FORTUNE SHADING INTRODUCES A SLEEK OUTDOOR PATIO PRODUCT 

Fortune Shading is a company which first entered 

the Thai marketplace just four years ago, 

but it already has had an impact in providing 

ideal solutions for houses, condos and businesses 

when it comes to reducing the impact of 

the tropical sun. 

Modern technology in the shape of smart 

phones, LED screens, and devices which can 

‘talk’ to each other have had an enormous impact

Fortune Shading’s most recent product launch 

involves a motorized cassette awning, made to 

European standards. A cassette awning is an 

enclosed awning where the shaft, fabric and 

arms are completely protected and stored in a 

closed oval shaped cassette when retracted. 

This cassette awning sits elegantly on the wall 

and despite its sleek looks and minimal appearance 

it is capable of covering patios of up to six 

metres in width with a projection reach of three 

metres. Built-in LED lighting is also available 

with the cassette awning, thereby making a patio

be done via remote control and/or via the heicko 

e-smart home app. For external shading, such 

as awnings, the same principles apply with a 

variety of styles suitable for most potential 

customers.

STATE AGENCIES GOING 

CASHLESS 

In a move to streamline and improve 

overall services, all government 

agencies will be moving into 

what will be a cashless system, 

meaning all payments received 

and all payments sent out will be 

done electronically. The change 

comes into effect from 27 March 

this year, although the rollout will 

take up to six months to complete, 

according to the Ministry of 

Finance. 

The entire rollout is part of the 

government’s long-term plan to 

turn Thailand into a less cash-reliant 

economy. Creating a more 

digital payment and receipt economy 

is something Singapore leads 

the way currently in Southeast 

Asia, and Thailand clearly recognises 

the need to keep up with 

its forward-planning neighbours if 

it is to keep moving forward economically. 

This new system is also aimed at 

encouraging people to be confident 

of buying online and generally 

engaging in the e-commerce 

sector. As well, such e-commerce 

transactions are perfect for tracking 

when payments and receipts 

are made. In theory it should lead 

to greater transparency involving 

financial transactions and allow 

for disputes to be quickly resolved. 

The committee involved in the 

move agreed to the development 

of a payment app for smartphones 

so that people holding welfare 

smart cards in isolated areas 

where there are no electronic data 

capture (EDC) terminals could still 

purchase goods at Thong Fah 

Pracha Rat outlets. 

So far, almost 500,000 EDC terminals 

have been installed under 

the national e-payment scheme, 

of which just 20,000 are in Thong 

Fah Pracha Rat shops. The Finance 

Ministry announced a plan 

to install a further 20,000 at these 

shops, at a cost of 200 million 

baht. 

The first phase of the government’s 

welfare and subsidy 

scheme involves the transfer of 

between 200 and 300 baht per 

month to holders of welfare smart 

cards. People earning less than 

30,000 baht a year receive a 

monthly allowance of 300 baht, 

while those with annual earnings 

of between 30,001 to 100,000 

baht receive 200 baht to purchase 

discounted goods at Thong Fah 

Pracha Rat shops. 

The second phase of the government’s 

scheme will involve additional 

payments of between 100 

and 200 baht per month for those 

people who sign on for the government’s 

skill training program, 

which begins in March. 

This added monetary bonus is, 

quite obviously, aimed at getting 

low income earners to learn a new 

trade or gain added educational 

skills which, in the long run, will 

enable them to get better-paying 

employment and move out from 

the cycle of poverty.

Thailand’s smartphone sales expected to slow 

Thailand is expected to see a slowdown in 

smartphone sales this year for the first time due 

to a combination of market saturation and a lack 

of technological leaps in the sector. 

Opas Cherdpunt, managing director of M Vision, 

the organizer of The Thailand Mobile Expo, was 

quoted as saying “Smartphone sales during the 

four-day event are expected to total 1.9 billion 

baht, equal to last year, which would signify 

that consumers are delaying purchase of a new 

device,” adding, “The replacement period has 

been extended from 12 to 18 months.” 

Owners are holding on to their smartphones for 

longer and are seeing that features released in 

the last few years such as retina displays, and 

longer battery life are hard to surpass with anything 

that is markedly better of late. 

Even accelerated obsolescence, which had 

come to the fore recently in cases where Apple 

admitted it had installed algorithms to slow 

down older iPhones, is slowing down as advancements 

in software are leveling out. 

