16 “By building our new plant, we have once again - as in 1974 – affirmed our decision to work in Tunisia.” Gunter Weuthen, Manager of GARTEX Tunisia G A R D E U R Founded in 1920, GARDEUR, a worldwide textile company, employ 1218 people today. GARDEUR hopes to become the European leader in both men’s and women’s up-market clothing. To do so, it plans to boost sales abroad, both to current export markets (Russia, China and Japan) and to brand new markets. It will continue to use the concept of “shops-in-the-shop “, which currently number 200. 2003 turnover amounted to 95 million euros. GARTEX TUNISIA SARL and JANSSEN TUNISIA are two affiliates of the German garment group GARDEUR. GARTEX was founded in the ‘90s and today it employs 270 people in the manufacture of women’s slacks. GARDEUR long ago decided to work in Tunisia and operations have evolved considerably since then. First set up as a mere assembly unit, the Tunisian affiliate has gradually taken on new functions. In 1996 an ironing unit and receiving were transferred to Tunisia and the chain was rounded out with a cutting unit in 1998. In 2004, GARTEX settled into its new 10,500 m 2 premises in Ben Arous. Therefore, they own these buildings, better adapted to their needs, and this will help to quickly attain the short-term goal of increasing production by 20%. This new development underlines the company’s commitment to developing new comparative advantages to add to low production costs and tax breaks, which remain major factors. New comparative advantages for GARDEUR today include the ability to adapt, flexibility in producing fashionable items (which by its very nature means frequent change) and logistic proximity to Europe. These advantages were made possible by staff assimilation of training programs and by the ability of local management to fully integrate and implement decisions by the parent company. But the support from the public authorities is also essential.
G A R D E U R Gunter Weuthen, manager of GARTEX Tunisia explains: “We have benefited from excellent support from FIPA, the right place to start when setting up operations in Tunisia. Formalities have been considerably simplified and currently a business can be set up in just one day.” 17
