2 Tuesday August 23 2016 Inside PEGASUS POST FROM THE EDITOR’S DESK News......................3, 5, 6 & 7 A FEW years ago, back when I was cutting my reporter teeth on the Pegasus Post, I remember the community’s frustration to get the pedestrian mall and surrounding streets cleaned regularly. It seemed like such a basic thing to provide and I was dismayed to see when I returned to this newsroom, we were still fighting the same issue. Well, with Development Christchurch’s mandate, including New Brighton, it seems the suburb may finally be getting traction on this issue, plus the promised promenade and the hot salt water pools. Reporter Fraser Walker- Pearce has the latest updates on the projects on page 6 and 7. Tree roots are causing trouble to footpaths at Westhaven and residents are lobbying hard to get a city council rule changed to prevent future damage. See page 3. PEGASUS POST Tuesday August 23 2016 3 News Call for tree bylaw change • By Fraser Walker-Pearce FRUSTRATED Westhaven residents say a 23-year-old city council tree bylaw needs to be urgently changed to prevent more people being left with cracked and broken driveways. Residents Russell Hamilton and Graham Crow both spoke at last week’s Burwood-Pegasus Community Board meeting. They said plane trees that were planted around the turn of the century, have broken through pavement and driveways, lifted their grass berms, and even begun to encroach on a brick fence. But Mr Hamilton and Mr Crow cannot cut them down because the trees belong to the city council, as they are on the grass berms outside their houses. City council head of parks Andrew Rutledge said trees on berms are managed by the city council through a regular inspection and maintenance programme. “Residents are not permitted to cut down trees on council berms. Residents are encouraged to contact the city council if they have any questions or concerns about a tree outside their house,” he said. The residents lobbied the community board to change a troublesome tree bylaw so others do not end up with the same fate. The city council passed a policy in December 1993 about tree planting in streets, which is still active today. It states that trees should be “appropriate in size, density and position” for the street. City councillor Glenn Livingstone said the policy was outdated and needed to be revisited. “It was written in 1993, so it is definitely outdated. The problem is that there’s a disconnect between that policy and the process,” he said. Mr Hamilton said the two plane trees outside his property were there two years before his family moved in, around 1998, and have grown to a height of about 6m, with a base width of 40cm. The grass berm outside Mr Hamilton’s house is only 1m wide, he said, so the trees are “far too big” for the space. Mr Crow said the land developers at the time only considered the aesthetic look of the trees rather than the impact they would have later on. “It appears when they chose the trees 20 years ago they didn’t consider how large some of the trees would get . . . they’re still growing,” he said. The growth areas for Christchurch are definitely the north-east like Prestons, and the south-west of the city too, like Halswell. So it’s important that we get it right so we’re not digging up relatively new streets,” he said. A meeting was held last week for people who are interested in helping with activities for fundraising on the day or with the ceremony. AVON REPAIRS Keen-eyed New Brighton residents may have seen Stronger Christchurch Infrastructure Rebuild Team working on an Avon River stopbank near Pages Rd bridge from yesterday. The work is expected to take about three months. As a result, Owles Tce will be closed between the Seaview Rd roundabout and 15 Owles Tce. Meanwhile, New Brighton Rd, between Rawson St and Pages Rd, will have repairs carried out on its road surface, footpath and kerb. The repairs will be handled by SCIRT, and will start tomorrow.