The fashionable side of upgrading hardware 

every year has worn off with little to detect 

between competing models and with several 

models being offered by smartphone makers at 

a single point in time. As an example you can 

step into any Apple reseller and find on display 

IPhone 7’s, iPhone 8’s, iPhone X’s as well as 

iPhone SE’s (A hybrid of the iPhone 5 and 6) all 

at the same time. 

South Koreans investors eye Thailand 

South Korean investors who were previously 

looking at Vietnam as an investment hub are 

now keen to invest in Thailand. In particular 

the Eastern Economic Corridor (EEC) could 

provide a springboard for South Korean investment 

as there were special investment zones 

and South Korean technology expertise would 

suit the goals of the EEC project.

Korean companies were also being invited to 

invest in the Yellow Line and Pink Line mass 

transit train routes in the form of a private-public 

partnership. 

Other projects for South Korean companies 

included the possibility of bidding for the operation 

of duty free stores in Bangkok’s airports 

when current contracts expire over the next 

two to four years. 

A recent meeting of the Korea-Thailand Committee 

on Economic Cooperation took place to 

help secure future investment relations. 

Pranda Jewelry seeks 20% sales growth 

Pranda Jewelry, a SET listed company, is 

looking for 20% sales growth in 2018 on an 

assumed sales turnover of 3.7 billion baht using

Chanat Sorakraikitikul, chairman of the financial 

and risk management committee at Pranda 

Jewelry was quoted as saying, “Pranda is assured 

of a good industrial direction because 

of the economic recovery in partner countries 

and support from the public sector.”

several countries including India, France, the 

U.S. and the U.K. 

Mr. Sorakraikitikul was also quoted as saying, 

”Our business operation has been improving 

as the global economy recovers, with more

Traffic: the most congested 

countries in Asia 

While it is pretty obvious that 

Thailand has some serious traffic 

congestion, the big question is 

‘how does it rate when it comes 

to the rest of the Asian region?’. 

According to Numbeo, Thailand 

ranks as the second-worst in 

Southeast Asia and fifth-worst in 

Asia. 

In Thailand the average oneway 

journey takes 41.09 minutes. 

The Philippines is worse, with an 

average one-way journey eating 

up 43.42 minutes while Iran rates 

as the worst in Asia at 50.17 

minutes for an average one-way 

journey. 

When it comes to CO2 emissions, 

sadly Thailand ranks as number 

three across Asia, but number 

one in Southeast Asia. The average 

CO2 emission in Thailand 

is 7,926.45 grams compared 

with Qatar, which is the worst at 

8,510.24 grams and the United 

Arab Emirates at 8,169.71 grams. 

The second-ranked country in 

Southeast Asia is Malaysia at

The Inrix Global Traffic Scorecard 

ranks Bangkok as the most 

congested city in Asia and 12th 

worldwide. 

Data from the International Labour 

Organisation (ILO) and the 

Korn Ferry Hay Group suggests 

Thailand’s working population 

will experience real wage growth 

in 2018 of around 4.5 percent. 

This compares favourably with its 

regional neighbours with only 

India (4.7 percent) and Vietnam 

(4.6 percent) set to experience 

better numbers. 

In 2017, Thai workers saw real 

salaries rise by around 5.6 percent, 

a figure only surpassed by Vietnam 

which saw growth of 7.2 percent. 

Thailand’s Talent Pool Drops 

The 2017 figures released by the 

IMD World Talent Ranking and 

World Digital Competitiveness 

Ranking shows Thailand has 

dropped from 37th to 42nd in the 

world and is well behind local rivals 

Singapore, 13th, up from 15th, and 

Malaysia, which did drop from 

21st to 28th. 

Number one in the world is Switzerland, 

ahead of Denmark, 

Belgium, Austria, Finland, the 

Netherlands, Norway, Germany, 

Sweden and Luxembourg. 

In the category termed ‘Investment 

and Development’ Thailand 

ranks 48th, while Malaysia, for 

example, actually tops the Southeast 

Asian region at 19th. 

Thailand comes in at 41st in the 

‘Digital Competitiveness’ category. 

By comparison, China ranks 31st, 

Hong Kong seventh and Singapore 

first in the world.

The Retox Game On sports bar, 

restaurant and hotel, located in 

Soi Honey, off Second Road, has 

now become one of Pattaya’s 

busiest sporting pubs. 

In January, the visit of Frank Bruno 

proved very successful with close 

to 200 people in Retox Game 

On to see the former world boxing 

champion. Ricky Hatton also 

turned up, just to add to the excitement. 

Management were proud to 

have two former boxing greats in 

the pub at the same time. 

