CHDM plans to
end water
account woes
SONJA RAASCH
THE Chris Hani District
Municipality (CHDM) has
outsourced its water accounts and
has introduced a new electronic
meter reading system which is
aimed at putting an end to account
problems experienced since 2014.
CHDM took the water services
function, including billing for water
and sanitation, over from the
former Lukhanji Municipality in
July 2014.
In several reports since then, The
Rep has reported on queries over
rates being charged, the reading of
meters and the non-delivery of
accounts. The Komani Civic and
R at e p ay e r s ’ Association also
arranged several meetings with
CHDM to address related queries
(“Water billing still not resolved”
The Rep, January 27, 2017) and
raised concern that the billing
issue remained problematic.
The Rep forwarded queries to
CHDM spokesman Thobeka
Mqamelo this week after renewed
queries about a lack of accounts
and meters not being read.
Mqamelo said this week that the
printing and distribution of
accounts had been outsourced in
June.
“We have since noticed an
increased volume of account
queries, an indication that more
people do receive their accounts.”
She said the municipality had,
however, also noticed a lot of
undelivered account statements
which had been attributed to
inaccuracies in the customer
database information.
“We urge our customers to
update their information while d at a
cleansing is in progress. “
She said technical glitches
experienced during the
introduction of the new meter
reading system had led CHDM to
average readings, “hence the
absence of reading and
consumption on the statements”.
The system was, however, now
able to upload readings and the
situation was set to improve.
“Any accounts that have been
overcharged due to averaging, will
be corrected when actual readings
are captured. We will endeavour to
maintain consistency in sending
account statements via e-mails to
customers who have provided their
i n fo r m at i o n . ”
Police close taverns in sting operation
SIMTEMBILE MGIDI
FOUR of 11 Mlungisi
taverns targeted as part
of Operation Fiela 2,
which is aiming at
addressing alcohol-related
crimes in the Eastern Cape,
had their doors closed by
police at the weekend.
The operation was headed by the
police in conjunction with the
Eastern Cape Liquor Board and the
home affairs immigration team. The
latter team was due to check on the
validity of trading licences of
foreign nationals operating taverns.
Operation commander and
Komani cluster commander Major
General Tembisile Patekile led the
operation which was aimed at
visiting taverns suspected of
operating illegally. This followed as
part of attempts to address the
direct link between alcohol abuse
and crime in the province.
Police spokesman Captain
Namhla Mdleleni said this week,
“The provincial police have
recognised that, with most of the
crimes taking place, alcohol is a
root cause. Victims coming back
from taverns late at night are
vulnerable while walking home.
They either become victims of rape
or are stabbed. They generally
become targets of criminals.”
The Komani operation, which
formed part of a provincial
campaign, found four taverns
operating without licences and shut
them down.
Mdleleni said an appeal was
being made to tavern owners to
look after their patrons.
“If they notice that someone is in
danger, they should take care of
them, especially when it pertains to
women,” she said.
Mdleleni also cautioned people
not to walk alone, but in groups at
night and to stay away from bushy,
dark areas.
The Eastern Cape Liquor Board
(ECLB) communications office
confirmed that the ECLB had joined
the police operation to fight against
“inconsiderate trading in liquor,
including selling of liquor without a
valid liquor licence”.
ECLB said a consolidated report
would be released soon, with
detailed information on the blitz
o p e r at i o n .
The department of home a f fa i r s
immigration team in Komani
declined to comment due to internal
processes still under way.
The police indicated that the
numbers relating to alcohol seized
during the campaign would be
released once all data had been
collected.

ANC meeting ends in chaos
Six recover in hospital after fight
breaks out at Ward 18 elections
ABONGILE SOLUNDWANA
A
MEETING intended to elect the
leadership of a new ANC executive
Ward 18 (Zingquthu and
Ndlovukazi) branch committee and
representatives to the provincial
conference later this month in East
London, resembled a battlefield on
Sunday and landed six people in
hospital.
Chaos ensued after a number of party
members who wanted to be part of the
elections were allegedly refused entry
to the Bonkolo Dam Conference Centre.
During the fray, a vehicle belonging to
Regional Executive Committee (REC)
member Nombuyiselo Ndlebe’s
husband, Mendile, was overturned. They
were not in the car at the time.
Ndlebe said people were stabbed,
stoned and assaulted, while some ANC
members managed to flee in their
vehicles. By Wednesday, all of them had
been discharged from Frontier Hospital.
Ndlebe, who was allegedly also
denied access to the meeting, said all
those affected by the violence were
from the Zingquthu branch as about
300 people were locked out of the
meeting, with a further 300 inside the
premises.
She claimed that branch leaders had
not informed people who was meant to
attend the meeting.
ANC regional secretary Lusanda
Sizani, who did not attend the meeting,
said the party was preparing for the
upcoming provincial and national
c o n fe r e n c e .
“The Chris Hani region had a
programme to elect its leadership and
the branch general meeting [BGM] to
elect delegates. Ward 18 had previously
conducted an AGM which was ruled null
and void by the national executive
appeal committee and was asked to do
a re-run of a branch annual general
Woman, 27, dies in shooting
A 27-YEAR-old woman was shot dead,
allegedly after a professional hunter fell
and dropped his firearm on Huntershill, a
game farm in the Komani district, on
S u n d ay.
