Halswell ready to expand<br />

SIX NEW subdivisions will be<br />

developed in Halswell to cope<br />

with a predicted population<br />

explosion.<br />

The new subdivisions will be<br />

developed in north, western,<br />

south, south-east, south-west<br />

areas of Halswell and in the<br />

Hendersons area.<br />

The areas were approved by<br />

the Independent Hearings Panel,<br />

chaired by Judge John Hassan,<br />

recently, for the city council’s<br />

replacement district plan.<br />

In 20<strong>13</strong> the population level<br />

in Halswell was recorded by a<br />

Statistics New Zealand census at<br />

20,400 and is expected to grow<br />

to 48,400 by 2043.<br />

North Halswell will be<br />

located between Halswell and<br />

Hillmorton and has been called<br />

Meadowlands. Halswell west<br />

will be off Halswell Junction Rd<br />

and Hendersons off Cashmere<br />

Rd.<br />

South-east Halswell will be<br />

located near Sparks Rd, south<br />

Halswell next to Halswell Rd and<br />

south-west located off Halswell<br />

Junction Rd by Murphys Rd,<br />

Sabys Rd, and Quaifes Rd.<br />

Halswell Community Project<br />

spokeswoman Chrys Horn said<br />

she is nervous about how fast the<br />

population is growing.<br />

“One of the things is we already<br />

have a lot of traffic congestion<br />

here and that is not getting<br />

any better as the place grows,<br />

so it would be nice to think our<br />

transport system is going to keep<br />

up.<br />

“We had an earthquake, people<br />

wanted to move in. We have<br />

had a whole lot of immigration<br />

. . . this just happens to be an<br />

area where the growth can happen,”<br />

she said.<br />

A city council spokeswoman<br />

said a date for when the changes<br />

take affect has not been set.<br />

subdivisions will get their own<br />

names in time.<br />

He said people who are living<br />

in the residential areas most<br />

likely do not realise how big the<br />

area will grow.<br />

area in South Masham near the<br />

Yaldhurst Masham residential<br />

community and surplus land on<br />

the western part of Riccarton<br />

Racecourse.<br />

Land located on part of<br />

the former Wigram Aerodrome<br />

parks in Halswell. It will be<br />

interesting to see if those<br />

opposed to the idea will take<br />

on the recent decision of city<br />

council to push ahead. With<br />

the population set to explode<br />

in Halswell (front page) and<br />

more subdivisions allowed by<br />

the city plan, the skate parks<br />

<strong>13</strong><br />

will no doubt be well used.<br />

Yaldhurst dust woes<br />

TESTING HAS shown that dust<br />

around Yaldhurst has exceeded<br />

air pollution guidelines on 16<br />

occasions and is associated with<br />

quarry activities.<br />

Environment Canterbury<br />

conducted tests around the<br />

quarrying area from December<br />

23 through to April 26 with the<br />

final report released recently.<br />

Eight of the<br />

exceedances were<br />

recorded at two of<br />

the sites located on<br />

the West Coast Rd,<br />

downwind from<br />

the quarries indicating<br />

they were<br />

the source of PM10.<br />

The report does not specify<br />

which quarry companies, but<br />

Winstone Aggregates, Fulton<br />

Hogan, Road Metals were in the<br />

testing area.<br />

The report was a result of a<br />

monitoring project set up after<br />

residents raised concerns about<br />

dust emissions from several<br />

quarry sites located in Yaldhurst<br />

at a public meeting last year.<br />

Residents on the Old West<br />

Coast Rd are living as close as<br />

80m to Winstone Aggregates.<br />

“Because of the small size of<br />

the exposed population at Yaldhurst<br />

we cannot say with any<br />

certainty what impacts would be<br />

at an individual level,” he said.<br />

The report showed concentrations<br />

of repairable crystalline<br />

silica measured at all sites on two<br />

separate days were below the applicable<br />

guideline value.<br />

Residents were unhappy with<br />

the results.<br />

“They had the dust monitors<br />

in the wrong place. They didn’t<br />

have them calibrated for fine<br />

dust, only the heavier PM10,”<br />

Youngman said.<br />

She said she would have liked a<br />

monitor on her property.<br />

Meanwhile, a community<br />

liaison group will be set up to<br />

address the residents’ concerns<br />

after a deputation by Mrs<br />

Youngmann and resident Gavin<br />

Barclay.<br />

They presented to the commissioners<br />

who said in response,<br />

a liaison group would be set<br />

up, which would be led by the<br />

quarry operators.<br />

But Mrs Youngman said she<br />

is not prepared to meet with the<br />

quarry operators anymore.<br />

“They have had every chance<br />

in the past and it is wasting my<br />

time . . . we have had meeting<br />

after meeting,” she said.<br />

Mr Barclay said if the liaison<br />

group was successful it would<br />

be a great result but he was dubious.<br />

The city council approved<br />

the Riccarton-Wigram<br />

Community Board’s bid to<br />

keep the Riccarton service<br />

centre in the commercial area.<br />

When the current Clarence St<br />

site housing the old Riccarton<br />

Community Centre is sold the<br />

city council will either provide<br />

a co-located space with<br />

another business or construct<br />

a temporary building to serve<br />

as the service centre in the<br />

interim. This will be until the<br />

new Riccarton Community<br />

Centre opens in mid-2018.The<br />

sale of the Clarence St site is to<br />

proceed as soon as practicable.<br />

SPEED LIMITS APPROVED<br />

Thirty-two speed changes on<br />

different roads in the western<br />

