feasibility report into Redcliffs<br />

Park.<br />

ministry there is evidence<br />

to suggest that urupa<br />

(burial grounds) could be<br />

located in the immediate<br />

vicinity of the park, which<br />

is a possible location for the<br />

school.<br />

But local MP Nuk Korako said<br />

the ministry has already engaged<br />

with mana whenua over the<br />

discovery of bones.<br />

“Our tikanga is to determine<br />

if they’re human remains<br />

and, if so, we have the<br />

necessary protocol where<br />

we would take them and<br />

re-intern them somewhere<br />

else,” he said.<br />

The report outlined<br />

Redcliffs Park, Barnett<br />

Park and McCormacks<br />

<strong>Bay</strong> Reserve as the three<br />

options for relocation of<br />

the school. The former Main Rd<br />

site wasn’t investigated in the<br />

study.<br />

Three possible school locations<br />

have been identified within Redcliffs<br />

Park.<br />

said location C was the preference<br />

for the school.<br />

People living adjacent to the<br />

park told <strong>Bay</strong> <strong>Harbour</strong> News this<br />

week they’re angry they weren’t<br />

notified Redcliffs Park was a<br />

possible option.<br />

They did not want to be identified<br />

because they feared a community<br />

backlash against them.<br />

“It was a shock. It’s really<br />

upsetting – I was upset and quite<br />

tearful,” one homeowner said.<br />

“Had there been consultation<br />

or discussion, it would’ve been<br />

just so much better, but to be<br />

dropped into it is just such an<br />

unreasonable thing to do.”<br />

Homeowners are also worried<br />

their property values will decrease.<br />

“The worst case scenario is<br />

we could end up with a loss of<br />

property value of $300,000 to<br />

$400,000 and we can’t do anything<br />

about it. From the financial<br />

point of view, it’s not good. The<br />

worst thing is losing the enjoyment<br />

of what we took for granted<br />

as being permanent.”<br />

The report stated the purchase<br />

of vacant residential land at<br />

19 Main Rd would enhance<br />

the school, but a neighbouring<br />

resident said it was recently<br />

purchased. The study also shows<br />

Redcliffs Park is susceptible to<br />

rockfall, flooding and tsunamis.<br />

Ministry of Education head of<br />

Jerome Sheppard remained<br />

tight-lipped about the ministry’s<br />

location preferences.<br />

“The master planning for the<br />

Redcliffs Park site has yet to be<br />

undertaken. Therefore, the exact<br />

location of the school hasn’t yet<br />

been determined,” he said.<br />

AN INSURANCE payment<br />

of nearly $6 million has been<br />

received for the Ferrymead<br />

Bridge.<br />

City council finance and commercial<br />

general manager Peter<br />

Gudsell said it had received the<br />

total $5,916,260 of its insurance<br />

pay out.<br />

He said the city council’s claim<br />

was for extra costs for the bridge<br />

due to the damage it received in<br />

the February 2011 earthquake.<br />

“This was complicated by<br />

design changes and ground<br />

conditions. The recovery was a<br />

fair reflection of the policy entitlements.”<br />

However, the city council found<br />

out on Monday it had to pay $3.25<br />

million of that to New Zealand<br />

Transport Agency for the money it<br />

put into the replacement, he said.<br />

The new bridge opened in September<br />

last year, with the budget<br />

having blown out by more than<br />

$20 million.<br />

In 2011, the city council decided<br />

to replace the bridge, and budgeted<br />

$18 million for it.<br />

But by <strong>November</strong> 2012, after<br />

more detail the cost blew out to<br />

$34.9 million. In the end, it cost<br />

$38.8 million.<br />

Celebrations as new<br />

have greater security against<br />

flooding with the completion<br />

of the new Beachville Rd<br />

seawall.<br />

THe 500m seawall<br />

reconstruction was celebrated<br />

at the weekend with a<br />

community event and launch<br />

ceremony.<br />

Heathcote Ward city<br />

councillor Sara Templeton<br />

declared the project finished<br />

with the cutting of a ribbon<br />

on Beachville Rd on Sunday.<br />

“THe completion of this<br />

project is fantastic for the<br />

local community. It not only<br />

provides the protection of the<br />

seawall, but the continuation<br />

of the coastal pathway which<br />

is an important connection<br />

between the coastal<br />

communities and enables<br />

a wide range of recreation<br />

activities,” Cr Templeton said.<br />

The year-long, $8 million<br />

project saw the rebuild of the<br />

seawall and the construction<br />

of a new section of the coastal<br />

pathway.<br />

The pathway spans 1.2km<br />

and includes new stormwater<br />

pipes, road and kerb and<br />

channels.<br />

The original 100-year-old<br />

seawall structure was severely<br />

damaged during the February<br />

22, 2011, earthquake and had<br />

to be rebuilt.<br />

The wall dropped up<br />

to 50cm and slumped<br />

forward up to 1m in places<br />

leaving Beachville Rd<br />

vulnerable to flooding during<br />

bad weather.<br />

“The new seawall provides<br />

protection from erosion and<br />

it offers more resilience in<br />

the event of storm surges<br />

and future seismic activity,”<br />

SCIRT executive general<br />

manager Ian Campbell<br />

said.<br />

As SCIRT’s construction<br />

programme winds down, the<br />

city council will begin on its<br />

$450 million project to repair<br />

and maintain underground<br />

pipe.<br />

RENAMED PARKS<br />

Two Duvauchelle reserves have<br />

been renamed. Earlier this year,<br />

the former Akaroa-Wairewa<br />

Community Board asked the<br />

city council to approve the name<br />