The woman, Tembisa Kula, was
walking some distance away when she
was hit by the bullet. She died on the
scene.
Huntershill owner Greg Harvey said
Kula had worked on the farm for more
than 10 years. The 24-year-old
professional hunter, who was also
employed on the farm, had been exiting
a lodge when he tripped and fell,
dropping the gun which discharged.
Harvey said the man had been
admitted to hospital in a severe state of
shock. He was receiving psychiatric
counseling this week.
He expressed sadness and shock at
the tragedy and said the management
was cooperating with the police in their
i n v e st i g at i o n .
A funeral for Kula, who originally
hailed from King William’s Town, was
being planned for tomorrow and
transport was being arranged for
Huntershill staff, Harvey said.
Police spokesman Captain Namhla
Mdleleni said police were investigating
the shooting. – Rep reporter
ON ITS ROOF: This vehicle belonging to the husband of ANC regional executive
committee member Nombuyiselo Ndlebe was overturned during a battle
between party members at a Ward 18 branch meeting at the Bonkolo Dam
Conference Centre on Sunday
Picture: SUPPLIED
meeting (BAGM) and a BGM on Sunday.
“This was due to Ward 18 party
members’ complaints,” Sizani said,
adding the provincial executive
committee did not attend the meeting
at the dam.
“The verdict of the national executive
committee states that when a branch
which was run by the REC is nullified by
the national executive committee, its
rerun [sic] should be conducted by the
provincial executive members. There are
allegations that the meeting was run by
REC members in spite of what
happened.”
Speaking on behalf of the REC, Sizani
condemned the fighting. “When
members disagree it does not mean
they are enemies. We appeal to
members to debate and hold different
views, but to do so with dignity in a way
that does not undermine the party’s
image.”
He said there had also been a
“d i st u r b i n g ” claim that while the victims
were taken to hospital, the meeting
continued which, he said, illustrated
their desperation for power.
“If the allegations are true, those who
are politically disciplined members of
the ANC who have a political
consciousness with a sense of maturity
and credentials that are not
questionable were supposed to have
adjourned the meeting.”
Instead, the leaders should have
ensured people were taken to hospital
and their families informed, he said.
An REC meeting would look into the
issue and make arrangements to visit
the branch and apologise to the
affected families. The ANC would also
investigate the matter as personal
issues may also have been involved.
Komani police spokeswoman captain
Namhla Mdleleni said the fight ended
when police arrived on the scene. No
arrests were made and no cases were
opened.
ABONGILE
S O LU N D WA N A
ANC supporters hurt in a
brawl which broke out at
the ward 18 branch annual
general meeting at the
weekend, have denied
that they were the
aggressors.
A group of people who
visited The Rep on
Wednesday with ward 18
member Thembile Waxa,
said they were told at the
gate that only registered
members could enter
while several youths,
believed to be
non-members, could be
found inside.
Waxa said he and other
party supporters had just
finished preparing
candidates for the
elections of the branch
executive when they were
denied entry to the
Bonkolo Dam premises.
As they tried to open the
gate, bottles of alcohol
were thrown at them.
He said they feared for
their lives as chaos
ensued.
“It felt as if we were at
Marikana or at the FNB
Stadium stampede as
people were trampling on
others trying to escape.”
Waxa said those
attacking the group were
under the influence of
alcohol as knives were
brandished and people
were stabbed and stoned.
“The people who were
inside – who were not
party members – are
those who caused the
disruption of the
meeting.”
He said those outside
the gates were innocent of
wrongdoing and that the
car that was overturned
belonged to one of their
members.
“In the preparation
meeting we had requested
for police to be delegated
to prevent disruptions
from happening as there
were old people there, but
no one paid any
at tention.”
He said the latest
incident followed on about
10 previous occasions
which sought to elect a
new branch committee.
The conflict is related to
dissatisfaction between
Ndlovukazi and Zingqhutu
residents about
c a n d i d at e s .
Ward committee
member Anele Xhentsa,
who was also outside,
said, “We did not take the
people to be beaten at the
event. We had a meeting
with the region and there
was an agreement that we
should bring people for
the meeting. I told the
women who were being
stoned to duck and run.”
He said the rules of the
party did not indicate that
people should be locked
out.
the N6 through town.
POLICE in Komani have
established a task team to
investigate the disappearance
of a 14-year-old girl from
Mlungisi three weeks ago.
In the meantime, police
confirmed this week that they
Eskom residential area three
weeks ago.
Police spokeswoman
Captain Namhla Mdleleni
results had not yet been
returned to the local police.
The body had been found
between John Noah High
School and the residential
area, with a tyre placed
around it.
Police are also continuing
the search for a missing girl,
Vuyolwethu Hemeni, 14, from
the same area, who went
missing on August 25.
Twenty-six bags of dagga were seized and
ON Saturday, 56 athletes completed
parkrun event #149 on the first parkrun
day of spring in beautiful conditions,
Among them was one first-timer and
two women from East London. Ten new
personal bests were recorded.
