A WIGRAM Skies resident<br />

is angry after further delays<br />

on operational guidelines<br />

for the new traffic and<br />

parking bylaw.<br />

The bylaw, which would<br />

allow heavy vehicles to be<br />

banned from roads such<br />

as Lodestar Ave came into<br />

force in March. But the<br />

bylaw needed operational<br />

guidelines in order to<br />

be used by community<br />

boards.<br />

Wanda Waites felt residents<br />

have been forgotten by the<br />

city council.<br />

“It’s taking too long and<br />

it’s driving me nuts,” she<br />

said.<br />

Ms Waites plans to move<br />

out of the area in the summer<br />

because of the trucks<br />

and other personal issues.<br />

“They [truck drivers]<br />

give me dirty looks, they<br />

think it’s all because of me<br />

because they have seen my<br />

picture in the paper,” she<br />

said.<br />

The guidelines were first<br />

expected to be finished<br />

in mid May, before being<br />

delayed for another two<br />

weeks.<br />

City council transport<br />

operation manager Steffan<br />

Thomas said that it is now<br />

not expected until the end<br />

of next month.<br />

The delays were due to<br />

staff focussing on the Long<br />

Term Plan, he said.<br />

When the bylaw was<br />

passed Ms Waites felt optimistic<br />

about the future of<br />

Lodestar Ave, but because<br />

of the delays, the feeling<br />

has eroded away, she said.<br />

Community Board<br />

chairman Mike Mora said<br />

the guidelines will be presented<br />

to the city council’s<br />

infrastructure, transport<br />

and environment committee<br />

next month, but did not<br />

know an exact date.<br />

“I can assure to all readers<br />

that they are being<br />

listened to,” Mr Mora said.<br />

He admitted progress<br />

had been slow but said<br />

staff have been working to<br />

finalise the document for<br />

the past two months.<br />

WORK ON a mega centre<br />

in Hornby may not now<br />

start for at least another<br />

two years.<br />

The city council<br />

revealed on Friday<br />

more consultation<br />

may be needed for the<br />

$35.7 million facility<br />

after a hearings panel<br />

recommended Denton<br />

Park not be the site.<br />

If Denton Park was given<br />

the nod, work was likely to<br />

have started this year.<br />

Greater Hornby<br />

Residents Association<br />

chairman Marc Duff said<br />

he was “surprised” that the<br />

decision was made prior<br />

to the official Denton Park<br />

decision on July 6.<br />

“From our residents<br />

association perspective, we<br />

would like to see if that two<br />

year process can be sped<br />

up in anyway, because a lot<br />

of consultation has already<br />

been done on the possible<br />

sites,” he said.<br />

chairman Mark Peters<br />

said he was pleased to see<br />

the city council appearing<br />

to move on from Denton<br />

Park, but was unsure<br />

why another consultation<br />

process is needed.<br />

“It’s disappointing<br />

that they are looking to<br />

potentially punish the<br />

residents of the southwest<br />

and Hornby for saving<br />

Denton Park and pushing<br />

it back for two years,” he<br />

said.<br />

The city council needed<br />

to look at the previous<br />

consultation process to see<br />

community views on the<br />

mega facility, he said.<br />

City councillor Vicki<br />

Buck said two years was<br />

needed to select a new<br />

location for the mega<br />

facility. An additional<br />

$450,000 was budgeted for<br />

the two years works, which<br />

include detailed design.<br />

“If you don’t go through<br />

the due process, then<br />

you’re open to judicial<br />

review, which could<br />

slow down the process<br />

by another two to three<br />

years,” she said.<br />

If a new location is<br />

chosen within the next<br />

financial year, the funding<br />

could be brought forward<br />

by a year, Cr Buck said.<br />

Riccarton Community<br />

Board will make a<br />

final decision on<br />

the hearings panel<br />

recommendation to not<br />

build the facility at Denton<br />

Park on July 6.<br />