changes of <strong>Bay</strong>view Reserve to Ron<br />

Nuttall Reserve, and Duvauchelle<br />

Reserve to Marshall Reserve. Ron<br />

Nuttall was a long-time holiday<br />

home owner who promoted,<br />

co-ordinated and did most of the<br />

planting in the reserve. Marshall<br />

Reserve has been named after the<br />

Marshall family, who carried out<br />

the initial subdivision of the area,<br />

and were involved in community<br />

events and committees over the<br />

years.<br />

LOCAL FACES EXHIBIT<br />

Lyttelton artist Julia Holden has<br />

launched her exhibition showcasing<br />

port locals. The Lyttelton Redux<br />

project started yesterday and shows<br />

23 portraits of residents, including<br />

Sergeant Dave Knowles and The<br />

Eastern’s Adam McGrath. The<br />

exhibition will show at 50 Works<br />

Gallery and run until March.<br />

New school site report outlines<br />

The long-awaited Ministry of Education feasibility<br />

report investigating site options for Redcliffs School<br />

has just been released. Annabelle Dick looks into<br />

the study and issues facing the park.<br />

THE PROBLEMS facing<br />

Redcliffs Park have come to light<br />

as a newly-released Ministry of<br />

Education report shows the site is<br />

susceptible to rockfall, flooding<br />

and tsunamis.<br />

Following Education Minister<br />

Hekia Parata’s announcement<br />

last week that Redcliffs Park will<br />

be the future site of Redcliffs<br />

School, the ministry now has to<br />

make a decision on where the<br />

school will be located within the<br />

park.<br />

In a Ministry of Education<br />

feasibility study, McCormacks<br />

<strong>Bay</strong> Reserve and Barnett Park<br />

were also explored as site options<br />

but the former Main Rd school<br />

site was not.<br />

Three locations within Redcliffs<br />

Park have been finalised as<br />

the possible school site – location<br />

A, location B and location C.<br />

Location A sits on the eastern<br />

boundary beside Celia St and<br />

location B on the boundary near<br />

Main Rd.<br />

Location C was suggested as<br />

an option by the Redcliffs School<br />

Steering Group after the first<br />

report was already completed.<br />

It sits on the west and northwestern<br />

boundary of the park<br />

similar to Location B, but the<br />

proposed site has been brought<br />

forward about 20m inside the<br />

park boundary with Main Rd.<br />

Location C scored highest in<br />

the ministry’s Methodology for<br />

New School Site Evaluation.<br />

But all of the locations sit<br />

within problem areas in the city<br />

council’s Proposed Replacement<br />

Christchurch District Plan.<br />

The three options fall in the<br />

coastal environment overlay of<br />

the replacement plan, which is at<br />

risk from a tsunami.<br />

In the feasibility report, chartered<br />

professional engineer Nick<br />

Harwood, an expert in geotechnical<br />

engineering, believes the<br />

former Main Rd site would be a<br />

safer option.<br />

“I am uncomfortable with proposals<br />

to consider a new school<br />

site in a mapped tsunami zone,<br />

especially when there is a clear<br />

option (Main Rd) that eliminates<br />

the hazard zone. My gut feel is<br />

that I’d be uncomfortable putting<br />

my kids in a school with a<br />

tsunami hazard,” he said.<br />

NEW SITE: Redcliffs Park scored the highest compared to<br />

McCormacks <strong>Bay</strong> Reserve and Barnett Park in a Ministry of<br />

Education feasibility report on where Redcliffs School should<br />

be located.<br />

Redcliffs Park also sits within<br />

Coastal Erosion Hazard Zone 1<br />

and 2 and Coastal Inundation<br />

Hazard Zone 1 and 2 on the city<br />

council-commissioned Coastal<br />

Hazards Assessment Report.<br />

That means it’s susceptible to<br />

coastal erosion over the next 50<br />

years and coastal inundation<br />

(flooding by the sea) in a one in<br />

50-year storm event.<br />

Location A would need about<br />

1.5m of fill to bring it to the<br />

minimum floor level required by<br />

the city council.<br />

The feasibility study says the<br />

building platform for location<br />

B is likely to be outside the area<br />

subject to flooding or coastal<br />

inundation, but the playing fields<br />

and access roads wouldn’t.<br />

Tonkin & Taylor also advised<br />

that all of the sites have geotechnical<br />

issues.<br />

On location B, the replacement<br />

plan shows Cliff Hazard Management<br />

Area 2 runs 4m into the<br />

site’s boundary.<br />

Remediation work is being<br />

done on the cliff face opposite the<br />

site, but the site is likely to still<br />

remain in the Cliff Hazard Management<br />

Area 2 in the plan.<br />

Redcliffs Park was also a landfill<br />

and the activity affects the<br />

western part of the site.<br />

Tonkin & Taylor has assessed<br />

a low to moderate potential soil<br />

contamination issues, and low to<br />

moderate potential for pesticide<br />

contamination of sports field soil.<br />

Location A is affected more<br />

than location B, which mostly<br />

sits above the closed landfill.<br />

The report stated the site would<br />

need to be carefully managed<br />

during development as run-off<br />

and sedimentation could seep<br />

into the estuary.<br />

Locations B and C are further<br />

away from the estuary and the<br />

report has listed them as a preferred<br />

option for that reason.<br />

the criteria.<br />

The Redcliffs School Board of<br />

Trustees has indicated location<br />

C is its preferred option but is<br />

keeping its mind open.<br />

“That’s the one we’ve shown the<br />

most interest in but we can’t rule<br />

anything out. Location B and<br />

C make more sense in terms of<br />

accessibility and lower impact on<br />