Saturday, September 9, marked Stutt
parkrun’s 150th event. How many times
have you visited us there?
A total of 64 athletes completed the
route in cool, overcast weather. It was
so exciting to see the fire-damaged
grass turning green after the recent
rain. There were many visitors from
East London and Port Elizabeth who
shared in the morning fun. Lyndon Hall
Alcohol abuse
our ‘criminal’
H
EDITORIAL
OPINION
OW significant a role does
alcohol abuse play in crime
in South Africa?
Studies have shown that
excessive drinking leads to lower
inhibitions, impairs judgment and
increases the risk of aggressive
b e h av i o u r.
The website
w w w. a l c o h o l re h a b g u i d e , reflecting
on studies done in the US,
indicates that about 40% of
inmates in prison for violent
offences were under the influence
at the time of their crimes.
In addition, 37% of sexual
assaults and rapes were
committed by offenders who had
been drinking, as were 15% of
robberies, 27% of aggravated
assaults and 40% of murders.
These stats do not even take
into account the number of drunk
drivers who have ended innocent
lives – and South Africa’s stats
could not be much different.
The World Health Organisation
(WHO) recently listed South
Africa as fourth on a list of
countries worldwide with the
riskiest drinking patterns.
South Africans consume a
shocking five billion litres of
alcohol every year.
A report on South Africa’s high
rate of consumption by the
WHO’s Dr Francis Kasolo MD,
indicated that public policies and
interventions “to prevent and
reduce alcohol-related harm,
should be guided and formulated
by public health interests and
based on clear public health
goals and the best available
evidence”.
We do not even need statistics
to prove to us that crime is a
huge problem in South Africa and
one which impacts on our daily
lives in a negative way. High
walls, burglar alarms, a constant
sense of being unsafe, headlines
screaming of brutality and
violence – these form part of the
daily lives of South Africans.
Couple these crime reports
(and the many, many unreported
crimes) to alcohol abuse, the
countr y’s dubious reputation of
being among the top consumers
of alcohol in the world and the
proven link between crime and
alcohol abuse and it’s quite
obvious that we need to make
work of at least one aspect which
is helping to fuel the problem of
crime.
Where do we start? Stricter
policies which an already
stretched police force may battle
to enforce? Raising the age for
legal drinking as has already
been proposed? Helping people
find alternative ways of spending
their time than in a tavern or bar?
The solutions may be varied
and other factors, such as poverty
and stress levels, will have to be
considered.
One thing is for sure, however
– if we want to start having any
meaningful impact on crime
levels in South Africa, the
drinking patterns of its citizens
will have to come under serious
s c r u t i n y.
A will in time
TODAY marks the end of National
Wills Week.
During the week people could
go to selected attorneys to have a
basic will drafted, free of charge.
Many believe that to draw up a
will is taboo. People believe if you
do this, u ya z i h l o l e l a – it is a bad
omen. This is the same attitude
many take towards life insurance
and funeral cover and, as a result,
huge problems arise when they
have to be buried.
A loose definition of a will or
testament is that it is a legal
document by
which someone
indicates how
their property is
to be distributed
at death.
Someone is
then named the
executor to manage the estate.
It makes sense to draft a will.
There is a misconception that
wills are for the rich and we
ordinary folks do not need one as
we will not leave much to be
inherited. This leads to so many
problems for the surviving family
members. Take for instance the
place where one wishes to be
buried. Africans, in particular,
would have two homes, their
ancestral home in the rural areas
and the house they live in, in the
urban area.
Problems arise when the family
of the husband wishes their son to
be buried in the village, while the
wife and children may wish him to
be buried nearby in the cemetery
in town.
Without the wishes of the
deceased spelt out in a will,
conflict may arise. Another source
of conflict is pension fund money.
No matter how worthless your
belongings may seem to you, they
still have to be bequeathed to
someone when you die.
You might have a pension fund
– who gets the money? You might
have children from different
mothers or you might have
children from a previous marriage
– how do they benefit from your
estate? According to the Law
Society, “If you die without leaving
a valid will,
your assets
IN
TOUCH
... with Phumelele P Hlati
will be
dist ributed
according to
the provisions
of the
I n t e st at e
Succession Act. The provisions of
this Act are generally fair and
ensure that your possessions are
transferred to your spouse and
children.”
Whatever assets you may have,
distributing them may be a
problem as the appointment of an
executor may be delayed.
Once I was told a story of a man
in a village who had more than
500 sheep. After his death his
brothers laid claim to the sheep
as he was their eldest brother and
since he lived in their ancestral
home they were entitled to his
flock. They divided the sheep
among themselves and left his
widow and daughters with the
remainder. This could happen to
you if you leave no will. Go and
get one done today.
Question: Do you think women
are recognised enough for the
work they do in society?
Answer: Women are becoming
more recognised for the work
they do in their communities. It is
becoming more common to see
and hear about the impact
women have on the community. I
feel that more can be done to
recognise them.
Q: Name five people, dead or
alive who you would like to
have supper with, and why?