Due to the success of that promotion, 

Retox will be hosting another 

former British boxing champion, 

Nigel Benn, in April. 

Opened in June 2016 Retox 

Game On is the biggest venue of 

its kind in terms of area and seating 

capacity in Pattaya, being able 

to accommodate more than 200 

people at any one time. 

There are 50 TV screens, all 50- 

inch models, around the venue 

as well as a 150-inch projector 

screen and a video wall and a 

90-inch TV. All of these are tuned 

in to live sports from around the 

world with the aim of trying to 

create a ‘feel like you are there’ 

atmosphere within the bar.

Amazon rolled out its Prime subscription service 

in Singapore prior to Christmas 2017 following 

the launch of its Prime Now fast delivery app, 

which kicked off in July. Early signs show the

The Ayala Corporation recently signed a deal to 

acquire the National Teachers College (NTC), 

a pioneer in teachers’ education, for an undisclosed

Stock Exchange (PSE), Ayala Corporation said 

its wholly-owned education arm, AC Education 

Inc, signed a share purchase agreement for 

approximately 96 percent of NTC’s shares, 

subject to certain closing conditions, including 

securing the necessary regulatory approvals. 

Ayala described NTC as one of the most 

well-recognized teacher education institutions 

in the country, with Level III Accreditation 

from the Philippine Association of Colleges 

and Universities Commission on Accreditation 

(PACUCOA) for its Bachelor programs in 

Elementary and Secondary Education. It has 

almost 10,000 students from basic to higher

The cheese just got fresher in TOSCANA 

Italian food revolves around some basic staples, with pasta, vegetables and 

cheese among the key non-meat ingredients for many dishes. For the highly-rated 

Toscana Italian restaurant, one of the major reasons it is able to stand out from a 

very crowded field, is partly due to its incredible variety, and, more importantly, 

quality of its cheese selections. 

Recently, the management of Toscana 

purchased a number of cows with the 

aim of being able to supply the restaurant 

with the freshest milk possible. The cows 

have been quickly put into service on their 

organic animal farm, located in Huay Yai 

district. 

Toscana is now capable of producing a 

mixture of goat’s milk (something it has 

been doing for a long time) and cow’s milk, 

primarily to produce arguably the best and 

widest variety of cheeses in Pattaya. 

One of the wonderful elements of being 

able to eat goat’s cheese is that it is easier 

on the human digestive system, being 

lower in calories and cholesterol than 

cheese made from cow’s milk. 

When you add in the fact that the goat’s 

cheese products sold in Toscana come 

totally from the herd roaming the organic 

animal farm, you can basically be assured 

of a great taste, without the potential 

negative side-effects of ordinary cheese. 

As well as the expanded variety of cheeses, 

which include Mozzarella and Tomato 

Caprese, the restaurant can now supply 

its own butter and fresh cream. 

An interesting facet of goat’s cheese, 

according to Luca Marchetti, Toscana’s 

restaurateur and the man behind the organic 

farms, is how its taste will linger, 




and indeed become more evident on the 

palate, after you’ve eaten a particular dish. 

“From every 25 litres of goat’s milk, I get 

about 2.5 kilos of goat’s cheese,” said mine 

host Luca. “Depending on what you want, 

from this I make some cheeses that are 

best to eat straight away. Cheeses that will 

last for only three or four days. Then there 

are some that you should keep for longer, 

that age very well.” 

Luca tries a variety of mixtures from cow’s 

milk constituting 80 percent and goat’s milk 

20 percent of a sample, to a goat’s milk at 

80 percent and cow’s milk just 20 percent 

and another with an even mix of 50 percent 

cow’s and goat’s milk. Each will produce a 

slightly different texture and taste. 

One of the best ways to get a handle on the 

wide variety and textures of goat’s cheeses 

available in Toscana is to order a cheese 

platter, with maybe a glass or two of the 

house red wine. One of the more intriguing 

and certainly incredibly tasty examples on 

the platter is the cheese-in-camicia, also 

called cheese-in-a-shirt. Basically, it is an 

aged cheese surrounded with a crust of 

pepper. The pepper is cut off, but the resultant 

cheese has a flavour that is as distinct 

as all the other cheeses produced by Luca 

and his team. 

All the cheese is made in very much the 

same way Luca was taught as a youngster 

growing up in the Tuscany region of Italy.

Against the Thai Baht the Pound gave back 

last month’s gains and fell from 44.80 to 43.88. 

