering the curiosities
they bring into
to us,” Brian Harris said.
“We’ve also had regulars
coming to the shop
for all these years and
while we’ll miss them
we’re delighted to have
raised so much money
for deaf and blind children.”
Judy and Brian have
their own “special” reason
for volunteering.
“Our own son, who
is now in his forties, is
profoundly deaf,” Judy
said.
“It has given us an appreciation
of the work
the Institute does.”
Now in her nineties,
volunteer Margaret
McGrail has been an integral
part of the shop’s
story.
“I’ll miss the shop and
of course our famous
little boy, who I’ll miss
too.”
While the shop’s closure
is sad news for
Ryde, it is great news for
bargain hunters who will
enjoy huge discounts as
the shop seeks to clear
itself of stock.
“We have stylish retro
evening gowns that still
have their tags on them,
retro high heel shoes,
loads of crockery, cutlery,
games, puzzles,
toys, sports bags, hand
bags, luggage, photo
frames, art, jugs, vintage
bottles, hats, Christmas
decorations and much,
much more,” Judy said.
Volunteer Margaret McGrail, Brian Harris and Judy Harris are pictured at the Ryde Lantern Club
Hunters Hill local girl hosts tribute cruise
HUNTERS Hill resident Kathy Labbozzetta is hosting a
three-day Ladies Pink Ribbon Cruise to help beat breast and
gynaecological cancers.
Kathy told The Weekly Times she
was motivated to hold this pink
themed event because of her motherin-law
who passed away from breast
cancer.
“When my husband was 18 years
old, his mum passed away from
breast cancer, “ Kathy said.
“Unfortunately I never got to meet
her, but I am hosting this event in her
honour.
“The three-day, two night cruise is
with Celebrity Solstice and will involve
a pink cocktail party where everyone
is encouraged to wear pink, a group
ner
will receive an ocean-view cabin
for the next Pink Ribbon cruise I’m
hosting in March 2019.
“There will be 120 ladies attending
and our goal is to raise at least $5,000
for women’s cancers.”
Money raised from Cancer Council’s
Pink Ribbon helps fund worldclass
research into women’s cancers,
cancer prevention and advocacy programs,
and support services to help

at every part of their journey.
Becky Dadswell, Community Relations
Co-ordinator for Cancer Council
NSW’s Northern Sydney region
praised Kathy’s initiative.
“In the Northern Sydney region
alone, it is estimated that approximately
892 people will be diagnosed
with breast or a gynaecological cancer
in a single year.
“The Cancer Council’s Pink Ribbon
events are a fun way for girls to
come together, whether it be a movie
night, a pink breakfast, or a pamper
session to help fund research into
women’s cancers, cancer prevention
and advocacy programs, and sup-

by women’s cancers at every part of
their journey.”
This year, Cancer Council is encouraging
people in northern Sydney
to show their support for everyone affected
by breast and gynaecological
cancers by registering to host a Pink
Ribbon Fundraiser at www.pinkribbon.co
Readers of The Weekly Times can
also donate to the Cancer Council
Pink Ribbon this October.
“Big or small, your donation will
help beat breast and gynaecological
cancers,” Becky said.
Why a foot problem could
be a sign of a serious illness
People with tingling, burning, pain or cramps in their feet could be at
risk of a serious disease and should seek medical help, Sydney Mobile
Podiatry warned this week.
Sarah Connery from
Sydney Mobile Podiatry
said that while some
foot problems may be
related to age or injury,
some syptoms should
not be ignored.
“If you experience
symptoms such as tingling,
burning, cramping
or pain in your feet,
it is important to get
assessed by your Podiatrist,”
Sarah Connery
said.
“Untreated foot problems
in the elderly can
lead to decreased par-
ticipation in social activities
and exercise.
“Reduced mobility can
also increase the risk of
falls.
“Ultimately this impacts
overall health and
wellbeing.
“While some of these
changes may be due to
natural wear and tear
of joints, there are often
many things that can be
done to improve comfort
and keep you on
your feet.
“With our feet carrying
us millions of steps
throughout our lives it
is very important to look
after them, particularly
as we age, it is common
to notice changes and
sometimes discomfort
at the feet.”
Sarah said changes in
the feet can also be an
early indication of conditions
such as diabetes,
peripheral neuropathy
sensation loss and, critically
vascular disease.
“For those unable to
leave the house frequently
there are mobile
services available.
“Sydney Mobile Podiatry
provide foot and nail
care in the comfort of
your own home.
“This can be a great
hassle free option.
“Additionally, the cost
is not dissimilar to those
of many private clinics.”
Sarah advises to have
your feet checked at
least once a year by
your Podiatrist.
“Have any corns, calluses,
ingrown nails or
injuries attended to as
soon as possible and
never attempt to remedy
these problems yourself
with a blade or sharp
utensil.