A: Nelson Mandela as he
fought for peace and loved
children. Marike de Klerk; she did
charity work. Julius Malema – I
would like to hear from him what
he would do to make this country
a better place. Princess Diana as
she used her position as a public
figure to improve and address
social issues. Angelina Jolie as
she is not only a famous actress
and an attractive woman but
through her charity work she has
attracted the attention of people
to environmental issues and tried
to help people in need.
Q: Why did you choose this
particular profession?
A: I chose my profession
because I want to make a
difference in people's lives. Every
day I work with children whose
lives I can improve and who I can
help to be better people through
... vox pops on the street
What do you think about ...
XOLILE MASE
the example I set and through
the effort I put into my work.
Q: What makes you angry?
A: When people are treated
unfairly. I get upset when
children are hurt by the
senseless acts of adults, and
when people suffer because of
other people’s selfish ways.
Q: What is your motto in life?
A: Giving up is not an option.
Q: Where do you see yourself
in the next five years’ t i m e?
A: In five years I will still be
teaching. I want to be more
involved in the community and to
start projects that will benefit
less privileged children. I want to
head a department in a school.
Q: Who is your role model?
A: Refentse, because he is
from humble beginnings but
today is one of the most famous
musicians.
Q: What makes you proud of
being a South African?
A: I am proud of being a South
African because in times of
difficulty we stand together and
fight to make our beautiful
country a better place for
generations to come.
Q: Describe South Africa in
three words?
A: Potential, Ubuntu and
beautiful.
YOUR VOICE
DAYRAN CHRISTOFFELS
What do you expect of the Springbok
performance when they face the All
Blacks, after the South African team
drew against Australia last weekend?
The Rep intern Sivenathi Gosa took to
the streets of Komani to find out.
Xolile Mase from Ezibeleni
The Springboks are going to lose
because their standard of play is not on
the same level as that of the All Blacks.
They cannot draw against Australia and
expect a win against New Zealand. There
is something missing – it is either in the
SEBASTIAN VAN DYK
selection of players done by the
management or in the South African
Rugby Union.
Dayran Christoffels from New Rest
The All Blacks think they are going to
have a walk over, but I think the
Springboks are going to give them a run
for their money. It is going to be a tough
game.
Sebastian van Dyk from Komani
If the coach includes more youngsters
in the squad, then the Boks can beat the
All Blacks. If the forwards play the way
with teacher Chantelle Pretorius
YANDISWA MAKASI
SISA MANKAYI
they did on Saturday against Australia,
then they will lose.
Yandiswa Makasi from Komani
I think we are capable of beating New
Zealand because the Springboks have
improved immensely. If they can draw
against Australia, then I do not think it is
going to be a problem when playing
against the All Blacks.
Sisa Mankayi from Komani
It is going to be an interesting and
tough match. We will just have to wait
and see at the end of the 80 minutes.

home to Komani that
my vehicle collided
with a cow about 5km
outside Cathcart.
There was another
the 2017 finals – do not panic.
You still have enough time to
If you have not done so, you
might be in a spot of bother but
still, try your best. Put in the extra
effort as it will prove worth it.
The lack of a matric certificate
could prove to be disastrous, but
should you fail, try again. Life is
The first vehicle
collided only lightly
with one of the cattle,
but we hit the second
full on.
I was driving and the
airbag hit me in the
My daughter was in
front and the airbag
resulted in a cracked
w r i st .
Her hand was also
cut as she was holding
on to the safety belt.
The Cathcart police
said on Saturday night
another vehicle had hit
a cow at almost the
same spot.
Thank God we are
alive.
I really wish the
cattle could be kept off
the roads.
The roaming
livestock are causing a
lot of accidents.
Not too late to work hard
full of second chances and you
must never give up. Make use of
people who are willing to help
you study and work your way
through old exam papers.
Ask for advice. Learn and
forego time in front of the
television or your phone. It’s only
for a couple of months and you
will reap the rewards.
Best of luck to all our
matriculants – it’s the final
hurdle after 12 years of hard
work. Make it count.
CHUX FOURIE
N
OT only does he create
delicious meals – Gilber t
van Zyl, the catering
manager at Queen’s College, is
an action man too.
Gilbert, who grew up in
Saldanha Bay, says he has loved
sport since he was a little boy
and took part in athletics, rugby,
cricket, gymnastics, cross
country and anything else that
was on offer, but it was only in
the late ’90s that he did his first
5km race, followed by the 21km
Bonkolo half marathon.
“I remember struggling up the
hill near the dam wall and
someone said, ‘The more you do,
the better you become’ and I was
h o o ke d , ” he says.
Since then he has participated
in innumerable marathons,
duathlons and cycling rides, but
now he has been invited to
tackle the big one – as one of
the 12 who will do the Unogwaja
Challenge.
They cycle from Cape Town to
either Durban or Pietermaritzburg
in 10 days and on the 11th,
they run the Comrades
Marathon, a total of 17 70 k m .
Why would anyone want to do
t h at ?
“For me, it is to emphasise the
difficulties some people have to
go through. Putting my body on
the line is nothing compared to
what they constantly endure and
it is to help them improve their
lives,” Gilbert says.