the amenity of the park,” trustee<br />

Mark Robberds said.<br />

The report has attracted criticism,<br />

as Mr Harwood said the<br />

old site should’ve been considered<br />

because it would do well on<br />

acquisition cost, construction<br />

cost and geotech hazard.<br />

“It seems incomplete not to<br />

have included the Main Rd site in<br />

the site comparison assessment to<br />

gauge how that site fairs with the<br />

alternatives,” he said.<br />

The ministry will now go<br />

through the process to acquire<br />

Redcliffs Park from the city<br />

council and a site will be chosen<br />

thereafter.<br />

protection wall, which has<br />

closed the corridor and meant<br />

save the<br />

whales<br />

A PROGRAMME aimed at<br />

teaching people how to save whales<br />

will come to Sumner later this<br />

month.<br />

Project Jonah is an animal welfare<br />

charity that rescues stranded<br />

mammals, holds awareness campaigns<br />

and education seminars,<br />

and acts as a watchdog for water<br />

species.<br />

Project Jonah also teaches residents<br />

how to save whales if they see<br />

them washed up.<br />

“Saving whales isn’t as easy<br />

as it looks. A stranding site is a<br />

dangerous place and people can<br />

sometimes make mistakes,” Project<br />

Jonah general manager Daren<br />

Grover said.<br />

“It’s important that people understand<br />

the complexity of strandings,<br />

why they happen and what<br />

they can do to help.”<br />

In June this year, Project Jonah<br />

and the Department of Conservation<br />

helped a stranded whale on<br />

Waimairi Beach back into the<br />

water.<br />

I joined in with a group of<br />

three girls, all of whom had<br />

never tried paddle boarding<br />

before, and we began learning<br />

this Christmas<br />

the ways of the waves on land at<br />

first, then in the harbour with<br />

our two tutors, Alan and Tyler.<br />

He joked, “you can swim right?<br />

Here you are.”<br />

“Great” I thought.<br />

We knelt on our boards and<br />

learned how best to tackle the<br />

rolling waves of the harbour and<br />

the easiest way to get the most<br />

out of our paddles and then we<br />

hit the water.<br />

We started out in the shallows<br />

on our knees and, as we grew in<br />

confidence (my first mistake), we<br />

paddled deeper and stood up.<br />

Alan showed us how to turn<br />

on a dime and move up and<br />

down the board with ease.<br />

But it was when he asked us to<br />

stand down the tail end of the<br />

board that it all fell to pieces for<br />

me.<br />

I slowly shimmied my way<br />

down the board, ensuring my<br />

knees were bent and my eyes<br />

forward. But I went too far.<br />

In an instant, I felt the board’s<br />

nose lift and the tail drop, my<br />

balance was all out, and before I<br />

could yell out, I was over and my<br />

nose and tail were wet.<br />

There’s no shock quite like<br />

being completely dry one second<br />

and then completely submerged<br />

in Lyttelton <strong>Harbour</strong> the next.<br />

Thankfully, there’s no photographic<br />

evidence that I fell in.<br />

“The level of attention, engagement<br />

and participation was<br />

impressive. We were asked lot<br />

of interesting questions and we<br />

received lot of interesting feedback,’<br />

“I didn’t want this to be a lecture,<br />

but a two-way conversation<br />

and I’m glad that it went exactly<br />

that way.”<br />

Last year, Environment<br />

Canterbury asked the marine<br />

ecologists to write a report on<br />

intertidal reefs, the area above<br />

water at low tide and under<br />

water at high tide.<br />

The pair went around the<br />

harbour’s rocky reefs looking<br />

at what was there, what species<br />

were there like algae and<br />

animals and how abundant they<br />

were.<br />

“Extensive research on these<br />

reefs has never been done before,”<br />

Dr Alestra said.<br />

Dr Thomsen researched the<br />

seaweed Undaria pinnatifida<br />

and looked at how it affected<br />

other marine organisms.<br />

“We found that Undaria is not<br />

so terrible to the other algae and<br />

they co-exist quite nicely, so it’s<br />

interesting to see such an abundance<br />

of Undaria that doesn’t<br />

seem to have a great impact on<br />

other algae,” Dr Alestra said.<br />

He said more research has<br />

been encouraged locally, as<br />

residents asked whether the<br />

rocky reef monitoring will be<br />

repeated and if new sites will be<br />

looked at.<br />

“I am a long-term resident<br />

(and was) surprised to hear<br />

that areas of the harbour are<br />

relatively healthy. We need to<br />

ensure ongoing monitoring,”<br />

John McLister, of Diamond<br />

<strong>Harbour</strong>, said.<br />

“When research is undertaken<br />

in an area that you love, you<br />

want to learn of the results,” Port<br />

Hills Labour MP Ruth Dyson<br />

said.<br />

Dr Alestra said the meeting<br />

provided an opportunity to<br />

combine science and local<br />

knowledge on the harbour.<br />

“The turn out is testament<br />

to the love and interest the<br />

community has in the health of<br />

the harbour. There is a strong<br />

need for ongoing monitoring of<br />

the health of the harbour into<br />

the future,” Dr Alestra said.<br />

The pair have had discussions<br />

with Ecan about undertaking<br />

more research.<br />

Freedom<br />

campers go<br />

FREEDOM CAMPERS have<br />

been banned from Windsport<br />

Park, French Farm and Wainui<br />

foreshores.<br />

Last week the city council approved<br />

the amendments to the<br />

Freedom Camping Bylaw to permanently<br />

ban freedom camping<br />

from those sites.<br />

They’ve also been banned from<br />

Addington Park and the Lower<br />

Styx River Mouth.<br />