“Also ensure your
shoes have adequate
support and cushioning
and are wide and roomy
around the toes.
“Shop for shoes in the
afternoon as your feet
swell as the day goes on
and avoid high heels.”
In terms of hygiene,
Sarah advises to keep
feet clean and dry.
“Fungus thrives on
moisture so make sure
you dry well between
each individual toe and
protect your feet in public
places.
“Later in life skin becomes
thinner and less
elastic.
“Moisturising can prevent
cracks and breaks
in the skin which can be
a portal for bacteria.”
under a proposed Hunters Hill Council policy to protect wildlife in Boronia

The proposed policy will
see both parks declared
councillors by council of-

Wildlife Protection Areas not outline the humane

the power to hunt down collared
and tagged household
pets in these areas, even
where there is no proof the
cat has hurt wildlife.
There are no proposed
policy exemptions for elderly
or other pensioners

the distress of their cats
treatment of captured cats
although this is covered by
state government legislation
and the professional stand-

“Management of cat predation
in Hunters Hill bushland
reserves has not been

this is mainly due to a legislative
loophole in the NSW
being seized but will face a Companion Animals Act

means to pay it.
A further report sought
by councillors seeks the
possibility of extending the
proposed policy into Tarban
Creek and Riverglade Reserves.
which allows domestic cats
to freely roam, regardless

Report states.

be observed injuring an
animal in order to be impounded.”
The proposed policy The rules change once
submitted to Hunters Hill a Wildlife Protection Area
zone is declared.
“If cats were to enter
declared Wildlife Protec-

would be authorised to capture
and impound the cat is
a similar way that stray or
nuisance dogs are currently
dealt with.”
The council is required
to place a declaration of
Wildlife Protection Areas on
public exhibition for thirty
days and ensure all cat
owner adjoining the area are

cludes
that foxes and cats
contribute to a decline in the
biodiversity of native species
in both parks.
It further recommends
the policy be introduced
alongside an education
program for cat owners.

Mosman’s Mayor warns compulsory
planning panels are undemocratic
HUNTERS Hill Council has blasted the state government’s mandatory planning panel
laws as undemocratic and warned they will take civic development applications out of
the hands of democratically elected councillors.
The new Mayor of Mosman
and wellknown figure with the
Save Our Councils Coalition
- Carolyn Corrigan - said the
Bill for compulsory pasnels
was rushed through NSW
Parliament without giving the
community a say.
This has been a major concern
by the majority of Hunters
Hill councillors who fear
that the Bill strips them of
their role to determine development
application’s across
the unique municipality which
has unique traffic, heritage
and environmental issues.
Mayor Corrigan stressed
that Mosman’s non compulsory
planning panels were
only introduced with the support
of the local community
and do not deal with applications
that involve civic and
community sites.
“The Bill was rushed through
Parliament, preventing essential
and meaningful public
and local community consultation,”
Mayor Corrigan said.
“This Bill represents one of
the most significant shifts
away from elected local representatives
having responsibility
in their local planning
and development arena.
“I will be seeking a resolution
from Councillors at our
November Council meeting
that the Mosman Council
delegates to the Conference
endorse the motion approved
by Local Government NSW
calling for the NSW Government
to revoke legislation
that mandates IHAPs for all
councils in Sydney.”
The majority of Hunters Hill
Councillors also share a concern
that the government’s
Bill imposes a “one size fits
all” approach to all councils
and could see Hunters Hill
subject to the same controls
that apply in neighbouring
Ryde.
Mayor Corrigan also expressed
concern over the
“one size fits all” approach.
“To answer the question
why not ‘a one size fits all’
approach? It is because over
time we (Mosman Council)
have fine tuned the process,
listened to the community
and responded,” she said.
“Regular meetings are held
between the Chair of our panel
and the Councillors to continually
ensure the planning
guidelines and the development
applications are consistent
and are administered
consistently.
“Councillor feel involved
and are involved.”
The Mayor said that councillors
who live locally are best
placed to decide development
applications on land
owned by the community
they represent.
“I believe, as do all other
six elected representatives,
that democratically elected
councillors are best qualified
to represent the community
interest on the use of public
land in their Local Government
Area,” she said.
“Council conducted extensive
public consultation in
2013 and the public generally
approved of our panel and it’s
charter.
“The community also wanted
elected councillors to still
remain involved in the Development
Application ‘s process.
“To achieve this and provide
transparency, the public and
Councillors can view the Officer’s
Report two weeks before
the public meeting.”
Lane Cove MP and Planning
Minister Anthony Roberts will
play a key role in the panels,
including the selection and
appointment of chairs and
experts drawn from a government
scrutinised talent pool.
“The Planning Panels and
Enforcement Bill makes the
NSW Planning Minister, central
to local planning processes,”
Mayor Corrigan said.
Mayor Carolyn Corrigan has stood up for Hunters Hill ratepayers opposed
to the government’s proposed forced mergers.
“The Minister will now elect the
Chairperson and approve two
other expert Panel members.
“That means three of the four
panel members will be, in effect,
chosen by the one Minister.
“The remaining community
member will be chosen by the
Council.”
Mayor Corrigan said Mosman’s
experience with the panel, before
the new Bill, has been a positive.
“Our current panel works well
and has an extremely experienced
and esteemed Chairperson
in Justice Paul Stein, a former
Land and Environment Court
Judge,” she said.
“Council and community’s experience
with the panel process has
been positive.
“Council conducted extensive
public consultation in 2013 and
the public generally approved of
our panel and it’s charter.”
For all the success, Mayor Corrigan
said the community has a
role.
“The community also wanted
elected councillors to still remain
involved in the Development Application
process.”
School Captain Jessica
“They are out there
way we can show our
support for them,” Jan-

the impact of receiving
a handmade gift
even know is touching
and reminds them that
they are not forgotten
out there.”
-
said she was proud of
the students “for truly
living out the school’s
values of mercy, human
dignity, justice and ser-
vice in the tradition of
the founding Sisters of
Mercy.”