He quoted the example of the
Vukusebenze Shelter in Cradock,
through which about 50 families
are helped – not with hand-outs,
but educated on how to provide
for themselves – while another
teaches people how to grow
vegetables for their own use and
to make a living.
So a major reason for this feat
of endurance is fundraising and
this year the aim is R2-million,
with each team member
expected to bring in at least
R50 000.
Queen’s College has been
involved with Unogwaja since its
inception by providing a meal
and a place in the hostels for the
team to sleep over on their way
through town. This year there are
23 – 12 athletes and the rest
support staff – while on the day
there are also the Red Socks
who all wear the identifying
footwear in the race and help to
raise what funds they can.
Being involved with feeding
them sparked Gilbert’s interest
and he has long followed the
activities of The Light Fund on
the internet and on their
Facebook page, Unogwaja
Challenge. He applied online,
which involved full
questionnaires, screening and
Skype interviews, before being
selected.
He does not follow a special
diet, but tries to lose a little
weight before races by eating
smaller portions of pasta.
However, he does train regularly
– three times a day if he can –
including running and cycling.
“It is important to train in hot
and cold weather to condition
your body,” he says.
Anyone who would like to
make a contribution, should go
QUEENSTOWN Round Table 16 is
hard at work preparing for their
big melodrama fundraising show
in mid-October. The Tablers put
this variety show together once
every three years
and it
represents
their largest
fundraiser. All
funds support local
projects and those
in our community
such as old age
homes, individuals
needing financial
support for major
medical traumas or
treatments as well as food,
clothes and necessities for
needy families and many
other valuable causes, all
in the Komani area.
The show runs from
Thursday 12 to Saturday
14 October, with Saturday
being the most expensive
and popular show – sorr y,
it’s already sold out. There
is also a dress rehearsal
on Wednesday, October 11,
when they share a meal
and perform for the old age
home residents and friends
of Round Table who aren’t too
easily offended by the
sometimes naughty jokes.
Tickets include a light meal
with dessert and a cash bar is
available. Guests sit at tables of
18, so the atmosphere is social
and friendly. This year’s theme is
Wild West, so expect a cowboy
flavour in the decor, sets and
some of the skits. There are
about 25 acts including dances,
comedy, lip syncing and crowd
participation. The Tablers and
41ers promise lots of fun, music
and laughs (sometimes at their
own expense), but warn the
audience that they all have day
jobs not involving acting or
dancing! There are skits such as
the Chubby Dancers, Fairy Tale,
A Day in the Life of the Invisible
Man and the Wicked Kickin’
Hoedown.
The Tablers are
extremely grateful to all
their sponsors and those
who are supporting
them by way of help in
any form as well as
companies who book
tables for their
employees. Without the support
of the community, melodrama
could not happen.
Tickets are available from
Simóne on 045-839 2353. Prices
vary, depending on the night.
Book early, as seats are filling
up.
FATMAN: Not all dancers in
the melodrama will be slim
and svelte. Darryl Aspey
proves that chubby ones
can also take to the boards
COLOURFUL CHARACTERS: Squillo the SPAR squirrel and the shopping basket proved to be great
attractions at the Queen’s Junior carnival last weekend, especially among the younger ones
OMANI opera singer Asisipho
Petu is set to perform at the
Melting Pot Choral Festival in
Johannesburg which will run from
September 30 till October 1.
This will be followed by the
National Choir Festival due to take
place in October 7 in Grahamstown.
Pe t u ’s most recent performance
was at the closing of Women’s Month
at Hemingways in East London.
The singer is currently a member of
the East Cape Opera Company based
in East London.
“This is managed by Gwynith Lloyd
and Mkhululi Milisi who are music
lectures at the University of Fort Hare.
Lloyd discovered my talent at the
Eastern Cape Coral Music Association
(ECMA) Festival while I was
performing at the annual event in
celebration of OR Tambo’s legacy last
year in Mthatha.”
Lloyd was an adjudicator at the
event.
Petu, who is also a member of the
Zwelitsha Adult Choir, said her
passion for singing began in primary
school while her love for opera music
developed in high school.
“I started singing opera when I was
doing grade 8 in KwaKomani
Comprehensive School. I recently
started doing my own gigs where I
also sing modern songs with opera
vocals.
“Opera music is not big in
the Eastern Cape – it has a
wider audience in big cities
like Cape Town. My
greatest ambition is to
travel abroad and to sing
in theatres where most
people appreciate this
form of art.”
Feast on wheels for car enthusiasts
IT’S that time of year when Komani car
enthusiasts head for East London for the
13th annual Wizards on Wheels (WOW)
s h o w.
This event will take place at Port Rex
High School.
The event was founded in 2004 by
previous Border Street Rod Classic and V8
Club chairman Johan Hattingh and his wife
Joyce, who saw the need for an event in
East London where all the car clubs and
petrol heads could get together and show
off their vehicles.
Organiser Leslie Thomas says compared
with other car shows in the country, WOW
is pretty much up there with the best of
them.
“A lot of preparation and organisation
goes into it, and we try to cater for the
whole family, with food stalls,
entertainment for the children and the mini
flea market.