But the amended bylaw will<br />

allow certified, self-contained<br />

freedom camping, without a time<br />

restriction, in rural zones.<br />

Fifty-five out of 72 public submissions<br />

expressed general support<br />

for changes that would see freedom<br />

camping banned at the sites.<br />

French Farm was closed to the<br />

public in March due to contamination<br />

from overflowing septic tanks<br />

and had up to 41 vehicles on site at<br />

any time, while Wainui had up to<br />

nine.<br />

A $19,435 city council-commissioned<br />

report found that the<br />

4760-litre septic tank at French<br />

Farm was only capable of serving<br />

a maximum of 23 people each day<br />

while the 4000-litre septic tank at<br />

Wainui could only serve 19.<br />

The new rules come into effect<br />

from December 1.<br />

Less noise<br />

made by<br />

Awaroa<br />

THE HARBOUR area should hear<br />

less noise coming from the pilot<br />

vessel Awaroa.<br />

Lyttelton Port Company has<br />

modified the vessel after it received<br />

criticism from residents for being<br />

too loud.<br />

A silencer has been installed on its<br />

exhaust and LPC said testing done<br />

before and after the modification<br />

shows noise emissions from the vessel<br />

have decreased.<br />

“Residents in the vicinity of the<br />

path which the Awaroa travels<br />

should notice that the noise of the<br />

vessel has reduced in magnitude and<br />

character,” said LPC chief executive<br />

Peter Davie.<br />

The boat travels through the harbour<br />

six to eight times a day.<br />

The 16m-long pilot launch replaced<br />

the 12m Canterbury vessel<br />

and has been used by the company<br />

since February.<br />

LPC said feedback about noise<br />

mostly came from Diamond <strong>Harbour</strong><br />

residents.<br />

“It takes the Awaroa just under<br />

five minutes to travel from the moles<br />

to the breakwater, which is the area<br />

in which Diamond <strong>Harbour</strong> residents<br />

are most likely to hear it,” Mr<br />

Davie said.<br />

Duo ready for Selwyn Sounds<br />

Lincoln, there is one important<br />

thing that former World Cup<br />

winning women’s cricketer<br />

Katrina Keenan and aircraft<br />

technician Dave McKenzie have<br />

in common – music.<br />

The duo, who perform cover<br />

songs together under the name<br />

of Southfield, will debut their<br />

first original song when they<br />

play as one of the opening acts at<br />

Lincoln’s Selwyn Sounds concert<br />

in March.<br />

The show features big name<br />

New Zealand acts such as Mi-Sex,<br />

Dragon and The Jordan Luck<br />

Band.<br />

The pair first met at a social<br />

gathering at a friends place and<br />

when McKenzie got his guitar out<br />

to play a few tunes, Keenan took<br />

notice.<br />

“I thought ‘oh, he’s quite accomplished,<br />

I wonder if he would<br />

be interested in doing something<br />

as a duo’.”<br />

As it turned out, he was so they<br />

chose a band name based on the<br />

street that McKenzie lives on –<br />

Southfield Drive – and have now<br />

been playing together for about a<br />

year.<br />

While Keenan (nee Withers) is<br />

best known for her six years as a<br />

player and further year as coach<br />

of national women’s cricket side<br />

the White Ferns, this isn’t her first<br />

foray into music.<br />

A country pop song she wrote<br />

and recorded about 15 years ago,<br />

called If Ever I’ve Been Loved, got<br />

some air play on Christchurch<br />

radio and earned her a spot as a<br />

solo artist opening for American<br />

country and pop artists Charlie<br />

Pride and Gene Pitney when they<br />

played at the Christchurch Town<br />

Hall.<br />

Keenan and McKenzie plan to<br />

upload their new song to their<br />

Facebook page on the day of<br />

the concert but have no plans to<br />

release an album.<br />

“We are both individually busy<br />

with our other career paths,” she<br />

said.<br />

“This is more of a passion and a<br />

hobby.”<br />

Concept plans for the new Akaroa Health Hub have<br />

been approved and the project is progressing – but<br />

it wasn’t always smooth sailing. Bridget Rutherford<br />

were not met and the budget had<br />

blown out.<br />

pulling the pin on<br />

the project from an<br />

NTP was to contribute $5.75<br />

million to establish the facility –<br />

which was originally expected to<br />

cost about $7.5 million.<br />

It would replace the former<br />

Onuku Rd hospital damaged<br />

in the September 2010 and<br />

February 2011 earthquakes.<br />

CDHB and the community<br />

were to contribute $1 million<br />

each. However, NTP pulled out<br />

in September last year. Until<br />

now, it was unknown as to why.<br />

The emails showed NTP had<br />

become “nervous” about the<br />

project in February last year.<br />

The early concept plan was not<br />

going to come in on budget and<br />

there was discussion over who<br />

would pay for the soft fit-out of<br />

the facility.<br />

There were also questions over<br />

whether the planned July <strong>2016</strong><br />

opening date was critical.<br />

On August 5, CDHB<br />

consultant Jeannie <strong>Bay</strong>ly asked<br />

a NTP project manager whether<br />

they could catch up to talk about<br />

the project, as it was a “priority.”<br />

The project manager’s name<br />

was redacted from the emails.<br />

She said she was trying to get<br />

a response out of a senior NTP<br />

manager (whose name was also<br />

redacted), which was proving<br />

a “lot more difficult than I had<br />

imagined!!”<br />

“I have sent him about three or<br />

four emails about Akaroa in the<br />

last 24 hours alone.”<br />

Come August 12, CDHB<br />

MULTI-PURPOSE: The concept design for the new 12-bed Akaroa Health Hub has been<br />