students made quilts
EMERGING Sydney Cricket Club spinner Ben Manenti
boosted his representative credentials with another
tion
last weekend.
The 20 year old cub
bagged the impressive

the home side salvaged a

Manenti and left arm English
spinning recruit Delray

grabbed all seven wickets as

- well shy of Sydney’s 9 dec
363.
Campbelltown all rounder
Jarrad Burke produced a
gritty skipper’s knock of 87
not out to thwart the Tigers’
bid for a third successive victory.
A pugnacious Burke
proved a thorn to the visitors
with his timely half century,
absorbing a mountain
of pressure during a lengthy
stint at the crease.
He faced 226 balls and
batted with poise and tenacity
to keep the Tigers at bay.
Burke clouted twelve
boudaries and a six during
a ‘rescue mission’ after the
ets
as they slumped to 5-97
at one stage.
Campbelltown batsmen
Mitchell Carruthers (20) and
Aaron Yabsley (32) gave their
side a rollicking start with an
opening stand of 54 before
the wily Manenti trapped
Yabsley LBW to claim the

Manenti then removed
Carruthers, Phillip Wells (20),
keeper Oliver Pope (12) while
Bermudian international
Rawlins snared the wicket of
Jaydyn Simmons (1) to leave
the Ghosts tottering in their
run chase.
The experienced Burke
and number seven Jordan

then resurrected the Campbelltown
innings with a sixth
wicket stand of 100 before
Manenti struck, claiming the
wicket of Browne who was
caught behind by Sydney
keeper Beau McClintock.
Nathan Baker provided
solid support for Burke -

in a dashing innings of 35

bowled by Rawlins.
The Tigers attack probed
hard for another break
through but failed to dismiss
either Burke or Luke Webb

the pair registering an unbroken
stand of 41 for the eighth
wicket to deny victory for the
visitors.
RYDE Hunters Hill hockey siblings Tom and Ben Craig (pictured) are celebrating interna-

The local Panthers’ juniors,
who grew up in Lane
Cove, were a part of the
Australian mens squad
that won the 2017 Oceania
Cup at Homebush.
Striker Tom and hard
working Ben helped the
Kookaburras lift the trophy
for a tenth successive occasion
- playing key roles
as Australia trounced New

at Sydney Olympic Park
Hockey Centre.
The Kookaburras had
won all nine previous Oceania
Cup titles since the
competition’s inception in
1999.
Australia’s success
comes ahead of next
month’s International Festival
of Hockey in Bendigo
and Melbourne where
they’ll face New Zealand
(ranked eighth), Pakistan
(14th) and Japan (17th)
from November 5-12 and
the World League Finals in
India during December.
The Hockeyroos made it
a ‘double’ when they toppled
the Black Sticks 2-0

Australia’s men and
women had already
claimed 2018 World Cup

valuable rankings points
from the triumphs.
The Kookaburras

ing
two quarters to set
up the trophy win with
Tom Wickham and Aran
Zalewski both grabbing
doubles and the tireless
Jake Whetton and Dylan
Wotherspoon completing
the rout.
Kookaburras coach
Colin Batch said his side’s
Oceania Cup success is a

as the current group’s
maiden championship triumph.
“We’re an emerging team
and we want to become
a really good team -that
performance says that
we’re heading in the right
direction.” said Batch.
The Kookaburras, who
are ranked second in the
world, have been evolving
in personnel and style
since Batch took over,

TWT Club Six Ryde Sports
Foundation Sport Awards
LOCAL sporting groups can now nominate members for the 2017-18
TWT Club Six/Ryde Sports Foundation Sports Star of the Year Awards.
World League Semi-Final
in South Africa.
nal
win, the Kookaburras
hammered Papua New
Guinea 30-0 in the tournament
opener and New
Zealand 5-1 just three
days before the trophy
decider.
Ryde-Hunters Hill Club
president Glen Castensen
said everyone connected
with the Panthers were
proud of the Craig broth-

“It was wonderful to
have the Kookaburra’s
playing back in Sydney
after a long absence and
even better to see Ben
and Tom in the green and
gold,” said Castensen.
“Our homegrown heroes
both had an outstanding
tournament with a massive
crowd, many from our
club - cheering them on

said.
“It was also great to witness
them in that environment
as they are very
humble guys - and we
often forget what superstars
they have become
(with the post match fan
signature line stretching
over 100 metres) and how
lucky we are to have them
as part of the club and
Ryde district.”
Athletes must be aged 12 years
and above and reside or train in
the City of Ryde area.
The Ryde Sports Foundation has