area of the city have been<br />

approved by the city council.<br />

It is part of a speed limit<br />

review which is held every<br />

two years. City council staff<br />

will undertake additional<br />

consultation for a further<br />

reduced speed limits for<br />

Halswell Junction Rd, Quaifes<br />

Rd, Marshs Rd and Whincops<br />

Rd (west of Marshs Rd) and<br />

Sparks Rd. City council<br />

staff will report back to the<br />

community board at the end of<br />

December.<br />

Two candidates live outside ward boundaries<br />

ONLY TWO candidates<br />

standing for the city council in<br />

the western area do not live in<br />

the ward they would represent if<br />

elected.<br />

Riccarton-Wigram community<br />

board member Peter Laloli<br />

will be standing for Halswell in<br />

spite of living in Riccarton while<br />

Coastal resident Tane Apanui<br />

will be standing for Hornby.<br />

About a third of candidates<br />

standing for council seats do<br />

not live in the area they would<br />

represent if elected.<br />

There are 40 candidates standing<br />

for the city council across<br />

the 16 wards.<br />

However, 14 do not currently<br />

live in the ward they want to<br />

represent.<br />

The Burwood, Cashmere,<br />

Fendalton, Innes, Riccarton and<br />

Linwood Wards are the only<br />

ones that are guaranteed to have<br />

a councillor representing them<br />

that lives there.<br />

But the Waimairi Ward will<br />

not be, because both candidates,<br />

councillor Raf Manji and Anthony<br />

Rimell, live outside of the<br />

boundary.<br />

There is no legal requirement<br />

for councillors to live in the<br />

Elections 16<br />

ward they are representing, however,<br />

most choose to do so.<br />

Councillor Jamie Gough, who<br />

was elected to the Fendalton<br />

Ward unopposed, said strategy<br />

had definitely come into play, in<br />

terms of what wards people were<br />

standing in.<br />

However, he said it did not<br />

matter if candidates did not live<br />

in the ward they were representing.<br />

“People need to vote for the<br />

most capable candidate who has<br />

a strong governance skill-set<br />

which will add value to our city<br />

as a whole, not vote for someone<br />

because they live down the street<br />

from you.”<br />

Harewood has the most<br />

candidates running for the<br />

council seat out of all the wards,<br />

however three of the five are not<br />

residents there.<br />

Faimeh Burke, Rod D Cameron<br />

and Rod S Cameron live<br />

outside the boundary, while<br />

Aaron Keown and Brian Gargiulo<br />

are inside.<br />

Both Jo Kane, who lives at<br />

Waikuku Beach, and Dean<br />

Lester, who lives just outside the<br />

boundary are both running for<br />

Coastal Ward, while Paul Lonsdale<br />

is in the mix for Heathcote,<br />

in spite of living in Fendalton.<br />

Phil Clearwater, who would<br />

have been up against Tim Scandrett<br />

had he run in Cashmere<br />

ward where he lives, has opted<br />

for Spreydon.<br />

Mike Davidson and Peter<br />

Laloli are running for Papanui<br />

and Halswell – where they do<br />

not live, and Tane Apanui will<br />

contest Hornby.<br />

In the 20<strong>13</strong> elections, of the<br />

54 candidates going for council<br />

seats, nine did not live in the<br />

ward they were running in.<br />

As part of the city council’s<br />

representation review, the current<br />

seven wards will increase<br />

to 16 after October’s local body<br />

elections. Each ward will have<br />

one councillor represent it.<br />

Cr Gough said the review<br />

stymied democracy and may<br />

have put off new candidates, because<br />

many would have to go up<br />

against incumbent councillors.<br />

Lives in Coastal,<br />

running for<br />

Hornby<br />

“I grew up in Hornby,<br />

I spent my teenage<br />

years there, played my sport<br />

there and started off my working<br />

life there. My experience is in<br />

infrastructure and transport.<br />

Hornby is the gateway of the<br />

south-west, so I’ve got more to<br />

offer there than in the suburb I<br />

am living, which is South New<br />

Brighton.”<br />

“Halswell’s a new<br />

ward and it’s got rapid growth.<br />

I’ve been on the community<br />

board the last 15 years and I<br />

think the ward needs someone<br />

in it [going up against Vicki<br />

Buck in Riccarton]. She was<br />

going to be hard to challenge –<br />

there was an opportunity out in<br />

Halswell and I’ve been representing<br />

that area for 15 years.”<br />

Red Cafe may get lease<br />

RED CAFE has been revealed as<br />

the preferred option by the city<br />

council for Te Hapua: Halswell<br />

Centre after a boycott forced out<br />

a Wellington-based operation.<br />

The Riccarton-Wigram Community<br />

Board will consider approving<br />

a new lease to Xin Ding<br />

Yi Ltd, the company which owns<br />

the Red Cafe, at a meeting today.<br />

Red Cafe currently operates at<br />

the Upper Riccarton Library and<br />

South Christchurch Library.<br />

In June, <strong>Western</strong> <strong>News</strong> reported<br />

that a boycott of Wishbone<br />

cafe, initiated by the Halswell<br />

Community Project, had resulted<br />

in the Wellington-based cafe<br />

opting to leave.<br />

The boycott was called because<br />

the cafe was not a locally-based<br />

business.<br />

The city council announced<br />

in June a new cafe operator<br />

would be sought after a “mutual<br />

agreement” was made with the<br />

Wishbone cafe for it to leave.<br />

Halswell Community Project’s<br />

Chrys Horn said she did not<br />

think it was a boycott that forced<br />

the cafe out.<br />

“I just don’t think there were<br />

