COMMITTEE AGAINST DOMESTIC VIOLENCE<br />
A few facts to consider: one in three<br />
women will be a victim of some sort<br />
of abuse throughout the course of her<br />
life; one in four men will fall victim to<br />
abuse in their lifetime; it takes a victim<br />
an average of seven times before they<br />
will leave their abuser, and abuse<br />
happens everywhere. Domestic, and<br />
Sexual Violence does not discriminate.<br />
It happens in low income/poverty<br />
situations, or in the 1%. It can happen<br />
amongst your neighbors, doctors,<br />
lawyers, miners, school teachers,<br />
anyone anywhere can become a victim<br />
of abuse or be an abuser. Whether it<br />
is mental, physical, financial or sexual<br />
abuse victims can experience the<br />
same outcomes, they are left feeling<br />
powerless often times dependent<br />
on their abuser. Someone who has<br />
experienced abuse may need years<br />
of counseling in order to feel safe and<br />
obtain skills necessary to become fully<br />
self-sufficient.<br />
These disturbing facts are why the<br />
Committee Against Domestic Violence<br />
and Harbor House were created. In the<br />
1970s and 1980s is when the domestic<br />
violence movement really started to<br />
be in the forefront. After a meeting in<br />
1979, several attendees volunteered to<br />
help organize a group to help victims<br />
of domestic violence and their children<br />
called the Women’s Center. The 1980<br />
incorporation process changed the<br />
name to Elko Committee Against<br />
Domestic Violence and became known<br />
as CADV. In 1985 CADV hired their<br />
first staff member and have had the<br />
same number for their crisis line since<br />
conception. The original offices were<br />
on 5th street with very limited space for<br />
people in need to come into shelter.<br />
In 1998 construction of Harbor House<br />
was completed. Harbor House can<br />
house 28 people at one time. This may<br />
include men, women or children who<br />
come to Harbor House for shelter. They<br />
have facilities for handicap individuals,<br />
and for deaf/blind victims. Not every<br />
person that CADV serves needs shelter<br />
at Harbor House. CADV has a variety of<br />
programs for victims of abuse. Every<br />
Wednesday there is a support group<br />
meeting at Harbor House for victims<br />
of domestic or sexual violence. Any<br />
current or past victim may attend<br />
these meetings. They also offer 1:1 peer<br />
counseling and assistance in navigating<br />
the court systems. Staff members or<br />
advocates may help an individual get<br />
an order of protection, and then work<br />
through the civil and criminal litigation<br />
process.<br />
It is the 20-year anniversary of Harbor<br />
House. They have been sheltering<br />
and providing services to clients since<br />
opening in 1998 and it is time for a<br />
refresh. Normal funding for CADV<br />
comes from a variety of different<br />
sources. They do receive some grant<br />
funding, but most of their money<br />
comes from Marriage License funds<br />
from the three counties that they serve,<br />
or donations from generous donors in<br />
the community including Newmont<br />
Legacy fund and Barrick Nevada. CADV<br />
and Harbor House help clients in Elko,<br />
Eureka, and White Pine Counties, and<br />
they are the only domestic violence<br />
shelter in a 30,000 square mile radius.<br />
They also help 200-300 Victims yearly. A<br />
combination of grant and donor funds,<br />
volunteer hours, and in-kind donations<br />
will total roughly one million dollars<br />
yearly to keep CADV’s Harbor House<br />
operational.<br />
