- Administration: Manages the Administration required for the<br />

Parks and Recreation Section.<br />

- Manages and controls the Parks and Recreation division, providing<br />

a service to Rate Payers and for the beautification of Enoch<br />

Mgijima through the sections of horticulture consisting of the<br />

Nursery, Parks, Open Spaces, Islands, Playgrounds, Sports fields,<br />

Arboriculture, Decorations and Cemeteries.<br />

- Manages and controls the Game Reserve and its biological assets<br />

to generate income and provide a good clean environment for<br />

all people of Enoch Mgijima and international, national and local<br />

tourists.<br />

- Manages and controls the Municipal Pounds and Commonages<br />

to supply a safe environment for livestock and public roads in<br />

Enoch Mgijima.<br />

Distribution Transformers.<br />

Manage and ensure the Satisfactory rendering of<br />

the electrical department functions including:<br />

o Safe, efficient operations and maintenance of the<br />

network to restore the network and minimum<br />

outages.<br />

o Network planning, new connections, project<br />

costing and management<br />

o Network control, metering, protection, minimising<br />

electricity losses and demand side management<br />

Manage and ensure network compliance to standards<br />

and legislation including Quality of Supply<br />

Compliance with the OHS ACT and act as the<br />

responsible person for the local Municipality.<br />

Budget, Revenue and Expenditure tracking and<br />

management of the Electricity unit plant, vehicle<br />

and Asset Management<br />

Maintenance of municipal buildings, traffic, street<br />

and high mast lights and approval of building plans,<br />

assistance in town and regional planning and management<br />

of technical contracts awarded by Council.<br />

Track and ensure the Directorate expenditure is<br />

within the budget.<br />

Prepare annual budget for the Directorate.<br />

Must be registered with ECSA as either<br />

GMR2. (Pr. Cert Eng.) or eligible to be registered;<br />

A recognised Project Management Diploma with a proven<br />

System (PMS) within the directorate;<br />

Ability to work under great pressure.<br />

Sound knowledge of network planning, design, protection<br />

and switching to provide guidance to the municipal staff.<br />

Sound knowledge of the OHS ACT and distribution network<br />

management and operation compliances.<br />

Knowledge of local government Legislations.<br />

Must be competent in the use of Computer Hardware and<br />

Software most importantly, Electrical Engineering software,<br />

Microsoft Windows, Microsoft Office, Microsoft Projects.<br />

VILLAGERS of Ensam near McBright on the<br />

way to Whittlesea have been without water<br />

since December.<br />

Residents have since been forced to drink<br />

water from a nearby dam that they share with<br />

l i v e st o c k .<br />

A group of residents gathered last Thursday to<br />

inform the media about the lack of provision of<br />

water by the Chris Hani District Municipality<br />

(CHDM).<br />

Resident Mzukisi Nomeva said the matter had<br />

been brought to the attention of CHDM on<br />

numerous occasions but nothing had been done.<br />

He said the village’s taps started to run dry<br />

when the engine of the local pump station<br />

malfunctioned.<br />

According to the residents, there are nine water<br />

tanks which the municipality was supposed to fill<br />

with water.<br />

“<strong>The</strong> municipal trucks do not fill up all the<br />

tanks to the brim, some tanks usually do not even<br />

get to be filled lately and that causes chaos<br />

because some people are at work when the<br />

trucks arrive. <strong>The</strong>re is no schedule for us to know<br />

when to expect water, usually two weeks would<br />

go by and then we have to use the dam water.<br />

“What we are going through is painful, yet in<br />

2019 the ANC-led government will beg us to vote<br />

for them but they ignore us when we need them.”<br />

Village headman Morris Tyutu said he had<br />

resorted to contacting the media due to failed<br />

attempts to get CHDM to fix the problem.<br />

“Several people have complained of stomach<br />

aches, diarrhoea and rashes. Most people in the<br />

village live below the poverty line and can’t afford<br />

to buy water for consumption for a family.<br />

“This municipality’s silence is slowly killing us.”<br />

CHDM spokeswoman Thobeka Mqamelo said<br />

the matter had received the municipality’s<br />

attention and that spares to repair the pump<br />

station engine had been difficult to source.<br />

She said the municipality had now received the<br />

spares and it was hoped that repairs to the<br />

engine would be completed soon.<br />

“<strong>The</strong> operations and maintenance team has<br />

been on site as from Tuesday, working on the<br />

engine. <strong>The</strong>re is a process that must be followed<br />

with Eskom to enable engine connectivity.<br />

“An application was lodged to facilitate the<br />

conversion of the diesel engine to electrical and<br />

follow ups are being undertaken to fast-track the<br />

process.<br />

“Our water services management met with the<br />

delegation from the area earlier this month to<br />

explain the delays and intervention to mitigate<br />

the situation. Two 10 kilolitre Jojo tanks which<br />

were part of the agreed intervention have since<br />

been supplied. Water carting continues, though<br />

this is inadequate due to the demand for the<br />

same service in other areas,” Mqamelo said.