enough people who read our<br />

newsletter and act on it. I think<br />

the problem was people just<br />

didn’t like what the cafe had to<br />

Ding Yi Ltd provided a “well<br />

thought out proposal” with a<br />

high-quality and affordable<br />

menu and a positive trading<br />

history.<br />

Details of the other lease applicants<br />

were not able to be supplied<br />

by the city council due to commercial<br />

sensitivity.<br />

Go-ahead for<br />

skate park at<br />

Halswell Domain<br />

THE controversial location<br />

of the Halswell Skate and<br />

Recreation Park was<br />

rubber-stamped by the city<br />

council last week.<br />

The location of the new<br />

skate park will be in the<br />

Halswell Domain beside the<br />

playground.<br />

A smaller skate park at<br />

Knights Streams Sports Park<br />

has also been given the green<br />

light by the city council.<br />

The two locations were<br />

recommended at a Riccarton-<br />

Wigram Community Board<br />

extraordinary meeting on July<br />

27. The city council approved<br />

that recommendation.<br />

The city council decided to<br />

proceed with a skate park at<br />

Knights Stream Sports Park,<br />

which will potentially be<br />

funded from the development<br />

contributions.<br />

A workshop was held last<br />

Sunday at the domain to discuss<br />

the concept design of the skate<br />

park with representatives from<br />

the community including<br />

the Halswell Domain Action<br />

Group.<br />

In July, <strong>Western</strong> <strong>News</strong><br />

reported the Halswell Domain<br />

Action Group had presented a<br />

petition, signed by 570 residents,<br />

against the skate park to the<br />

community board.<br />

James Hight Drive resident<br />

Brian Bailey, who signed the<br />

petition, said he would not<br />

comment on whether other<br />

opposing residents would take<br />

further action to fight against<br />

the installation.<br />

One petition signed by<br />

800 residents was in support<br />

of a skate park in the Halswell<br />

suburb. The petition was<br />

presented by Halswell resident<br />

Brendon Miller to demonstrate<br />

how much support there was<br />

in the suburb for a skate<br />

park.<br />

Mr Miller said the approval<br />

was “fantastic news” and<br />

puts children in the centre of<br />

Halswell.<br />

Being the Lone Ranger of Fendalton<br />

– due to an unopposed<br />

re-election to the city council –<br />

is a slightly odd feeling.<br />

I’m torn with emotion as my<br />

successful bid for a third term<br />

was obviously a goal for the year,<br />

however, I’m disappointed about<br />

what it says for democracy.<br />

The new representation model,<br />

which the city council adopted<br />

earlier this year, changed the way<br />

our council is elected – the ward<br />

sizes were shrunk, so instead<br />

of multiple councillors elected<br />

over a wider area, it became a<br />

winner-take-all system with one<br />

councillor elected per small area.<br />

Further to this, more councillors<br />

were added in total.<br />

I cannot see how this achieves<br />

anything positive as it virtually<br />

ensures incumbents have<br />

a stranglehold on their small<br />

patch.<br />

Dare I say it, but I suspect<br />

this may have been exactly what<br />

some people wanted.<br />

What it will mean for the<br />

working dynamics is also worrying;<br />

the system will incentivise<br />

councillors to loose sight of the<br />

bigger picture, which is the vital<br />

ingredient of good governance.<br />

I come from a private-enterprise<br />

background and don’t plan<br />

on being a councillor for life, so<br />

to be perfectly frank, having a<br />

cushy re-election road is of no<br />

interest to me.<br />

What I actually care about is<br />

having a system that encourages<br />

capable people to put their hand<br />

up, because having quality councillors<br />

around the table is what’s<br />

really important.<br />

This is exactly why I voted<br />

against the model we now have.<br />

Having the most conflicted<br />

people in the world – the councillors<br />

themselves – effectively<br />

driving the process which dictates<br />

their re-employment is a<br />

complete nonsense.<br />

Something needs to change<br />

and I plan on trying to have this<br />

self-serving model kicked for<br />

touch.<br />

Wild weather havoc<br />

JUST WHEN we were getting<br />

used to warmer days and<br />

shorter nights on Wednesday we<br />

got reminded just how winter<br />

could have been with a polar<br />

blast sweeping through the city.<br />

While there was a bit of hail,<br />

a bit of wind and a lowering of<br />

temperature before 2pm it was<br />

from 4.35 pm on wards that<br />

everything went off for our fire<br />

crews.<br />

Between then and 2am the<br />

next morning we attended 37<br />

incidents caused by the weather.<br />

It wasn’t a great night to be<br />

a tree with 18 of these being<br />

uprooted right across the city,<br />

interrupting power and blocking<br />

roads.<br />

There were also garden sheds,<br />

trampolines, a car port, some<br />

roofs and even a campervan<br />

near Akaroa blown over or<br />

away.<br />

sideways where I live.<br />

Hopefully, now we’ll cruise<br />

towards summer with no more<br />

winter blasts.<br />

In fact we’ll probably be<br />

moaning about nor’westers<br />

careful with anything, including<br />

barbecues, that might start fire.<br />

Friday a week ago saw fire<br />

in Bottle Lake Forest which is<br />

always a concern.<br />

Normally, we go to deliberately-lit<br />

fires started by idiots who<br />

seem to think it a good idea.<br />

However, this time a loader<br />

working at the landfill had a fuel<br />