approved by the Akaroa Structure Group and CDHB.<br />

leader Carol Horgan emailed<br />

the project manager, saying the<br />

CDHB was awaiting a letter<br />

outlining our commercial terms.<br />

(Redacted) has promised me he<br />

will get this done asap … I am<br />

doing my best to try and get him<br />

to honour his promise … ”<br />

A week later, the senior<br />

manager wrote an email to<br />

CDHB chief executive David<br />

Meates, saying NTP had<br />

no option but to set out its<br />

commercial terms.<br />

The terms included project<br />

establishment, project budget,<br />

rent, the management of the<br />

development process and the<br />

general partner and shareholder<br />

agreement.<br />

The senior manager said<br />

the terms were “no longer<br />

negotiable” and unless they were<br />

met, NTP could no longer be<br />

involved.<br />

He said the estimate for the<br />

project sat “well in excess” of the<br />

budget approved in principle by<br />

the CDHB.<br />

“We urgently require CDHB<br />

to review our preliminary design<br />

and confirm that it meets CDHB<br />

requirements or notify us of the<br />

changes necessary.”<br />

The emails released to <strong>Bay</strong><br />

<strong>Harbour</strong> News came as the<br />

concept design for the 12-bed<br />

facility was released.<br />

The CDHB originally refused<br />

the OIA request, but was forced<br />

to release them following an<br />

investigation by the Office of the<br />

Ombudsman.<br />

The CDHB announced last<br />

week plans developed by Ignite<br />

Architects had been signed off.<br />

The 790m 2 facility would<br />

have three main areas – general<br />

practice, four flexi beds and eight<br />

residential care beds.<br />

On August 23 last year,<br />

Akaroa Structure Group<br />

chairman Alan Bradford<br />

emailed both Mr Meates and the<br />

NTP senior manager asking that<br />

they prioritise critical activities<br />

to progress.<br />

He said the CDHB needed to<br />

decide whether the rent review<br />

proposed by NTP was acceptable<br />

or not. If not, he said NTP would<br />

no longer be involved, and they<br />

would need to decide how to<br />

proceed.<br />

“In our view if NTP withdraw<br />

that is not the end of Akaroa<br />

Health Hub – potentially there<br />

are other options.”<br />

CDHB confirmed it would<br />

respond to the senior manager’s<br />

commercial terms after a special<br />

board meeting on September 1.<br />

A public meeting was held<br />

on September 6 so Mr Meates<br />

could discuss where the project<br />

was at. NTP said it would not be<br />

attending.<br />

Four days later, Ms Horgan<br />

invited CDHB, Akaroa Structure<br />

Group and NTP representatives<br />

to a “workshop” to discuss the<br />

CDHB to reach an agreement<br />

between the two parties.”<br />

“purely commercial” and not<br />

unreasonable.<br />

“However, given the need to<br />

As a parent of two primary<br />

school-aged boys, I worry about<br />

how much screen time they get.<br />

One of the regular triggers of<br />

arguments in our household is<br />

when I tell one of the boys that<br />

their half hour on the iPad is up.<br />

They ignore me and so I resort to<br />

physically removing it and then<br />

hiding it.<br />

Studies here and overseas show<br />

that as parents, we can be justifiably<br />

concerned about “too much<br />

screen time,” with the average<br />

child in western countries being<br />

exposed to more than double the<br />

amount of recommended screen<br />

time for their age.<br />

In New Zealand, on average,<br />

16 to 24-year-olds spend 8.9<br />

hours a day consuming media<br />

on a variety of screens. This can<br />

result in academic, mental and<br />

behavioural issues and health<br />

problems.<br />

At the other end of the spectrum,<br />

the benefits of walking in<br />

nature are also well documented.<br />

Group walking in nature is associated<br />

with a range of mental<br />

health benefits, including<br />

decreased depression, improved<br />

well-being and mental health,<br />

and lower perceived stress. It can<br />

also build resilience and perseverance<br />

– when you get tired on<br />

a long tramp generally the only<br />

option is to just keep walking.<br />

With all this in mind, the advisory<br />

group for this year’s Banks<br />

Peninsula Walking Festival<br />

decided to target “screenagers”<br />

and provide a variety of walking<br />

opportunities for teenagers and<br />

children, including overnight<br />

tramps. But with 37 walking<br />

opportunities over the four weekends<br />

of <strong>November</strong>, there is a walk<br />

for every age-group and level of<br />

fitness. History buffs, photographers,<br />

sketchers, bird watchers<br />

and botanists are all catered for.<br />

So pick up a programme at<br />

your local library or check it out<br />

Everywhere you turn, there are<br />

signs of the buds of recovery in<br />

our communities – alongside the<br />

buds in the garden with the beautiful<br />

spring weather arriving!<br />

From the Redcliffs library,<br />

the Ferry Rd New World to the<br />

Beachville Rd sea wall and the<br />

coastal pathway development in<br />

this area, through to the amazing<br />

Mt Pleasant Memorial Community<br />

Centre (isn’t that a magnificent<br />

addition to the causeway).<br />

Then there’s the Heathcote Community<br />

Centre and library, the<br />

start of the Sumner Community<br />

Centre, plus the beginning of the<br />

work to re-open the Evans Pass/<br />

Sumner Rd from Sumner to Lyttelton.<br />

These developments lift people’s<br />

spirits and are great signs<br />

of the progress of rebuilding our<br />

city and community facilities.<br />

They should be celebrated not<br />

just as new buildings, facilities or<br />

structures, but as a recognition<br />

of the determination of our<br />

communities to work together,<br />

get the best design and plans, and<br />

deliver something that is fit for<br />

purpose for the future needs of<br />

local residents.<br />

Every new step is a tribute to<br />

the many local people who have<br />

worked hard to turn vision into<br />

reality.<br />

Our local businesses deserve<br />

to have a tribute paid to them as<br />

well. The last six years have been<br />