The USD/JPY cross rate has seen some of the 

biggest moves amongst major currency pairs 

falling from 111.01 to 106.15 with safe haven 

trades likely partly to blame. The Yen is seen 

as a safe haven when stock markets are volatile 

and this has only exaggerated the move 

in the currency. Against the Thai Baht,the Yen 

recovered quite a bit of ground moving from 

0.2846 to hit 0.2950. 

FOREIGN CURRENCY UPDATE 

The US Dollar rose slightly on higher interest 

expectations, (which incidentally sent global 

stock markets plunging), but has since given 

up its gains to remain at the bottom of a multi 

month range. Indeed, when comparing the 

plunge in the stock markets with the relatively 

muted move in the dollar index you would be 

hard pressed to find anycorrelation. The DXY 

Dollar index, (an index that measures the US 

Dollar’s valueagainst a basket of other currencies), 

rose from a low of 88.67 to hit 90.5 only 

to return to its lows again within a week or so. 

Against the Thai Baht the dollar moved from 

31.44 to 31.83, before returning tomulti year 

lows at 31.28. 

The British Pound dropped from a high of 

1.4289to 1.3880 on the dollar’s interest rate 

driven rise but this was short lived as there 

was also news from the UK regarding a possible 

quicker and more robust move to a higher 

interest rate environment that kept the Pound 

well bid. Although the British currency didn’t 

hit last month’s highs, it regained ground to sit

from 56.20 to 58.65, before quickly retracing 

almost the entire move and settling back at 

56.39. When compared to the Thai Baht, the 

Ruble fell from 0.5640 to briefly touch 0.5440 

before staging a rally back to 0.5546. Thus it 

has not regained all of its strength and this is 

telling of a slightly stronger Thai Baht. 

The Euro/USD rate moved from a high of 

1.2514 to 1.2204 before recovering to an 

even higher high of 1.2553. Some give back 

occurred to see the Euro retrace back to 

1.2418 against the USD. It remains near to 

multi-year highs even as the dollar has tried to 

rally somewhat. Against the Thai baht the Euro 

saw choppy trade albeit within a tight range of 

38.70 to 39.10, suggesting that Euro strength 

is being matched by renewed strength in the 

Thai baht.

THE 4 YEAR THAI SMART VISA 

Living in Thailand long term if you are not over 

50 or married to a Thai national can be tricky 

and until now there has not really been a viable 

option for those not employed by a Thai company. 

Recently Thailand introduced the smart visa 

which is a 4 year visa available to individuals 

who meet certain criteria allowing them to live 

and do business in Thailand without the restrictions 

which usually apply for most of us. 

Why has this been introduced? 

Over the past few years, location independent 

living has started to become a more normal 

practice amongst many people of working age 

who are living the ‘laptop lifestyle’ and either 

working online or getting paid to travel the world. 

Chiang Mai is a hub for Digital Nomads with 

thousands of new arrivals every year but sadly 

just as many departures as many of these travellers 

who have money in their pockets to boost 

the Thai economy are unable to find a visa 

which will allow them to stay here long term. 

Who will be eligible for the smart visa? 

Although the smart visa is also known as the 

‘digital nomad visa’, individuals require a very 

specific set of skills in order to qualify. 

Many Bangkok property developers are now 

embracing the internet of things and recently 

jobs have been advertised in Thailand for 

System Integrators specialising in the Internet 

of Things. Smart Homes will become ‘the 

norm’ in developed areas of Thailand within 

the next decade. 

This visa was introduced on 1st February 2018 

and the exact process is yet to be confirmed. 

However, it is known that the application process 

is expected to take around 30 days and 

must be approved by the BOI, the National 

Innovation Agency, the Digital Economy Promotion 

Agency, the Ministry of Foreign Affairs 

& other agencies. 

More details will follow when the procedure to 

obtain this visa is released. 

ENVIRONMENTAL IMPACT ASSESSMENT (EIA) 

Environmental Impact Assessment (EIA) is the 

assessment of the actual and potential environmental 

consequences or impacts of a plan, 

policy, program, or project proposals, prior to 

the decision to move forward with the proposed 

action. 

The main purpose of an EIA in Thailand is to 

ensure that decision makers consider the environmental 

impacts when deciding whether or 

not to proceed with a project.to prevent environmental 

problems from major industrial projects 

in order to reach sustainable development 

goals. This procedure is significant in determining 

the type and level of effects an existing facility 

is having, or a proposed project would have, 

and identifying options to minimize damage on 

natural environment. 