hose burst and diesel poured<br />

over its electrics when then<br />

shorted out.<br />

The resulting fire was probably<br />

quite a shock to the driver.<br />

It was going well when St<br />

Albans crew arrived but was<br />

quickly extinguished.<br />

I think it’s fantastic news that<br />

western Halswell will be getting a<br />

new primary school. This area of<br />

Halswell is undergoing exciting<br />

times post-earthquake, with lots<br />

of new houses, shops and facilities<br />

already completed or under<br />

way. A primary school can surely<br />

only encourage more young<br />

families to the area and will be<br />

a real asset to the community.<br />

Definitely exciting times ahead<br />

for this area of the city.<br />

As the gateway to Banks<br />

Peninsula and beyond, the established<br />

suburb of Halswell has,<br />

through a mix of urban/rural<br />

lifestyles plus botanical beauty<br />

within parks and reserves, created<br />

an idyllic situation for many.<br />

Within this context, an appropriate<br />

academic protocol is essential.<br />

Secondary schools neighbouring<br />

Halswell, ranging from years 7<br />

to <strong>13</strong> and 9 to <strong>13</strong> status, including<br />

Cashmere High School (roll<br />

1914) Hillmorton High School<br />

(711) Hornby High School (653)<br />

Christchurch Girls’ High School<br />

(1107) and Riccarton High<br />

School (1001) would deem an extra<br />

secondary school in Halswell<br />

a retrograde step. In comparison,<br />

however, is the minimal amount<br />

of primary schools in this area.<br />

In close proximity are Oaklands<br />

School (605) and Halswell School<br />

(618), with the addition of West<br />

Spreydon School (275), Addington<br />

School (244) and Hoon<br />

Hay School (437). Making the<br />

proposed $15 million primary<br />

school for Halswell is a vital and<br />

positive step. To cater for the<br />

rapid population growth of this<br />

suburb projected to rise to between<br />

34,000 to 40,000 by 2035.<br />

Recently a prospective candidate<br />

for the local elections<br />

came to my door to introduce<br />

herself. She asked my view on<br />

a local safety matter and took<br />

notes when I launched into my<br />

concerns. Within a short distance<br />

from the Anthony Wilding<br />

Retirement Village, there are<br />

two potential traffic hazards. The<br />

local bus services are excellent,<br />

they run on time and frequently,<br />

encouraging us to make use of<br />

them. The Orange Line runs<br />

from Halswell along Halswell Rd,<br />

Lincoln Rd to the Christchurch<br />

Hospital and into town. On the<br />

return journey, we take our lives<br />

in our hands to cross Halswell<br />

Rd to return home. There is no<br />

pavement on which to alight and<br />

we then have to run the gauntlet<br />

of traffic in both directions at<br />

80km/h. It is impossible to get<br />

safely across in rush hour traffic.<br />

To assist elderly people to get<br />

home safely, it would be helpful if<br />

there was a flat surface to alight<br />

onto and a centre island would<br />

get us half-way at a time across<br />

the road when traffic allows. The<br />

speed limit should be reduced to<br />

60km/h. The second concern is<br />

turning right out of the retirement<br />

village on to Bibiana St.<br />

The road is narrow and, if a car is<br />

parked on the far side of Bibiana<br />

St, we have to drive on the wrong<br />

side of the road towards the<br />

roundabout on Aidanfield Drive.<br />

There is only a short distance<br />

between the exit from the retirement<br />

village and the roundabout.<br />

Cars are prone to race round the<br />

roundabout and there is a catastrophe<br />

in the making. The yellow<br />

lines need to be extended past the<br />

retirement village exit so drivers<br />

could drive on the correct side of<br />

the road.<br />

I was born in<br />

raised in Riccarton my<br />

whole life. Even the<br />

bank where I currently<br />

work full time as a<br />

located in Riccarton.<br />

Having spent all my<br />

childhood, teenage<br />

years in the Riccarton<br />

area, I have grown<br />

emotionally attached<br />

to this place.<br />

As I have very strong interest in foreign languages and cultures, I spend a couple of hours<br />

every week at the University of Canterbury studying Chinese and Japanese during my<br />

spare time.<br />

The story about my stolen signs was published in last week’s <strong>Western</strong> <strong>News</strong>. My signs<br />

have continued to be stolen even after last week’s article. Ten had been stolen on the night<br />

of Saturday, <strong>September</strong> 3 alone. It is clear that the method of removing of the signs are<br />

consistent and has been suggested by many others that there is a higher possibility that one<br />

or two people would be doing this consistently and intentionally.<br />

Travelling on foot to find sites to put signs up is a struggle, and getting approval to do so is<br />

another. Putting up one sign takes a lot of time and effort. It took me 2-3 hours every night<br />

after work to be able to get approval from 2-3 sites. It has been quite overwhelming as I have<br />

had 30 signs gone missing from 23 sites.<br />

The New Zealand Police are also looking into this issue. I am also very grateful to have<br />

supportive family, friends and residents showing interest to this incident. I hope that moving<br />

forward this does not continue to happen. I would very much appreciate if you could please<br />

On a positive note, I truly appreciate all the support and encouragement I have been<br />

receiving from the Riccarton residents. I am very grateful to have this opportunity to be able<br />