“The revamped fathers’ and old boys’
anyone who would like to join us”.
Exhibitors do not need to belong to
motoring clubs and the show is open to any
interesting vehicle.
Thomas quotes the show’s slogan: “ ‘We
want your car and anything extraordinary
on wheels’.
“Even if it is a work in progress, and you
THE REPRESENTATIVE 15 September 2017
Dep ar tment
looks into
school clerk
controversy
SIMTEMBILE MGIDI
THE education department district office is
conducting an investigation into
controversy over the alleged irregular
interview process to fill a vacancy at
Nomzamo Lower Primary School in
Mlungisi.
The school’s SGB chairman Malibongwe
Xhelisilo lodged a dispute with the
department, claiming that there were
inconsistencies in the interview process.
He said one of the panel members was
a parent of one of the candidates, which
constituted a conflict of interest.
He also claimed that a candidate had
claimed to have been successful in the job
interview before such interviews had even
taken place.
“There was no confidentiality clause
signed by the panel. General members of
the community knew who was the
preferred candidate before the interviews
were held. I asked community members
who the preferred candidate was for the
position of a clerk at Nomzamo, and four
different people gave the name and
surname of the same person. When the
panel read out their recommendation, it
was the same person.”
He said the panel had comprised one
parent, a teacher and the principal as the
presiding officer and that it had thus not
been properly constituted. The panel had
also not been trained to do interviews.
He said if staff were hired, the correct
processes should be followed.
Chris Hani West district assistant
director Madoda Ndembe confirmed that
the clerk vacancy at the school had been
frozen due to the dispute.
“If a school is looking to fill a vacancy
for a clerk or a teacher, the panel should
have three people, one teacher and two
parents. The number of parents is
determined by the number of pupils in the
school.”
The panel has to have an odd number of
members to avoid a tie.
“A panel does not need to undergo any
specific training for conducting interviews.
A manual is given to the principal to guide
them on how a panel is constructed.”
The department had spoken to the SGB
and the school and was meeting with the
complainant.
Nomzamo principal Brenda Mhlontlo
declined to comment.
High praise
SIMTEMBILE MGIDI
THE Chris Hani District
Municipality has
partnered with the
Eastern Cape Parks and
Tourism Agency (ECPTA)
and Caltex in an initiative
aimed at promoting tourism
in the area.
ECPTA and Caltex have
started a customer service
attendant academy, E C P TA
chief marketing officer
Nopasika Mxunyelwa said in
Komani recently.
As tourism offices were
not always visible – or
easily accessed – visitors
often asked petrol station
attendants for information
and directions to tourist
at t ractions.
The training focused on
heritage, the benefits of
economic growth through
tourism, productivity and
e f fe c t i v e n e s s .
She said sustainable
tourism started with pupils
and so ECPTA had chosen
rural schools near
Keiskammahoek in a project
supported by the education
depar tment.
Thirty Grade 7 pupils from
10 primary schools were
tasked to develop a poster
on the topic: “I do tourism
campaign to educate
people about the need
to apply for birth
of the provincial nature
She said, in addition, the
department was making
available 30 Eastern Cape
holiday deals locals could
afford, “even on a
shoestring budget, to
promote cost-effective
holidays in the Eastern Cape
and as a means to dispel
the notion that travelling is
only for the affluent.
“People can view these on
our website.”
Komani Caltex manager
Nicole Fischer said, “I am a
South African and it is to
our advantage to be working
with ECPTA. On a daily basis
we get people who ask us
what they can do, where can
they go and where can they
stay, so working with them
made sense.”
Dora Hondwana, who
works at Caltex and was
trained by ECPTA, said, “We
learned a lot about tourism
and it will help with our
customer service.”
CHDM’s senior manager,
communications, customer
care and stakeholder
management spokesman
Bulelwa Ganyaza said the
district celebrated tourism
Acting district
year due to security
concerns about the
“People can
which results in identity
The winning school will receive
The initiative was recently
Masibambisane founder Diana
this feature, but this is
still at an initial stage.”
First-time ID
applicants and people
over the age of 60 may
apply for the smart ID
while R140 will be
levied in other
“There is no official
cut-off date for the
project but when it was
launched in the 2013/14
financial year, the vision
was to run it as a
seven-year project,
which means the
campaign will end in
2020 when the green
bar-coded ID will be
discontinued.”
An estimated 38
million South Africans
have not yet switched
to the smart ID card.
“We encourage
people, as soon as
possible, to submit their
green books and apply
in education programmes at
disadvantaged schools in the
province.
“We started the company because
we saw a lot of pupils dropping out
of school and a drop in the matric
pass rate. We believed we had a role
to play in motivating the pupils,”
Genu said. Masibambisane was
founded in 2014, with its main focus
to ensure that relevant and valuable
information are given to pupils who
are doing Grades 10 to 12 so they can
make informed decisions about their
career paths.
“Some of the pupils do not do well
due to lack of motivation and the
speakers we invite come from the
identified another young man who
went to prison at 17 for 11 years and
we want to use him as a motivational
s p e a ke r, ” Genu said.
for the smart card.”