very hard on our business owners,<br />

as the population drop, street<br />

closures, parking disruptions and<br />

a lack of confidence diminishing<br />

the dollars spent has challenged<br />

them.<br />

Continued road works and<br />

traffic disruption is still challenging.<br />

But with the support of<br />

local residents, most of our businesses<br />

have survived. Many have<br />

changed the way they operate to<br />

adapt to the changed needs of<br />

their customers or to attract new<br />

customers.<br />

So please continue to support<br />

the local shops in your area –<br />

even when other options are<br />

available. We all have heard that<br />

old saying “you don’t know what<br />

you’ve got ‘til it’s gone” and if<br />

we don’t continue to support<br />

them, they may not survive in the<br />

future.<br />

Hekia Parata announced last<br />

week that Redcliffs School will<br />

have a new home at Redcliffs<br />

Park. It’s great that the Redcliffs<br />

students, staff and parents<br />

now have certainty about their<br />

future.<br />

The Ministry of Education<br />

has carried out analysis on<br />

moving the school to McCormacks<br />

<strong>Bay</strong> Reserve, Barnett<br />

Park or Redcliffs Park, and<br />

rebuilding on the original Main<br />

Rd school site. The outcome was<br />

clear – Redcliffs Park is the best<br />

long-term location for a school.<br />

At Redcliffs Park, the school<br />

will have a larger site, the opportunity<br />

to share community<br />

facilities at the park and a site<br />

well away from the rockfall<br />

that has disrupted the previous<br />

school site.<br />

Part of the analysis that has<br />

been undertaken focused on the<br />

potential psycho-social effects<br />

on the children if they returned<br />

to the previous site. The investigation<br />

found that, although<br />

the risk of negative psychosocial<br />

impacts could be mitigated for<br />

most children, this would place<br />

additional responsibilities on<br />

staff to implement mitigation<br />

measures if the school remained<br />

on the site, and this cannot be<br />

guaranteed by the Ministry of<br />

Education or the current school<br />

board in the long term.<br />

The new site is expected to be<br />

ready by mid-2019, and Redcliffs<br />

School will continue sharing the<br />

site at Van Asch Deaf Education<br />

Centre until then.<br />

It was clear right from the<br />

beginning of my engagement<br />

with the school board and the<br />

community on this issue that<br />

it is very important to the Redcliffs<br />

community to keep their<br />

school, and this is something<br />

I have worked to convey to the<br />

minister.<br />

This positive outcome is a<br />

credit to the resilience and hard<br />

work of the school board, the<br />

teachers, the parents, and the<br />

Redcliffs community, and I<br />

acknowledge them for that.<br />

Rotary’s bid to beat polio<br />

SIXTY YEARS ago Bob Thayer<br />

was a four-year-old battling<br />

polio. These days he’s part of<br />

Rotary’s massive, worldwide<br />

drive to exterminate the<br />

crippling and potentially fatal<br />

infectious disease.<br />

Bob, now a <strong>Bay</strong> <strong>Harbour</strong><br />

resident, had polio in his left arm<br />

and left leg during the outbreak<br />

that hit New Zealand in the mid-<br />

1950s. His father suffered similar<br />

symptoms from the disease at<br />

the same time.<br />

Recovery was “a matter of<br />

weeks” for both of them. Bob<br />

recalls headaches, vomiting and<br />

partial paralysis of his left leg.<br />

However, he did not warrant<br />

callipers and was able to walk.<br />

Another Ferrymead Rotary<br />

member, Roger Martyn, also had<br />

polio as a child – before he was<br />

one in 1942-43.<br />

Both escaped the worst of the<br />

disease that is caused by the<br />

poliovirus, which spreads from<br />

person to person, can invade the<br />

brain and spinal cord and cause<br />

paralysis. And both have escaped<br />

major, ongoing after-effects. Bob<br />

has had some leg problems (his<br />

brother maintains he “walks<br />

funny”) and suspects they are<br />

an inheritance from his polio.<br />

Certainly, his left side has been<br />

a bit weaker through adult life,<br />

and doctors have pointed to his<br />

polio as the cause. Roger has also<br />

had the occasional leg issue.<br />

Both have been part of<br />

fundraisers that have helped<br />

Ferrymead Rotary contribute<br />

regularly to Rotary’s Global<br />

Polio Eradication initiative.<br />

They are among the million-plus<br />

Rotarians who, over the last 32<br />

years, have raised more than<br />

US$1.5 billion for Rotary’s polio<br />

mission. All up, close to US$10<br />

billion has been raised by Rotary,<br />

United Nations agencies, governments<br />

and charities.<br />

Many Rotary volunteers<br />

have worked alongside UN and<br />

volunteer health professionals.<br />

Together, they have immunised<br />

more than 2.5 billion children in<br />

122 countries.<br />

30-plus years of hard slog – from<br />

around 350,000 reported cases a<br />

year in 1988 to 26 this year. The<br />

strategy is to immunise every<br />

child regularly until the world is<br />

polio-free.<br />

Attention is now turning to<br />

holding and consolidating the<br />

gains. A further US$1.5 billion<br />

will be needed over the next couple<br />

of years, and US$5.5 billion<br />

over the next six years.<br />

A group of Mt Pleasant School year 6 pupils fundraised<br />

money to buy trees for the coastal pathway. Year 5 and 6<br />

pupils have been doing a sustainability inquiry module and<br />

a number of pupils had the idea to contribute to the coastal<br />

pathway project. A working bee was held two weeks ago<br />

at Scott Park to plant the trees. The children had two cake<br />

stalls and raised a total of $317.50 to purchase the plants.<br />

Trees for Canterbury also donated to the cause.<br />

Kohanga visited the curator’s house at the<br />

Botanic Gardens to participate in the city council<br />

Lyttelton’s <strong>Harbour</strong> Co-op has started the<br />

season with a classic spring clean – but with<br />

a twist. They have moved out the old and<br />

re-arranged the store to create a spacious new<br />