ICELANDIC HORSES, said to<br />

have been brought to Iceland by<br />

the Vikings, are increasing in<br />

number around Canterbury.<br />

Inga Currey, owner and operator<br />

of Christchurch Icelandic<br />

Horse Treks, is using them in her<br />

business. There are other owners,<br />

and breeders, of icelandic horses<br />

around Christchurch, Rangiora,<br />

Oxford, Waikuku, Ashburton,<br />

Oamaru and Twizel.<br />

“The first sort of bigger breeder<br />

was in Oamaru, the stud was<br />

called Vindholar Southern Icelandics,<br />

they were the pioneers<br />

here. There is a breeder in Ashburton,”<br />

she said.<br />

She said three of her clients in<br />

Christchurch had bought icelandic<br />

horses, and two of them have<br />

bred their first foal.<br />

“For the last two years we have<br />

even had some horses in the<br />

Christchurch AMP show,” she<br />

said.<br />

Mrs Currey, originally from<br />

just south of Frankfurt, Germany,<br />

has lived in New Zealand<br />

since moving here with her Kiwi<br />

husband in 2000. She has ridden<br />

icelandic horses since she was 18.<br />

“They were brought into Iceland<br />

by the Vikings, over 1000<br />

years ago. They have been purebred<br />

there since then. No icelandic<br />

horse that leaves Iceland can<br />

ever go back and no other horses<br />

can be imported either,” she said.<br />

Her trekking business stems<br />

from her passion for the breed<br />

and being conveniently located<br />

near Spencer Park Beach.<br />

“I collected horses for the family,<br />

who then weren’t interested<br />

… I had the horses and I had<br />

the location. You couldn’t ride<br />

icelandic horses anywhere here<br />

yet, that’s why I had the idea.”<br />

Mrs Currey said one of her favourite<br />

traits of icelandic horses<br />

was “definitely the tölt.”<br />

“When people experience the<br />

tölt for the first time, their expressions<br />

and the things they say<br />

are lovely to see,” she said.<br />

The tölt is a unique gait allowing<br />

the horse to move in a<br />

similar fashion to walking, but at<br />

a running speed. This makes for<br />

a very smooth ride.<br />

Burnside hooker picked<br />

for national schools’ team<br />

PERRY KARATI has been<br />

named in the New Zealand<br />

Schools’ rugby squad after<br />

a stand-out season with the<br />

Burnside High School first XV.<br />

The hooker was all nerves last<br />

Monday, hoping for the phone to<br />

ring and hear that he had been<br />

named in the squad.<br />

He knew that those selected in<br />

the team would be given a call at<br />

some stage on Monday.<br />

However, it wasn’t until the<br />

evening that Karati’s phone rung<br />

to deliver the good news.<br />

“It was a long day, (but) when<br />

I found out I was stoked. I had<br />

finally made it – one more step towards<br />

the next goal,” said Karati.<br />

Karati will now take part in a<br />

three-day training camp at the<br />

end of the month in Auckland.<br />

He is also hopeful of gaining<br />

a rugby scholarship at Lincoln<br />

University through the Crusaders<br />

academy as he looks to push his<br />

case for provincial and Super<br />

Rugby in the future.<br />

The year <strong>13</strong> student is now in<br />

his fourth year with the Burnside<br />

first XV and has been one of the<br />

school’s longest serving players,<br />

bringing up his 50th cap earlier<br />

this year.<br />

Karati’s time at Burnside has<br />

come with plenty of ups and<br />

downs. When he first played for<br />

SOUTH ISLAND CHAMPS: Christchurch Boys’ High School<br />

have been crowned South Island basketball champions<br />

after defeating Otago Boys’ High School 92-57 in the grandfinal.<br />

The South Island schools tournament took place over<br />

four days at Ashburton’s EA Networks Centre. CBHS faced<br />

some familiar opposition on their way to the title, defeating<br />

Cashmere High School 94-75 in the semi-final. Jack Lang<br />

proved the difference hitting eight three pointers in the<br />

semi-final victory. The tournament win means that CBHS<br />

have booked a spot in the national tournament, which will be<br />

played in Palmerston North at the end of the month. They will<br />

be joined by Cashmere and Christ’s College. Meanwhile, the<br />

Rangi Ruru Girls’ School, Middleton Grange and Rangiora High<br />

School girls’ teams have also qualified for nationals.<br />

SCIRT programme on<br />

the home straight<br />

SCIRT’s five year programme of repairs to pipes, roads, bridges<br />

and retaining walls is almost complete and we’re aiming to finish<br />

construction in December.<br />

GOLF<br />

Burnside High School’s latest National Champions qualified<br />

to compete in the National Golf Teams Final after winning<br />

the Canterbury Secondary Schools’ Title in March this<br />

year. The Nationals were held at the Nelson Golf Club in<br />

very windy conditions. We had the Best Team Stroke<br />

Play score and Juliana won the Individual score as well.<br />

SENIOR PRODUCTION<br />

Our Senior Production was an adaptation of Lewis Carroll’s Alice in Wonderland. Held over three nights in The Aurora<br />