In terms of birth
certificates, Bavuma
said by law a child
should be registered
within 30 days of birth.
“The biggest
challenge we have
experienced is that
people from rural
backgrounds are the
main ones having
problems with
registering their
children on time.
“Our main concern is
that it creates problems
in the future as the
children will have an
issue of qualifying for
some of the
government social
security grants.
“It will be problematic
when they go to school,
as the department of
education is strict on
not admitting children
without birth
cer tificates.”
He said the
department did visit
hospitals to do
registrations, but
parents often did not
have their identity
documents on hand.
The history of the Sunflower Fund
THE Sunflower Fund was
started in 1999 in
suppor t of the South
African Bone Marrow
Registry (SABMR).
It came about as a result
of the stories of two young
men – Darren Serebro
(1997) and Chris Corlett
(2000) – whose heroic
struggle against leukaemia
has since served to inspire
and aid thousands of other
cancer sufferers.
The Friends of the South
African Bone Marrow
Registry Foundation was
initiated as a result.
Corlet t’s mother, Tina
Botha, was the CEO until
2013 when her daughter,
Tarryn Corlett, took over.
Alana James has been the
CEO since 2015.
The fund aims to
encourage people to
register on the SABMR by
recruiting donors and by
providing access to
tissue-type testing.
The Sunflower Fund is a
non-profit company (NPC)
which pays for the test cost
of people joining the
SABMR.
This is fundamental to
saving the lives of
thousands of South Africans
each year.
The chance of finding a
matching donor is one in
100 000 – and as ethnic
origin plays a significant
role in the search for a
donor, South Africa’s
rainbow nation is at a
distinct disadvantage,
requiring a large pool of
prospective donors.
Should you wish to
become a donor, support
one of the fundraising
projects or make a financial
contribution, you may
contact The Sunflower Fund
on its toll-free number,
0800-12-10-82, or visit
www.sunflowerfund.org.za to
learn more or look out for
the DONATE button to make
a cash donation via the
website.
Bikers – join the Sunflower Fund Ride for Hope
A FAN of the roar of motorbikes on the road?
Well, if you have been unable to buy a tope
this year in support of the Sunflower Fund
initiative, then why not consider heading to
Cape Town next month for the Sunflower
Fund Ride 4 Hope?
Assistance to SABMR saves thousands of lives
GIVING HOPE: The sunflower is the symbol of The Sunflower Fund which strives to get people to
The ride will have motorbike enthusiasts
gathering at the Killarney International
Raceway on Sunday October 22, with a mass
ride starting from 10am.
The event is being hosted by the Sunflower
Fund in association with the M.O.T.H.
Motorcycle Association and Killarney
International Raceway.
A R50 donation will help raise funds and
includes a metal badge for the participant.
How about a team that will represent
Komani and surrounding areas?

SUNFLOWER Day, an
yet have your tope, you still
Round Table No16 in Komani.
The theme of this year’s
Sunflower Day campaign is
“Ordinary People who do the
Most Extraordinary Things that
Make a Real Difference”.
“To see our topes being worn
with pride is not just an honour
for us, but a salute to our
memories of loved ones ... it is
a show of support, a symbol of
executive Alana James said.
Round Table No16 has
pledged their support to the
project as part of its
commitment to help those in
need.
In a statement this week,
Round Table indicated that it
Chieta to
train EC
disabled
for work
THE Chemical Industries
Education and Training Authority
(Chieta) has rolled out a skills
training programme to prepare
100 disabled people in the Eastern
Cape for employment with
Komani drawing benefit.
Chieta’s two-month long
programme implemented through
Media Works Interactive Tutor has
been running at four sites in
Jansenville, Middleburg,
Graaff-Reinet and Komani.
Beneficiaries from Komani,
aged between 20 and 61, were
selected by a local disabilit y
centre known as Phumelela Care
Centre. The majority of the
beneficiaries have no academic or
professional qualifications.
Media Works sales executive
Marina Bester said the first phase
of the programme involved
preparing learners for the job
market before they are assisted to
get jobs.
“Our objective is to make
unemployed youth in the rural
areas employable.”
Besides imparting business
skills, the programme is also
helping people stay away from
drugs and alcohol and teaching
many how to read and write and
how to handle finances. They are
also taught about HIV/Aids.
To prepare learners for life after
the programme and sustainability,
Grootbroom said projects like
poultry farming could be
introduced and the beneficiaries
assisted in forming cooperatives.
As part of their curriculum, the
learners are taught AET Maths
and Communication (Level 3 and
4).
Chieta funds the entire
programme.
“When the texture of the meat
because it has to be appealing to
it meant a loss for the butchery
PRIMEPROPER TY
Cut bond interest with a little extra
T
HE substantial amount of debt owed on a
home loan can often startle consumers
making it seem pointless to pay anything
extra, as it may take decades to settle the amount
o u t st a n d i n g .
According to head of special projects at FNB
Housing Finance Dr Simphiwe Madikizela, w h at
many consumers do not realise is that even paying
as little as R50 extra on your bond, you can
immediately start saving on interest.