The Environmental Impact Evaluation Bureau 

(EIEB), under ONEP, is responsible for the 

administration of the EIA process. Large-scale 

ventures with significant environmental or surrounding 

habitat impact must forward Environmental 

Impact Assessment reports (EIA) to the 

Office of Natural Resources and Environmental 

Policy and Planning (ONEP), which then submits 

preliminary comments to the Expert Review 

Committee (ERC) for consideration. 

ONEP examines the EIA report within 15 days. 

In case the report is not correct or incomplete, 

ONEP sends the report back to the proponent. 

In case the report is correct or complete, ONEP 

provides preliminary comments on the EIA 


report within 30 days. The EIA report together 

with the preliminary comments is then proposed 

to the Expert Review Committee (ERC) which, 

in turn, considers the report for approval within 

45 days. 

After the report has been approved, ONEP 

gives recommendations to permitting agencies. 

If a project must be approved by the Cabinet, 

then the ONEP summarizes the comments of 

the ERC and forwards them to the NEB and 

the Cabinet. 

If the report is approved, the permitting agency 

shall grant the permit to the project/activity with 

the inclusion of preconditions, such as mitigation 

measures and a monitoring program. Other 

wise, the proponent must submit a revised 

report to the Committee, which then must review 

the amended report within 30 days after 

date of receipt. 

EIA reports must be prepared by a licensed 

consulting firm registered with ONEP. The 

Minister of Natural Resources and Environment, 

with the approval of the National Environment 

Board (NEB), has the power to 

determine the type and size of projects or 

activities requiring an EIA. 

Projects and activities that may seriously affect 

the quality of the environment, natural 

resources and biological diversity are not permitted, 

unless the environmental impact and 

health of the people in the communities have 

been studied, evaluated and consultations 

held with the public and interested parties organized, 

and the opinion of an independent 

organization obtained prior to the operation of 

such project or activity. 

In case of projects/activities that may affect 

negatively the living conditions of a nearby 

community and that require the approval of the 

Cabinet, authorization is more time-consuming 

and involves more stakeholders to ensure 

compliance with the law.

NEW BUILDING ENERGY CODE TO COME INTO FORCE IN 2018 

A new building energy code (BEC) will come 

into force in the middle of this year that will 

affect all new buildings that are greater than 

10,000 square meteres in size. For an indication 

of size, a typical Tesco Lotus Hypermarket 

covers around 10,000 square meters. 

The new BEC regulations were approved in the 

middle of February 2018 by the Energy Policy 

Administration Committee and cover all kinds of 

new buildings including condominiums, shopping 

malls, hotels, gas stations, conference and 

exhibition centres, offices and hospitals. 

Twarath Sutabutr, director-general of the Energy 

Policy and Planning Office (Eppo), was quoted 

as saying, “We believe that the new BEC will 

not impact property developers, because building 

operators will enjoy reduced power bills 

when the buildings are completed and the operators 

themselves can create more value-added 

buildings using green or eco-friendly designs to 

attract buyers and tenants.” 

There are several areas of regulation including 

air conditioning systems, lighting and hot water 

for continuous energy use as well as building 

energy oversights such as regulations for building 

materials used. 

The aim of the regulations is to cut electricity 

use by at least 10 per cent. 

Details of the regulations will be uploaded to the 

Alternative Energy Development and Efficiency 

(DEDE) website for all building contractors to 

refer to. 

The new regulations will also apply to buildings 

that are smaller than 10,000 square meters 

but these will be subject to regulation at a later 

stage. The timetable for smaller buildings is that 

those covering an area of 5,000 square meters 

up to 10,000 square meters, (about the size of 

a Foodland Supermarket), will be subject to the 

regulation in 2019, and buildings covering an 

area of 2,000 square meters to 5,000 square 

meters (about the size of a medium sized five 

story office building) will be required to comply 

by 2020. 

The above timeline is for new buildings only. 

Whether or not older buildings will be required 

to comply with similar regulations in the future 

remains to be seen. 

Energy savings by way of the new regulations 

are expected to save 48 billion baht over 20 

years, in the form of 13.7 billion kilowatt hours. 

As part of the drive to cut power consumption 

and improve renewable energy expansion, 

the administration committee also stated that 

more that 10,800 megawatts of power was produced 

by renewable methods as of December 

2017. This amount accounted for seven per 

cent of total energy production, which is lower 

than the ten per cent aimed for. 

Renewable energy methods used so far have 

been solar panels and wind turbines, however 

the latter has proven unstable as Thailand 

frequently has a lack of strong winds.