Centre the visually stunning production captivated young and old alike.<br />

RUGBY<br />

The 1st XV Rugby team won the South Island co-ed final<br />

against South Otago High School which was played in<br />

Balclutha. This is the first time the 1st XV have won this<br />

South Island title. This meant the team qualified for the<br />

National co-ed finals weekend held at the Sport and Rugby<br />

Institute in Palmerston North.<br />

The first game the team played Aorere College - final score<br />

<strong>13</strong>-32 to Aorere. The second game was against St Peters<br />

College - final score 37-10 to St Peters.<br />

BIG SING<br />

The Annual New Zealand Choral Federation Big Sing was held in Dunedin over three days in August. Senior Chorale and<br />

Bel Canto both received Gold Awards. This places both of them within the top five choirs in New Zealand.<br />

CANTAMATH<br />

This year’s Cantamath competition was<br />

held on 24th August at Horncastle Arena.<br />

Up to fifty teams competed in this annual<br />

event and what a great night for Burnside<br />

Maths! We won the Year 9 and Year 10<br />

award - the first time we have held both<br />

titles in five years.<br />

A special mention to the Year <strong>13</strong>s who<br />

have been helping Mrs Risbridger to run<br />

Year 9 training sessions at lunchtimes all<br />

Lixin Zhang won the presitigious bi-annual Wallace Junior<br />

Piano Competition in Auckland last month. A member of<br />

the Specialist Music Programme, Lixin also won the Best<br />

city. He spoke to Caitlin<br />

Miles about how the army<br />

saved him from a bad<br />

path, serving in Sierra<br />

Leone and throwing<br />

people out of planes.<br />

Chris can you tell me a bit<br />

about the Joshua Foundation?<br />

Well, it started with the aim to<br />

help troubled and at-risk youth.<br />

Now it is about helping all young<br />

people, getting them integrated<br />

into and working with their local<br />

community better. We do a lot<br />

of work with youth in Linwood<br />

and Aranui, but our work is<br />

expanding. We want to create<br />

projects that could be accessible<br />

to everyone.<br />

You said we, who does that<br />

include?<br />

My wife Pamela and I set it up.<br />

Why did you decide to set up<br />

the project?<br />

We wanted to give kids a<br />

chance, show them that they can<br />

be heading down a bad track and<br />

turn them around and get them<br />

focused on making positive steps<br />

in their own life and in their<br />

communities so they can give<br />

back to them. Once you change<br />

one person in a family, that will<br />

have a run-on effect when they<br />

have a family and that will continue<br />

down the line. That’s what<br />

we want to do. Keep supporting<br />

and pointing young people in a<br />

positive direction for their lives.<br />

Where did the name Joshua<br />

come from?<br />

We wanted to get a name sorted<br />

very early on and my wife and<br />

I were both trying to come up<br />

with ideas. As a Christian-based<br />

organisation we were thinking<br />

of biblical names. We decided<br />

to go into separate rooms and<br />

not come out until we had it.<br />

But then we both walked out<br />

of the rooms at the same time<br />

and thought of the same person.<br />

Joshua. He was hard working<br />

and had strong determination<br />

and they are key values we want<br />

to install in other young people.<br />

Did your time in the army<br />

contribute to your idea?<br />

It’s fair to say I was one of those<br />

kids that I now teach. I was not<br />

in a good way, I had left school<br />

at 15 and was starting to get into<br />

some bad things. Then I joined<br />

the army and those guys basically<br />

became my second family. They<br />

really helped to pull me out of<br />

that place and gave me purpose<br />

and that kind of thing. They have<br />

definitely had an influence on me<br />

and my life and that’s what I hope<br />

What was your time in the<br />

army like?<br />

Like I said they are like my<br />

second family. I also became a<br />

jump master in the army so it<br />

was my job was to throw people<br />

out of C<strong>13</strong>0 planes. I skydived for<br />

25 years and it was really great. I<br />

was a bit of an adrenalin junkie.<br />

You spent time working in<br />

Sierra Leone with the army,<br />

what was that like?<br />

It was horrendous. It was just<br />

after the Civil War in 1993 so it<br />

was a really unstable time over<br />

there. It encouraged me to do<br />

more work in other areas.<br />

You have also done volunteer<br />

work in Vanuatu, can you tell<br />

me about that?<br />

We bought a property over<br />

there when I was a training sergeant.<br />

Just loved the people and<br />

the place. We wanted to serve<br />

the villages with the kids in it.<br />

We wanted to take our kids there<br />

and show them how other people<br />

have to live and show that we can<br />

help them, so we went to some<br />

villages and volunteered with<br />

the people, we took over clothes<br />

and supplies and things they<br />

need. I think it really changed<br />

their perspective on things. Now<br />

we might go shopping and my<br />

kids will point out things that we<br />

could send to Vanuatu. They say:<br />

‘Dad how about we take that over<br />

next time.’ It’s really great to see<br />

them take notice. We just want<br />

to install a passion in them to<br />

help other people.<br />

Is volunteering over there<br />

something you hope to bring<br />

to your programmes with the<br />

Joshua Foundation?<br />

It is, it’s something we are<br />

currently working on actually.<br />

We have partnered up with the<br />

Student Volunteer Army to do<br />

volunteer work in Vanuatu. Then<br />

we plan to open that to kids<br />

across Canterbury. They would<br />