layout that invites customers into a warm,<br />

fragrant and abundant environment.<br />

“We aim to make organics affordable and<br />

available, by stocking a large variety of bulk<br />

products,” manager Lillee Star says.<br />

“This allows us to keep the prices competitive<br />

with supermarkets, often beating the nonorganic<br />

equivalent. We are also focusing on<br />

expanding our local product range. We love<br />

that we know where our food comes from, how<br />

it was grown and that it is seasonal.”<br />

The <strong>Harbour</strong> Co-op is a community-owned<br />

organic whole food store with over 210<br />

shareholder members. Eight employees and 18<br />

volunteers take care of running the business.<br />

It is a diverse team from all avenues of life,<br />

and their passion, knowledge and experience<br />

supports the co-op’s direction as a social<br />

enterprise that cares for the earth, for the<br />

people, and for fair distribution.<br />

As Lillee points out, nutrients have a big<br />

impact on our wellness. Eating organic whole<br />

foods, especially raw fresh fruit and vegetables,<br />

is the easiest way to start replenishing the body<br />

with the vitamins and minerals needed for<br />

optimal health, she says.<br />

“The heavy use of artificial fertilisers<br />

and pesticides is a normal practice within<br />

conventional agriculture, which is a major<br />

concern,” Lillee says.<br />

“This, along with other practices, kills the<br />

delicate life systems within the soil that provide<br />

all the vitamins and minerals that we need to<br />

eat in order to be healthy people.”<br />

EQC pays $495 million in the past year to<br />

settle Canterbury claims<br />

EQC Chief Executive Ian Simpson<br />

The Earthquake Commission paid<br />

out nearly half a billion dollars to<br />

settle claims in Canterbury in the<br />

year to 30 June <strong>2016</strong>, its recently<br />

released annual report shows.<br />

The annual report includes lots of detail<br />

about the work EQC has been carrying<br />

out in Canterbury in the past year.<br />

Figures in the report show that in the<br />

2015/16 financial year, EQC paid out<br />

$495 million in claims for the 2010-2011<br />

Canterbury earthquake sequence.<br />

This total was made up of $441 million<br />

for residential building claims (both for<br />

cash settlements and managed repairs),<br />

$46 million for residential land claims<br />

and $8 million for contents claims.<br />

EQC has now spent $9.4 billion<br />

(including claim handling expenses,<br />

excluding GST) in its response to the<br />

2010-2011 Canterbury earthquakes.<br />

This sum has been financed from the<br />

Natural Disaster Fund and by the<br />

reinsurance cover EQC had negotiated<br />

prior to the earthquakes.<br />

EQC recovered about $444 million<br />

of the cost of Canterbury claims,<br />

largely from international reinsurers,<br />

in 2015/16.<br />

EQC also paid out $25 million for claims<br />

other than those from the 2010-2011<br />

Canterbury earthquakes. This includes<br />

$4.7 million for claims from the<br />

February <strong>2016</strong> earthquakes.<br />

AT 30 JUNE <strong>2016</strong>,<br />

In Canterbury, as at 30 June <strong>2016</strong>, EQC<br />

had completed repairs on more than<br />

67,000 homes, settled 187,000<br />

contents claims and completed claims<br />

for land damage to 66,000 properties.<br />

“By the end of the year we aim to<br />

have cash settled the more than<br />

14,000 claims from the February <strong>2016</strong><br />

earthquakes,” says Chief Executive<br />

Ian Simpson.<br />

Mr Simpson reaffirmed EQC’s ongoing<br />

commitment to Canterbury in 2017.<br />

“In the upcoming year, EQC will<br />

continue to be present in Canterbury<br />

resolving remedial requests on<br />

properties where we have managed a<br />

repair. There is also a range of<br />

administrative and financial tasks to be<br />

completed.”<br />

“There is always a high level of<br />

uncertainty when it comes to settling<br />

claims. For instance with home repairs,<br />

the true extent of damage may only<br />

become clear once repairs begin and<br />

tradies start ripping off weatherboards<br />

or lifting floorboards.<br />

FOR CLAIMS ARISING FROM THE<br />

FEBRUARY <strong>2016</strong> EARTHQUAKES<br />

“Because of this uncertainty, we have<br />

built a margin into our estimates of what<br />

the Canterbury claims will cost.<br />

“In the event that we did need to use all<br />

of this margin, the Crown has confirmed<br />

in writing that it will meet its obligations<br />

under the Earthquake Commission Act to<br />

ensure that EQC can meet all its liabilities<br />

as they fall due,” Mr Simpson says.<br />

The EQC Annual Report shows that EQC<br />

received about $280 million in premiums<br />

and spent $210 million on expenses,<br />

excluding claims payments and claims<br />

handling expenses for the 2010-2011<br />

Canterbury earthquake sequence.<br />

“Our largest expense was the $150<br />

million in premiums for reinsurance,<br />

which currently provides New Zealand<br />

with access to $4.69 billion in cover<br />

for natural disasters, once the cost of<br />

these events exceeds the deductible,”<br />

Mr Simpson says.<br />

Canterbury students<br />

head to Chile for<br />

earthquake conference<br />

Five engineering students from University of Canterbury will be<br />

attending the World Conference on Earthquake Engineering<br />

(16WCEE) in Chile this January thanks to sponsorship from EQC and<br />

the NZ Society for Earthquake Engineers (NZSEE).<br />

EQC’s Research Strategy and Investment Manager Richard Smith says the<br />

sponsorship goes partway to supporting students and practitioners to<br />

attend the conference, which is the preeminent gathering of engineers<br />

involved in seismic resistant design.<br />

“WCEE is to earthquake engineers what the Olympics are to sport. This<br />

opportunity gives these students exposure to ideas and knowledge from<br />

around the globe as well as the chance to forge international connections<br />

that will be of value to their research and to New Zealand.<br />

“EQC plays an important role in funding and facilitating research about<br />

natural hazard risk. Part of that is making sure we have researchers within<br />