By paying R50 extra on a R500000 Home Loan
on a 10.25% interest rate for 20 years, you will be
able to pay off your home loan in 19 years and
three months, while saving more than R26 111.86 in
interest that you would have paid to the bank.
He said that in order to understand the impact
of extra payments, consumers should first be able
to distinguish between payment towards their
principal debt, as well as interest paid on the
principal debt.
For a home loan, the first payment you make
would typically be paid towards interest. However,
any extra payment you make enables you to lower
the principal debt owed. As the principal debt
decreases, so does the amount of interest you
have to pay.
“You should also consider topping up your extra
payments with a lump sum, either from your
bonus or tax refund, for example. This will
significantly reduce your interest over the loan
period.
“Being aware of the impact of making extra
payments will help you manage your bond
repayments and ultimately ensure you pay off your
bond as quickly as possible.”
In Memoriam
~17 September 2017~
Turning fifty is when you
realize that life is not a race, it
is a wonderful prize. You will
start slowing down and begin
to cherish even the quirky
moments that once seemed
garish. Such is life after fifty –
beautiful, captivating and
utterly heavenly. If there’s one
person who makes turning
fifty look awesome, fantastic
and cool, it’s definitely
you. Happy 50th birthday.
New Range Rover Velar a beauty
B
USINESS Live Motoring has up to
now shared various nuggets of
information and images of the
forthcoming Range Rover Velar, writes
Lerato Matebese.
I want to first recap the Range Rover
hierarchy and where the new Velar fits
into the grand scheme of things.
Kicking off the model range is the
successful Range Rover Evoque, which
has done wonders for the brand and has
made the prestigious Range Rover
nomenclature more accessible to a wider
audience.
Next in line is the Velar, which is said to
plug the gap between the Evoque and the
Range Rover Sport. At the top of the totem
pole is the Range Rover big body.
According to JLR SA, the rationale to
introduce the Velar is to entice Evoque
owners who are looking at something
slightly bigger, but perhaps do not have
the wherewithal to acquire the Range
Rover Sport.
With a starting price of a R947700, it
manages to undercut the recently launched
Land Rover Discovery, if only just.
At some 4803mm in length and with a
2874mm wheelbase and a 1665mm
height, the Velar is quite a sizeable car
lengthwise and has a roomier cabin than
its model pecking order suggests.
It also shares much with its sibling, the
Jaguar F-Pace, including the platform and
engines. The differences are in the small
nuances.
While the F-Pace is more road biased
and has significantly stiffer roll bars than
the Velar, the latter shares its off-road
capabilities with the rest of its Range
Rover siblings, which means the Terrain
Response 2 system, although it is a
R16 700 option.
While the range will be available with
both two-litre turbo petrol and two-litre
turbo diesel variants from its Ingenium
engine family, we got to drive in the
flagship three-litre V6 supercharged
(280kW and 460Nm) in R-Dynamic HSE
guise around the iconic racetrack.
Granted, while this may have been a bit of
a misnomer to test a premium SUV of this
disposition, it nonetheless gave us a taste
of what the model offers.
While the performance is great, it is
perhaps not its jewel in the crown.
Accolade has to go to the way the thing
looks – insert “drop-dead gorgeous” or
any other superlative adjective here.
The cabin takes what we have
become accustomed to and
moves it upwards. There are
fewer buttons adorning the
drop-down section of the
fascia where a touchscreen
now resides. It controls
everything from the climate
control to seat warmers.
The infotainment screen
as seen on the Discovery and
F-Pace still resides, but has
been taken a step further in
the Velar as it comes with a tilt
function.
Order books for the Velar have been
open since May with the first customers
scheduled to receive their vehicles middle
of next month. w w w. b u s i n e ss l i v e . c o . z a
He said the standard of
football in the province was
slowly improving.
Sad state of Dumpy Adams
SIVENATHI GOSA
THE Komani cricket fraternity
has expressed concern about
facilities at the Dumpy Adams
are being vandalised.
Siseko Dalamba Cricket Club
coach Lwazi Shenxane said
Enoch Mgijma Local
delegated anyone to inspect
the facilities and the cricket
He said the vandalism had
started about 15 years ago as
people living in the area
started abusing the grounds.
He said the outfields also
needed thorns removed.
Shenxane said they had been
pleading with Border Cricket
“The sport is slowly dying
because people, especially the
youth, are not interested. The
only people still interested are
the current players and a few
school pupils. It is frustrating
because rugby and soccer
players have more than one
field, whereas cricket has only
one available.”
ranging from open to the various age
Race entries are limited to 1000 runners
and close on Friday, October 27. A late
to remain anonymous, said the
Komani.
Players of the Border cricket
promotional league were
affected and had been trying to
engage with EMLM to let them
use the Sandringham fields,
which were not in use and
which had been formerly
known as the home ground of
Komani cricket.
Komani Royals player Mbasa
Mrubata said his team made
use of Queen’s College
facilities with the school’s
permission as they did not
have access to the
Sandringham fields.
Questions were sent to
EMLM last Friday with
spokesman Fundile Feketshane
saying he would investigate
and talk to the community
service department about the