need to fund themselves, but the<br />

plan is to go over for 14 days and<br />

help and live in villages so they<br />

can understand what life is like<br />

and why it is important to help<br />

out these people. They really appreciate<br />

the work that people do<br />

to help and that’s why we do it.<br />

Talking about funding how<br />

do you manage?<br />

We are non-Government<br />

funded and do it all ourselves.<br />

We decided it was worth taking a<br />

risk and setting it up because we<br />

felt so strongly about it so we got<br />

the money ourselves and started.<br />

We’re the same now, we don’t<br />

like to ask people for money. We<br />

know that people make contributions<br />

to other places and have a<br />

lot on their plate already.<br />

What have been some of the<br />

stand out moments from the<br />

organisation?<br />

That’s a hard one to answer.<br />

There have been so many over<br />

the years to be honest it’s hard<br />

to pull out a few. There were two<br />

sisters though who we worked<br />

with, they have actually just got<br />

scholarships for university. One<br />

of the girls has received a scholarship<br />

for Canterbury University<br />

and the other for Otago, so it’s<br />

moments like that that have been<br />

really cool. I don’t want this to<br />

sound bad but I think after a<br />

while you get desensitised to it.<br />

So you still work as well?<br />

Yes, I’m the Officer Commanding<br />

Canterbury Company<br />

for the 2/4 RNZIR (Royal New<br />

Zealand Infantry Regiment).<br />

Do you get any spare time?<br />

Not really. But I don’t mind.<br />

My version of downtime is getting<br />

to sit with mates, couple of<br />

beers and watch the rugby.<br />

You’re a Canterbury supporter<br />

right?<br />

IN ANOTHER life, Mary<br />

Outram could have been a<br />

librarian.<br />

In some ways she is but in the<br />

fashion sense.<br />

The 24-year-old Riccarton<br />

woman has carved a niche not<br />

by selling designer clothing – but<br />

by lending it out.<br />

She established a business<br />

called Borrowed by Mary, which<br />

allows other young fashionistas<br />

to wear her designer-label clothing.<br />

Her business has gained<br />

thousands of followers on social<br />

media.<br />

Miss Outram lends out more<br />

than 50 pieces of clothing, in<br />

sizes six to 14, which are usually<br />

worth several hundred dollars<br />

each.<br />

She has spent years building<br />

up her wardrobe and saw the<br />

opportunity to help others who<br />

want to wear designer clothing<br />

without the price tag.<br />

“For me, when I was younger<br />

you’d have to fork out money<br />

to buy a beautiful item that you<br />

were going to wear to a 21st or a<br />

special occasion, but often you<br />

can’t afford it,” she said.<br />

“Just because you don’t have all<br />

the money in the world doesn’t<br />

mean you can’t wear these $300,<br />

$400 and $500 items,” she said.<br />

She stocks all sorts of dresses,<br />

skirts and playsuits in brands<br />

from Sass & Bide to Shona Joy,<br />

Alice McCall and Camilla.<br />

Miss Outram began the business<br />

venture when she launched<br />

her website in April after leaving<br />

her retail job.<br />

She started the business herself<br />

and was responsible for everything<br />

from creating the website<br />

to gaining a social media following<br />

and modelling garments.<br />

Miss Outram also works in<br />

PR and marketing and runs<br />

her business from home where<br />

women can try on garments<br />

before renting them out.<br />

“Renting has been a popular<br />

concept for a while. It’s been<br />

done over in Australia and<br />

there’s some people here in New<br />

Zealand, but when I started,<br />

there wasn’t anyone big in<br />

Christchurch so I saw a gap in<br />

the market,” she said.<br />

Miss Outram started off as a<br />

fashion blogger in 2014, where<br />

she gained a number of dedicated<br />

followers.<br />

One in every three children in<br />

Christchurch will have problems<br />

with their teeth before they start<br />

school – a filling needed, or even<br />

rotten teeth removed.<br />

In the worst cases local dentists<br />

have seen, pre-schoolers<br />

have had to have all their teeth<br />

removed.<br />

Some pre-schoolers are already<br />

so self-conscious about their<br />

teeth, they are afraid to smile.<br />

Fizzy and sugary drinks – now<br />

often cheaper than buying water<br />

– take a share of the blame, as<br />

do a lack of regular brushing<br />

parent, CDHB community and<br />

public health advisory committee<br />

member Rochelle Faimalo<br />

said.<br />

“A lot of the hubs are open<br />

during school hours, which<br />

makes it very hard for working<br />

parents,” she said.<br />

As a busy parent, it was easy to<br />

lose track of when children were<br />

due for check-ups, she said.<br />

Part of the problem is families<br />

falling through the cracks in the<br />

dental system.<br />

Pre-schoolers are supposed to<br />

have free dental check-ups each<br />

year, when they are two, three<br />

and four, and then when they<br />

start school.<br />

BY THE NUMBERS:<br />

•One in every three<br />

Canterbury children will<br />

have problems with their<br />

teeth, from cavities to<br />

extractions, by the time<br />

they start school<br />

•The average Canterbury<br />

pre-schooler will have<br />

problems with one tooth,<br />

a Māori child two teeth,<br />

1184 children in total.<br />

•The CDHB aims to<br />

have 95 per cent of<br />

preschoolers enrolled in<br />

dental services. Last year<br />

just 61 per cent were, a<br />

drop from 69 per cent in<br />

2014<br />

Under the current system,<br />

families are called three times<br />

within the space of a month to<br />

remind them of a check-up.<br />

But if they don’t respond or<br />