New Zealand who have the capability to undertake that research.”<br />

Mechanical engineering PhD student Jarrod Cook says the chance to<br />

attend 16WCEE will be invaluable. “I’m exploring ways a ratcheting,<br />

tension-only device can reduce the motion experienced by buildings<br />

during an earthquake, and therefore limit the damage and impact to<br />

people as well as enabling buildings to stay open after the event. WCEE is<br />

the premier conference in earthquake engineering so this is a great way<br />

to share my ideas, get critical feedback and see what others are doing.”<br />

WCEE is held every four years and provides attendees with the<br />

opportunity for a global exchange of knowledge, ideas, research<br />

results and practical experience. As well as students from Canterbury,<br />

EQC and NZSEE are jointly sponsoring the attendance of five students<br />

from Auckland University and four industry representatives from across<br />

New Zealand.<br />

Upskilling leads to a<br />

rewarding retail career<br />

A change of mind and flexible study<br />

options brought Neil Chand to the job he<br />

loved. Four years ago Neil was in his last<br />

year of his biochemistry degree, when he<br />

decided to take a little break and save some<br />

money.<br />

“I ended up working in retail and it turned<br />

out I really liked it. I found out that it could<br />

be a career too and decided to pursue this<br />

path. I started working at the Warehouse<br />

Stationary in Papanui and loved it. I never<br />

regretted quitting my biochemistry studies.”<br />

Three years into his job Neil wanted to<br />

upskill to take the next step in his career. He<br />

enrolled in the six month, Level 3 Certificate<br />

in Retail at Ara Institute of Canterbury. He<br />

studied part-time, so he could combine his<br />

studies with his job.<br />

“I followed the in-house training at my job,<br />

but was looking for something more. The<br />

Ara Certificate in Retail gave a more general<br />

perspective on retail. My main takeaway was<br />

the leadership development. Being able to<br />

understand emotional awareness and deal<br />

with different behaviours. You learn to cater<br />

to any kind of employee and customer.”<br />

This skill turned out to be very useful as<br />

Neil was promoted to a leadership role as<br />

Assistant Store Manager after finishing his<br />

course.<br />

“An important part of my role is coaching<br />

the team. I’m motivating the team on<br />

the floor and making sure the customers<br />

are being looked after. I love making the<br />

customers happy, we’re there to provide<br />

solutions for them.”<br />

The retail programmes at Ara provide<br />

students with essential industry knowledge<br />

and skills for a strong start to a career in this<br />

sector. The options range from entry level<br />

qualifications to a degree, and part-time<br />

study options make it easy for people like<br />

Neil to upskill.<br />

For those who want to go further in<br />

their studies, options include the Bachelor<br />

of Applied Retail Management, which<br />

offers specialist knowledge and skills in<br />

strategic decision making, communication<br />

strategies, accounting and retail enterprise<br />

management. A 400-hour work placement<br />

Sevens title shared<br />

A SERIES of three rugby sevens<br />

tournaments hosted by Sumner<br />

ended with joint winners.<br />

Tournaments were held on<br />

October 15, 29 and <strong>November</strong> 5,<br />

with the final of the three being<br />

played on Saturday.<br />

At the end of the final<br />

match in the last tournament,<br />

Christchurch and University<br />

clubs were tied on points – so the<br />

trophy was shared.<br />

Event organiser and Sumner<br />

player Lawrence Babe said the<br />

points accrued by both teams at<br />

the end of the third tournament<br />

were even, so “they’ll share<br />

the trophy and they’re joint<br />

winners.”<br />

In the first tournament,<br />

Sumner reached the bowl final.<br />

In the second, they reached the<br />

plate final, and they carried that<br />

form into the final weekend,<br />

again reaching the plate final.<br />

Babe said one of the stand<br />

out players for Sumner was the<br />

versatile Junior Taia, who can<br />

play in a number of positions in<br />

sevens and rugby union.<br />

“He’s a player that has come<br />

across from the Shirley team<br />

and he’s also in the Rarotongan<br />

sevens team. In sevens, he plays<br />

as a prop or hooker, and in 15s,<br />

he’s a centre or flanker. He had a<br />

bit of x factor,” he said.<br />

Of the 16 men’s teams and<br />

10 women’s teams competing,<br />

Sumner finished sixth overall.<br />

Babe said Sumner came up<br />

against some tough opposition,<br />

not least those that had travelled<br />

from out of the city to play.<br />

“We played up to five games<br />

a day and that adds up pretty<br />

quickly. The toughest out there<br />

was probably Southbridge. They<br />

brought in a pretty sharp side<br />

with a few good Fijian players.<br />

Some of them have grown up<br />

with sevens as almost a national<br />

game in Fiji,” he said.<br />

hearing loss<br />

Hearing is a sense that many of us<br />

take for granted. Throughout our lives, we<br />

subject our ears to loud sounds–music,<br />

power tools, lawn mowers, air travel–<br />

without using ear protection. regrettably,<br />

this can cause hearing loss. also, the<br />

natural aging process generally results<br />

in hearing loss. even certain illnesses<br />

and medications can adversely affect our<br />

hearing. Unfortunately, hearing loss that<br />

occurs from such causes is permanent.<br />

The good news is, even if you already<br />

have a little hearing loss, it’s never too<br />

late to preserve your hearing for the<br />

years ahead. The first thing you can do is<br />

protect your ears in noisy environments.<br />

your ears. and, make it a priority to get<br />

a baseline hearing screening to see if<br />

hearing loss has already occurred.<br />

stems from chronic exposure to loud<br />

are. Modern digital hearing aids use<br />

super-tiny microprocessor technology–<br />

lot. and, by stimulating your brain with<br />

sound that might not otherwise reach it,<br />

hearing aids help keep your brain active,<br />

which lowers your risk for cognitive<br />

diseases, such as dementia.<br />

if you suspect you may have hearing<br />

loss, don’t ignore it. neglecting a hearing<br />

loss can have a snowball effect–making it<br />

grow bigger, faster than necessary.<br />

Here are 10 ways you can limit hearing<br />

damage and preserve good hearing:<br />

1. Understand the sound levels of the<br />

noises in your environment.<br />

2. Learn about proper ear protection.<br />

There are many kinds on the market<br />

today, ranging from custom ear molds to<br />

foam plugs and more.<br />

3. Put physical distance between you<br />

and loud noise when it is present. if<br />

possible, stand at an angle from the noise,<br />

not directly in front of it.<br />

4. Take breaks when you are exposed<br />

to noise.<br />

5. When listening to music through<br />

headphones or earbuds, keep the volume<br />

low-to-medium.<br />

6. Know the signs of hearing loss, and<br />

measure yourself against them.<br />

7. schedule a baseline hearing<br />

evaluation. Hearing loss is on the rise<br />

among Baby Boomers and young people.<br />

it’s never too early to get your hearing<br />

checked, but don’t wait past age 50.<br />

8. Have your hearing evaluated by a<br />

professional licensed by your state.<br />

9. if you have hearing loss caused by a<br />