can’t be reached within that<br />

time, they are cut from the<br />

system.<br />

In Canterbury, one in every<br />

six pre-schoolers had their enrolment<br />

in the programme<br />

cancelled.<br />

That was even worse for Māori<br />

or Pasifika children.<br />

One in every four pre-schoolers<br />

who identified as Māori had their<br />

enrolment cancelled, and almost<br />

half of Pasifika children.<br />

CDHB health board member<br />

Jo Kane said the numbers showed<br />

the system had been “an epic fail<br />

in many areas”.<br />

“This model has been around<br />

for a long time, and I think it is<br />

time now to ask has it made a difference?”<br />

she said.<br />

The children’s enrolments are<br />

being cancelled even though<br />

other departments within the<br />

CDHB often have up-to-date<br />

contact information for those<br />

families.<br />

Planning and funding project<br />

specialist Bridget Lester said<br />

they were not allowed to share it<br />

between departments, because of<br />

privacy laws.<br />

That could change next year,<br />

Oral health concerns for<br />

Maori and Pasifika children<br />

IF THE dental problems for<br />

the average child are bad, the<br />

problem for Māori and Pasifika<br />

children are dire.<br />

The average Māori five-yearold<br />

will have had problems<br />

average Pasifika child three.<br />

That compares with one<br />

tooth, on average, for children<br />

of other ethnicities.<br />

Quick and easy<br />

to grow endive<br />

Gazania likes the heat<br />

IF YOU’RE looking to add<br />

some spark to your garden this<br />

summer, look no further than<br />

gazania.<br />

This flame-like plant produces<br />

incredibly striking orange, yellow,<br />

cream and red flowers and<br />

loves hot, dry, sunny and even<br />

windy growing conditions.<br />

For a perfect planting buddy,<br />

partner it with livingstone<br />

daisies. These bright coloured<br />

plants thrive in the same conditions<br />

as gazania. Because of<br />

this, both plants are great for<br />

mass planting on dry slopes,<br />

bedding, ground cover, edging<br />

and in pots.<br />

And for the same reasons,<br />

gazania and livingstone daises<br />

are both perfect to plant now as<br />

the weather warms up. They’re<br />

especially good to grow if you<br />

plan on being out and about<br />

or away a bit over the warmer<br />

months – once planted, they<br />

require little to no care.<br />

Grab your gazania and livingstone<br />

daisy plants<br />

Make sure the area you<br />

choose to plant in is welldrained,<br />

rather than hard and<br />

wet. Dig a hole and pop a seedling<br />

in. Plant them quite close<br />

together – about 200mm apart –<br />

as they don’t tend to spread far<br />

when they grow.<br />

In around six to eight weeks<br />

your garden should have some<br />

extra spark of summer colour.<br />

SPRING HAS arrived, which<br />

means salad season is just around<br />

the corner. And there’s nothing<br />

like picking fresh salad ingredients<br />

straight out of your garden.<br />

I’ve talked a lot about the<br />

different salad plants (typically<br />

lettuces) – iceberg, baby cos,<br />

red, triumph, just to name a few.<br />

But for some reason I’ve never<br />

mentioned endive in one of these<br />

articles. And I’m not really sure<br />

why.<br />

Endive is a great addition to<br />

any salad. I like to partner its fine<br />

curled, mid-green leaves with<br />

rocket.<br />

To my mind, endive is a bit bitter<br />

and rocket is a little peppery,<br />

together they’re a great combo.<br />

What’s equally important, and<br />

another reason why I’m surprised<br />

I haven’t mentioned endive in<br />

the past, is it’s so easy and quick<br />

to grow. Unlike most lettuces, it<br />

doesn’t need to create a heart in<br />

the centre so it’s very quick to<br />

produce. Simply pick the leaves<br />

off as you need them.<br />

To plant, look for a welldrained<br />

spot in the garden. If the<br />

soil is still a bit wet and cold from<br />

winter, try growing endive in a<br />

pot. Just add some good quality<br />

potting mix, plant a couple of<br />

seedlings around 5cm apart and<br />

away you go.<br />

Depending on where you are in<br />

New Zealand and how warm the<br />

soil is yet, it will take around four<br />

to six weeks for your endive to be<br />

ready to harvest. Remember, you<br />

can tell the soil is warming up<br />

when you need to start mowing<br />

your lawns again.<br />

Take a chance on endive. You<br />

might just like what you grow!<br />

Joint pain: Do I have arthritis or<br />

could it be mainly my muscles?<br />

of symptoms but many of their middle-aged and senior clients<br />

visit complaining of pain in one of their joints.<br />

stolk suggests that a major part of the<br />

pain could be due to muscle pain rather<br />

than simply arthritis. “even if an x-ray<br />

shows arthritis, the reason for the pain<br />

may be the muscles around the joint,”<br />

she explains. The images show how<br />

a muscle knot (the crosses) in a back<br />

muscle can give hip pain (aches and pain<br />

are the red areas in the drawings), a knot<br />

in a muscle on the back of the shoulder<br />

blade can give a deep pain in the front<br />

of the shoulder and a muscle knot all the<br />

way near the groin can give an ache in<br />

the knee (especially at night in bed).<br />

ietje recalls one case where an 89<br />

year old client with severe arthritis who<br />

walked with a stick, told her, “i will<br />

end up in a wheelchair, i cannot put<br />

any weight through my right leg due to<br />

pain in my hip and buttock”. “Within<br />

4 treatments, she was walking with<br />

her stick but without the severe pain,”<br />

says ietje. “The arthritis was one of the<br />

factors that made her muscles spasm but<br />
